Abstract

This study aims to analyze the effectiveness of budget use in the health worker needs plan at Intan Jaya District Hospital, Central Papua Province. The research method used is qualitative with a descriptive approach. Data were collected through observation, in-depth interviews with five key informants, and analysis of related documents. The results of the study indicate that the effectiveness of budget use in meeting the needs of health workers at Intan Jaya District Hospital still faces various challenges, such as limited budget allocation, gaps between budget plans and realization, and the mismatch between the number of health workers and existing needs. Factors that support the effectiveness of budget use include accurate budget planning, strong management support, involvement of health workers in planning, transparency and accountability, flexibility in budget use, and ongoing monitoring and evaluation. The impact of budget use on the availability and quality of health workers includes an increase in the number of medical personnel, but there is still a gap in the welfare and incentives of health workers due to suboptimal budget allocation. Therefore, a more adaptive policy is needed in budget planning and management to ensure adequate health workers and quality health services for the community in Intan Jaya Regency. Keywords: Effectiveness, Budget, Health Workers, Regional Public Hospital, Central Papua

Abstract

The development of countries is dependent on certain political conditions, but also and above all socio-economic ones. At this level, entrepreneurship, through its different forms, plays a key role. In this sense, in Tunisia, the public authorities have opted to encourage private initiative and have been engaged since the mid-1980s in a program aimed at creating a favorable entrepreneurial ecosystem.Indeed, entrepreneurship can only be stimulated by meeting the needs of entrepreneurs at different levels of the entrepreneurial process. It is in this context that this contribution is made, the objective of which is to explore, through qualitative exploratory research, the accompaniment of entrepreneurs in the Tunisian entrepreneurial ecosystem. The results of our study reveal that, although the actors of the Tunisian entrepreneurial ecosystem play an undeniable role in promoting and supporting entrepreneurial initiatives, several elements suggest that the ecosystem as a whole has not yet managed to generate a fully coherent and efficient dynamic. Indeed, there is an urgent need to improve the interconnection between the different actors of the ecosystem, in order to create a real value chain for entrepreneurial initiatives.

Abstract

This study aims to analyze and design the business development strategy of the Mega Berlian Jaya Building Shop using the Business Model Canvas (BMC) approach. This research uses a qualitative method with data collection techniques through observation, interviews, and documentation studies involving store owners, customers, and suppliers. The analysis was carried out by examining nine elements of BMC which include customer segments, value propositions, channels, customer relationships, revenue streams, key resources, key activities, key partnerships, and cost structure. Additionally, SWOT analysis is used to identify the strengths, weaknesses, opportunities, and threats that the company faces. The results of the study show that Toko Mega Berlian Jaya has advantages in product quality, relatively affordable prices, and responsive service to customers. However, the limitation of product variety and dependence on fluctuations in the price of building materials are still major challenges. The implementation of the Business Model Canvas helps companies identify opportunities for strategy development, improve operational efficiency, expand partnership networks, and strengthen business competitiveness in a sustainable manner. Keywords: Business Model Canvas, Business Strategy, Building Shop, SWOT Analysis, Business Development

Abstract

Culture and communication are two entities that form each other, where culture is learned through the process of communication, while communication reflects the cultural value system that lives in society. In this context, culture is not only understood as a habit, but as a social construct that is inherited across generations through family interactions, formal education, and informal learning such as folklore, local beliefs, and everyday practices. In the people of Makassar, the tradition of consuming lalapan is one of the expressions of eating culture that is full of health meaning, because this practice is not only related to the fulfillment of biological needs, but also represents local knowledge about the balance of the body and nature. The view of health in the local tradition is built through collective experience and disseminated through interpersonal communication between generations, especially in the family and community environment. These values are learned from an early age through the example of parents, verbal advice, and social reinforcement in daily life, thus forming the perception that lalapan is a symbol of a natural healthy lifestyle. This study aims to describe how the people of Makassar construct the meaning of health through the tradition of consumption of lalapan in the perspective of culture and health communication. The qualitative approach is used to explore people's subjective understanding of the concept of health, the process of inheriting the value of eating culture, and the role of communication in maintaining these practices. Through in-depth interviews and literature studies, this study found that Makassar's public health views are formed through a multi-layered social learning process, including informal learning, formal education, and internalization of cultural values through local narratives and collective customs. Thus, the tradition of consuming lalapan not only functions as a food practice, but also as a medium of health communication that strengthens cultural identity while maintaining the sustainability of local values in the face of modern social changes. Keywords: Culture, Health Communication, Makassar Community, Lalapan Tradition, Health Views

Abstract

This study examines changes in the behavior of mutual cooperation of junior high school students in the context of modern society characterized by the intensification of the use of digital media and shifts in social interaction patterns. The purpose of the study is to identify the form of change in mutual cooperation behavior, the factors that affect it, and its implications on the quality of adolescent social relations. The research uses a qualitative approach with in-depth interview techniques and observation of students as the main informants, as well as educators as key informants. Data analysis was carried out thematically to capture the dynamics of social meaning that developed in the school environment. The results of the study show that there is a transformation of mutual cooperation behavior from a direct pattern of collective participation to a more individualistic and digital-based form of social engagement. Students tend to build relationships through social media, which on the one hand expands the network of friends, but on the other hand reduces the intensity of face-to-face togetherness and weakens the practice of spontaneous mutual cooperation in the school environment. The findings also show a decrease in social sensitivity and empathy in collective activities, as the orientation to virtual interactions increases. In addition, this change is influenced by the factors of gadget usage habits, peer communication patterns, and the lack of social space that encourages direct cooperation.Sociologically, this condition reflects the process of social modernization that shifts the value of togetherness towards a more pragmatic and instrumental orientation of relationships. This study emphasizes the importance of the role of the educational and family environment in revitalizing the value of mutual cooperation through strengthening collaborative activities and habituating offline social interactions. These findings are expected to serve as a basis for consideration for educators and policymakers in designing social education strategies that are adaptive to the challenges of modern society. Keywords: mutual cooperation, junior high school students, social interaction, modern society, behavior change

Abstract

This study aims to examine the effectiveness of budget utilization in the planning of health workforce requirements at Intan Jaya District Hospital, Central Papua Province. The research applies a qualitative method with a descriptive approach. Data were obtained through field observations, in-depth interviews with five key informants, and a review of relevant documents. The findings reveal that the effectiveness of budget utilization in fulfilling the demand for health personnel at Intan Jaya District Hospital is still confronted with several challenges. These challenges include limited budget allocation, discrepancies between planned and realized budgets, and an imbalance between the existing number of health workers and the actual workforce needs. Several factors were identified as supporting the effective use of budgets, including proper budget planning, strong managerial support, active participation of health personnel in planning processes, transparency and accountability in financial management, flexibility in budget allocation, and continuous monitoring and evaluation. The study also shows that budget utilization has contributed to an increase in the number of health workers; however, disparities in welfare and incentive distribution remain due to less optimal budget allocation. Therefore, more adaptive and responsive policies in budget planning and management are required to ensure the availability of sufficient health personnel and to improve the quality of health services for the community in Intan Jaya Regency. Keywords: Effectiveness, Budget, Health Workers, Regional Public Hospital, Central Papua.
