Jurnal Ilmiah Perlindungan dan Pemberdayaan Sosial (Lindayasos) is a scholarly refereed journal to expand knowledge and promote the fields of social work, social welfare, and community development. Its major focus is on the development of social work as well as social welfare and community development issues. It aims is to explore the social work theory and practice at the micro, mezzo, and macro level. The journal wants to support the publication to embodies the aspirations and conceptual thinking of the various local, national, and international studies in the context of social work, social welfare, and community development. Jurnal Ilmiah Perlindungan dan Pemberdayaan Sosial (Lindayasos) publish twice a year in June and December. The review process in this journal employs a double-blind review, which means that both the reviewer and author identities are concealed from the reviewers, and vice versa.

Abstract

This research examines the implementation of the Community Synergy for Caring for Nursing Homes Program (SI GEMATI) in protecting older adults at the Elderly Social Service Center (PPSLU) Turusgede, Rembang, Central Java. The program was initiated to address boredom experienced by elderly residents, which is indicated by decreased interest in activities, reduced social engagement, sleep disturbances, anxiety, loneliness, and a lack of enthusiasm for daily routines, ultimately affecting their quality of life. This study focuses on analyzing the organizational structure of the SI GEMATI program, the capacity of human resources, coordination mechanisms, implementers’ understanding, and the program implementation process in providing protection for the elderly. A descriptive qualitative approach was employed. Data were collected through in-depth interviews, observation, and documentation. The findings reveal that although the organizational structure of the SI GEMATI program has been formally established, several challenges persist, including limited human resources, overlapping roles that are not aligned with personnel competencies, suboptimal human resource capacity, ineffective coordination, and limited stakeholder (pentahelix) understanding due to insufficient program socialization. This research recommends several strategic efforts to improve the quality of life of older adults, including strengthening the capacity of SI GEMATI administrators, enhancing collaboration among pentahelix actors (government, community, business sector, academia, and media), increasing program socialization, improving coordination mechanisms, and recruiting additional human resources to reduce overlapping responsibilities.

Abstract

This study aims to examine the relevance of the Rights-Based Approach (RBA) in empowering Remote Indigenous Communities (KAT), with a focus on the Yaur Tribe in Central Papua, through an analysis of its relationship with the fulfillment of the ten basic rights of indigenous peoples. The research method used is a literature study with a systematic literature review approach to 15 national and international articles discussing KAT empowerment, rights-based approaches, and indigenous peoples' issues. Data were analyzed thematically to identify patterns of empowerment approaches, RBA principles, and their level of relevance in the social, cultural, and geographical context of the Yaur Tribe. The results of the study indicate that KAT empowerment practices in Indonesia still predominantly position indigenous peoples as objects of development. In contrast, global literature emphasizes the urgency of implementing RBA which positions indigenous peoples as rights holders and the state as duty bearers. The integration of the 5P empowerment approach with RBA principles through the PANE, PANEL, and PANTHER frameworks is considered relevant and strategic to encourage the fulfillment of the ten basic rights of the Yaur Tribe in a more just, participatory, and sustainable manner. Based on these findings, this study recommends that the formulation and implementation of KAT empowerment programs be carried out in a participatory, contextual manner, and based on the recognition of the collective rights of indigenous communities, as a prerequisite for the realization of inclusive, equitable, and sustainable development.

Abstract

Awareness-building strategies are essential to increase understanding and participation of informal sector workers in social protection programs. This study aims to describe the development of an awareness-building model for informal workers in Weleri Market in relation to their participation in the Employment Injury Insurance (JKK) and Death Insurance (JKM) programs of BPJS Ketenagakerjaan. Using a qualitative descriptive method, data were collected through in-depth interviews, observations, and document reviews. Informants consisted of representatives from BPJS Ketenagakerjaan, the Manpower Office, the Market Management Unit (UPTD), and Weleri Market traders. The findings indicate that existing outreach efforts such as direct socialization, printed media, social media, and the JMO application have not been implemented consistently and are not yet fully accessible or understood by informal workers. Participation is shaped by internal factors (self-awareness, understanding of benefits, family support) and external factors (service access, age, digital literacy). Based on these findings, the study formulates the JEMPOL TANGGUH model (Jaminan Sosial Pekerja Lokal Tanggap, Unggul, dan Humanis) as a community-based strategy to strengthen workers’ awareness and participation. This model emphasizes structured, continuous, and contextual interventions through multi-stakeholder involvement, aiming to enhance information delivery, improve worker capacity, and build a more inclusive and responsive social protection ecosystem in traditional market settings.
