Abstract

The change or evolution of land use in the DKI Jakarta area has caused various environmental problems in the city that have an impact on disasters that occur from time to time. The conversion of agricultural land that has a relatively high ability to absorb water into built-up land has reduced the water absorption capacity because the built-up area is increasingly impermeable which is at risk of causing flood disasters. This research focuses on a simple dynamic system modeling approach to understand the cause-and-effect relationship of the decline in agricultural land area in the DKI Jakarta area. The method used in this research is a qualitative-based dynamic system, dynamic system is a method that can be used to form structures and predict behavior and feedback. Dynamic system modeling using Powersim Studi 10 Express software uses time specifications ranging from 2020 to 2070. The results of the dynamic system model of agricultural land decline can be said to be valid, where the dominant structure formed is Negative Feedback (Balancing Loop) with Exponential Decay behavior and Average Means Error (AME) test results obtained a value of 29.6%

Abstract

The implementation of military spending through the Indonesian defense industry has shown gradual positive development, driven by efforts to establish an independent defense sector. This study examines the role of Indonesia's defense budget in supporting national security and fostering economic growth, focusing on the collaboration between state-owned enterprises (BUMN) and private companies (BUMS). The defense budget is applied progressively to balance the country's limited resources and the relatively low level of external threats. Using a qualitative research method, this study analyzes data from relevant literature, reports, and policies to evaluate the impact of the defense budget on the Indonesian economy. The research explores key aspects such as the gradual development of defense equipment, the role of research and development (R&D) in driving innovation, and the partnership between public and private sectors to strengthen the local defense industry. The results indicate that Indonesia's defense budget has steadily increased over the past decade, contributing to economic growth, particularly in the manufacturing and technology sectors. However, the overall impact on the economy remains mixed due to challenges such as bureaucratic inefficiencies and dependence on imported materials. The discussion highlights the potential for defense R&D investments to generate spillover effects into civilian industries and recommends strategies to enhance the efficiency of defense spending. In conclusion, the implementation of defense economic policies has laid a strong foundation for the development of an independent defense industry in Indonesia. The study suggests that a gradual increase in defense spending, combined with strategic partnerships and innovation, can support both national security and economic stability in the long term

Abstract

Air pollution, including CO2 pollution, is a serious issue worldwide, including in Indonesia. This CO2 pollution can impact public health and the environment. In the context of economic development, activities in Indonesia are increasing, leading to higher CO2 emissions. The highest CO2 emissions come from deforestation, large-scale peatland fires, and, to a lesser extent, burning fossil fuels for energy. This research focuses on a simple System Dynamics model approach to understand the cause-and-effect relationship of changes in CO2 pollution stocks concerning emissions and absorption in Indonesia. The method used in this study is qualitative based on system dynamics. System dynamics is a method that can be used to create structures, predict behavior, and provide feedback. The System Dynamics model uses Powersim Studio 10 Express, covering the research period from 2020 to 2040. The results of the system dynamics model show two structures related to CO2 pollution stocks: a positive feedback (reinforcing loop) from CO2 emissions and a negative feedback (balancing loop) from CO2 absorbent. The behavior of the model is exponential growth, it’s also considered valid due to simulation results based on real data processing and statistical analysis, yielding an Average Means Error (AME) of 0.56%.

Abstract

Various sectors experienced losses as a result of the disaster. Education is one sector that is badly affected by disasters, especially when disasters occur during school hours. Students, who are the country's future assets, are the biggest victims. In addition, accidents can cause damage to the learning process, school documents, and school facilities. For this reason, disaster risk reduction management must be in place. One way to do this is by providing education about disaster risk reduction. This research uses a qualitative approach, which means describing and explaining what schools are doing to reduce disaster risk by implementing a disaster-safe education unit program. Steps to describe and explain data by referring to expert opinions. This study shows that the Disaster Safe Education Unit (SPAB) program is very important to implement in schools because it can increase the school community's understanding of matters related to disasters. It is hoped that the implementation of the SPAB program will enable schools to remain safe and comfortable and increase students' understanding of how to deal with disasters

Abstract

This study analyzes the impact of sea sand mining on the environment and local economy in Bawean Island. Located in the Java Sea and part of Gresik Regency, East Java Province, Bawean Island is renowned for its biodiversity and natural beauty. Both legal and illegal sea sand mining have caused various problems, including increased coastal abrasion and erosion, degradation of seawater quality, damage to coral reef ecosystems and mangrove forests, and beach pollution. The economic impacts include a decline in fish catches, reduced tourism appeal, and social conflicts between pro-environment communities and mining parties. The research methodology used is qualitative descriptive, employing literature review for data collection. The findings indicate that sea sand mining results in serious ecosystem damage and adversely affects the economic well-being of local communities. To address these issues, recommended measures include reviewing local regulations, reassessing environmental permits, revoking non-compliant mining licenses, developing alternative economies, planting mangroves, promoting the benefits of mangroves, and adopting an interagency approach. This study emphasizes the importance of sustainable natural resource management and marine ecosystem protection to ensure the well-being of Bawean Island's communities.

Abstract

This research addressed the resolution of overcrowding as a form of implementing the Convention Against Torture to achieve security stability in prisons and detention centers in Indonesia. Errors in the calculation of prisoner numbers that did not align with the size of detention cells led to the phenomenon of overcrowding. In other words, such conditions could be deemed as torture against inmates. Despite Indonesia's ratification of the Convention Against Torture through Law Number 5 of 1998, torture in sentencing remained a major concern. The aim of this study was to examine the causes and impacts of overcrowding, analyze the phenomenon of overcrowding in Indonesian prisons and detention centers in accordance with the Convention Against Torture, and propose solutions to overcrowding as an implementation of the Convention Against Torture. The research employed a qualitative method with a normative legal approach to comprehend and interpret existing legal provisions and evaluate their implementation, thereby identifying the alignment between applicable law and its implementation. Primary data sources consisted of legislative regulations arranged according to the hierarchy of legal norms. Secondary legal materials included textbooks authored by eminent legal scholars, legal journals, academic opinions, legal cases, jurisprudence, and recent symposium outcomes relevant to the research topic. This study found that the Indonesian government endeavored to expand detention space to minimize torture and suffering that could occur in overcrowded cells, thereby facilitating the achievement of the goals of the Convention Against Torture.

Abstract

This paper raises the dynamics of oligarchic power relations in the management of C-quarry mining resources in the form of stone in Noemuti District, North Central Timor Regency. This research uses the oligarchy theory of Jeffrey Winters as a basis for analysis in looking at mining problems that seem to be deadlocked when dealing with power authorities in resource management in the regions. The practice of oligarchy in Winters' theory uses 5 main approaches. But in this paper, it only limits to two approaches, namely the concentration of wealth and the concentration of power. Facing the dynamics of oligarchy that strengthens in local resource governance, on the other hand, presents resistance from civil society to take part in the legitimacy of power in the context of equitable distribution of resource management policies. The practice of community resistance is based on Sidney Tarrow's theory of collective challenge, common goals, solidarity and collective identity and maintaining the politics of resistance.

Abstract

In this thesis, the author analyzes the legal obscurity of the limitations on the contents of Marriagel Agreement, which of course has an impact on legal certainty itself, especially regarding the parties' freedom of contract. This is because there is no further explanation regarding the words law, religion and morality in Article 29 paragraph 2 of the Marriage Law, so that if they are defined generally, according to the opinion of experts, they certainly have different meanings. The different meanings of several experts have an impact on the public's lack of understanding regarding these boundaries. Based on this obscurity, the author formulates a problem formulations, what is the ideal concept of setting limits on freedom of contract marriage agreement in indonesia?. The research method used in writing this thesis uses conceptual approach, statute approach and comparative approach by making a comparison with California. Using this method, it can be concluded that Regulations related to marriage agreements need to be amended regarding the regulation of limitations on the contents of marriage agreements, because there have been cases due to the extensive limitations on the contents of marriage agreements in Indonesia which have created uncertainty regarding marriage agreements. There are several concepts for changes in the regulation of marriage agreements in Indonesia, namely the existence of special regulations, the distinction between prenuptial agreements and marriage agreements, and the creation of details related to limitations.

Abstract

This study discusses the implementation of mediation in handling territorial boundary conflicts between the Mee and Danoi tribes in Nabire Regency. Territorial boundary conflicts in Nabire have become a serious concern, leading to horizontal and social conflicts. Mediation is one of the best alternatives for conflict resolution. Therefore, this study aims to analyze the dynamics of the conflict and the mediation efforts carried out by the government and other stakeholders. The research method used is descriptive qualitative, with data collection from literature, the internet, and applicable legislation. The findings of this study indicate that this conflict is a social conflict affecting regional stability. However, the role of the government as a mediator is crucial in resolving land disputes. The mediator functions as a neutral party with experience, capability, and integrity in problem-solving. It is recommended that territorial boundaries be recognized as triggers for horizontal conflicts between communities. Therefore, it is suggested that local and regional governments coordinate to form a working team to issue a Regent or Regional Regulation on Village Boundary Determination in cooperation with local village and traditional authorities.
