Abstract

Surabaya City is one of the cities that has a variety of interesting tourism potentials to be developed. The Surabaya City Government through the Surabaya City Culture, Youth, Sports and Tourism Office (Disbudporapar) which has duties and functions in the tourism sector is trying to develop a fairly unique water tourism, namely the Kalimas Boat Tour. This tourist attraction is one of the priority tourism destinations regulated in the Surabaya City Regional Tourism Development Master Plan (RIPPDA) in 2023. This study aims to determine the role of the local government in developing Kalimas boat tourism in Surabaya City. The theory used in this study is the role theory according to Ilyas, (2014) in (Ndepi et al., 2024) which includes the role of the government as a facilitator, regulator, and dynamicator, as well as aspects of tourism development according to (Yoeti, 2008) which depend on 3A which includes Attraction, Accessibility, and Facilities. The research method used is descriptive with a qualitative approach. The research results show that local governments have carried out their roles optimally. As a facilitator, the local government has facilitated various forms of support provided. As a Regulator, the local government has set policies, and involved cross-sectoral. As a Dynamicator, the local government has involved communities, local business actors to participate in the development of Kalimas boat tourism.

Abstract

The digital transformation has significantly influenced the structure of religious authority in Islam, particularly in the domain of fatwas. In Indonesia, the emergence of popular religious figures on social media as primary sources of Islamic legal guidance indicates a shift from formal institutions to non-institutional actors. This phenomenon has led to the fragmentation of religious authority, undermining the legitimacy of fatwas and confusing the Muslim public. This study aims to analyze how the transformation of fatwa authority unfolds in the digital era, the extent to which collective ijtihad remains relevant in addressing this shift, and how contemporary Islamic legal thought—particularly that of Fazlur Rahman and Jasser Auda—can contribute to reframing fatwa authority today. Using a normative-qualitative approach and library research method, this study employs descriptive and comparative analysis of primary texts by key thinkers and official fatwa documents. The findings reveal that collective ijtihad is an essential epistemological strategy to restore balance amid the fragmented landscape of digital fatwas. Furthermore, Fazlur Rahman’s ethical-textual reinterpretation and Jasser Auda’s systems-based maqasid theory offer strong theoretical foundations for developing a participatory and adaptive model of fatwa authority. This study recommends an integrated approach between maqasid al-shariah and collective ijtihad as a constructive effort to reconstruct Islamic legal authority in a way that is both contextually grounded and epistemologically legitimate in the digital age.

Abstract

Pendahuluan. Coworking space perpustakaan merupakan salah satu kajian dalam bidang Ilmu Perpustakaan. Banyaknya hasil penelitian yang dipublikasikan pada jurnal open aceess dan dimuat dalam database yang memberikan akses gratis seperti Google Scholar mengharuskan dilakukannya evaluasi terhadap artikel hasil penelitian tersebut. Analisis Bibliometrik menjadi indikator pengevaluasian hasil penelitian untuk mengetahui interaksi antara ilmu pengetahuan dan teknologi, memetakan suatu bidang ilmu tertentu, serta melihat perkembangan pengetahuan baru dalam bidang tertentu. Penelitian ini bertujuan untuk melakukan pemetaan perkembangan penelitian permasaran perpustakaan yang terindeks di Google Scholar, menganalisis topik yang berkaitan dengan coworking space perpustakaan, dan mengidentifikasi para peneliti yang pernah mengkaji topik tersebut.Metode penelitian. Metode penelitian yang digunakan adalah penelitian kualitatif dengan pendekatan analisis tematik sebagai metode analisis data. Penelitian ini memanfaatkan aplikasi Publish or Perish (PoP) untuk mengumpulkan data penelitian dari hasil penelitian yang terindeks di Google Scholar dengan memasukkan kata kunci “Coworking space Perpustakaan”. Penentuan sampel dilakukan dengan melakukan penyaringan pada publikasi berbentuk artikel jurnal yang terbit dari tahun 2020-2025. Analisis data. Data penelitian dianalisis menggunakan bantuan aplikasi VOSviewer. Hasil dan pembahasan. Hasil pemetaan berdasarkan kata kunci menggambarkan adanya keterkaitan antara coworking space dan perpustakaan.Kesimpulan. Diketahui pula penelitian mengenai coworking space perpustakaan telah dilakukan sejak tahun 2020-2025 oleh 13 peneliti. Kata Kunci: pemetaan penelitian; bibliometrika, coworking space perpustakaan; VOSviewer

Abstract

This study discusses the implementation of legal protection for children victims of sexual violence in the family environment, which is a form of gross violation of children’s rights. Although there have been various regulations such as Law Number 35 of 2014 concerning Child Protection and the Criminal Code, in practice legal protection has not been fully effective. Cultural factors, social pressure, lack of legal assistance, and fear of victims and families often hinder the reporting and enforcement process. This study uses an empirical normative juridical approach to analyze the extent to which legal rules run in the field. The results of the study show that the role of law enforcement officials, child protection institutions, and family support greatly determines the success of protection for victims. Therefore, it is necessary to increase legal education, psychological assistance, and strengthen synergy between legal institutions and the community in preventing and dealing with sexual violence against children in the family

Abstract

The integration of technology into instructional strategies has become essential in modern education, particularly to address the issue of low student motivation. This study aimed to examine the effectiveness of a video-assisted inquiry learning model in improving students’ interest in Civic Education. A quasi-experimental design with a nonequivalent pretest-posttest control group pattern was used. The study involved 176 eleventh-grade Social Science students divided into two groups: the experimental group received inquiry-based learning supported by video media, while the control group was taught using conventional methods. Data were collected through questionnaires and classroom observations, and analyzed using descriptive and inferential statistics via SPSS version 25 at a 5% significance level. The results indicated a significant increase in learning interest among students in the experimental group. The paired t-test yielded a significance value of 0.001 (p 0.05), confirming that the video-assisted inquiry learning model had a statistically significant effect on students’ learning interest. These findings support the use of inquiry-based learning integrated with interactive video media to enhance student engagement and motivation at the secondary education level.

Abstract

The performance of the Kader Surabaya Hebat essentially represents the outcomes achieved by one of the government programs in supporting the delivery of public health services, particularly through Posyandu (Intregrated Service Post) activities. However, the implementation of these activities still faces various challenges, such as the absence of cadres and a lack of motivation and commitment in carrying out their duties. This study aims to analyze and evaluate the impact of motivation and commitment on the performance of Kader Surabaya Hebat in Posyandu activities in the working area of Tembok Dukuh Urban Village Bubutan District Surabaya City. The research was conducted by distributing questionnaires to 90 respondents, with the study population consisting of all 281 active Kader Surabaya Hebat in Tembok Dukuh Urban Village, representing 10 neighborhood associations (RW) in the area. The study examines the independent variables (motivation and commitment) in relation to the dependent variable (performance). The method used in this research is quantitative descriptive, and data analysis was conducted using Structural Equation Modeling (SEM) with SmartPLS 4 software. The results of the study show that motivation has a positive effect on  cadres performance at a rate of 0.220, indicating that higher motivation levels lead to more optimal performance. Moreover, commitment has a more significant effect on cadres performance, with a rate of 0.496. The variables of motivation and commitment simultaneously show an impact on performance with a value of 0.714, indicating an effect of 71.4%. This is also supported by the path coefficient results of motivation and commitment on performance, with a t-statistic value ≥ 1.96 and a p-value ≤ 0.05. These findings emphasize that enhancing the motivation and commitment of cadres can be a key factor in optimizing the delivery of community health services at the urban village level.

Abstract

Sexual violence is a form of human rights violation that has serious impacts on the physical, mental, and social conditions of victims. In Indonesia, the rate of sexual violence continues to show an alarming trend. According to Komnas Perempuan (National Commission on Violence Against Women) data in 2023, there were 457,895 reported cases of violence against women, with approximately 30% involving sexual violence. This systematic review aims to systematically examine the psychological health impacts on victims of sexual violence in Indonesia based on empirical studies from the last three years. Methods: This study used a systematic review design with an article search strategy guided by the PICOS framework. The articles were sourced from the Google Scholar database, and 5 articles that met the inclusion criteria were selected. Keywords used in the search included “sexual violence,” “psychological impact,” “victims,” “mental health,” AND “Indonesia” OR “Indonesia.” Articles were then screened using the PRISMA-P method. Results and Analysis: Based on the reviewed literature, psychological impacts on victims of sexual violence in Indonesia include PTSD, anxiety, and depression. Social and environmental support significantly influence the victims’ recovery process. Moreover, stigma from society and families remains the biggest barrier for victims to access adequate psychological assistance.

Abstract

In recent years, Micro, Small, and Medium Enterprises (MSMEs) have demonstrated strong resilience amid Indonesia’s economic crises and have even managed to grow despite national economic pressures. This study aims to analyze the influence of entrepreneurial environment, risk-taking behavior, and creativity on the performance of MSMEs in the Bratang Culinary Center in Surabaya. The increasing number of business actors in the area serves as the basis for selecting this research object.This research uses a quantitative approach with a survey method, utilizing questionnaires distributed to MSME actors. The sample consists of all business units at the culinary center, totaling 55 enterprises. The data were statistically analyzed using multiple linear regression to determine both partial and simultaneous effects of the three independent variables on MSME performance. The results show that the entrepreneurial environment and risk-taking behavior each have a significant positive effect on MSME performance. Entrepreneurial policies, including licensing regulations, infrastructure support, and legal protection, are vital in supporting business activities. Risk-taking behavior also encourages MSME actors to make bold and strategic decisions, positively impacting their performance. However, the creativity variable yielded different results: although statistically significant, its influence on performance was negative. This suggests that creativity, if not directed appropriately or aligned with market preferences, can reduce business effectiveness. Simultaneously, the three variables have a significant effect on MSME performance, with the entrepreneurial environment and risk-taking behavior being the dominant factors. This study emphasizes the importance of a supportive external environment and the entrepreneur’s courage in decision-making as key drivers of MSME success.

Abstract

Penelitian ini dengan tujuan untuk mengetahui, menganalisis, dan menjelaskan praktik pemberdayaan usaha kecil dan peran lembaga dalam memberdayakan usaha kecil masyarakat asli Papua. Tipe penelitian yang digunakan adalah penelitian hukum empirik karena dilatarbelakangi oleh pemikiran bahwa hukum tidak terlepas dari kehidupan masyarakatnya berupa nilai dan sikap/perilaku yang dilakukan, sehingga kajian terhadap hukum tidak hanya menyangkut aspek normatif belaka, tetapi hukum dapat dikaji dari aspek empirisnya yakni bagaimana hukum itu senyatanya dalam kehidupan masyarakat. Hasil penelitian mengungkapkan bahwa setelah berlakunya otonomi khusus bagi Provinsi Papua pemberdayaan usaha kecil masyarakat asli Papua belum dilakukan secara maksimal baik oleh Pemerintah Provinsi, Kabupaten maupun Kota Jayapura, sehingga tidak sesuai dengan penerapan teori keadilan yang menegaskan bahwa keadilan itu fairness dan selayaknya selalu diperjuangkan melalui korelasi dan perbaikan institusi sosial, institusi ekonomi, dan institusi lainnya melalui kesepakatan yang dijadikan dasar hokum untuk diarahlan kepada keadilan bagi semua pihak yang berkepentingan. Begitupun peran lembaga perbankan belum begitu maksimal, dikarenakan pinjaman berupa kredit UMKM dan KUR terbentur masalah jaminan. Belum diaturnya bentuk-bentuk pemberdayaan kepada usaha kecil secara spesifik, maka Pemerintah Kabupaten/Kota perlu membuat Peraturan Daerah (PERDA) tentang Usaha kecil masyarakat Asli Papua sehingga memiliki akses terhadap sumber-sumber pembiayaan dan penjaminan dalam upaya pemberdayaan usaha kecil masyarakat asli Papua.

Abstract

Business intelligence (BI) is the most important component involved in digital era. In fact, most MSMEs in Indonesia face different challenges in adopting BI technology compared to multinational companies that have mature resources. This study uses a qualitative method based on a systematic literature review to analyze how MSMEs that have successfully implemented BI show improvements in product innovation through market trend analysis, business continuity through predictive analytics, and customer satisfaction through service personalization. The Business Intelligence Research Framework is abundant, and the technological infrastructure that Indonesian SMEs follow follows a unique pattern with barriers such as capital constraints, technology limitations, and resistance to change. The research findings reveal that BI is crucial for supporting innovation, competitiveness, and operational efficiency in SMEs; however, its implementation requires this study to be offered as recommendations to companies seeking to leverage business intelligence, emphasizing the need for developing a BI implementation framework tailored to the local context. Theoretical and pragmatic implications for Indonesian SMEs, guidelines for government support in SME digitalization, and best practices for technology vendors in developing affordable and user-friendly BI solutions. This research makes a significant contribution to understanding the complexity of BI implementation in Indonesian SMEs and paves the way for further research focused on practical solutions to address existing contextual gaps.
