Abstract

This study develops a branding blueprint for Tabanan Regency to gain recognition as a UNESCO standard creative city in gastronomy. Tabanan has unique agrarian assets like the subak system, red rice from Jatiluwih, robusta coffee from Pupuan, and cocoa, but lacks a measurable strategy against UNESCO criteria. This study aims to assess Tabanan’s readiness to become a UNESCO Creative City of Gastronomy by identifying key gaps, structuring solutions through the City Model Canvas, and formulating strategic actions. Methods include documentation study, field observation, in-depth interviews, and focus group discussions with academics, business actors, communities, government, and media. A simple gap index converts qualitative data into scores, and strategies are built using the city model canvas. Findings show three commodities form the Tridatu Gastronomy brand, with high gaps in international collaboration, funding, and promotion, plus medium gaps in six other areas. The canvas produces a package with governance, festivals, certification, educational tours, campaigns, and a roadmap from 2025 to 2030. Tabanan can become Indonesia’s first gastronomy creative city by following this blueprint, preserving culture, raising income, and offering a model for similar regions.

Abstract

This study examines the constitutionality of presidential threshold implementation in Indonesia's presidential election system through a comprehensive analysis of Constitutional Court Decision Number 90/PUU-XXI/2023. The presidential threshold, regulated in Article 222 of Law Number 7 of 2017 concerning General Elections, requires political parties to obtain a minimum of 20% of seats in the House of Representatives or 25% of valid national votes to nominate presidential and vice-presidential candidates. Employing qualitative legal research methods, this study analyzes the legal considerations, constitutional implications, and democratic principles underlying the Court's decision. The research reveals that while Decision 90/PUU-XXI/2023 addressed age requirements for presidential candidates, it reflects the Court's evolving jurisprudence on electoral justice and constitutional rights. The findings demonstrate that presidential threshold provisions have been repeatedly challenged before the Constitutional Court, with petitioners arguing violations of morality, rationality, and intolerable injustice. The Court's inconsistent positions across multiple decisions highlight tensions between open legal policy doctrine and constitutional guarantees of political rights and popular sovereignty. This research contributes to understanding constitutional interpretation dynamics in Indonesia's democratic electoral system and provides insights into the balance between political stability objectives and inclusive democratic participation.

Abstract

Madrasah diniyah plays a crucial role as a non-formal Islamic educational institution dedicated to nurturing religious values among rural youth. This study seeks to explore the strategies implemented by madrasah diniyah in socializing Islamic values and to analyze their influence on shaping students’ religious character. Using a qualitative case study approach, data were collected through observation, in-depth interviews, and document analysis. The results indicate that madrasah diniyah conducts value socialization through a salafiyah-based diniyah curriculum, classical Islamic text learning, exemplary moral behavior demonstrated by teachers, and student participation in various religious and social activities. These educational strategies contribute significantly to strengthening family-based religiosity, fostering young Islamic leadership, and enhancing community solidarity grounded in Islamic values. This study affirms that madrasah diniyah’s role as a secondary agent of socialization in accordance with Durkheim’s theory of social integration and Bourdieu’s concept of religious habitus. Therefore, the model developed by madrasah diniyah is recommended to be replicated in other rural communities as a practical framework for community-based Islamic education development.

Abstract

Employee retention is a critical challenge in public sector organizations, where unmet expectations and organizational misalignments can influence workforce stability. Psychological contract violations, perceived breaches of unwritten organizational promises, have been linked to decreased job satisfaction and increased turnover intentions. However, limited empirical studies examine the mediating role of job satisfaction in this relationship within public institutions. This study aims to investigate how psychological contract violation affects turnover intention and whether job satisfaction mediates this effect. Quantitative research was conducted using a survey of 70 employees, with data analyzed through Partial Least Squares-Structural Equation Modeling (PLS-SEM) using SmartPLS. Results indicate that psychological contract violations significantly reduce job satisfaction and increase turnover intentions. Job satisfaction negatively affects turnover intentions and partially mediates the relationship between contract violation and intention to leave. These findings highlight the importance of aligning organizational promises with employee expectations. Implications suggest that public institutions should enhance communication, implement clear policies, and provide career development opportunities to strengthen employee satisfaction and retention.

Abstract

Human resource management is a key factor in service industries, as employee competence, motivation, and professionalism directly affect service quality and organizational performance. Effective Human resource practices, including structured recruitment, continuous training, performance management, and reward systems, not only enhance productivity but also strengthen organizational culture and employee commitment. This study aims to identify the strengths, weaknesses, opportunities, and threats in Human resource management, analyze the organization’s strategic position using Internal Factor Evaluation and External Factor Evaluation, and formulate strategies to improve service quality. A descriptive qualitative approach was used, with purposively selected informants, including leaders, Human resource managers, and senior employees. Data were collected through in-depth interviews, observations, and documentation, then analyzed interactively using the Miles and Huberman model and supplemented with SWOT analysis. Findings show that internal strengths, such as a supportive work environment, strong leadership-employee relationships, and employee loyalty, can be leveraged to exploit external opportunities, including market growth and supportive policies. Recommended strategies include promotional initiatives, performance-based rewards, structured recruitment, and regular training. The study concludes that effective Human resource management is essential for creating a competent, motivated, and service-oriented workforce, aligning internal capabilities with external opportunities, and sustaining a competitive advantage in dynamic service industries.

Abstract

The shrimp farming industry is crucial to Indonesia’s economy but faces challenges such as declining exports, low productivity, and limited technology adoption. Digital tools have been developed to support pond management through real-time water quality monitoring and data-based decision-making; however, user engagement remains low, indicating a gap between technology provision and adoption. This study aims to analyze factors influencing farmers’ acceptance of such digital technologies using the Unified Theory of Acceptance and Use of Technology 2 (UTAUT2) model. A quantitative survey involving 140 shrimp farmers in Central Java was analyzed using Partial Least Squares–Structural Equation Modeling (PLS-SEM). The results show that performance expectancy, effort expectancy, social influence, facilitating conditions, hedonic motivation, price value, and habit significantly affect behavioral intention, while behavioral intention weakly influences actual use behavior, revealing an intention behavior gap. In contrast, use behavior is strongly driven by habit and facilitating conditions, and price value negatively affects intention. The study concludes that habitual use and technical support are more decisive than intention in promoting technology adoption, providing theoretical insights and practical implications for developers to focus on habit-forming design and continuous support for digital transformation in aquaculture.

Abstract

Security system technology with identity recognition has grown significantly due to the increasing demand for accurate face detection and recognition. The widely used Haar Cascade method, however, provides suboptimal recognition and often requires image enhancement. This study aims to improve facial recognition accuracy by combining the Haar Cascade method with the Gabor Filter for image enhancement. The research was conducted in two stages: dataset training and input data testing, including experiments with variations in distance, occlusions, and camera angles. The combined method achieved optimal face detection and recognition up to 200 cm, compared to 100 cm when using Haar Cascade alone. The system successfully recognized faces partially blocked by masks, hats, goggles, or hands. Incorporating a Pan-Tilt camera further enhanced performance, achieving 99.8% accuracy at 88° pan and 84° tilt. The integration of Haar Cascade and Gabor Filter significantly improves facial recognition robustness, extending detection range, handling occlusions, and maintaining high accuracy across varying camera angles, making it suitable for advanced security applications.

Abstract

Innovation is essential for the survival and growth of Micro, Small, and Medium Enterprises (MSMEs) amid global competition, particularly in Bandung Regency, a center of the creative economy in West Java. This study aims to analyze the role of intellectual assets and Corporate Social Responsibility (CSR) in enhancing MSME innovation performance. A qualitative descriptive method was applied through observations and interviews with ten MSMEs of varying scales. The findings reveal that intellectual assets comprising human, structural, and relational capital serve as primary drivers of innovation. Human capital stimulates creativity through knowledge and skills, structural capital ensures organizational support for continuous innovation, and relational capital facilitates collaboration with stakeholders. Integrating intellectual assets with CSR practices strengthens social legitimacy and fosters sustainable innovation aligned with the triple bottom line (people, planet, profit). CSR implementation not only improves corporate image but also promotes eco-innovation, cost efficiency, and product differentiation. The study concludes that the synergy between intellectual assets and CSR generates a unique, hard-to-imitate competitive advantage, shifting MSME innovation orientation from mere profit toward socio-environmental sustainability. These findings emphasize that strategic management of intellectual capital and CSR can serve as a foundation for MSMEs to compete in national and global markets.

Abstract

The rapid growth of social media has changed how public opinion forms and evaluates government policies, often through provocative content that spreads quickly and creates strong emotional reactions. This systematic literature review examines how such provocation causes shifts in public opinion, especially in non-election periods and emerging democracies. The study uses the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) framework to analyze 25 high-quality studies published between 2021 and 2025, selected from 309 initial records across several databases. Results show that social media provocation has a moderate to large effect on opinion shifts, with negative sentiment toward government policies appearing in more than half of cases. Opinion changes follow three clear temporal phases within 72 hours: initial exposure, social amplification, and crystallization. TikTok and Twitter display the highest levels of provocation, while digital literacy strongly reduces individual vulnerability. These findings highlight the need for proactive digital governance and faster government responses. Current regulations and reactive strategies are often too slow to counter rapid provocation. The review recommends building strong media literacy programs, creating early-warning systems, and adjusting platform algorithms to limit outrage-driven content in order to protect democratic stability in the digital age.

Abstract

This article explores the tyranny of dakwah in the Malaysian film Bidaah. Dakwah, which should guide audiences toward Sharia, is instead portrayed as a tool of oppression. The study employs critical discourse analysis based on Norman Fairclough’s framework, examining textual elements, discourse practices, and the broader social context that shapes them. The findings highlight three key points. First, dakwah shifts from a spiritual mission to an instrument of social control, evident in how followers are forced to accept teachings uncritically, thus legitimizing violence in the name of religion. Second, dakwah is depicted as a dominant discourse across micro, meso, and macro dimensions. The micro dimension is seen in the rhetorical strategies used by Walid Muhammad to assert absolutism. The meso dimension involves dakwah being structured, closed, and ritualistic, transforming it from a dialogue to domination. At the macro level, the dakwah discourse reinforces unjust and exploitative social structures. Third, the film introduces a counter-discourse that challenges the tyranny of dakwah. Baiduri becomes the central figure who resists injustice and constructs an alternative narrative that confronts Walid’s authority. This study contributes to the scholarly understanding of religious discourse in film, offering a foundation for further research into similar representations in cinema.
