Abstract

AbstrakKompleksitas permasalahan pembangunan yang dihadapi kota besar saat ini membutuhkan sebuah percepatan pembangunan. Percepatan pembangunan diaktualisasikan melalui smart economy, smart mobility, smart governance, smart people, smart living, dan smart environment. Keenam unsur ini merupakan dimensi dari smart city. Smart city merupakan suatu konsep kota dengan pengembangan, penerapan, dan implementasi teknologi yang diterapkan disuatu daerah sebagai sebuah interaksi yang terintegrasi diantara berbagai sistem yang ada di dalamnya. Konsep smart city menawarkan alternatif solusi bagi kota besar yang telah mengalami gejala-gejala kelebihan populasi. Dengan memperkuat teknologi informasi,kebijakan dan masyarakat yang berada di dalam wilayah suatu kota,diperoleh inovasi-inovasi yang dapat menjadi solusi jangka panjang bagi suatu kota. Pembangunan dan pengembangan suatu kota dapat diarahkan menjadi suatu kota yang memiliki sifat berkesinambungan dan juga ramah lingkungan. Warga negara yang cerdas merupakan salah satu indikator penting dalam mendukung penerapan konsep smart city. Kewarganegaraan adalah prinsip kehidupan dalam organisasi negara. Warga negara saat ini telah bertranformasi menjadi warga digital akibat dampak dari kemajuan teknologi dan informasi. Sehingga kehadiran warga digital memberikan kontribusi besar dalam upaya kemajuan peradaban Kota Bandung dalam mendukung implementasi Smart City.Kata Kunci: Kontribusi, Warga Digital, Smart City

Abstract

Diversion is the transfer of the settlement of children's cases from the criminal justice process to a process outside of criminal justice. With the implementation of diversion, the case will not be tried, the implementation of this diversion uses a system of consensus or deliberation, not all cases of children can be diverted, cases that can be diverted only with threats under 7 years old in accordance with article 7 paragraph 2 of Law number 11 years 2012 regarding the implementation of diversion. If the diversion fails at the police department, it will continue to the prosecutor's stage, if the diversion at the prosecutor's office still fails, it will be carried out in court, if in court it still fails, it will proceed to the trial stage. Regulation of the Supreme Court (PERMA) Number 4 of 2014 concerning Guidelines for Implementing Diversion in the Juvenile Criminal Justice System in court: 1. Determination of Deliberation 2. Minutes of Diversion 3. Agreement 4. Report of Agreement Results 5. Appointment of Judges 6. Appointment of the Chief Justice of the Court of Legal Consequences Implementation of Diversion, if the child fails to make diversion efforts, it will proceed to the trial stage and will follow the guidance if the diversion is successful then the child will not follow the social guidance. This study uses a normative juridical and empirical juridical approach. Data was collected by means of literature studies and field studies. Data analysis was carried out qualitatively. Based on the results of the study, it can be concluded that the implementation of diversion against children. Perpetrators of criminal acts in terms of Law Number II of 2012 article 7 paragraph (1) at the level of investigation, prosecution and examination of children's cases in the District Court must seek diversion.

Abstract

AbstrakPendidikan vokasi dan pelatihan vokasi memiliki peranan penting dan strategis dalam mengantarkan generasi bangsa untuk mampu tampil sebagai aktor pembangunan, menuju bangsa yang berdaulat dan berdaya saing. Oleh karena itu optimalisasi mutu dan relevansi atau program link and match penting untuk digalakan pada setiap satuan pendidikan vokasi dan pelatihan vokasi. Namun dalam realisasinya banyak terkendala dan cukup sulit diimplementasikan sehingga menimbulkan skill missmatch, dan berdampak pada tingginya angka pengagguran. Menyadari pentinya peranan pendidikan vokasi dan pelatihan vokasi, pemerintah telah mengeluarkan kebijakan melalui peraturan presiden (perpres) Nomor 68 tahun 2022 tentang revitalisasi pendidikan vokasi dan pelatihan vokasi. Penelitian ini tentang analisis kebijakan pendidikan menggunakan metode penelitian kualitatif dengan pendekatan penelitian studi kasus (case study). Hasil dari penelitian ini merekomendasikan kepada pemerintah dalam penyusunan peta jalan (road map) kejibakan revitalisasi perlu mempertimbangkan beberapa aspek sebagai berikut : 1) Paradigma baru pendidikan vokasi dan pelatihan vokasi di era revolusi industri 4.0.; 2) Struktur ketenagakerjaan Indonesia; 3) Regulasi dan harmonisasi peraturan perundang-undangan; 4) Ketersediaan tenaga pendidik dan tenaga kependidikan; 5) Ketersediaan sarana dan prasarana; 6) Penyelarasan kurikulum; 7) Pengembangan kecakapan kewirausahaan; 8) Sistem Penjaminan Mutu (SPM); 9) Keterlibatan dunia usaha dan dunia industri; 10) Penyelarasan dengan potensi daerah/ kearifan lokal.; 11) Penguatan dan pengembangan kapasitas level satuan pendidikan/ pelatihan vokasi.Kata Kunci :     Link and match, Revitalisasi Pendidikan Vokasi dan Pelatihan Vokasi, Peraturan Presiden Nomor 68 Tahun 2022. AbsrtactVocational education and vocational training have an important and strategic role in delivering the nation's generation to be able to appear as development actors, towards a sovereign and competitive nation. Therefore, optimizing the quality and relevance or the link and match program is important to be encouraged in every vocational education and vocational training unit. However, in reality, there are many obstacles and quite difficult to implement, causing a skill mismatch, and having an impact on the high unemployment rate. Realizing the importance of the role of vocational education and vocational training, the government has issued a policy through presidential regulation (Perpres) Number 68 of 2022 concerning the revitalization of vocational education and vocational training. This research is about the analysis of education policy using qualitative research methods with a case study research approach (case study). The results of this study recommend that the government in compiling a road map of revitalization policies need to consider several aspects as follows: 1) The new paradigm of vocational education and vocational training in the era of the industrial revolution 4.0; 2) Indonesia's manpower structure; 3) Regulation and harmonization of laws and regulations; 4) Availability of educators and supporting staff; 5) Availability of facilities and infrastructure; 6) Alignment of curriculum; 7) Development of entrepreneurial skills; 8) Quality Assurance System (SPM); 9) Involvement of the business world and industry; 10) Alignment with regional potential/ local wisdom; 11) Strengthening and capacity building at the level of vocational education/training units.Keywords: Link anf match, Revitalization of Vocational Education and Vocational Training, Presidential Regulation Number 68 of 2022.

Abstract

AbstractThe SEMASA Serpong women entrepreneurs have seen their earnings take a hit because to the Covid 19 pandemic. This community service project seeks to help the SEMASA Serpong women entrepreneurs get back to work after the Covid-19 pandemic by improving their business acumen and guiding them through the steps of getting their own Business Registration Numbers and Micro Small Business Permits. There was evidence that the SEMASA Serpong women entrepreneurs gained a higher level of competency as a result of this exercise. Making financial reports effectively allowed them to more easily keep tabs on the company's financial standing, understand the weaknesses and strengths of corporate finance, and plan for the expansion of the business in the future. Having a solid and well-organized financial report allows them to apply for and get loan capital from banks and cooperatives, allowing them to expand their business. The SEMASA Serpong women entrepreneurs gained confidence and redoubled their efforts to grow their enterprises after receiving guidance with obtaining the Business Registration Number and Micro Small Business Permit, which are necessary for the legal functioning of their enterprises. The post-test score of 96.86% is considerably higher than the pre-test score of 0.83%, demonstrating considerable improvement in knowledge and skill. These findings provide valuable information for the BINUS University Team to use in its efforts to empower the SEMASA Serpong women entrepreneurs so that they may continue to build their businesses and provide for their families.Keywords: Empowering Entrepreneurs, Covid-19

Abstract

AbstrakPenelitian Implementasi Surat Izin Tempat Usaha di Kantor Kecamatan Cilamaya Wetan Kabupaten Karawang, dengan rumusan permasalahan Komunikasi dari pelaksanaan pelayanan kepada masyarakat yang kurang rensponsif dengan dilihat dari Sumber daya dari petugas sarana dan prasarana untuk masyarakat yang akan melakukan pelayanan maupun Disposisi dalam pelaksanaanya Surat Izin Tempat Usaha (SITU), serta Struktur Birokrasi dari prosedur pelayanan yang terlalu berbeli - belit. Metode penelitian deskriptif dengan pendekatan secara kualitatif yang dilakukan dengan studi pustaka dan studi lapangan. Studi lapangan dilakukan melalui observasi, wawancara, dokumentasi, dengan jumlah partisipan sebanyak 5 orang yang ditentukan secara teknik purposive sampling yang terdiri dari 1 Kasubag Trantib, 1 Staff Kecamatan Cilamaya Wetan, serta 3 Orang Masyarakat sekitar tentang SITU. Hasil pembahasan dari Komunikasi yang dilakukan oleh Kecamatan Cilamaya Wetan sudah cukup baik dengan berkoordinasi melalui aparatur desa. Sumber Daya yang ada di Kecamatan Cilamaya Wetan sudah baik walaupun hanya memiliki satu staff dalam pembuatan surat izin tempat usaha. Disposisi dari pelaksanaan surat izin tempat usaha sudah berjalan dengan baik dan sesuai dengan tupoksi. Sedangkan, Struktur Birokrasi sudah sesuai Kecamatan Cilamaya Wetan hanya membantu Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPSTP) untuk tersalurkan program surat izin tempat usaha di wilayah Kecamatan Cilamaya Wetan khususnya. Kata Kunci: Implementasi, Surat Izin Tempat Usaha, Kecamatan, Cilamaya Wetan AbstractResearch on the Implementation of a Business Place Permit at the Cilamaya Wetan District Office, Karawang Regency, with the formulation of the problem of Communication from the implementation of services to the community who are less responsive by looking at the resources of the facilities and infrastructure officers for the community who will perform the service as well as the disposition in the implementation of the Business Place Permit (SITU), as well as the Bureaucratic Structure of service procedures that are too convoluted. Descriptive research method with a qualitative approach which is carried out by literature studies and field studies. The field study was conducted through observation, interviews, documentation, with the number of participants as many as 5 people who were determined by purposive sampling technique consisting of 1 Head of Sub Division of Trantib, 1 Staff of Cilamaya Wetan District, and 3 people from the surrounding community about SITU. The results of the discussion from the communication carried out by the Cilamaya Wetan District are quite good by coordinating through the village apparatus. The existing resources in Cilamaya Wetan District are good even though they only have one staff in making a business place permit. The disposition of the implementation of the place of business permit has gone well and is in accordance with the main tasks and functions. Meanwhile, the Bureaucratic Structure is in accordance with the Cilamaya Wetan District, only helping the One Stop Integrated Service and Investment Service (DPMPSTP) to distribute the business place permit program in the Cilamaya Wetan District in particular.Keywords: Implementation, Business Place Permit, District, Cilamaya Wetan

Abstract

AbstrakPenelitian ini menjelaskan mengenai pengaruh literasi keuangan dan karakteristik kepribadian terhadap persepsi risiko dan dampaknya pada keputusan investasi generasi Z di Jakarta. Penelitian ini merupakan penelitian kuantitatif dan menggunakan metode survei dengan menggunakan kuesioner kepada responden. Kuesioner disebarkan melalui google form kepada 188 responden yang kemudian dianalisis dengan menggunakan SPSS versi 22.0. Teknik sampling yang digunakan adalah purposive sampling. Kesimpulan dari hasil uji hipotesis (uji t) bahwa literasi keuangan, conscientiousness, dan neuroticism berpengaruh terhadap persepsi risiko Gen- Z di Jakarta. Openness, agreeableness, dan extraversion tidak berpenagruh terhadap persepsi risiko. Selanjutnya, literasi keuangan, openness to new experience, extraversion, dan persepsi risiko berpengaruh terhadap keputusan investasi Gen-Z di Jakarta. Sedangkan conscientiousness, agreeableness, dan neuroticism tidak berpengaruh terhadap keputusan investasi.Kata Kunci: Literasi Keuangan, Kepribadian, Persepsi Risiko, Keputusan Investasi AbstractThis study aims to determine the effect of financial literacy and personality traits on risk perception and its effect on investment decisions of Generation Z in Jakarta. This study is a quantitative research and used survey method to gain the data. The data was obtained by using questionnaires. Questionnaire was distributed by Google form to 188 respondents and analyzed by using SPSS 22.0 version. Purposive sampling was implemented as sampling technique. The result from the t-test (hypothesis testing) shows that financial literacy, conscientiousness and neuroticism affect on risk perception of Gen-Z in Jakarta. Openness, agreeablenss and extraversion do not affect risk perception. While, financial literacy, openness to new experience, extraversion, and risk perception effect the investment decisions of Gen-Z in Jakarta. Abstract

AbstrakPenelitian ini berfokus pada implementasi Perda 2/2012 tentang penanggulangan bencana di Kabupoaten Bekasi. Penelitian ini menggunakan metode kualitatif  dengan menggunakan teori Van Meter dan Van Horn. Hasil kajian menunjukkan bahwa standar dan tujuan kebijakan belum dilaksanakan secara optimal sehingga sasaran kebijakan tidak merasakan dampak dari regulasi yang ada. Kemudian sumber daya yang belum memadai baik dari segi kualitas sumber daya manusia, anggaran, maupun material di Desa Pantai Hurip. Hubungan antar organisasi telah dilakukan namun belum berjalan secara maksimal, hanya berupa komunikasi struktural dan kondisional. Karakteristik pelaksana yang belum terimplementasi dengan baik khususnya di Desa Pantai Hurip, dikarenakan belum adanya sinergi dan kerjasama yang terbangun dengan masyarakat di Desa Pantai Hurip. Selain itu, kondisi lingkungan ekonomi, sosial, dan politik tidak mendukung pelaksanaan penanggulangan bencana. Disposisi implementor atau sikap agen pelaksana dalam memahami kebijakan sudah baik, namun perlu adanya langkah-langkah realistis dan preventif yang dilakukan dalam penanggulangan bencana khususnya di Desa Pantai Hurip.Kata Kunci: Implementasi Kebijakan, Penanggulangan Bencana, Kebijakan Bencana Alam, Mitigasi AbstractThis research focuses on the implementation of Regional Regulation 2/2012 on disaster management in Bekasi Regency. This study uses a qualitative method using the Van Meter and Van Horn’s theory in policy implementation. The results of the study show that policy standards and objectives have not been implemented optimally so that policy targets do not feel the impact of existing regulations. Then the inadequate resources both in terms of the quality of human resources, budget, and materials in Pantai Hurip Village. Relations between organizations have been carried out but have not run optimally, only in the form of structural and conditional communication. The characteristics of implementers that have not been implemented properly, especially in Pantai Hurip Village, are due to the absence of synergy and cooperation that has been developed with the community in Pantai Hurip Village. In addition, economic, social, and political environmental conditions do not support the implementation of disaster management. The disposition of the implementor or the attitude of the implementing agent in understanding the policy is good, but realistic and preventive steps are needed in disaster management, especially in Pantai Hurip Village.Keywords: Policy Implementation, Disaster Management, Natural Disaster Policy, Mitigation

Abstract

AbstractThis study aims to determine the effect of the utilization of gadgets as political communication on the political culture orientation of students in senior high school. The design in this study is descriptive research using a quantitative approach and using correlational research. The sample in this study was taken from the population with a proportional purposive sampling technique that was as many as 347 students. The results of this study indicate that there is a positive and significant influence on the utilization of gadgets for political communication. This is indicated by the t-count values is 6,398> t-table (6,398 > 1,649) and a significance value <0.05 (0.000 < 0.05).Keywords: Gadgets, Media, Political Communication, Political Culture, Student

Abstract

AbstrakIndonesia merupakan negara yang menganut paham demokrasi terbesar ketiga di dunia. Dengan perekonomian terbesar di Asia Tenggara, Indonesia juga memiliki sumber daya alam yang kaya. Pembangunan sumber daya manusia di ukur dari indeks pembangunan manusia. Indonesia sendiri mengalami perkembangan yang baik dalam peningkatan indeks pembangunan manusia dari tahun ke tahun. Tingkat korupsi Indonesia termasuk kedalam peringkat 96 dari 180 negara secara global. Hal tersebut menunjukkan bahwa Indonesia masih termasuk ke dalam negara yang rawan dengan tindakan korupsi. Penelitian ini menggunakan menggunakanan penelitian kuantitatif. Jenis data yang digunakan adalah time series dimana rentang waktu dari tahun 2010-2021. Hasil penelitian ini menunjukan. Korupsi berpengaruh secara positif terhadap Indeks pembangunan manusia. Korupsi (x) mempengaruhi Indeks pembangunan manusia (y) sebesar 91,1% sisanya yaitu 8,9% dipengaruhi oleh faktor lain dari penelitian ini.Kata Kunci: Global, Indeks Pembangunan Manusia, Korupsi. AbstractIndonesia is a country that adheres to the third largest democracy in the world. With the largest economy in Southeast Asia, Indonesia also has rich natural resources. Human resource development is measured by the human development index. Indonesia itself has made good progress in increasing the human development index from year to year. Indonesia's level of corruption is ranked 96th out of 180 countries globally. This shows that Indonesia is still a country that is prone to corruption. This research uses quantitative research. The type of data used is time series where the time range is from 2010-2021. The results of this study show 1. Corruption has a positive effect on the human development index. Corruption (x) affects the human development index (y) by 91.1%, the remaining 8.9% is influenced by other factors from this study.Keywords: Global, Human Development Index, Corruption.

Abstract

AbstractThe economic development program in Indonesia can be realized by starting from the smallest part. This can be done by adequately implementing accountability for managing village funds from small villages. This study then aims to see how the implementation of village fund management accountability in village X follows regulations from PERMENDAGRI Number 20 of 2018. This research will be conducted with a qualitative methodology and data obtained from numerous research results and prior studies that are still pertinent to this research. The results of this study found that the implementation of village programs and financial management in village X already had a transparent and accountable nature. However, there are still some obstacles to implementation, such as delays in disbursing funds from local governments. Although it has several shortcomings, the village fund allocation management process has been running following PERMENDAGRI Number 20 of 2018.Keywords: Village Fund Allocation, Accountability, Village Financial Management.
