Abstract

This study examines how Indonesia’s health diplomacy has transformed into economic diplomacy through the Indonesia-Philippines Business Health Forum (IPBHF) 2025. The research employs a descriptive qualitative approach using a document-based case study method. Primary data were obtained through interviews, while secondary data were collected from news articles, online sources, journals, books, and other relevant literature. The analysis is conducted using the theories of Liberalism, Health Diplomacy, Hybrid Diplomacy, and the concept of International Cooperation. The findings indicate that IPBHF 2025 represents a concrete manifestation of Indonesia’s hybrid diplomacy by integrating health and economic sectors, as reflected in the signing of the HIPELKI-Instatech Memorandum of Understanding (MoU), business matching activities, and the promotion of Indonesian medical devices in the Philippine market. This transformation demonstrates that Indonesia’s health diplomacy has evolved into an instrument of economic diplomacy that strengthens the competitiveness of the national medical device industry while enhancing Indonesia’s positive image within ASEAN. Therefore, IPBHF 2025 illustrates that the involvement of both state and non-state actors in health diplomacy can expand bilateral cooperation and support the achievement of Indonesia’s national economic interests through the health sector.

Abstract

This study aims to explain the role of the Ministry of Foreign Affairs of the Republic of Indonesia in supporting Indonesia’s economic diplomacy through the promotion of the national furniture industry at the Jepara International Furniture Buyer Week (JIF-BW), as an effort to expand export markets to Africa and the Middle East. This research uses a qualitative method with primary data obtained through interviews and secondary data from academic journals, official reports, government documents, and supporting literature. The Indonesian furniture industry is a creative sector with strong potential in international trade due to its product quality, cultural value, and increasing competitiveness. In its development, the Ministry of Foreign Affairs plays a role in economic diplomacy by supporting JIF-BW as a platform for promotion and international networking. This involvement is carried out through coordination with Indonesian Embassies (KBRI), Indonesian Trade Promotion Centers (ITPC), and trade attachés in various countries. The findings show that JIF-BW is not only a promotional event for furniture products but also part of Indonesia’s economic diplomacy strategy to introduce its creative industry to the global market. This activity helps expand international trade networks and enhance the global image of Indonesian furniture, particularly in Africa and the Middle East as key export expansion targets.

Abstract

The phenomenon of fatherlessness and the weakening of fathers' involvement in the family has become a social problem that impacts the emotional, moral, and social development of children. In modern society, the role of fathers is often understood only as breadwinners, whereas the Qur'an provides a broader picture of fathers' responsibilities in the education, communication, protection, and social development of children. Studies on the role of fathers in the Qur'an are also still relatively limited, especially those using the maudhu'i interpretation approach. Therefore, this study focuses on the concept of the role of fathers in the Qur'an and its implications for the development of children's lives. This study uses a qualitative approach with a library research type. Data were obtained from Qur'anic verses about the role of fathers, classical and contemporary interpretation books, and other supporting literature. The analysis was conducted using the maudhu'i interpretation method by collecting verses related to the theme and then analyzing them descriptively and analytically. The results show that the concept of the father's role in the Qur'an encompasses the responsibility of caring for the family, educating children with the values ​​of monotheism and morality, establishing wise communication, and fostering children's social life through role models and affection. The implications of this role are seen in the formation of religious character, emotional stability, social skills, a sense of responsibility, and moral resilience in children in facing the challenges of modern life.

Abstract

This study examines the public diplomacy of the United States toward Indonesia through the lens of Soft Power during the 2017–2020 period and its implications for Indonesia’s democratic environment. The study aims to analyze the United States’ public diplomacy approach through the Young Southeast Asian Leaders Initiative (YSEALI), Fulbright, and American Corner programs in supporting the strengthening of democratic values in Indonesia. This research employs a qualitative method with a descriptive approach through literature review, documentation, and interviews. The theoretical framework is based on Joseph S. Nye Jr.’s concept of Soft Power and Jan Melissen’s theory of public diplomacy. The findings indicate that the United States utilized non-coercive approaches through education, cultural exchanges, and people-to-people relations to build influence and foster long-term relationships in Indonesia. The YSEALI, Fulbright, and American Corner programs contributed to strengthening youth capacity, promoting academic exchanges, and expanding opportunities for dialogue and public openness. Nevertheless, the influence of this public diplomacy on Indonesian democracy remains indirect and longterm, as it continues to be shaped by domestic factors.

Abstract

Since the Taliban seized power in Afghanistan in August 2021, the country has become the world’s most extreme case gender-based educational exclusion. This article analyzes the transnational advpcay strategies employed by the Malala Fund in response to the crisis of female education in Afghanistan. Utilizing a qualitative case study approach, this research operationalizes the Transnational Advocacy Networks (TANs) framework and the concept of Norm Entrepreneurship by Keck&Sikkink (1998) as its primary analytical lenses. The findings indicate that the Malala Fund functions simultaneously as a network hub and a norm entrepreneur through four strategic dimensions: deploying emergency grants to support the evacuation and resettlement of human rights defenders, building documentation infrastructure in partnership with local and international organizations, forging cross-sectoral coalitions to expand access to free secondary education, and executing normative reframing through the strategic codification of the term “gender apartheid” as both a legal instrument and a symbolic mobilization tool. However, the effectiveness of this advocacy is significantly constrained by the Taliban’s systematic closure of domestic advocacy channels, the absence of enforceable international legal mechanism, and geopolitical fragmentation within the UN Sceurity Council. This contribute to the literature by demonstrating how non state actors utilize norm entrepreneurship to elevate domestic gender crises into the global normative agenda, while highlighting the structural limits of transnational advocacy when state sovereignty claims are weaponized to dismiss international human rights norms.

Abstract

Southeast Sulawesi Province, as an archipelagic region, faces challenges in inter-island connectivity, particularly in disadvantaged, frontier, and outermost (3T) areas. Pioneer vessels play a crucial role in supporting passenger mobility and goods distribution; however, their operational sustainability largely depends on financial feasibility. This study aims to analyze the tariff feasibility of the Barombong Training Vessel using the Cost Revenue Analysis (CRA) method. A quantitative approach was employed by analyzing operational costs (fixed and variable costs) and revenues based on various load factor scenarios. The results indicate that at load factors of 60% and 80%, the CRA values were 0.72 and 0.96, respectively (<1), indicating that revenues were insufficient to cover operational costs. Consequently, the vessel's operation was not financially feasible and still required subsidies. Financial feasibility was achieved at load factors of 90% and 100%, where the CRA values exceeded 1, indicating that revenues were sufficient to cover operational costs and generate profits. Therefore, the load factor is a key determinant of the operational feasibility of pioneer vessels. Strategies to increase load factors, along with subsidy support policies under certain conditions, are necessary to ensure the sustainability of pioneer shipping services in 3T regions.

Abstract

This study aims to analyze the implementation of bureaucratic reform in improving the work efficiency of the Secretariat of Dinas Pekerjaan Umum, Penataan Ruang, and Perumahan Rakyat East Kalimantan Province. The background of this research is grounded in the increasing demand for local government administration that is more effective, efficient, accountable, responsive, and result-oriented, particularly in supporting regional development and the digital transformation of government. This study employed a descriptive qualitative approach with a case study design. Data were collected through document review and literature study of bureaucratic reform regulations, regional apparatus planning documents, government performance data, administrative digitalization reports, and relevant scientific literature. Data analysis was conducted through data condensation, data display, and conclusion drawing and verification. The findings indicate that the implementation of bureaucratic reform within the secretariat needs to be directed toward the restructuring of work procedures, strengthening of accountability, simplification of procedures, proportional division of tasks, and utilization of integrated digital systems. Administrative digitalization plays an important role in accelerating document management, reporting, coordination, archiving, as well as personnel and financial administration. However, work efficiency cannot be achieved merely through the use of applications; it must also be accompanied by changes in business processes, improvement of employee competencies, strengthening of digital literacy, and leadership commitment. Supporting factors for bureaucratic reform include leadership, adaptive work culture, apparatus competence, and work innovation. Meanwhile, inhibiting factors include lengthy procedures, unequal workload distribution, suboptimal coordination, and a rigid administrative culture. This study recommends strengthening performance-based work management, integrating digital systems, simplifying SOPs, and conducting continuous monitoring of secretariat work processes. Thus, the secretariat can serve as a driving force for internal governance that is more orderly, faster, transparent, and capable of supporting the sustainable achievement of technical programs within the regional agency.

Abstract

This study examines collaborative governance-based nickel resource management in nickel industrial areas in Indonesia. Nickel is positioned as a strategic commodity in downstreaming, the energy transition, and the electric vehicle supply chain. However, its management faces challenges related to data transparency, inter-agency coordination, licensing accountability, environmental monitoring, and public participation. Using a qualitative approach through document study, this research analyzes regulations, government reports, scholarly articles, and official sources related to nickel governance. The findings indicate that nickel management involves the central government, local governments, industry actors, investors, local communities, academics, and supervisory institutions; however, the relationships among these stakeholders remain largely hierarchical. The proposed model emphasizes area-based collaborative forums, data integration and supply chain traceability, area-based socio-environmental monitoring, meaningful community participation, and equitable benefit sharing. Collaborative governance is therefore necessary to ensure that nickel downstreaming generates not only economic value but also inclusive, accountable, and responsive social and ecological sustainability for producing regions, workers, communities, and future generations.

Abstract

This study examines conflict and governance in the establishment of houses of worship in Sungai Keledang Urban Village, Samarinda City, using a document-based normative juridical approach. The analysis draws on demographic data, urban village monographs, the provisions of the Joint Regulation of the Minister of Religious Affairs and the Minister of Home Affairs Numbers 9 and 8 of 2006, local news reports, and documents related to institutional recommendations, community support, Building Approval, and mediation processes. The findings indicate that the conflict surrounding the establishment of the Toraja Church, El Shaddai Congregation, was not merely driven by religious differences, but was also shaped by issues of document verification, public communication, residents’ trust, and legal certainty in administrative procedures. Population density, the large number of neighbourhood units, and the uneven distribution of worship facilities further underscore the need for transparent, inclusive, and evidence-based governance. This study argues that conflict resolution should be pursued through document clarification, community deliberation, local government facilitation, and impartial mediation to ensure the protection of the right to worship while maintaining social harmony.

Abstract

Smart governance has become a primary instrument for governments to enhance efficiency and effectiveness in public service delivery. However, the rapid migration of public services to digital platforms carries a risk of excluding vulnerable groups, including the elderly, persons with disabilities, marginalized women, the poor, and communities living in remote areas. This article aims to analyze the development of smart governance in public services, identify challenges faced by vulnerable groups in accessing digital services, and formulate strategies to strengthen inclusive smart governance. Employing a systematic literature review approach, this study synthesizes findings from academic articles, policy documents, and international organization reports published between 2018 and 2025. The analysis reveals a fundamental paradox: while digital transformation of governance has improved service efficiency for those with adequate digital access and literacy, it simultaneously creates new barriers for vulnerable groups. Three main challenges are identified: limited digital infrastructure access, low digital literacy, and service design that has not fully adopted universal accessibility principles. Digital exclusion not only harms social justice but also threatens the legitimacy of democratic governance and accelerates existing social inequalities. This article proposes a multidimensional strategy comprising equitable infrastructure expansion, universal design implementation, community-based digital literacy programs, participatory co-production mechanisms, responsible data governance, and ongoing inclusive impact evaluations. This article contributes to the development of digital governance that is not solely oriented toward technological efficiency but also toward social justice and inclusive public services.
