Abstract

Advances in Artificial Intelligence (AI) technology have brought about significant transformations in modern governance, including in Indonesia. The use of AI in the public sector raises a range of complex legal challenges, ranging from the protection of personal data and algorithmic accountability to the transparency of automated decision-making. This paper analyses the legal policy regarding AI oversight in Indonesia’s public sector using an approach grounded in constitutional law and technology law. The research employs a normative legal research method with a conceptual and comparative legal approach. The findings indicate that the legal policy on AI oversight in Indonesia remains fragmented and reactive, dominated by a sectoral approach rather than a holistic one. This study recommends the need for a specific law on AI that integrates principles of algorithmic ethics, the protection of fundamental rights, and independent oversight mechanisms to ensure accountability in the use of AI within governance.

Abstract

Policies restricting imports of strategic commodities are an important instrument in achieving a nation’s economic sovereignty. In Indonesia, these policies face a range of complex political and legal controversies, particularly in the context of global economic integration and international trade obligations. This paper analyses the political and legal controversies surrounding policies restricting imports of strategic commodities from the perspective of economic sovereignty, using a normative legal research method supplemented by historical, conceptual and comparative legal approaches. The research findings indicate that there is a tension between the interests of protecting national economic sovereignty and the obligations of international trade liberalisation as stipulated in the General Agreement on Tariffs and Trade/World Trade Organisation. This legal-political controversy is reflected in the dynamics of legislative drafting, which is often ambivalent, inconsistent policy implementation, and selective law enforcement. This paper recommends the need for a reconstruction of legal policy that integrates the principle of economic sovereignty into the framework of international trade law through the utilisation of safeguard mechanisms, general exceptions, and industrial policies consistent with international trade commitments.

Abstract

The development of digital technology has brought about a fundamental transformation in the conduct of modern business transactions. The emergence of blockchain technology, smart contracts, electronic signatures and e-commerce platforms has changed the conventional paradigm of conducting transactions. However, this digital transformation poses significant challenges to legal certainty in business transactions, particularly in relation to legal validity, consumer protection, dispute resolution and jurisdiction. This study aims to analyse the impact of digital technology on legal certainty in business transactions from a legal perspective using a normative legal research method. The results of the study indicate that digital technology has a two-sided impact on legal certainty: on the one hand, it enhances the efficiency and transparency of transactions; on the other hand, it creates legal uncertainty due to regulations that have not yet been able to keep pace with technological developments. This study recommends the need to harmonise national regulations with international standards, as well as the establishment of a specific legal framework for digital transactions to ensure optimal legal certainty.

Abstract

President Prabowo Subianto’s policy to establish a Task Force (Satgas) for the Acceleration of Government Programmes to Support Economic Growth through Presidential Decree No. 4 of 2026 constitutes a strategic step within the architecture of national economic governance. This study analyses the legal basis for the formation of the task force from the perspective of administrative law, examines the President’s authority in forming task forces as policy instruments, and identifies the legal implications for the system of inter-governmental coordination. The research method employed is a normative legal approach utilising legislation, conceptual analysis, and case studies. The research findings indicate that the formation of the Task Force has a constitutional basis under Article 4(1) of the 1945 Constitution, which designates the President as the holder of executive power. However, the existence of a Task Force comprising 27 ministers and heads of agencies raises legal questions regarding the hierarchical relationship with ministries/agencies that are structurally under the coordination of coordinating ministers, as well as the potential for overlapping authority with other task forces that have been established previously. This study recommends the need for clear technical and operational regulations to minimise conflicts of authority and ensure accountability in the implementation of the Task Force’s duties within the framework of good governance.

Abstract

The development of information and communication technology has transformed the paradigm of social and economic interaction through online services. However, the proliferation of cybercrime, personal data breaches, digital fraud, and illegal content has threatened public trust in the digital ecosystem. Cyber Law as a legal instrument governing cyberspace is expected to build and maintain public trust. This study analyzes the influence of Cyber Law on public trust in using online services through a normative juridical and empirical socio-legal approach. The results show that the effectiveness of Cyber Law in building trust depends on several factors: regulatory clarity, consistency of law enforcement, public legal awareness, and balance between protection and innovation. This study recommends regulatory harmonization, strengthening of cyber law enforcement institutions, and development of alternative dispute resolution mechanisms to increase public trust in online services.

Abstract

This study aims to analyse the impact of digitalisation on Indonesia’s Gross Domestic Product (GDP) post-2025 in the context of the transformation of the national economic structure. It employs a literature review using a qualitative-descriptive approach. The results indicate that digitalisation has become a key determinant of GDP growth, with the contribution of the digital economy rising from 7.7 per cent in the 2010–2014 period to 8.4 per cent in 2024, and projected to reach 9–10 per cent by 2026 and 15.5–19.6 per cent by 2045. This impact operates through three macroeconomic channels: an increase in total factor productivity on the production side; accelerated household consumption and investment in digital infrastructure on the expenditure side; and the diversification of digital service exports, which strengthens the resilience of the current account. However, the optimisation of the benefits of digitalisation remains hampered by regional infrastructure disparities, the risk of labour market disruption due to automation, and the concentration of market power in dominant platforms. In conclusion, digitalisation has fundamentally transformed Indonesia’s economic structure from a natural resource-based economy to a knowledge and technology-based economy, thereby requiring comprehensive policies that integrate the acceleration of broadband infrastructure, large-scale workforce reskilling programmes, and the strengthening of competition regulations to ensure inclusive and sustainable growth.

Abstract

This research is expected to help evaluate and serve as a basis for consideration in determining marketing strategies that can meet consumer tastes and desires when purchasing property. This research was conducted at Andari Property Badung, located at Jalan Muding Indah No. 121, Kerobokan Kaja, Badung Regency. The research focused on marketing related to price, location, promotion, and consumer/customer purchasing decisions. The reason for this research is that based on the Andari Property Badung database, the population and sample consisted of 41 respondents. Quantitative and qualitative data sources include primary and secondary data collected through documentation, questionnaires, and online data searches. The data analysis methods used were Classical Assumption Testing and Multiple Linear Regression Analysis using SPSS 26.0. Based on the results of the discussion above, it can be concluded that this study is: Partially Has a Positive and Significant Influence Between Price Variables (X₁) on Purchasing Decisions (Y), Partially Obtained a T-Count Value of 2.249 with a Significance Level Value of 0.31. Partially Has a Positive and Significant Influence Between Place/Location Variables (X₂) on Purchasing Decisions (Y), Partially Obtained a T-Count of 5.037 with a Significance Level Value of 0.000. Partially Has a Passive and Significant Influence Between Promotion Variables (X₃) on Purchasing Decisions (Y), Partially Obtained a T-Count of 3.231 with a Significance Level of 0.003. Simultaneously, there is a positive and significant influence between the influence of price (X₁), place/location (X₂), and promotion (X₃) on purchasing decisions (Y). Simultaneously, the influence of price (X₁), place/location (X₂), and promotion (X₃) on purchasing decisions (Y) obtained an F count of 17.180 with a significance value of 0.000.

Abstract

The development of Artificial Intelligence (AI) technology has produced significant innovations, including AI Voice Cloning which enables replication of human voice with very high accuracy. Although this phenomenon has potential positive applications in various sectors, it also poses serious risks related to fraud, identity falsification, privacy violations, and intellectual property rights infringement. In Indonesia, specific regulations regarding AI Voice Cloning are not yet available, so handling this phenomenon relies on interpretation from various existing legal instruments. This study analyzes the relevant legal framework, jurisdictional challenges, and socio-economic implications of AI Voice Cloning using normative legal research methods and interdisciplinary approaches. The results show that Indonesian legal policy requires comprehensive development covering technical regulations, protection of voice rights as intellectual property objects, digital verification mechanisms, and harmonization with international standards. This study recommends the formation of specific regulations, strengthening law enforcement capacity, and developing an AI ethics ecosystem involving multi-stakeholders.

Abstract

Law Number 40 of 2007 concerning Limited Liability Companies (UU PT) which was amended by Law Number 6 of 2023 (UU PT 2023) provides a new legal framework for the operation of limited liability companies in Indonesia. This change has significant implications for partnerships between companies and government, both in the form of public-private partnerships (KPS), public-private partnership (PPP), and other partnership schemes. This study analyzes the influence of UU PT on partnerships between companies and government using a normative juridical approach and document study. The results show that UU PT 2023 provides greater structural flexibility, strengthening of corporate governance, and shareholder protection that impacts partnership dynamics. However, there are challenges related to harmonization with sectoral regulations, uncertainty in implementation, and governance complexity. This study recommends regulatory synchronization, strengthening of monitoring, and development of technical guidelines to optimize partnerships.
