Journal of Tourism Sustainability (JTOS) E-ISSN 2798-8333 is a double blind review journal published by Politeknik Negeri Bandung. It focuses on fostering and stimulating discourses in the tourism research among academics and professionals. JTOS welcomes articles in all areas of tourism research particularly , both applied and theoretical. JTOS publishes articles three times a year; April, August and December. JTOS only accepts and reviews the manuscripts that have not been published previously in any languages and are not being reviewed for possible publication in other journals. This journal is an open-access journal that can be one of the essential readings for academic researchers and business professionals. Abstract

This study investigates the factors influencing the intention of novice travelers to book open trip packages by proposing and testing a trust-based model within a digital tourism context. Drawing on the Technology Acceptance Model (TAM), consumer trust theory, and destination image theory, the research integrates seven key constructs: ease of access to travel platforms, functional benefits, perceived travel risks, digital travel reviews, destination attractiveness, trust in tour operators, and booking intention. Data were collected from 291 Indonesian respondents using a structured online survey and analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM). The results reveal that trust in tour operators significantly mediates the relationship between functional, technological, and experiential antecedents and booking intention. Destination attractiveness, functional benefits, and digital travel reviews emerged as strong predictors of trust, while perceived travel risks showed a marginal effect. Additionally, ease of access plays a dual role in enhancing functional perceptions and destination appeal. The study contributes to tourism theory by contextualizing digital trust mechanisms for novice users and offers practical guidance for tour operators and travel platforms in designing user-centered trust-building strategies.

Abstract

Foreign language competence is a critical professional skill in the globalised hospitality industry, where intercultural communication plays a central role in service quality. While English remains dominant, additional language skills—particularly French—are increasingly valued in luxury and international hospitality contexts. However, there is limited empirical research on how French-language education aligns with industry expectations in emerging tourism markets such as Indonesia. This study addresses that gap by analysing the perceptions of students, alums, and industry practitioners regarding the importance of French language proficiency for employability and curriculum relevance. A quantitative survey was conducted with 155 respondents, including 138 from academic communities and 17 from the hospitality sector. Results show that although students find French linguistically challenging, both academic and industry groups recognise its strategic value for career advancement. The study contributes to the literature by linking language competence, perceived employability, and curriculum alignment in vocational hospitality education. Practical implications include the need for more communicative, contextual, and industry-integrated language instruction.

Abstract

This study investigates the dynamics of multi-stakeholder collaboration in the revitalisation of the Peneleh heritage tourism area in Surabaya, Indonesia, addressing a notable research gap concerning the empirical application of collaborative governance models—particularly the pentahelix framework—within the context of urban heritage tourism. Adopting a qualitative case study design suited for exploring complex stakeholder interactions, the research draws upon in-depth interviews, document analysis, and field observations to construct a comprehensive understanding of the collaborative process. Thematic analysis reveals six interrelated dimensions of collaboration: idea co-creation, participatory decision-making, capacity building, joint implementation, sustainability efforts, and tangible revitalisation outcomes. The findings suggest that collaborative engagement not only facilitated the physical restoration of heritage assets but also reinforced socio-cultural identity and stimulated local economic vitality through community-driven microenterprises. Theoretically, this study contributes to refining the pentahelix model by elucidating the evolving and strategic roles of the business sector, media, and community actors in fostering public engagement, mobilising resources, and enhancing market access—dimensions often underemphasised in existing frameworks. Practically, it underscores the necessity of inclusive governance structures, continuous multi-channel communication, and shared resource mechanisms to ensure the sustainability of urban heritage regeneration. The insights generated offer actionable guidance to policymakers and practitioners developing participatory models to revitalise culturally significant urban areas.

Abstract

This study investigates women’s participation in the development of Burai Tourism Village by integrating Arnstein’s Ladder of Participation and Longwe’s Women’s Empowerment Framework. Using a qualitative case study approach, data were collected through in-depth interviews, participatory observation, and document analysis with 10 purposively selected informants. The findings reveal a structural paradox: women are extensively involved in operational activities within community tourism groups (SORAI, KOI, Purwani), yet remain marginalized in strategic decision-making processes. Their participation is mainly at the consultation and placation levels on Arnstein’s ladder, indicating tokenism rather than transformative engagement. Access to higher rungs—partnership and citizen control—remains limited due to entrenched patriarchal norms within Pokdarwis leadership, which act as institutional barriers to women’s upward mobility. Despite showcasing innovation through educational tourism initiatives and digital adaptation, women's agency is constrained by these structural impediments. This study proposes a multi-pronged empowerment strategy: implementing a 30–50% gender quota in Pokdarwis, enhancing leadership capacity beyond technical skills, establishing women-led cooperatives, and embedding gender perspectives into tourism planning. Theoretically, this research contributes by integrating participatory and empowerment frameworks to reveal how gender norms evolve into structural constraints. Practically, it underscores the urgency of affirmative policies and sustained mentoring to transform symbolic participation into substantive involvement, thereby advancing inclusive and sustainable rural tourism development.

Abstract

This study explores strategic approaches to managing TikTok content to enhance tourist attraction at the Bukit Sinyonya Tourism Village in Banten. Using a qualitative case study method, the research examines how the local tourism awareness group (Pokdarwis) organises content planning, creative production, and distribution on TikTok. Data were gathered through in-depth interviews, participant observation, and digital content analysis. Drawing on content marketing theory and narrative engagement theory, the study identifies three key stages in content strategy: crafting emotionally resonant themes, producing authentic short videos, and evaluating audience interaction using TikTok analytics. Visual aesthetics, emotional storytelling, and trend adaptation significantly influence audience engagement and visit intention. The findings contribute theoretically by contextualising community-based digital marketing within rural tourism promotion, and practically by offering actionable strategies for local tourism managers. This research highlights how authentic, experience-driven storytelling on social media can strengthen destination branding and foster sustainable tourism development in digitally emerging communities.

Abstract

This study examines the influence of halal destination attributes (HDA) and social media marketing (SMM) on tourists’ revisit intention (REV), with trust (TRU) acting as a mediating variable. Set in the context of domestic Muslim tourism, the study examines how travelers’ perceptions of halal-compliant services and their digital engagement shape their behavioral intentions. A quantitative survey was conducted involving 200 domestic tourists who visited halal tourism destinations and relied on social media for recommendations. Data were analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM). Findings indicate that both HDA and SMM play important roles in building trust, which in turn strengthens tourists’ intention to revisit. The results suggest that trust functions as a key link between destination experience and future travel behavior. Halal-friendly services—such as clear halal certification, prayer facilities, and gender-appropriate amenities—combined with engaging social media content, help build confidence and loyalty among Muslim travelers. This research offers practical implications for destination managers, particularly in Muslim-majority regions. To encourage repeat visits, they must ensure that each touchpoint not only meets halal standards but also effectively communicates value on social media. The study contributes to the growing literature on halal tourism by highlighting trust as a central mechanism that connects destination quality and marketing efforts with sustained tourist engagement.

Abstract

This study examines the strategic development of marine tourism events through an integrated analytical and planning framework at Minang Rua Beach, Kelawi Tourism Village, South Lampung. Employing a descriptive qualitative design, the research synthesises field observations and semi-structured interviews, along with SWOT and GAP analyses, to evaluate destination readiness and identify critical determinants shaping event feasibility. The findings reveal that Minang Rua Beach benefits from strong accessibility, diverse natural and cultural assets, active community support, and the presence of indigenous knowledge systems. Nevertheless, several structural constraints persist, including limited engagement from governmental and private-sector stakeholders, suboptimal management of tourism attractions, and inadequate development of cultural arts and MSME branding. The GAP assessment indicates an overall readiness level of 87.5%, reflecting a generally favourable baseline with a measurable scope for improvement. Drawing on Goldblatt’s five-phase event planning model—research, design, planning, coordination, and evaluation—the study proposes a contextually grounded event development framework that emphasises enhancing destination quality, cultural revitalisation, human capital empowerment, and MSME advancement. Conceptually, this research contributes to the growing body of literature on event-based coastal tourism by demonstrating how strategic analytical tools can be operationalised within community-based governance structures to strengthen sustainable marine tourism development.

Abstract

The hospitality sector in West Java, particularly boutique hotels, faces ongoing challenges in sustaining employee satisfaction and service quality in an increasingly competitive environment. This study explores the relationship between training effectiveness, perceived organizational support (POS), and service job satisfaction, with employee tenure as a moderating variable. Data were collected from 120 front-line hotel staff and analyzed using Partial Least Squares Structural Equation Modeling (PLS-SEM). The findings indicate that training effectiveness positively influences both POS and job satisfaction, with POS mediating the relationship. Employee tenure moderates these effects, suggesting that satisfaction outcomes vary across different career stages. The study contributes to the Social Exchange Theory by integrating tenure as a conditional factor that shapes the dynamics of training and support in service-oriented organizations.

Abstract

Cultural festivals are increasingly recognized as strategic vehicles for community empowerment and the enhancement of local tourism economies. The Cisarua Bisa 2025 Festival combines three main pillars—community participation, arts and culture, and Micro, Small, and Medium Enterprises (MSMEs)—into a synergistic ecosystem. This study examines how festivals can foster sustainable collaborative models that function as instruments for social empowerment, cultural preservation, and creative economic development. A descriptive qualitative method was employed, involving 21 key informants selected through purposive sampling, with data collected over three days through participant observation, in-depth interviews, documentation analysis, and literature review. The findings reveal the emergence of the Festival-Based Community Empowerment Model (FBCEM), which emphasizes integrated community engagement, cultural heritage preservation, and MSME development. This model contributes a novel conceptual framework that is replicable in other regions. Academically, the research enriches the discourse on cultural tourism and empowerment models; practically, it offers strategic insights for stakeholders aiming to develop festivals as sustainable and collaborative platforms.
