Abstract

The phenomenon of ENSO (El-Nino Southern Oscillation) caused by climate change is closely related to the causes of drought in Indonesia as seen from historical data (BAKORNAS PB, 2007). The agricultural sector, especially food crops, is highly dependent on climatic conditions because food crops are generally seasonal crops related to excess or lack of water. Palas sub-district is the sub-district with the largest land cover of rice fields in South Lampung Regency. The type of rice field in Palas District is a rainfed rice field that is not supported by an irrigation network which will cause the area to be more susceptible to drought. This study aims to assess the level of vulnerability to drought in food agriculture areas in Palas District. This research uses a study approach, namely weighting, scoring, and reclassing the four dimensions that make up the drought vulnerability index, namely social, economic, physical, and environmental. Based on the results of the analysis of the index of vulnerability to drought, high grades are found in the villages of Bumi Daya, Bali Agung, and Mekar Mulya. The high class is driven by high social vulnerability factors such as population, age group ratios, poverty ratios, and the ratio of the last education of the population. High economic vulnerability factors such as agricultural area and livelihood ratios. High physical vulnerability factors such as water sources and irrigation infrastructure so that the area is in an area prone to drought.

Abstract

Water is essential for the activities and maintenance of human life, such as meeting daily household needs. Clean water is an integral part of who gets priority in urban planning. The importance of clean water for human life, clean water infrastructure required management well and deserved. Directorate General of Human Settlements, PUPR (2007), explains Bandar Lampung City uses PDAM Way Rilau as a pipe network for clean water services. One area of Bandar Lampung City experiencing clean water problems is the Teluk Betung Timur Coastal Area. The issue of providing clean water infrastructure in coastal areas is the quantity of clean water infrastructure, distribution of clean water, and clean water quality consisting of clean water quantity, continuity, and physical quality. This research aims to review the feasibility of providing clean water infrastructure in coastal areas based on the public perception in Teluk Betung Timur District. This research used the descriptive analysis method to explain existing conditions and monitor the feasibility of providing infrastructure clean water in the research areas. After that needs to be calculated is used with the methods weighting to judge the feasibility of delivering clean water infrastructure in coastal areas of Teluk Betung Timur District. Based on the analysis results, the provision of infrastructure clean water in coastal areas of the Teluk Betung Timur District. They are still lacking worth. This inadequacy is identified in the quantity of clean water infrastructure, distribution, and quality of clear water.

Abstract

Regional governance on natural resources located in border region concerns on whether stakeholders’ decisions to interact one with another are influenced by their predetermined and assigned social and functional roles. This relationship between roles and interactions reveals whether stakeholders’ embedded capacity and formal authority (proxied by role of each stakeholder) would result in effective management and governance of border region. The paper aims to illuminate specific roles of stakeholders that influence and/or impede their interactions with other stakeholders. Drawing from the case of Mount Ijen bordering between Banyuwangi and Bondowoso in East Java, we analyze whether stakeholders’ roles and interactions are shaped by the specific characteristics of the area within the Mount Ijen region that lead to the emergence of particular governance mode. The research uses a qualitative approach with a case study method. The analysis techniques used are pattern matching and stakeholder. Two significant roles are identified: policy creators and facilitators, of which these two were influenced by physical aspects, institutional arrangements and legal binding concerns.

Abstract

Manggarai Station is one of DKI Jakarta Province's busiest stations. Manggarai Station's existence as a transit node promotes mobility from residential areas to the station. Many activities are impacted by land use around the station. In order to accommodate this matter, good accessibility is required. The development of the Manggarai Station area appears to follow the Transit Oriented Development concept (TOD). The implementation of the TOD concept is expected to improve the accessibility of the Manggarai Station transit area. As a result, the purpose of this research is to determine the level of accessibility of the Manggarai Station transit area.

Abstract

Rajabasa sub-district is one of areas prone to flooding due to the overflow of Way Kandis River. However, there are still many people who live in the flood-prone area for various reasons. This study aims to determine the motivation of people living in flood-prone areas located in Rajabasa sub-district, Bandar Lampung City. The method used is inductive qualitative. The data in the study were obtained by semi-structured interviews with the people of Rajabasa Village who were directly affected by the flood disaster. The data analyzed using induction resulted in a concept related to the motivation of the people to live. Based on the findings of the concepts generated from the research, the motivations of the dweller in flood-prone areas in the Rajabasa sub-district are 1) The lack of options to live in urban areas due to family legacy and nothing land ownership elsewhwere, resulting the acceptance of flooding by the residents; 2) A sense of security with the community that they do not feel threatened and are used to flood disasters; 3) Affordable accessibility of the area which reached by public transportation and connects with schools and workplaces; 4) A sense of comfortable since they have been settled for a long time in the area.

Abstract

A mixed area is one area that requires pedestrian path due to the commercial and non-commercial functions that are close to each other. Traveling short distances on foot will be more effective than using a vehicle because it is impossible to always stop at the desired location. One of the mixed-use areas with high mobility in Bandar Lampung is the Zainal Abidin Pagar Alam Mixed Area, Bandar Lampung City. The Zainal Abidin Pagar Alam Mixed Area does not meet the standards in fulfilling pedestrian path facilities. This is indicated by the fact that there are still many roads in this area with no pedestrian path. The condition compels pedestrian to pass through the road, thus increasing the risk of accidents. This study aims to identify the need and availability of pedestrian path in the Zainal Abidin Pagar Alam Mixed Area, based on pedestrian path' quantity, and distribution. This research employs a quantitative deductive method by placing theoretical analysis as the determination of the variable, and the population of this region using a census, namely all road corridors in the Region A mixture of Zainal Abidin Pagar Alam The results show that the quantity, and distribution, have not met the availability of pedestrian path based on PUPR Guidelines Standard No. 02 of 2018 on pedestrian Facility Planning.

Abstract

Based on the Regional Spatial Plan (RTRW) for the City of Bandar Lampung in 2011-2030, there is a medium-sized industrial area and warehouse area, one of which is in Way Lunik Village. Based on the facts in the field industry agglomerates and uses land for industry. The purpose of this study is to describe the impact of industrial existence on land use in Way Lunik Village, Panjang District, Bandar Lampung City. Researchers used Spatial Analysis with map overlay analysis techniques to see land use conditions in 2001-2021. Furthermore, using descriptive qualitative analysis with sampling techniques, namely purposive sampling and snowball sampling to identify the impact of the existence of industrial estates. Based on the analysis that has been carried out, land use changes change the physical and non-physical land use conditions. There are changes in land use and changes in economic activity. The dominant land use change is the change in land use to industry. Changes in economic activity are directly reflected in changes in land use, changes in the function of residential buildings, changes in yard area, distance between buildings, land ownership, land prices, accessibility, facilities and infrastructure, and the most important community activities.
