Abstract

This study examines the role of the Honorary Board (Badan Kehormatan) of the Regional House of Representatives (DPRD) of Central Sulawesi Province in maintaining the dignity and accountability of its members as public officials. The urgency of this topic lies in the increasing number of ethical violations and political behavior that potentially erode public trust in regional legislative institutions. The study adopts an empirical legal research method with a qualitative descriptive approach, collecting data through interviews, documentation, and literature review. The findings reveal that the Honorary Board plays a crucial role as an internal ethical guardian by overseeing members’ conduct, enforcing the code of ethics, and ensuring institutional integrity. However, several challenges persist, including limited authority in enforcement, lack of coordination with other DPRD bodies, and insufficient public transparency in the decision-making process. The study also highlights that the case of Yahdi Basma’s alleged misconduct exemplifies the complexities of political ethics within regional legislative frameworks. Overall, the research emphasizes the need to strengthen the institutional capacity of the Honorary Board through clearer regulations, community participation, and transparent evaluation mechanisms to uphold the DPRD’s moral and ethical credibility. The results contribute to the broader discourse on legislative accountability and ethical governance at the regional level in Indonesia.

Abstract

This study aims to analyze the application of the principle of justice in the legal accountability of Land Deed Officials (PPAT) concerning the annulment of deed of gift (hibah) by courts in Indonesia. The increasing number of annulments of gift deeds by the Supreme Court reflects a tension between the legal certainty of authentic deeds and substantive justice for the parties involved, particularly the heirs. This research employs a normative juridical method with a statutory, conceptual, and case approach. Data were collected through library research on primary legal materials such as legislation and court decisions, as well as secondary legal materials including books, journals, and expert opinions. The analysis was conducted qualitatively using a deductive method to interpret land law norms within the concrete cases of deed annulment. The findings reveal that the application of Aristotle’s distributive and corrective justice principles serves as the foundation for assessing the validity and fairness of gift deeds. Courts may annul formally valid deeds if they are proven to violate the principle of proportionality and harm the heirs’ rights, affirming that substantive justice prevails over administrative certainty. In this context, PPATs are not merely administrative officials but also act as guardians of substantive justice in land law practices. The study underscores the need for policy reform and the strengthening of PPAT professional ethics to ensure that deed-making procedures consider moral and social aspects of justice. Further research is recommended to adopt an empirical approach to evaluate public perceptions of justice in gift and land practices.

Abstract

This study aims to analyze the sustainability of geothermal energy utilization at the Ulumbu Geothermal Power Plant (PLTP) in East Nusa Tenggara by focusing on five key dimensions: environmental, social, economic, technological, and institutional. The analysis was conducted using the Rapid Appraisal for Multidimension (Rap-MD) method with Multidimensional Scaling (MDS), validated through Monte Carlo simulation to ensure the robustness of the results. Primary data were collected through questionnaires and interviews, while secondary data were obtained from official documents and previous studies. The findings reveal that the sustainability status of PLTP Ulumbu is classified as “moderately sustainable,” with an aggregate index value of 58%. The environmental (60.80%) and social (60.60%) dimensions achieved the highest scores, followed by economic (59.41%), technological (57.24%), and institutional (52.00%) aspects, the latter being the weakest. Sensitive factors influencing sustainability include community education level, poverty rate, land-use conditions, waste treatment technology, and the role of local institutions. These results emphasize the importance of strengthening collaboration among government, PLN, and local communities to maximize geothermal energy benefits, support economic development, and preserve ecological balance. The study provides strategic insights for policymakers and stakeholders in formulating sustainable renewable energy development strategies in Indonesia.

Abstract

This study aims to analyze the effect of implementing ICT-based flipped learning on the improvement of students’ Higher Order Thinking Skills (HOTS). The research employed a quasi-experimental design with two groups: an experimental group that received ICT-based flipped learning treatment and a control group that participated in traditional learning. The research instruments included a HOTS test (pretest and posttest), a student perception questionnaire, and an observation sheet of learning activities. The findings revealed that the average HOTS score of the experimental group increased from 62.40 to 88.72, with a gain score of 70%, while the control group’s score increased from 61.90 to 75.72 with a gain score of 36.24%. An independent t-test indicated a significant difference between the two groups (p < 0.05), with a large effect size (Cohen’s d = 1.85), demonstrating that ICT-based flipped learning effectively enhances students’ higher-order thinking skills. Furthermore, the questionnaire results showed a highly positive student perception with an average score of 85.14% (categorized as excellent), where 89% of students reported being more active and independent, and 87% stated that they found it easier to understand the material through videos and the LMS. Observational data also indicated high learning participation, with an average score of 4.30 out of 5, reflecting improved activeness, collaboration, and learning readiness. Overall, ICT-based flipped learning was proven effective not only in improving cognitive learning outcomes (HOTS) but also in fostering students’ activeness, independence, and collaboration—key competencies of 21st-century learning.

Abstract

This study aims to integrate five major theoretical frameworks—Firm Performance Theory, Resource-Based View (RBV), Resource Dependency Theory (RDT), Dynamic Capabilities Theory (DCT), and Social Cognitive Theory (SCT)—to explain employee performance at PT Bridgestone Tire Indonesia, Bekasi Plant, Cutting Department. By combining these frameworks, the study provides a comprehensive understanding of how organizational resources, environmental dependencies, adaptive capabilities, and social-cognitive mechanisms interact to shape work outcomes. Empirical data is drawn from Rusman (2025), who analyzed both the mediating role of work discipline and the moderating role of work motivation in influencing performance. The findings indicate that internal resources such as human capital, knowledge, and technical skills, as well as external resource dependencies, significantly impact work discipline and overall firm performance. Dynamic capabilities allow employees and the organization to adapt to changing conditions and optimize resource utilization effectively. In parallel, social cognitive factors—including self-efficacy, observational learning, and social reinforcement—play a critical role in shaping employee behavior and discipline. Moreover, work motivation strengthens the relationship between discipline and performance, suggesting that highly motivated employees are more likely to translate disciplined behavior into measurable performance outcomes. These results highlight that organizational excellence is not solely determined by material resources or structural factors but depends on a synergistic combination of systemic resource management, adaptive capabilities, and individual psychological engagement. The study underscores the importance of aligning motivational strategies, discipline management, and resource optimization to achieve sustainable high performance in competitive industrial settings.

Abstract

Penelitian ini bertujuan untuk memahami bagaimana integrasi antara inovasi produk, digital marketing, dan kompetensi sumber daya manusia (SDM) dapat memperkuat keunggulan kompetitif berkelanjutan pada Usaha Mikro, Kecil, dan Menengah (UMKM) di era Society 5.0. Kajian ini menekankan model sinergi manusia dan teknologi sebagai bentuk daya saing adaptif berbasis pengetahuan dalam konteks kewirausahaan Indonesia. Penelitian ini menggunakan pendekatan kualitatif dengan desain studi kasus terhadap enam UMKM di Kabupaten Sumbawa, Indonesia. Data dikumpulkan melalui wawancara mendalam, observasi partisipatif, dan dokumentasi, kemudian dianalisis menggunakan model interaktif Miles dan Huberman (1994) yang meliputi reduksi data, penyajian data, serta penarikan kesimpulan dan verifikasi. Uji kredibilitas dan konfirmasi dilakukan melalui triangulasi sumber serta member checking. Hasil penelitian mengidentifikasi empat tema utama: (1) inovasi produk adaptif yang responsif terhadap dinamika pasar dan nilai budaya, (2) strategi digital marketing berbasis komunitas yang membangun kedekatan emosional merek dan keterlibatan sosial pelanggan, (3) kompetensi SDM berbasis pembelajaran digital yang memperkuat kemampuan adaptasi, dan (4) integrasi strategis ketiga elemen tersebut sebagai sumber keunggulan kompetitif berkelanjutan. Penelitian ini menegaskan bahwa sinergi antara inovasi, digitalisasi, dan kompetensi manusia menciptakan keunggulan berbasis pengetahuan yang sulit ditiru. Secara praktis, hasil penelitian ini memberikan implikasi kebijakan bagi pemerintah dan pelaku usaha dalam memperkuat kapasitas digital dan kompetensi SDM UMKM. Penelitian ini memberikan kontribusi terhadap pengembangan teori Resource-Based View (RBV) dan Dynamic Capability dengan menawarkan kerangka integratif daya saing UMKM di negara berkembang

Abstract

The purpose of this study is to determine the implementation of regional regulations and the factors influencing the enforcement of public order and community tranquility related to cleanliness compliance in Amuntai Tengah District, Hulu Sungai Utara Regency. This research employs a qualitative descriptive approach with data collected through observation, interviews, and documentation. Informants were selected using purposive sampling, totaling 19 individuals. The collected data were analyzed through the stages of data reduction, data presentation, and conclusion drawing. The findings show that the implementation of the regional regulations has been carried out well. In terms of environmental conditions, the socio-cultural environment indicator and recipient involvement are still considered less satisfactory. Regarding inter-organizational relations, coordination with relevant agencies remains suboptimal, although the indicators of sanctions and supervision fall into the fairly good category. Organizational resources, both human and non-human, are evaluated as good. Additionally, the characteristics and capabilities of implementing agents are also assessed as good, based on the bureaucratic structure, norms, and relationship patterns. Supporting factors in policy implementation include the availability of human resources, non-human resources, bureaucratic structure, norms, and relationship patterns, while the inhibiting factors consist of the community’s socio-cultural environment and the less optimal inter-agency coordination.

Abstract

The Indonesia Smart Program (PIP), as regulated in Minister of Education and Culture Regulation No. 10 of 2020, is a strategic government policy designed to address various challenges in the education sector, including the lack of socialization to parents, mistargeting of aid recipients, a still-centralized determination process, and limited supporting human resources. This study aims to examine the implementation of PIP and the factors influencing it at MAN 3 Balangan, Lampihong District, Balangan Regency, employing a descriptive qualitative approach with a purposive sampling technique involving 12 informants. Data were collected through observation, in-depth interviews, and documentation, and then analyzed through the stages of data reduction, presentation, and conclusion drawing. The findings reveal that the implementation of PIP at MAN 3 Balangan has not been fully optimal, as indicated by weaknesses in actor interests, program benefits, determination structure, technical implementers, and inter-stakeholder coordination. Supporting factors include the availability of facilities, utilization of technology, well-organized administration, and adequate infrastructure, while inhibiting factors consist of limited information, restricted school authority, insufficient socialization, low participation, and uneven understanding among program managers. Therefore, it is recommended that the Ministry of Religious Affairs strengthen socialization, supervision, and coordination, while also encouraging active involvement of school principals, program managers, teachers, parents, and students to enhance the effectiveness of PIP implementation.

Abstract

This study aims to determine the influence of the principle of transparency on employee performance at the Regional Development Planning, Research, and Development Agency (Bappedalitbang) of Hulu Sungai Utara Regency. The research employed a quantitative method with an associative approach. The study population consisted of all 32 employees of Bappedalitbang Hulu Sungai Utara Regency. Data were collected through questionnaires using a Likert scale. Data analysis was carried out using SPSS through validity tests, reliability tests, correlation analysis, and simple linear regression. The findings indicate that the principle of transparency has a very strong influence on employee performance, with a correlation coefficient (r) of 0.950 and a coefficient of determination (R²) of 0.902. This means that 90.2% of the variation in employee performance is influenced by the principle of transparency, while the remaining 9.8% is affected by other factors outside this study. A significance value of 0.000 (< 0.05) confirms that the hypothesis is accepted, indicating a positive and significant effect of transparency on employee performance.

Abstract

This study examines the effectiveness of the Reading Interest Program at the Library and Archives Service of Balangan Regency, motivated by the low public interest in reading and the limited development of library facilities. Reading interest plays a crucial role in fostering a literate and knowledgeable society; therefore, improving library services is essential to increase community engagement. The research used a qualitative descriptive method with data collected through observation, interviews, and documentation. Ten informants were selected, consisting of library staff and community members. Data credibility was tested through prolonged observation, persistence, the use of reference materials, and member checking. The findings revealed that the program has not been fully effective. Target accuracy was moderately effective among students but less effective for the general public. Program socialization was fairly effective in terms of media use and reach, while goal achievement was still below expectations, with implementation efforts categorized as moderately effective. The main inhibiting factors include inadequate library collections, lack of digital library facilities, and declining reading interest influenced by modern technology. Supporting factors include sufficient budget allocation and staff commitment. The study concludes that the program’s effectiveness needs to be strengthened through technological innovation, such as the development of a digital library, improved cooperation with schools and communities, and enhanced promotion to build a sustainable reading culture in Balangan Regency.
