Abstract

Indonesia and Nepal are developing countries in Asia with contrasting geographical characteristics that influence infrastructure development and public service distribution. Indonesia is an archipelagic country with vast maritime areas and dispersed islands, while Nepal is a landlocked mountainous country dominated by the Himalayan region. These geographical differences create distinct challenges in ensuring equitable infrastructure development and public service delivery. This study aims to analyze the relationship between geographical conditions, infrastructure development, and public service distribution in Indonesia and Nepal through a comparative literature review. The study employs the perspective of territorial governance, which emphasizes that public policies and infrastructure strategies should be adapted to regional spatial characteristics, demographic conditions, natural resources, and disaster risks. Data were collected from academic literature, international reports, and previous studies concerning infrastructure development and public service governance in both countries. The findings indicate that geographical conditions significantly affect infrastructure accessibility and the distribution of public services. In Indonesia, the archipelagic structure increases transportation and connectivity costs across islands, while in Nepal, mountainous terrain constrains road construction and regional accessibility. Both countries have implemented decentralized governance approaches to address these challenges, supported by local government initiatives and development partners. However, disparities in service accessibility remain evident, particularly in remote and geographically isolated areas. This study concludes that geography is a critical determinant of infrastructure development and public service distribution. Effective territorial governance, adaptive infrastructure planning, and geographically sensitive public policies are essential to reducing regional disparities and improving public service accessibility in developing countries.

Abstract

Traffic congestion in Surabaya City has continued to increase due to the growth of private vehicle ownership, prompting the government to develop public transportation as an alternative mode of mobility for the community. The use of public transportation is influenced not only by service availability but also by users’ motivational factors. This study aims to analyze the effects of expectancy, instrumentality, and valence on public transportation usage in Surabaya City. The research employed a quantitative method with a survey approach involving 384 respondents who were users of Surabaya Bus and WiraWiri services, selected through purposive sampling. Data were collected using questionnaires and analyzed through multiple linear regression with the assistance of SPSS software. The results indicate that expectancy has a significant effect on public transportation usage, and instrumentality also has a significant effect, while valence does not have a significant effect on public transportation usage. Simultaneously, expectancy, instrumentality, and valence have a significant effect on public transportation usage. The study concludes that public expectations regarding service quality and the tangible benefits gained from using public transportation are important factors that encourage the use of public transportation in Surabaya City. These factors can help reduce dependence on private vehicles and contribute to alleviating traffic congestion.

Abstract

Penelitian ini bertujuan untuk mengetahui model pembangunan kelembagaan organisasi bisnis CV Trijaya Gemilang yang bergerak dibidang katering di Kota Surabaya, dan menganalisa efektif atau tidaknya implementasi pembangunan kelembagaan tersebut, serta faktor-faktor yang mendukung implementasi. Metode penelitian yang digunakan adalah metode deskriptif kualitatif. Dimana dalam kajian pada penelitian ini difokuskan pada variabel-variabel lembaga yang ada pada CV Trijaya Gemilang bedasarkan teori Milton J. Esman meliputi kepemimpinan; doktrin; program; sumber-sumber daya; dan struktur intern. Instrument penelitian yang digunakan pada penelitian ini adalah dengan melakukan wawancara dari beberapa narasumber dan rangkuman pengetahuan dari pengalaman kerja penulis di CV Trijaya Gemilang. Hasil dari penelitian ini menunjukkan bahwa implementasi dari beberapa variabel lembaga yang dijalankan di CV Trijaya Gemilang sudah berjalan efektif, namun masih dibutuhkan pengembangan kapasitas dengan  faktor yang mempengaruhi antara lain faktor sumber daya manusia. Dan saran yang dapat peneliti sampaikan adalah dengan menambah pegawai baru dan memberikan pelatihan untuk memperbaiki kinerja pegawai. Harapannya dari penelitian ini kedepannya dapat memberikan input dalam membangun kelembagaan yang lebih baik.

Abstract

In current conditions there are a number of diseases and disorders, one of which is dental and oral disease. Because these diseases and health disorders require special treatment, a strategy is needed to develop the capacity of dental nurses. The ability, skills and attitudes of dental nurses' professionalism and accountability for the implementation of health services need to be improved in terms of professionalism. With the aim of studying and explaining how the strategy for developing the capacity of dental nurses in dental health services at RSGMP Nala Husada, to develop a strategy to increase efficiency, effectiveness, and responsiveness. Using a qualitative research method that describes and studies the strategy for developing the capacity of dental nurses in dental health services at RSGMP Nala Husada. The research approach uses a case study approach, with data collection techniques through observation, interviews, and documentation. The results and conclusions that the strategy for developing the capacity of dental nurses in dental and oral health services at RSGMP Nala Husada is quite good in the HR Dimension of Working Conditions & Recruitment, the Dimension of Organizational Development in the Incentive System, HR Utilization, Leadership, Organizational Culture & Communication and Institutional Reform in the Regulatory Framework that covers it. However, it still needs to be improved in terms of training programs for dental nurses, because these training activities are not held routinely, to be able to follow the training only according to the needs required in each service unit at RSGMP Nala Husada. For this reason, it is necessary to improve additional training programs for dental nurses to develop a strategy to improve efficiency, effectiveness, and responsiveness so that the quality of dental and oral health services at RSGMP Nala Husada is even better and more satisfying for patients.

Abstract

The background of this study is several issues in the implementation of the Family Hope Program, such as inaccurate beneficiary data, dependency on social assistance, and suboptimal empowerment and training efforts to promote economic independence and poverty reduction. The aim of this research is to analyze and describe the impact evaluation of PKH implementation in Kutukulon Village, Jetis District, Ponorogo Regency. This study uses a descriptive qualitative approach based on Samodra Wibawa’s impact evaluation theory, which consists of four indicators: individual, organizational, community, and institutional-social system impacts. Data were collected through interviews, observation, and documentation, and analyzed using data reduction, data display, and conclusion drawing techniques. The findings show that the individual impact is still limited to meeting basic needs and education expenses, and has not significantly improved economic independence, while dependency tendencies remain. At the organizational level, issues include data inaccuracy, limited village authority, and suboptimal mentoring. At the community level, the program has led to perceptions of unfairness, social jealousy, lack of transparency, and confusion in targeting mechanisms. At the institutional level, the data system has not fully reflected the dynamic socio-economic conditions of society. Strengthening assistance, updating data, and developing economic empowerment programs are necessary.

Abstract

Pandean Tourism Village, located in Trenggalek Regency, East Java, possesses diverse tourism potential, including natural beauty, local cultural heritage, and promising agricultural resources. This study aims to analyze the development system of Pandean Tourism Village based on Holloway's (2009) 3A theoretical framework, which encompasses three main components of tourism: Attraction, Accessibility, and Amenities. The research employs a descriptive qualitative approach, with data collected through field observation, in-depth interviews with village administrators and community leaders, and documentary studies. The findings indicate that the attraction component in Pandean Tourism Village still requires more optimal management and diversification to compete in the regional tourism market. Accessibility to the tourism village is relatively adequate but requires improvement at several road infrastructure points. Meanwhile, tourism support facilities are still under development and need to be aligned with modern tourist comfort standards. The study concludes that the development of Pandean Tourism Village requires an integrated strategy involving all stakeholders, institutional strengthening, and sustained support from local government policies.

Abstract

This study aims to analyze the implementation of the Electronic-Based Government System (Sistem Pemerintahan Berbasis Elektronik/SPBE) in population administration services and its impact on the quality of public services at the Department of Population and Civil Registration (Dispendukcapil) of Surabaya City. This research employs a qualitative descriptive approach, with data collected through in-depth interviews with key informants consisting of public service officials and service users, direct observation of digital service processes, and analysis of policy documents related to SPBE implementation. The data were analyzed using an interactive analysis model involving data reduction, data display, and conclusion drawing. The findings indicate that the implementation of SPBE has positively contributed to improving the quality of population administration services, particularly in terms of efficiency, accessibility, transparency, and service speed, as well as reducing bureaucratic complexity and face-to-face interactions. Nevertheless, several challenges persist, including disparities in digital literacy among citizens, occasional technical system disruptions, and the need for continuous capacity building of human resources. This study is limited to a single government agency, which may affect the generalizability of the findings. Practically, the results provide insights for local governments in strengthening SPBE implementation through system integration, enhancement of digital competencies, and inclusive service strategies. Socially, improved digital population administration services support equitable access to basic administrative rights for citizens. This study offers empirical value by enriching the discourse on digital governance and public service quality within the context of local government policy implementation in Indonesia.

Abstract

This study aims to analyze the empowerment of Micro, Small, and Medium Enterprises (MSMEs) through Taman Pinka in Susuhbango Village and to identify its supporting and inhibiting factors. A descriptive qualitative approach was employed in this research. Data were collected through observation, interviews, and documentation involving the Chairperson of the Village Consultative Body (BPD), the Director of the Village-Owned Enterprise (BUMDes), MSME actors, parking attendants, and visitors. Data were analyzed using the interactive model of Miles and Huberman, focusing on the enabling, empowering, and protecting dimensions proposed by Kartasasmita. The findings indicate that the enabling dimension has been implemented through the provision of business stalls and the creation of economic opportunities, although the distribution of business locations remains uneven. The empowering dimension has been carried out through coaching and training programs; however, these activities have not been evenly distributed and do not fully meet the needs of all MSME actors. The protecting dimension has been implemented through regulations, conflict management, and security measures. Supporting factors include the unique tourism concept and promotional support from the village government, while inhibiting factors include limited funding and supporting facilities. The study concludes that MSME empowerment through Taman Pinka has been implemented relatively well; however, further efforts are needed to strengthen the capacity of MSME actors and improve supporting facilities.
