Abstract

The establishment of the Regional Public Service Agency (BLUD) SMK in DKI Jakarta Province was carried out as part of the Regional Strategic Activities (KSD) Revitalization of Vocational High Schools (SMK) program, which aims to improve the quality and competitiveness of Indonesian human resources. However, the implementation of BLUD SMK faces challenges in optimizing the sales results of the production unit, achieving performance targets, and the availability of competent human resources. This study aims to analyze the challenges of implementing the principles of transparency and accountability in accordance with Good School Governance at BLUD SMK Mandiri 'X' Jakarta. This research uses a case study research method. The type of data used is primary data obtained directly from informants through in-depth interviews. The analysis results show that there are operational problems that have not been fully resolved, such as the absence of updating the service rates of SMK production units stipulated in the Governor's Regulation of DKI Jakarta Province. Additionally, newly established BLUD SMKs do not yet have a tariff gubernatorial regulation that serves as the basis for determining the selling price of the products/services offered.

Abstract

As the world agenda in sustainable development, the Sustainable Development Goals (SDGs) have 17 programs that must be achieved by 2030. To achieve these goals, the four pillars of SDGs development the social, economic, environmental, legal, and governance pillars must be integrated. However, the phenomenon of fraud is a serious threat to the posts of law and governance that has the potential to hinder the achievement of goals. The previous research focused to develop the internal control system to reduce fraud, even though individual tendencies to commit fraud have an important role. Therefore, this study is intended to examine individual factors that influence fraud using the theory of planned behavior. Ten of the 53 selected studies were tested through meta-analysis according to the feasibility criteria, the results were attitude toward behavior, and perceived behavioral control had a significant effect on fraud behavior. The highest correlation is in the subjective norm variable, then the attitude toward behavior variable, and the lowest is the perceived behavioral control variable.

The management of the organization must immediately look for and find out the reasons that cause decreased employee motivation. The method used for sampling is the purposive sampling technique. The respondents used in this study were 100 employees who worked at state-owned banks in Batam. The results of this study indicate that the stress variable sometimes has no significant effect on employee performance. The leadership style variable partially has a significant effect on employee performance and the work discipline variable partially has a significant effect on employee performance. The variable ratio of work discipline, work stress, and leadership style is 66.5%, and the remaining 33.5 is influenced by other factors such as organizational culture, communication, etc. Based on the results of the F test, it can be interpreted that the variables of work discipline, work stress, and leadership style simultaneously have a significant effect on employee performance.

Abstract

The measurement of E-Government user satisfaction at local governments in Indonesia still needs to be improved to achieve the high accountability demanded by the central government. Based on the theory of behavior, six factors influence the satisfaction of local government E-Government users, namely knowledge of ease of use, trust, function and form interaction, reliability, content and display of information, and support. This study examines the influence of these six factors on the E-Government Quality of local governments in the province of West Java. Respondents in this study were the head of the West Java regional government agency. This study uses PLS-SEM and succeeds in proving that there is a positive and significant effect of ease of use, trust, function and form interaction, reliability, content and display of information, and support for local government E-Government user satisfaction. These findings provide practical contributions as a guide for local governments to improve E-Government Quality. Future research needs to expand the scope of the observation area, incorporate subjective and objective scales of user satisfaction variables, and develop other variables based on other theories such as contingency theory, agency theory, and dynamic capabilities theory.

Abstract

The research evaluates the implementation of performance allowance policies for Civil Servants at Lemdiklat Polri (Indonesian National Police Education and Training Institute). The bureaucratic structure effectively supports policy implementation due to Standard Operating Procedures (SOP) from the central authority serving as a reference. However, inter-organizational communication faces obstacles when interacting with employees as the target group. Information about National Police Chief Regulation Number 7 of 2022 and Employee Performance Appraisal (SKP) procedures has not been adequately communicated, leading to discrepancies in performance allowances and SKPs.Insufficient human resources can impact the policy's success, especially in Lemdiklat Polri's Human Resources Department (Bag SDM Rorenmin). However, infrastructure and facilities seem adequate to support policy implementation. Policy implementers still lack a high commitment to their duties as per National Police Chief Regulation Number 7 of 2020. Delays in monthly performance allowance disbursement are common due to tardiness in attendance summaries and processing requests. This reflects that policy commands aren't fully executed by the target group, primarily due to ineffective communication influencing their behaviour. Addressing these challenges is essential to implement performance allowance policies at Lemdiklat Polri successfully. Keywords:  Compliance, Performance Allowances and National Police Chief Regulation Number 7 of 2020
