Abstract

This phenomenological study explores the lived experiences of urban commuters, aiming to understand the complexities of daily transportation struggles and resilience. Using in-depth interviews with 30 commuters in a metropolitan city, the research examined the emotional, social, and economic effects of transportation challenges on well-being. Thematic analysis revealed key themes: frustration with congestion, anxiety from uncertainty, and the resourcefulness of coping strategies. Narratives showed how transportation is deeply intertwined with work and personal life, shaping routines and affecting quality of life. Commuters described adaptive strategies to navigate and resist the stresses of urban mobility, from time management to emotional regulation. The findings offer a nuanced, contextualized view of urban commuting, contributing to the literature on transportation and mobility. This study underscores the importance of integrating commuter perspectives into urban planning, transportation policy, and community development, with the goal of improving livability, reducing stress, and promoting sustainable mobility in growing metropolitan areas.

Abstract

Voltage drop is one of the main problems in the electric power distribution system, especially in long networks such as the Outgoing KTB-03 Substation in Kota Bangun. This network serves an area with a distribution distance of up to 166 km, which causes an increase in resistance and reactance thus impacting the voltage quality at the network end. This study aims to analyze existing voltage conditions, evaluate the effectiveness of installing shunt capacitors and the construction of 20 kV substations, as well as providing simulation-based technical recommendations to improve the stability and efficiency of power distribution. The method used was a power flow simulation using PSSE (Power System Simulator for Engineering) software, with a voltage stability and PV curve analysis approach to see the effect of network length on voltage and reactive power. The simulation results showed that a 20 kV (GI) substation was the most effective solution for maintaining system voltage stability, with a maximum deviation of only 0.9 V. Meanwhile, the B-Shunt capacitor acted as a local compensation that improved power efficiency and quality, although the effect was systemically limited. Installation of capacitors in the center of the 10.5 Mvar network reduces the voltage deviation in the central area but is still high at the end of the 3.7 kV network, while installation at the end of the network of 3.8 Mvar lowers the end deviation to 2.9 kV but does not resolve the deviation in the center of the network. The combination of capacitors at the center and end of 2.9–3.4 Mvar results in a more even distribution of deviations at each point of the measurement location but the value of the end deviation is still high at 2.8 kV. A more stable and effective solution, the new 20 kV (GI) substation has a significant advantage with a maximum deviation of only 0.9 V, indicating that the system is more controlled and has better voltage regulation. This method is the main recommendation to improve the voltage and reliability of the system in the KTB-03 distribution network.

Abstract

The accelerating pace of digital transformation has reshaped workforce demands, requiring not only technical competence but also adaptability in digital environments. However, a persistent digital skills gap continues to hinder employability and productivity, as many educational frameworks lack structured and standardized digital literacy competencies aligned with industry expectations. To address this, the study employed a research and development approach using the Integrated Interface Model to formulate a digital literacy skill set and corresponding competency standards, which were validated through the RMCS system and focus group discussions with industry and academic experts. The results include eight competency units covering core and elective digital capabilities such as digital tool operation, information evaluation, ethical online communication, cybersecurity, e-commerce management, and digital content creation. This competency framework provides a modular and competency-based foundation to improve workforce adaptability and supports educational alignment with regional and global standards such as ASEAN MRA-TP and UNESCO CBET. The study calls for the adoption of these structured competencies into academic and vocational systems to enhance workforce readiness and future resilience in the digital economy.

Abstract

This research discusses the implementation of public service policies at the Integrated Police Service Center (SPKT) of Buleleng Police aimed at improving service quality and public trust. Using a qualitative descriptive approach with empirical juridical methods, the study involved in-depth interviews with 15 SPKT officers, 3 police administrators, and 25 community members who used SPKT services. Data analysis employed thematic methods to identify patterns in service implementation. Findings reveal that effective public service is vital for building police-community trust. SPKT operates under Chief of Police Regulation No. 23 of 2010, providing administrative services such as receiving reports, issuing driving licenses, and criminal background check certificates (Surat Keterangan Catatan Kepolisian or SKCK). However, challenges remain, including code of ethics violations, limited human resources (8 officers for 150 daily visitors), and high public expectations. To tackle these issues, Buleleng Police introduced innovations like the Antos (Integrated Police Service Center Online Queue) system, which cut average waiting time from 3.5 to 1.2 hours. They also improve personnel competence and integrity through monthly training and encourage technological service innovations. The success of policy implementation depends largely on commitment, integrity, and adaptation to technology. This research aims to guide future development of public service policies within the police to promote good governance.

Abstract

The regulation of electronic evidence in trials is governed by the Electronic Information and Transactions Law. Article 5, paragraph (1) of the Electronic Information and Transactions Law states that electronic information, electronic documents, and/or printouts are valid legal evidence. This means that evidence produced or stored in electronic form is admissible. In its implementation, electronic trials at the Denpasar District Court are regulated by Supreme Court Regulation Number 1 of 2019 and its amendments, as well as Supreme Court Regulation Number 7 of 2022, concerning Electronic Case Administration and Trials in Court. This system allows case registration, payment of court fees, summons, and trials to be carried out electronically through the e-Court application. There are several obstacles in the implementation of electronic evidence at the Denpasar District Court, including a lack of public understanding of electronic evidence, difficulties in ensuring the authenticity and integrity of electronic documents, limited laws and regulations that specifically regulate electronic evidence, and technical obstacles.

Abstract

This research employs a normative-empirical legal research method to analyze the implementation of the principle of nationalism in land law for Indonesian citizens who enter into mixed marriages without prenuptial agreements in relation to land ownership rights in Bali Province. The empirical component involved in-depth interviews with five officials from the Regional Office of the National Land Agency (Badan Pertanahan Nasional or BPN) of Bali Province, eight notaries experienced in mixed marriage documentation, twelve legal practitioners specializing in agrarian law, and case study analysis of 25 mixed marriage property disputes processed through Bali courts from 2019 to 2024. Research objectives include analyzing the application of nationalism-based land law to Indonesian citizens in mixed marriages without property separation agreements and examining the legal consequences. The study reveals that Indonesian citizens are constitutionally entitled to land ownership rights under Article 33(3) of the 1945 Constitution. Main findings demonstrate that the principle of nationalism (grondverponding verbod) in Indonesian land law creates legal complications for mixed marriages. Indonesian citizens who acquire land rights after mixed marriage without property separation agreements face mandatory relinquishment within one year under Article 21(3) of the UUPA, or the land reverts to the state. However, Government Regulation No. 103/2015 provides solutions through court-determined property separation agreements, enabling Indonesian citizens to maintain land ownership rights while married to foreign nationals. The research concludes that urgent legal amendments are needed to balance the principle of nationalism with the constitutional rights of Indonesian citizens in mixed marriages, particularly regarding inheritance and protection of property rights.

Abstract

The use of organic firearms by the Indonesian National Police (Polri) in securing National Vital Objects (Obvitnas) and Certain Objects within the jurisdiction of Bali Regional Police (Polda Bali) is conducted in a strict and structured manner. Authorization must follow an official hierarchical process, beginning with the officer’s request and requiring approval by the Regional Police Chief (Kapolda) through the Director of Intelligence and Security (Intelkam). Requirements include a written request, assignment letter, firearm control card, and firearm passbook, along with field verification of the applicant and the condition of the weapon. Firearms may only be used in situations involving an actual threat to life, preceded by mandatory warnings and with full accountability for every action taken. Misuse of firearms is considered a serious offense, subject to administrative sanctions such as demotion or dismissal, and criminal penalties under Law No. 12 of 1951 on Unauthorized Firearm Possession and the Indonesian Penal Code (KUHP), including Articles 351, 338, and 359. Legal proceedings are conducted in general courts without exception. Strict supervision and regular evaluations are carried out to prevent misuse. Firm and transparent law enforcement is essential to maintaining professionalism and public trust in Polri.

Abstract

The objectives of this thesis are to analyze the implementation of the submission of summons reports through the village head in the verstek decision and to analyze the obstacles to the implementation of the submission of summons reports through the village head in the verstek decision. The type of research used in this study is empirical juridical legal research. In empirical juridical research, law, as law in action, is described as an empirical social phenomenon. Empirical legal research, also known as sociological legal research, is legal research that examines law by conceptualizing it as actual behavior, an unwritten social phenomenon experienced by everyone in social relationships. The results of this study found that the implementation of the submission of summons reports through the village head in the verstek decision is related to the implementation of summons in civil cases at the Bangli District Court. Since the issuance of PERMA Number 7 of 2022, there has been a change in the implementation of the submission of summons reports, from the conventional summons issued through a bailiff to now using registered mail. There are no sanctions or penalties for the sub-district or village if they do not directly convey the summons given, and the requirement for postal officers to convey the village head also faces time constraints and the busyness of the postal officers themselves, who must adjust the workload of postal delivery, which of course has a postal delivery target aligned with the opening or service hours of the post office or sub-district office.

Abstract

Financial innovations such as Buy Now Pay Later (BNPL) are increasingly used in e-commerce, especially by Generation Z who have a distinctive shopping character. This study aims to analyze the influence of consumer trust, impulsive buying, willingness to pay, and variety seeking behavior on purchase decisions on Shopee, with BNPL as a mediating variable. The research method used was a quantitative survey, with respondents consisting of Shopee users  aged 13-28 years. The data was obtained through a survey of Shopee Gen Z users and analyzed using  the Structural Equation Modeling-Partial Least Squares (SEM-PLS) method. The results showed that impulsive buying and variety seeking behavior had a significant effect on purchase decisions, while consumer trust, willingness to pay, and BNPL did not show a significant influence. In addition, BNPL does not mediate the relationship between independent variables and purchasing decisions. In conclusion, impulsive behavior and the search for variety are the main factors driving Gen Z's purchasing decisions, while BNPL has not played a significant role in these decisions.
