Abstract

The high unemployment rate in Bekasi Regency indicates that labor market information services are not yet optimal, which is influenced by low vacancy reporting from companies, information gaps between job seekers and employers, and an increasing workforce. This study aims to analyze the strategies of the Bekasi Regency Manpower Office in managing labor market information services, assess the effectiveness of their implementation, and identify supporting and inhibiting factors. This study uses a qualitative approach with a case study type, data obtained through observation, interviews, and documentation studies, then analyzed using pattern matching techniques. Through a social constructivism paradigm, this study attempts to explore how the meaning, practices, and strategies of services are formed through social interactions between stakeholders. The results show that the Manpower Office's strategies have been developed in line with national and regional policies, with a focus on integrating manual and digital services. However, implementation is still hampered by limited human resources, a lack of cross-sector collaboration, and low digital literacy among job seekers. Innovations such as PasKerSquad and the use of the SIP-Kerja application have expanded the reach of information, although they have not been able to overcome bureaucratic barriers and low vacancy reporting from the industrial sector. This finding emphasizes the importance of an integrated, collaboration-based strategy to improve the effectiveness of labor market information services in Bekasi Regency

Abstract

This article compares internet policy innovations in Estonia and Canada, two countries with distinct geographical, social, and political characteristics in addressing the challenges of digital inclusion. Estonia has developed a comprehensive digital policy framework through initiatives such as Tiigrihüpe, e-ID, and X-Road, which have strengthened digital governance and expanded access to public services online. In contrast, Canada has focused on the development of physical infrastructure through programs like Connect to Innovate, aimed at reaching remote areas and underserved Indigenous communities. Employing a qualitative approach based on literature review, this study demonstrates that the success of internet access policies largely depends on a country's ability to formulate strategies that are adaptive to contextual challenges. Estonia has succeeded in establishing an integrated and participatory digital ecosystem, while Canada continues its efforts to bridge the geographical digital divide through infrastructure-based interventions and cross-sector collaboration. The study highlights the importance of context-sensitive and adaptive policy approaches in ensuring equitable and inclusive internet access.

Abstract

This study aims to understand the views of the Planning Generation Forum (GenRe), GenRe Ambassadors, and the Regional Government in the development of the youth generation in Indonesia. With a qualitative approach, data collection was conducted through in-depth interviews with representatives from the three parties. The analysis was conducted using the perspective of youth development theory, Sustainable Development Goals (SDGs), and the Planning Generation Program. The results of the study show that the three parties have a shared vision in building a quality, healthy, and empowered young generation. The GenRe Forum acts as a space for communication, education, and capacity development for youth. GenRe Ambassadors act as agents of change who provide positive influences through a peer approach. Meanwhile, the Regional Government contributes by providing facilities, policies, and budget support to ensure the sustainability and effectiveness of the GenRe program. The collaboration of the three is key to realizing inclusive and sustainable youth development.

Abstract

This study aims to assess how effective the implementation of digital-based public service applications is in the context of Makassar Smart City and its impact on public satisfaction. Digital services such as Rindu Capil, Smart RT/RW, Service Portal, and Call 112 are designed to improve the efficiency, access, and quality of public services in Makassar City. The method used in this study is qualitative descriptive with data collection techniques through in-depth interviews, observation, and documentation, as well as data analysis following the Miles and Huberman model. The results of the study indicate that the application of digital in public services facilitates access and increases efficiency. However, the effectiveness of its implementation still faces various challenges. Some of the main obstacles include the lack of adequate internet infrastructure, low comfort of using applications by the general public, slow response of institutions to complaints, and lack of socialization and understanding of digital in the community. In addition, it was revealed that there was a difference between what the system promised and the reality of services in the field. Support from the government through training programs, digital education, and the role of RT/RW heads are very important in encouraging the use of applications evenly and sustainably. This study reveals that success in digital transformation in the public service sector is not only determined by the availability of technology, but is also influenced by the readiness of human resources, the speed of institutional response, and cooperation between various levels of government and society. The findings of this study are expected to be the basis for policy recommendations for the Makassar City government in improving the digitalization strategy of public services towards a smarter, more inclusive, and participatory city.

Abstract

This study analyzes the governance of Makassar City government in managing street vendors (PKL) in the Car Free Day (CFD) Boulevard area. The research employs a descriptive qualitative approach, with data collected through observation, in-depth interviews with 10 informants, and documentation studies. Data analysis refers to the Miles and Huberman interactive model, focusing on three policy implementation dimensions. The findings reveal that: (1) The level of problem controllability is moderate, characterized by the implementation of northern zoning for street vendors and southern zoning for sports activities, along with restricted trading hours from 06.00 to 11.00 WITA; (2) Policy formulation precision remains suboptimal due to the absence of Mayoral Regulations or SOPs, resulting in inconsistent policy implementation; (3) External factors including street vendors' economic pressures, visitor dynamics, and limited monitoring capacity significantly affect arrangement effectiveness. The study concludes that strengthening formal regulations, enhancing inter-agency coordination, and adopting adaptive approaches to street vendors' socio-economic conditions are essential for optimizing street vendor governance in CFD public spaces

Abstract

Human resources and infrastructure are one of the factors that inhibit the effectiveness of public services at the Biak Numfor One-Stop Integrated Office. Human Resources must be carried out properly because the success of an organization is influenced by the resources in the organization. For this reason, this study aims to determine the strategy for improving employee competency to improve the effectiveness of public services. The research method used is qualitative with a case study method used to collect data through observation, interviews and literature studies. The results of the study show that the services provided by the Biak Numfor One-Stop Integrated Office have been running well, but are still not optimal and optimal, where employee attitudes must be improved because based on the results of the study, it shows that the attitude of employees in providing services is less than optimal, as well as the lack of organization in its human resources which of course can support their career advancement by seeing what their competencies really are.

Abstract

This research draws on the experience of a disabled legislative candidate in the 2024 elections. The primary challenge faced was the lack of accessible information and systems provided by the government and election organizers. Using a narrative approach along with the Agonistic Pluralism framework, this study examines the interactions, continuity, and dynamics of Sikdam's campaign within a context of limited accessibility. The findings show that, although the Aceh Independent Election Commission has conducted outreach on inclusive elections, significant gaps remain in providing accessible information and election systems that support full participation by persons with disabilities. Sikdam faced difficulties obtaining campaign materials in formats accessible to people with disabilities (such as Braille) and lacked information about election procedures and stages adapted for persons with disabilities. These barriers, worsened by low public awareness, reveal a paradox between inclusive regulations and their practical implementation. The study suggests that Sikdam’s narrative successfully initiated an agonistic dialogue on inclusivity, exposing systematic flaws in ensuring accessible information and systems, and stressing the need for stronger affirmative Policy reforms. The theoretical implications presented in this research are: (1) there should be a more inclusive political party model, as political parties have so far failed to serve as effective mediators that balance the demands of inclusiveness and electoral structure; (2) the electoral system provides both a space for the reproduction of inequality and a space for resistance; (3) the model of agonism through institutionalized political conflict is crucial for the legitimacy of democracy

Abstract

This study aims to analyze the implementation strategy of Direct Cash Assistance(BLT) in improving community welfare, with a case study in Sereang Village,Maritengngae District, Sidenreng Rappang Regency. The BLT program is agovernment social intervention aimed at the poor and vulnerable as a form of socialprotection based on Village Funds. In its implementation, this program still faces anumber of obstacles such as inaccuracy of targets, low community participation insupervision, and not optimal data collection systems. This study uses a descriptivequalitative approach with George C. Edwards III's policy implementation theory,which includes four main indicators: communication, resources, executivedisposition, and bureaucratic structure. Data was collected through in-depthinterviews, observations, and documentation of village heads, village officials,hamlet heads, and communities receiving assistance. The results of the study showthat the BLT implementation strategy in Sereang Village is participatory andstructured, with the support of transparent public communication, adequate humanresources, and a positive implementation disposition. However, there are obstaclesin the form of not updating social data, the dependence of recipients on assistance,and lack of technical training for village officials. This study suggests strengtheningthe capacity of village bureaucracy, digitizing the data collection system, andeducating the public about the purpose of BLT as temporary assistance. With amore inclusive and responsive strategy, the implementation of BLT at the villagelevel is expected to be more effective in improving community welfare in asustainable manner.

Abstract

This research is motivated by the decline in the school participation rate (APS) in Serang City, which based on data of 1,157 children in 2024 increased drastically from the previous year. This problem is caused by economic conditions, bullying, low motivation of children to attend school, and internal stigma of families, as well as other external factors. The surge in the number of children not attending school has encouraged the government to accelerate efforts to encourage school participation through the Aje Kendor Program. The purpose of this study is to capture how the government's efforts through the Aje Kendor Program are able to return children not attending school, which is analyzed using the theory of public service innovation. This research uses qualitative methods, with a research focus on elementary and junior high school education levels. Data collection was carried out through observation, interviews, documentation and literature studies. Data validation techniques were carried out through source triangulation. The results of the study show that the Aje Kendor program is quite optimal based on 1) Organizational and process innovation, there has been cross-sectoral collaboration that encourages the achievement of program objectives, through comprehensive and rapid process innovation using integrated technology from the grassroots level to ensure targeting. 2) Product innovation is manifested in program flexibility, which is able to assess the target's conditions in terms of time, territory, interests, needs, and even psychological well-being. 3) Paradigm innovation is evident in the participation and contribution of all actors in supporting program implementation, including budgeting, regulations, and implementation. The government's commitment is also evident in the program's inclusion in regional development plans.

Abstract

This study aims to analyze the influence of competence, motivation, work discipline, and work environment on the performance of employees at Baranti Community Health Center, Sidenreng Rappang Regency. A quantitative approach with a causal-associative design was employed. The population consisted of all health center employees, and a total sampling technique was used, allowing the entire population to serve as respondents. Data were collected using a Likert-scale questionnaire and analyzed through multiple linear regression after passing validity, reliability, and classical assumption tests. The results show that competence, motivation, work discipline, and work environment each have a positive and significant effect on employee performance, both partially and simultaneously. Competence emerged as the most influential variable, followed by motivation, work discipline, and work environment. These findings highlight that improving employee performance in community health centers requires an integrated strategy focused on strengthening competence, enhancing motivation, enforcing discipline, and improving the work environment.
