Abstract

The ITE Law is considered as a strong legal basis to control social media and regulate information technology, as stipulated in Law No. 11/2008 and its amendment in Law No. 19/2016. This law applies to anyone, both at home and abroad, if their actions harm the interests of Indonesia. Consumer protection is an important aspect of the modern economy to ensure equitable and ethical practices in the marketplace. This research discusses the concept of consumer protection in the context of consumer rights in Indonesia and how such protection is applied in an ever-evolving market. The main focus of this research is how the ITE Law handles defamation from a legal perspective. Using a normative juridical approach, this research examines relevant legislation, legal literature, and court decisions. This research examines legislation, legal literature, and relevant court decisions. In practice, ITE Law often faces challenges, such as differences in interpretation of articles that have the potential to limit freedom of speech as well as debates over the line between criticism and defamation. The results indicate that even though the ITE Law provides a clear legal basis, its implementation is still a cause for controversy. A balance is needed between the protection of individual reputation and freedom of expression. Regulatory reform and increasing legal awareness in the community are important steps to ensure a fairer and more effective application of the ITE Law.

Abstract

Since the challenges in curriculum development in the Cambodian context were unclear and scattered, its collections would be a priority to see a whole image of challenges along with possible solutions for the developer, practitioner, and stakeholders. This paper aims to review the challenges of curriculum implementation in Cambodian teacher education and the possibilities for improvement. The integrative review approach of the conventional review paper was employed to form a new framework of selective secondary sources. 18 articles (16 primary and 2 secondary data) were collected from Google Scholar under 4 criteria: (1) content-related paper, (2) no longer than 10 years of publication, (3) primary or secondary data, and (4) ASEAN reflection on the Cambodian context. The findings indicated five main challenges of curriculum implementation in Cambodian Teacher Education: (1) teaching and learning activities, (2) instructional materials, (3) assessment, (4) teacher career pathway, and (5) external factors. The possibilities for improvement to overcome these challenges also involved five main solutions for improvement as mentioned above, along with three elements that were hidden such as (1) system, (2) practices, and (3) production. The course designers and key practitioners may put theories into practice by gathering information, reflecting, and making possible changes in curriculum implementation for notation and improvement.

Abstract

Rice is a major food commodity in Indonesia and plays an important role in people's daily lives. The increase in rice prices can have a complex impact on farmers' incomes. Although it sounds like a profitable thing, the increase in rice prices can also mean higher production costs for farmers, such as more expensive fertilizer and seed prices. In addition to having an impact on farmers' income, the increase in rice prices can also affect the economic welfare of farmers. The economic welfare of farmers is not only related to the income earned but also to the farmer's expenses in each harvest period. The study aims to determine the impact of the increase in rice prices on the income and welfare of rice farmers in Klaten. Data collection was carried out using the interview method with rice farmers in the Sri Makmur Dk. Tempel Farmer Group, Jogosetran Village, Kali Kotes, Klaten. Data analysis was conducted by analyzing costs, revenues, income, and welfare analysis by comparing income and expenditure of farmer households. The results indicate that although farmers' income has increased, their welfare has not improved significantly due to rising production and household costs. This study emphasizes the importance of policies that not only regulate commodity prices but also improve production cost efficiency to enhance farmers' welfare.

Abstract

The Ijuk Nganten tradition is a form of intangible cultural heritage that continues to be preserved by the people of Sraturejo Village, Baureno District, Bojonegoro Regency, East Java. This ritual involves the symbolic cleansing of newlywed couples by washing their hands, faces, and feet at the sacred site known as Sumur Nganten (Bridal Well), followed by prayers for blessings, fertility, and household harmony. Although performed in a simple manner, the ritual holds deep cultural and spiritual meaning, rooted in local oral traditions and communal belief systems. This study employs the historical method, beginning with heuristic investigation through data collection from local oral sources—including village elders and cultural custodians—as well as limited written documents and popular media. The gathered sources were then subjected to source criticism, interpretative analysis, and synthesized through historiographical construction to explore the socio-cultural and historical functions of the ritual. The findings suggest that Ijuk Nganten originated from a collective memory involving the legendary figure Akuwu Lembu Amisena and his consort Nyi Lebdasari, who underwent ritual purification at the site after reclaiming political authority during the Singhasari–Majapahit era. Today, the tradition serves not only a spiritual purpose but also reinforces environmental ethics, ancestral veneration, and communal identity. It remains a vital cultural expression, consistently practiced even by residents who have migrated outside the region, demonstrating its enduring significance amid social transformation.

Abstract

This study examines the juridical position of employee wage claims in the bankruptcy of PT. Kertas Leces (Persero) to determine how Indonesian law reconciles creditor equality with constitutional principles of social justice. Using a normative juridical method, the research analyzes primary legal materials, including Law No. 37 of 2004 on Bankruptcy, Law No. 11 of 2020 on Job Creation, and Constitutional Court Decision No. 67/PUU-XI/2013, supported by comparative references from the International Labour Organization (ILO), UNCITRAL, and the World Bank. The findings reveal that the Constitutional Court transformed wage protection from a statutory privilege into a constitutional entitlement, asserting that employees’ wages represent part of the right to life and human dignity guaranteed by the 1945 Constitution. This interpretation was subsequently codified in Article 95 of the Job Creation Law, which prioritizes the payment of wages above all other unsecured debts. The PT. Kertas Leces case demonstrates the practical application of this principle, establishing employees as preferred creditors within the bankruptcy distribution hierarchy. Comparative analysis shows that Indonesia’s approach aligns with international standards advocating limited wage priority as a legitimate social-policy exception to pari passu. The study concludes that the prioritization of wage claims embodies a balance of justice, legal certainty, and utility, transforming Indonesia’s bankruptcy framework into a moral and constitutional instrument for protecting human dignity and promoting equitable economic governance.

Abstract

The digital revolution transforms public administration, notably service delivery efficiency and accountability. According to this study, the digital tools and platforms used by governments worldwide impact public service delivery efficiency and accountability. This study examines how digital technologies like e-governance and data analytics influence public sector operations and how organisational culture and leadership might offset these effects. A mixed-approaches design employing qualitative and quantitative methods achieved research aims. Semi-structured interviews and focus groups with public sector workers and others produced qualitative data, while surveys and secondary data analysis acquired quantitative data. Thematic analysis was done in NVivo for qualitative data, while descriptive statistics, correlation, and regression were done in SPSS for quantitative data. Quantitative analysis indicates that digital transformation strongly impacts service delivery efficiency (R² = 0.42, F (3, 246) = 15.67, p < 0.001) and accountability (R² = 0.36, F (3, 246) = 12.29, p < 0.001). Significant predictors of service delivery efficiency and accountability include digital transformation (β = 0.45, p < 0.001), organisational culture (β = 0.35, p < 0.01), and leadership (β = 0.32, p < 0.05). Qualitative studies revealed that automation, real-time data sharing, transparency, and public involvement improve efficiency and accountability. This research found that digital transformation boosts public administration efficiency and accountability. Implementation needs a supportive workplace and good leadership. This study argues that governments should encourage digital adoption, address data privacy concerns, and close the digital divide to provide inclusive and equitable digital services.
