Abstract

This study highlights both direct and indirect linkages mediated by economic growth, as it investigates the effects of fiscal decentralization on poverty levels in South Sulawesi Province between 2004 and 2024. The General Allocation Fund (DAU), Special Allocation Fund (DAK), Revenue Sharing Fund (DBH), and Local Own-Source Revenue (PAD) are the four main fiscal mechanisms that are the focus of this study. Using route analysis with time-series data in SPSS, this study reveals several important findings. Poverty levels are significantly negatively impacted by economic growth. As a mediating variable, DAU shows a strong positive relationship with poverty, but DAK and PAD show notable negative relationships. DBH, on the other hand, does not demonstrate a noteworthy indirect impact on poverty via the conduit of economic expansion. The findings suggest that the efficacy of fiscal decentralization in alleviating poverty varies among different fiscal instruments, with DAK and PAD yielding the most beneficial results when implemented in programs that foster economic growth. These insights provide critical guidance for policymakers aiming to enhance the effectiveness of fiscal decentralization strategies in combating poverty in South Sulawesi Province.

Abstract

Hutaraja Hot Springs is a natural hot spring with crystal clear water originating from Mount Sorik Merapi. In addition to pure water, the water contains sulfur, which is beneficial for health. Surrounded by rice fields and community plantations, this tourist attraction is even more beautiful and charming than it already is. If managed properly, it will certainly be beneficial for improving the community's economy and increasing the original income of the Hutaraja village from the tourism sector. This study aims to determine the efforts to develop Hutaraja hot spring as a sustainable tourism destination. The research method used is qualitative with descriptive data. Data collection techniques included direct observation of the Hutaraja hot spring tourist attraction, accommodation to the location, supporting facilities around the tourist attraction, and direct involvement of stakeholders and the local community in the development of the Hutaraja hot spring, and documentation studies. In-depth interviews were conducted with the Mandailing Natal Regency Tourism Office, Mandailing Natal Regency Bappeda Office, Panyabungan Sub-district Head, Head of South Hutaraja Village, local community, food vendors/stalls, and visitors. The study results show that efforts to develop the Hutaraja hot spring tourist attraction as a sustainable tourism destination were carried out by considering five aspects, namely Attraction, Accessibility, Accommodation, Amenities, and Ancillary services (the 5A tourism concept). The conclusion is that development efforts that consider the 5A tourism concept have proven effective in increasing visitor numbers, as evidenced by the thousands of visitors to the tourist attraction each year and the relatively stable upward trend in visitor numbers.

Abstract

This study investigates how inflation and monetary policy, as reflected in the policy interest rate (BI Rate), affect Indonesia's economic growth, as indicated by the GDP. Multiple linear regression analysis was employed to discover connections between independent and dependent variables in an economic setting. The analysis's findings indicate that neither the BI Rate nor inflation significantly affects GDP growth. Although not sufficiently strong to be regarded as statistically significant, the positive coefficients derived from both variables show a propensity for increases in inflation and policy interest rates to enhance economic growth. The significance of the interaction between the two variables in monetary policy is confirmed by simultaneous analysis, which reveals that both inflation and the BI Rate significantly contribute to GDP variance when examined together. These results suggest that monetary policy must work in tandem with fiscal policy and the real sector, as well as be adaptively managed to respond to changes in the global economy to effectively stimulate economic growth in Indonesia [2]. This study is anticipated to significantly aid policymakers in developing more potent plans to accomplish sustainable growth and national economic stability.

Abstract

Uncontrolled population growth has consequences for the increase in birth rates in a region. One of the causes is low community participation, especially among women in family planning programs. This study aimed to analyze the relationship between education level and women's participation in family planning programs. The method used in this study was descriptive with a quantitative approach. The subjects of this study were all women in the fertile age couple category in Kampung KB, Ungaran Village, totaling 63. Research data were obtained through observation, questionnaire distribution, interviews, and documentation. Furthermore, the data were analyzed using descriptive analysis and the chi-square statistical test. The results of the analysis showed that there was no significant relationship between education level and women's participation in the family planning program (p = 0.069 > 0.05). These findings indicate that education is not a major determinant of women's decisions to participate in family planning programs. Most respondents with high levels of education were young PUS who had not yet planned to use contraceptives. Education continues to play an important role in increasing awareness and understanding of reproductive health, but its influence does not directly determine participation in family planning programs.

Abstract

The fast-changing business landscape poses challenges for Human Resource (HR) teams in Small and Medium Enterprises (SMEs) in terms of risk and performance and maintaining stability in uncertain times. Continuity and team performance depend on effective risk management. Managing risks in the literature has involved HR teams with performance and operational continuity in the business with little or no citations on the HR leadership style, which has been the primary focus of this study. This gap in understanding limits the extent to which businesses can help HR teams improve their operational performance. This study attempts to fill this gap by measuring the effect of risk management on the effectiveness of HR teams and how leadership affects this relationship. For this purpose, a quantitative survey research based on PLS-SEM was conducted on 200 HR employees and Balinese frontline operational workers in SMEs in teams oriented toward the collection of PLS-SEM data in specified domains of operational risk management. The data was collected by means of a survey employing standardized questionnaires and analyzed through focused area PLS-SEM and customized bootstrapping techniques for testing moderation through interaction terms. The results showed that the effectiveness of HR teams can be significantly enhanced through the adoption of appropriate risk management strategies. Furthermore, leadership styles that are more active in a hierarchy not only directly increase team performance but also strengthen the impact of risk management. This integration of perspectives demonstrates the practical applicability of the Resource-Based View alongside Contingency Theory: the context of leadership and organizational resources shapes team output. Looking ahead, the extension of this research could focus on longitudinal designs, additional organizational culture, and employee motivation variables for moderation or mediation, and research on a context larger than SMEs to test the breadth of this conclusion.

Abstract

The Society 5.0 era requires human resource development that goes beyond technical competence to include strong moral integrity and sustainability principles. Local wisdom, such as the Poda na Lima philosophy from the Sipirok community, offers potential as a foundation for holistic HR development. This study examines the relevance of Poda na Lima’s philosophy to HR development among Sipirok migrants living in Medan City. Using a descriptive qualitative approach, the study involved 12 informants from various professional backgrounds selected through purposive and snowball sampling techniques. Data collection was carried out through in-depth interviews, participatory observation, and documentation, and then analyzed using the Miles, Huberman, and Saldana data analysis model with support from the source, method, and theoretical triangulation. Results show that the five principles of Poda na Lima—Paias Rohamu (Cleansing the Soul), Paias Pamatangmu (Cleansing the Body), Paias Parabitonmu (Cleansing Clothing), Paias Bagasmu (Cleansing the House), and Paias Pakaranganmu (Cleansing the Environment)—have strategic relevance to modern HR development concepts. This philosophy works as an operational framework for building professional competence, character, and performance, while offering solutions to globalization challenges. This research confirms that Poda na Lima can be positioned as an Indigenous Management Framework that provides a competitive advantage by integrating noble local wisdom values with contemporary management principles

Abstract

This study examines the implementation of the Business Incubation Program by PLUT KUMKM in Padang City, West Sumatra. Business incubation refers to a structured process involving guidance, mentoring, and business development provided by an incubator to support the growth of participating MSMEs. The research adopts George C. Edward III’s (1980) policy implementation model, which  emphasizes four key variables that influence successfulimplementation : communication, resource, disposition, and bureaucratic structure. A qualitative descriptive approach was employed, with daya collected through in-depth interviews and documentation analyses. The research results show that the PLUT Business Incubation Program has met its objectives of providing guidance and assistance to MSMEs participating in the incubation. Support from agency leadership and the commitment of facilitators are reinforcing factors for implementation, while a clear organizational structure and the existence of SOPs support smooth execution of the program. Next, the factors influencing the Implementation of the Business Incubation Program by PLUT are:  Supporting factors: leadership support, competence of implementers, adequate facilities, good internal coordination, and tangible benefits for participants. Inhibiting factors: Limited human resources and budget, uneven socialization, varying participant motivation, and lack of follow-up mentoring after the program. This study affirms that the PLUT KUMKM business incubation program plays an important role in enhancing the capacity and competitiveness of SMEs; however, it requires strengthening communication aspects, resources, and an implementation strategy that is more adaptive to the needs of SMEs business actors.

Abstract

 This study aims to analyze the role of the government in the process of appointing honorary and contract workers in Pasaman Regency and the factors that influence the role of the government in the process of appointing honorary and contract workers in Pasaman Regency. The appointment of contract workers to PPPK is the process of changing the status of contract employees to that of Government Employees with Work Agreements, who are appointed based on work agreements for a certain period to carry out government duties. This process is an effort by the government to provide a more certain status and equal rights to contract employees who have not had a clear status as PPPK or ASN. This study used a qualitative method with a descriptive approach and data collection techniques in the form of interviews and documentation. This study uses Rasyid's theory (1997) which states that there are 4 roles of government consisting of (1) Role as Regulator, (2) Role as Dynamicator, (3) Role as Facilitator and (4) Role as Catalyst. The results of the study show that the Pasaman Regency Government has carried out these four roles, but has not been running optimally. As a regulator, the regional government acts only plays a role as an implementer of central policies without the authority to establish new regulations. As a dynamicator, the government is trying to mobilize regional apparatuses and honorary workers to actively participate in PPPK selection, although coordination is not yet optimal. As a facilitator, BKPSDM provides consultation services, administrative assistance, and digital-based information access but is still hampered by human resources. Meanwhile, as a catalyst, the government plays a role in accelerating the administrative process and encouraging the resolution of obstacles between the agencies. Bureaucratic structure, communication, resources, and disposition are factors that affect the implementation of policies.  The primary challenges are inadequate discipline, heavy workload, shortage of digital system expertise, and small workforce.  To make the process of selecting contract and honorary employees more efficient and transparent, this study suggests enhancing agency collaboration, bolstering human resource capabilities, and streamlining bureaucratic structures.

Abstract

This study examines the role of the Kopi Aie Langang Sirukam Social Forestry Business Group (KUPS) Non-Governmental Organization in improving the capabilities of Londo coffee farmers in Nagari Sirukam, Solok Regency. Using a qualitative descriptive approach, data were obtained through interviews, direct observations, and document reviews involving KUPS administrators, the Nagari government, the LPHN institution, the non-governmental organization KKI WARSI, and farmers. The results of this study show that KUPS has an important function as a mediator, mentor, and bridge in improving the capabilities and independence of farmers. The empowerment process is carried out through continuous training programs, intensive guidance, and institutional system development, which involves active participation to support joint marketing. KUPS initiatives have succeeded in stabilizing coffee prices, improving post-harvest processing quality, and expanding market reach through digital platforms and exhibitions. However, the implementation of empowerment faces several obstacles, such as limited facilities and equipment, dependence on external funding, and uneven levels of farmer participation. Cooperation between KUPS, the Nagari Government, LPHN, and KKI WARSI has been a major driver in strengthening farmers’ capacity and promoting sustainable local economic growth. Strengthening local institutions and developing independent funding strategies is necessary to ensure long-term sustainability and community resilience.

Abstract

The Lestari Cooperative Farmers Group is a solution to the challenges faced by the community in Nagari Taratak Jarang, Solok Regency, particularly the difficulty in accessing business capital owing to limited banking services. Banking institutions often implement complex procedures and requirements that are difficult for individuals without a collateral or adequate credit history to meet. This study aimed to evaluate the contribution of cooperatives and obstacles experienced by farmer groups in their efforts to improve the economic welfare of the Taratak Jarang community. The research method applied is descriptive qualitative, with informants selected through purposive sampling, including the Cooperative Chair, Secretary, Treasurer, and cooperative beneficiaries. Data sources include primary data obtained from interviews and documentation and secondary data from the Central Statistics Agency (BPS), literature, reports, journals, and other sources. Data analysis was conducted based on the Miles and Huberman framework, which involves data reduction, data presentation, and drawing conclusions. The research findings indicate that the Lestari Cooperative Farmers Group in Taratak Jarang makes a substantial contribution to the economic welfare of its members through savings, loan services, and capital support, although administrative processes and financial recording are still carried out manually. Guidance is provided through deliberations and regular meetings, but the lack of formal training in cooperative and business management hinders the improvement of skills among both the management and members. Member participation is generally good but inconsistent due to economic factors, workload in the field, and a lack of understanding of the cooperative's benefits. Human resources, finances, and facilities have been utilized fairly well, but the potential has not been fully realized because of managerial limitations and slow technology adoption. The minimal use of digital devices for bookkeeping and communication is a major obstacle to work efficiency and effectiveness.
