Abstract

Midwifery services are health services provided by midwives, focusing on women’s health, especially mothers and babies, from pre-pregnancy to postpartum care. Midwives are required to offer services based on responsibility, accountability, and competence, adhering to professional standards and legal regulations. Their authority is regulated by law, allowing them to provide maternal and childcare, reproductive health, and family planning, but medical procedures may only be performed with written delegation from a doctor, except in emergencies or areas lacking doctors. If a midwife commits malpractice or acts outside their authority, resulting in harm, they may be subject to civil, criminal, or administrative sanctions. Patients have the right to seek accountability through legal action for negligence or error, and midwives may also face ethical sanctions under the professional code of ethics. Legal responsibility can extend to doctors and health institutions if delegation of authority is not properly documented or supervised, following the principle of vicarious liability. Disputes arising from midwifery services can be resolved through mediation, arbitration, or the courts; compensation may be required for proven losses.

Abstract

Jakarta Smart City through CRM application is a bright spot in the industrial revolution 4.0 which is expected to improve public services provided by the DKI Jakarta Provincial Government. However, there are still many people who are not familiar with the CRM application for public service needs, and the government's response in responding to reports from residents is relatively slow. The purpose of this research is to identify the causes or reasons why e-government policies through the Citizen Relation Management (CRM) information system have not been running optimally, and to reconstruct the implementation model of e-government policies through the Citizen Relation Management (CRM) information system so that the implementation of CRM can support public services. This study uses the policy implementation theory proposed by Knill and Tuson (2020). The research method used is qualitative research with a descriptive approach. Data collection techniques are carried out through interviews, observations and documentation. The results of the study indicate that the causes or reasons why e-government policies through the Citizen Relation Management (CRM) information system have not run optimally are the inappropriate choice of policy instruments in the form of a complex policy environment, lack of stakeholder support, and less than optimal sustainability. Lack of clarity in policy design in the form of overlapping policies. Lack of community role in supervision. Lack of clarity in the division of tasks and functions in terms of institutional design. Low administrative capacity includes the availability and adequacy of human and financial resources and the appropriateness of the number of health workers needed. Low social acceptance includes the use of social media by the community, low involvement in policy socialization and communication, and dissatisfaction with the distribution of program benefits. The proposed implementation model integrates policy instruments, policy design, control structure, institutional design, administrative capacity, and social acceptance with a focus on sustainability as an integrating factor.

Abstract

This research analyzes the tourism policy regarding beggars in the pilgrimage area of the Sunan Gunung Jati Tomb, where begging has become a tradition rooted in Sunan Gunung Jati’s will: "Ingsun entrusts tajug lan fakir kemimian" (I entrust mosques/prayers and the poor). This message is often misinterpreted by the community as justification for the presence of beggars. In tourism policy analysis, it is essential to evaluate how such local traditions intersect with policy objectives, including sustainability, economic impact, and social welfare. Following R. Dye’s public policy framework, effective tourism policy must address community needs while considering stakeholder interests and long-term impacts. This study employs in-depth interviews, field observations, and literature analysis, triangulating data from policy officers and tourists to assess current policy outcomes. Both primary and secondary data are used to ensure comprehensive evaluation. Findings reveal that economic empowerment efforts, such as encouraging the sale of mukena and prayer mats, have not fully resolved the issue. The persistence of beggars highlights the need for a more holistic tourism policy approach, integrating law enforcement, economic development, and community mindset transformation. Sustainable tourism policy should balance economic benefits with social inclusion and cultural preservation, ensuring that interventions are both humane and effective in the long run.

Abstract

The City of Palu has established a transportation policy by introducing Bus Trans Palu as a form of mass public transport. However, the implementation of this policy has not yet been fully supported by adequate supporting facilities, particularly bus stops and shelters. This study aims to assess the existing conditions, determine the number of halte needed, and identify suitable locations and shelter designs along Corridor 2 and Corridor 4. Based on a survey of 400 respondents, the average willingness-to-walk distance was found to be 200 meters. Using this data, the placement of shelters is determined at intervals of 400 meters. The identification of potential halte locations was carried out using the buffer analysis method. Additionally, the selection of halte locations and layout design refers to the classification of shelter types as specified in SK Dirjen Hubdat No. 271/HK.105/DRJD/96. The results of the study indicate that there are currently 2 existing shelters in Corridor 2 and 1 in Corridor 4, but none of them meet the minimum standard requirements. Based on the analysis of halte needs, Corridor 2 requires a total of 31 shelters, while Corridor 4 needs 71 shelters to optimally serve the public.

Abstract

Corridors 1 and 3 of the Trans Palu Bus system currently lack bus stops as supporting facilities, and many passenger pick-up/drop-off points are still not served by bus stops or shelters. This study aims to examine the existing conditions of bus stop locations, determine the number of bus stops needed, and identify suitable locations and designs for bus stops along Corridors 1 and 3 of the Trans Palu Bus. Based on a survey conducted by the researcher, the average walking distance preferred by 600 respondents is 200 meters. The bus stop demand was analyzed using a buffer analysis method to assess land use potential along the corridors. The number of bus stops needed for each segment was then calculated based on a stop-to-stop distance of 400 meters, aligning with the respondents' walking distance preference. The selection of bus stop locations also refers to the categorization of public transport stop types (Directorate of Land Transport, 1996). According to the analysis results, the existing condition of Corridor 1 includes 32 bus stopping points, consisting of 23 bus stop signs, 1 permanent shelter (Pegadaian Shelter), and 8 points with no supporting facilities. Corridor 3M has 15 bus stopping points, including 9 bus stop signs and 6 points with no facilities. Corridor 3Y has 21 stopping points, consisting of 9 bus stop signs, 1 permanent shelter (Gatot Subroto Shelter), and 11 points with no facilities. Based on the analysis, the number of bus stops needed is 84 for Corridor 1, 30 for Corridor 3M, and 39 for Corridor 3Y.

Abstract

The School Safety Zone (ZoSS) is a government-initiated program designed to regulate vehicle speed in school areas through time-based speed zones, ensuring pedestrian safety, particularly for students. The implementation of ZoSS aims to reduce traffic accidents by requiring vehicles to drive at low speeds when entering school zones, anticipating unpredictable pedestrian movements. This research analyzes the need for School Safety Zone (ZoSS) facilities along the I Gusti Ngurah Rai Road segment, particularly in the South Tatura Education Area, using the Regulation of the Director General of Land Transportation No: SK.3236/AJ.403/DRJD/2006 as a reference. Data analysis was conducted using normal distribution statistics (Z-test) by comparing the calculated Z-value with the Z-table value for pedestrian behavior, drop-off/pick-up behavior, and vehicle speeds in the area. Additionally, the analysis included the need for drop-off/pick-up zones and pedestrian infrastructure to facilitate safe student activities. The results indicate that the South Tatura Education Area is not yet safe, confirming the need for a ZoSS in the area. The proposed ZoSS design is 2/2UD-25, with a two-lane undivided road (2/2-TT), stopping sight distance of 50–85 meters, school zone speed limit of 25 km/h, and a zone length of 150 meters. The required ZoSS facilities include School Safety Zone markings, zebra crossings, traffic signs, yellow zigzag road markings, crossing guides, and additional facilities such as rumble strips.

Abstract

This study is motivated by the strategic role of Madrasah Aliyah (Islamic senior high schools) as educational institutions in instilling the values of religious moderation among students in the digital era. Although religious moderation has become an essential component in strengthening national character, the learning process in madrasahs still faces significant challenges, such as the limited availability of interactive learning media and the underutilization of digital technology in education. The objectives of this research are to: (1) analyze the need for a digital-based religious moderation application, (2) design an application model, (3) develop the application, (4) implement the application in learning activities, (5) conduct evaluations, (6) test its validity, and (7) assess the impact of its use. The research method employed is Research and Development (R&D), using the ADDIE development model, with data collection techniques including interviews, document analysis, questionnaires, observations, and tests. The research subjects were students at MAN 2 and MAN 3 Cianjur Regency. The findings reveal that the needs analysis indicates the necessity for digital learning media that support the development of moderate attitudes. The application was developed in mobile format, with a design flow based on flowcharts and storyboards. Implementation of the application at MAN 2 Cianjur yielded a score of 3.83 (categorized as very good), while at MAN 3 Cianjur it scored 3.66 (categorized as good). The formative evaluation indicates that the application is effective, practical, and has a positive impact. The GO MODERATE application represents a strategic innovation in religious moderation education that is contextual and aligned with the characteristics of the digital generation.

Abstract

Normative Legal Analysis and Legal Sanctions of Land Ownership Rights for Catholic Church Bodies in Indonesia: Case Study of the Decision of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency of the Republic of Indonesia Number 21/Pnj/Kem-ATR/BPN/BPN/2024. This study analyzes the normative legal and legal sanctions on land ownership rights for Roman Catholic church bodies in Indonesia based on Decision Number 21/PNJ/Kem-ATR/BPN/VI/2024. This study aims to understand the rights and obligations of Roman Catholic Church bodies in owning and using land, as well as the legal implications of the decision. The results of the study show that Decision Number 21/PNJ/Kem-ATR/BPN/VI/2024 provides legal certainty for Catholic Church bodies in Indonesia to have land ownership rights. However, land ownership rights can only be granted as long as the land is used for purposes directly related to religious endeavors and in carrying out its activities is not solely for profit. This study also found that there are legal sanctions that can be applied if Catholic Church bodies in Indonesia violate or misuse land ownership rights, such as revocation of ownership rights, fines or administrative sanctions, and return of land. The implications of Decision Number 21/PNJ/Kem-ATR/BPN/VI/2024 regarding land ownership rights for Catholic Church bodies in Indonesia are to increase legal certainty, develop religious activities, improve the quality of services, and strengthen the existence of Catholic Church bodies in Indonesia as religious institutions that play a role in society.

Abstract

Transformation in the public service sector is taking place so quickly and significantly, this is in line with advances in various sectors, especially the information technology sector. Public services in Indonesia today lead to a New Public Services (NPS) paradigm where the focus of the services provided is on fulfilling public interests and satisfaction. In achieving and or realizing this paradigm, it is very necessary to have an integral and comprehensive policy innovation, where a policy innovation must focus on creating high value or value and come from a collaboration carried out by all parties to improve the quality of performance of the organization. Policy innovations related to public services that will be discussed in this study, aim to describe the efforts made by the Government through a Digital Population Identity (IKD) policy innovation which will lead to the realization of a Single Identity Number (SIN) in the future to provide convenience in services. The research method to be carried out is a qualitative approach, namely literature review techniques and literature reviews derived from academic literacy and other supporting references, and strengthened by interview techniques for the fulfillment of data and other supporting information.

Abstract

The application of police discretion in the process of diversion of narcotics cases carried out by minors in the jurisdiction of the Bali Police. Using empirical juridical methodology, this study analyzes the regulation and implementation of police discretion in the context of positive law in Indonesia, especially related to Law Number 11 of 2012 concerning the Juvenile Criminal Justice System and Law Number 35 of 2009 concerning Narcotics. The results of the study show that police discretion plays an important role in handling narcotics cases involving children, with the aim of avoiding children from the formal judicial process which can negatively impact their mental and social development. Diversion is expected to be a better alternative solution, which takes into account not only the interests of the law but also the welfare of the child. However, this study also identifies various obstacles in the application of discretion, including lack of understanding among law enforcement, challenges in implementing diversion procedures, and social stigma against children of criminal offenders. This study recommends the need to increase the capacity of law enforcement and socialize the importance of the restorative justice approach in handling narcotics cases involving children. Thus, this study emphasizes the importance of law enforcement oriented towards child protection and rehabilitation, as an effort to prevent children from falling further into criminal behavior.
