Abstract

The purpose of this study is to determine the accessibility of elections for people with disabilities during the COVID-19 pandemic. This study used a qualitative descriptive method. Two types of data were used in this study: primary and secondary data, collected through interviews with key informants, non-participant observation, and literature review. Informants were selected using purposive sampling. Data analysis included data reduction, data display, and conclusion drawing/verification. The results of our research conducted during the pre-election period during the COVID-19 pandemic revealed several shortcomings on the part of election organizers. During the data matching and research process, many residents were not re-registered, resulting in some people with disabilities not being included in the disabled voter data. There were still numerous discrepancies in the disability data, and limited outreach for people with disabilities, with only one outreach activity being conducted per district. This significantly impacted voter participation in exercising their right to vote. On election day, there was a decrease in public participation in the 2020 Pilkada from a total of 1,656,024 voters with a total of 1,159,662 voters, only 70.03%, there was a decrease in public participation of approximately 10% from the previous year's election, while for disabled voters from the total data of 41 disabled voters, 36 disabled people exercised their right to vote, this shows an increase in political participation of people with disabilities.

Abstract

Based on data regarding drug abuse, it is certainly a challenging task for the Majalengka Police Narcotics Investigation Unit. The author's observations indicate that with the lack of training and education programs on the impacts of drug use, the lack of understanding of drug rehabilitation is a significant issue. The purpose of this study is to determine the role of the Narcotics Investigation Unit in tackling drug abuse in the community within the Majalengka Police jurisdiction. This research employed a qualitative method. The data used were primary and secondary data through observation, interviews, and documentation. The results of this study indicate that the role of the Narcotics Investigation Unit in tackling drug abuse in the community within the Majalengka Police jurisdiction has not been optimal. Obstacles include the perception that drug users are part of criminalization, a lack of public awareness regarding rehabilitation, information leaks during raids between the National Police and the National Narcotics Agency (BNN), and a lack of professional medical personnel specifically dedicated to rehabilitation. The efforts include building public awareness that drug users are not criminalized but require appropriate rehabilitation. This includes coordinating rapid raids between the National Police and the National Narcotics Agency (BNN), recruiting professional medical personnel, and educating the public about the impacts of drug use in accordance with Law No. 35 of 2009 concerning Narcotics.

Abstract

This study aims to determine the optimization of the role of the Tourism Awareness Group in increasing the tourist attraction of Nanggerang Cliff in Bagolo Village, Kalipucang District, Pangandaran Regency. Bagolo Village is the village that has the most tourism potential compared to other villages in Kalipucang District. One of them is the Nanggerang Cliff Tourist Attraction located in Bagolokolot Hamlet. However, the role of Pokdarwis in increasing the tourist attraction of Nanggerang Cliff cannot be said to be optimal, this is evidenced by the existence of problem indicators including 1) lack of adequate human resources in the Bagolo Village Pokdarwis both in managing and increasing the tourist attractions of Nanggerang Cliff. 2) The Bagolo Village Pokdarwis are not optimal in establishing cooperation with the government or the private sector in obtaining financial support for the development of Nanggerang Cliff. 3) lack of promotion carried out by the Bagolo Village Pokdarwis to introduce Nanggerang Cliff. The research method used is a qualitative research method with descriptive analysis. Based on the results of the study, it can be concluded that the role of Pokdarwis in increasing the tourist attraction of Nanggerang Cliff has not gone well.

Abstract

The tourism sector is one of the sectors that can drive the Indonesian economy both nationally and locally, thus tourism development can have a positive impact on the development of the community's economy. This study uses a quantitative descriptive research design that collects primary data through the use of surveys. Questionnaires are used in survey research as a technique for collecting basic data. Meanwhile, data on the main points of the study were collected through research using instruments in the form of surveys, interviews, and observations. Based on the results of the study, it can be explained that through the aspects of product, service and management, the Karaha Bodas tourist attraction is worthy of being developed. From the product aspect, based on the results of the interview, it can be seen that the Karaha Bodas tourist attraction is in the development category and the results of the observation show that Karaha Bodas is included in an area with great product support for tourist attractions, based on the parameters that have been set. In terms of service, the results of the study show that Karaha Bodas is included in class II, which supports being used as a tourist destination. In line with that, in terms of management, the results of the study show that it supports being used as a tourist destination. Tourism management in Karaha Bodas needs to be improved to become a sustainable tourist destination based on the Regulation of the Minister of Tourism and Creative Economy/Head of the Tourism and Creative Economy Agency of the Republic of Indonesia Number 9 of 2021 concerning Guidelines for Sustainable Tourism Destinations.

Abstract

The research is motivated by the characteristics of performing arts spaces, both room conditions and supporting facilities. Performing arts as part of the creative industry requires production space and promotional space that supports it, but currently still faces various limited space conditions and a lack of supporting facilities. This research aims to examine the characteristics of performing arts spaces based on the perceptions of performers in Lembang District, West Bandung Regency. This research uses a qualitative approach with exploratory phenomenological methods and narrative analysis. Data was collected through in-depth interviews with artists, bureaucrats and academics. The results of the research show that the characteristics of the production room, according to the perpetrator's perception, show relatively narrow and limited conditions and are combined with the family room. The condition of promotional space is relatively limited, including limited supporting facilities. Apart from that, it was found that the creation of performing arts spaces still has limited support from the government and business actors. Therefore, stronger synergy between stakeholders is needed in creating a performing arts space that is participatory, sustainable and in line with local needs.

Abstract

This study examines spatial utilization within the dynamics of regional governance, focusing on the effectiveness of spatial control in the protected zone of Pecatu Village, Bali. Guided by the framework of local government management functions, the research analyzes how the four key governmental management functions planning, organizing, actuating, and controlling operate in regulating land use within this protected area. Employing a qualitative approach, data were collected through in-depth interviews, participatory observation, and document analysis, with informants selected purposively based on predefined criteria. The findings indicate that the Badung Regency Government has implemented the planning and organizing functions adequately, evidenced by the integration of spatial control into regional planning documents and the clear distribution of institutional roles. However, the actuating function, particularly the operationalization of monitoring and enforcement, remains suboptimal. Monitoring tends to be reactive, while enforcement is sporadic and lacks continuity, as illustrated by long-standing violations such as cliff-edge development at Bingin Beach, which was only addressed in 2025. The study concludes that although governmental management practices are in place, their effectiveness is significantly constrained by institutional limitations, resource shortages, and pressures from the tourism sector. Strengthening actuating and control functions, enhancing human resource capacity, improving cross-sectoral coordination, and engaging local communities in monitoring systems are recommended to ensure sustainable protection of the area.

Abstract

This study aims to examine the collaboration between the General Election Commission (KPU) and Kesatuan Bangsa Politik (Kesbangpol) of Banjar City in encouraging citizen participation in the 2024 Simultaneous Regional Elections. The research method applied is qualitative, with data collection through in-depth interviews with selected informants, document studies, and other supporting sources. Informants were selected using purposive sampling techniques, while data analysis used descriptive methods. The findings reveal that the cooperation between the KPU and Kesabngpol has fulfilled all indicators in the theory of collaboration. This collaboration began with both parties' awareness of the importance of increasing voter participation. Although the institutional structure that was built was informal, the division of tasks between institutions was clear. The leadership style applied emphasizes transparency and active communication, while the collaboration process is realized through open discussions, increased trust, mutual agreements, and collective understanding. Factors supporting the success of the collaboration include effective communication, support from local leaders, and alignment of organizational goals. On the other hand, obstacles such as limited budgets, lack of official records, and low public political awareness also influenced the process. The research concluded that the synergy between the KPU and Kesbangpol in Banjar City was effective in boosting public participation, although it still needs to be strengthened through institutional mechanism improvements and more adequate resource allocation.

Abstract

This study discusses the legalization process of teachers and TPA/TKA BKPRMI units based on collaborative communication in Ogan Ilir Regency, specifically in Indralaya and North Indralaya Districts. This study uses the theory of "communicative action" by Jürgen Habermas. This theory emphasizes that communication that is free from manipulation and is consensus-oriented can build mutual trust, transforming individual interactions into effective collective collaboration. This study uses a qualitative research method with a case study approach involving the Ministry of Religious Affairs of Ogan Ilir Regency, the People's Welfare Section of Ogan Ilir Regency, DPK BKPRMI administrators, and TPA/TKA institutions. Data were collected through interviews and observations. Data were analyzed using an interactive model consisting of three stages: data condensation, data display, and drawing conclusions. Active involvement between teachers, unit administrators, and related parties plays an important role in accelerating the legalization process, from administrative processing to the issuance of operational permits. The collaborative approach encourages effective coordination, transparency, and mutual trust so that bureaucratic challenges can be overcome together. The results of this study indicate that collaborative communication in the Legalization Process for Teachers and TPA/TKA Units of the BKPRMI in Ogan Ilir Regency has been successful in realizing community empowerment. This collaboration enables more effective problem-solving in the legalization process for teachers and units and can also improve the quality of early childhood religious education services in the area.

Abstract

This stuy aims to analyze the implementation of the POS PBB-P2 application policy and to identify the factors influencing system adoption among taxpayers (WP) in Panca Rijang District, Sidenreng Rappang Regency. The research location was selected based on a persistent gap: despite the adoption of a digital system, tax revenue realization has consistently fallen below target over the past three years. This study employs a descriptive qualitative approach. Data were collected through interviews, observations, and document analysis. The findings reveal variations in implementation effectiveness. Internal aspects such as Communication, Disposition, and Bureaucratic Structure functioned strongly, marked by a high level of commitment among administrative staff. However, these internal strengths were undermined by external and material constraints that led to revenue stagnation: (1) limited communication and socialization efforts toward the public, and (2) inadequate material resources, including insufficient computer units, slow internet connectivity, and unstable electricity supply. The main barriers to taxpayer adoption include low digital literacy among elderly groups, limited awareness due to weak socialization, and perceived service risks resulting from inadequate infrastructure at the Technical Implementation Unit (UPT). It is recommended that the local government intensify socialization efforts with an emphasis on education for vulnerable groups, prioritize budget allocation for physical infrastructure improvement, and review penalty tariff regulations to enhance their effectiveness.

Abstract

This research examines the effectiveness of using Teraversa Unsoed Purwokerto in public policy innovation. Teraversa is a platform that brings together historians, government, and the community to formulate policies that are responsive to public needs. The study employs a qualitative descriptive method, with data collected through interviews, observations, and documentation of decision-making processes and policy implementation. Data analysis uses thematic analysis to identify key themes.The results show that Teraversa plays an important role in improving the quality of public services by developing innovative policies. Teraversa enhances community participation, facilitates cross-sectoral communication, and promotes good governance. In addition, this initiative reduces bureaucracy and increases service efficiency. The challenges encountered include policy socialization and the development of human resource capacity, including initial resistance from local governments and communities who have not yet understood its benefits. Intensive training is required to improve the competence of the Teraversa team in designing and implementing complex policies. It is concluded that Teraversa has great potential in supporting public policy innovation, with the need for better implementation strategies and strengthened partnerships with various stakeholders, as well as periodic evaluations to enhance policy effectiveness.
