Abstract

This study aims to examine early adolescents’ perceptions of verbal violence in Kupang City. The study employed a descriptive qualitative approach involving early adolescents aged 12–15 years who had experienced verbal violence. Participants were selected using purposive sampling techniques. Data were collected through semi-structured interviews and analyzed using thematic analysis. The findings indicate that early adolescents perceive verbal violence in two categories, namely normal and abnormal behavior. Verbal violence tends to be considered normal when carried out by parents in the context of discipline, but is considered inappropriate when it involves insults, ridicule, threats, and negative labeling that hurt feelings and lower self-esteem. Forms of verbal violence experienced by adolescents include shouting, mocking, threatening, and degrading expressions originating from parents and peers. The impacts experienced include emotional distress, decreased self-confidence, social withdrawal, and feelings of insecurity. The study highlights the importance of positive communication patterns within families and schools to prevent verbal violence against adolescents.

Abstract

This study aims to analyze the forms, patterns, and challenges of collaborative governance in the supervision of the 2024 Badung Regent and Vice Regent Election. The main issue examined is the inter-institutional relationship established by the Badung Regency Election Supervisory Agency (Bawaslu) in strengthening electoral supervision through cooperation with various stakeholders. This research employs a descriptive qualitative approach using document analysis. The primary data were derived from the Final Report on Prevention, Supervision, Participatory Supervision, and Inter-Institutional Relations of Bawaslu Badung Regency in 2024, while supporting data were obtained from the Final Report on the Handling of Violations in the 2024 Badung Regent and Vice Regent Election. The unit of analysis consists of official documents containing data on memoranda of understanding, audiences, coordination meetings, participatory supervision, and the dynamics of alleged electoral violations. The findings indicate that collaborative governance is reflected in five main dimensions: starting conditions, institutional design, facilitative leadership, collaborative process, and outcomes. Bawaslu Badung Regency’s collaboration was manifested through 16 memoranda of understanding, 9 audiences, cross-actor coordination forums, and the involvement of media, universities, civil society organizations, religious organizations, and local communities. However, this collaboration still faces challenges, including the need for technical follow-up, stronger routine communication, and systematic evaluation of cooperation. This study contributes to public administration scholarship by positioning electoral supervision as a collaborative governance practice rather than merely a technical institutional function.

Abstract

Community participation around tourist destinations is one of the key factors in achieving sustainable conservation-based tourism management. This study aims to analyze the involvement of local communities in the management of sustainable nature tourism in Danum Bahandang, Palangka Raya City. The study employed a qualitative approach with a descriptive design. Data were collected through in-depth interviews with relevant informants, field observations, and documentation studies of various relevant sources. The findings indicate that the level of community involvement in managing the tourist destination remains suboptimal. Local residents only participate in certain tourism activities and have not been actively involved in the planning, management, and decision-making processes related to destination development. This condition shows that the role of the community is still limited and does not yet fully reflect participatory tourism management. Based on Arnstein's ladder of participation theory, the level of community participation falls within the category of *tokenism*. Therefore, greater efforts are needed to enhance community involvement so that sustainable tourism management can be implemented more effectively while supporting environmental sustainability and improving the welfare of local communities.

Abstract

The aim of this study is to describe the ineffectiveness of sentences in reports on celebrity infidelity in the DetikHot section of the Detik.com online media. The study uses a qualitative approach with a descriptive method because it focuses on analysing linguistic phenomena in news texts. The data source for the study was the sentences in the news articles about celebrity infidelity, which were selected using the purposive sampling technique. Data were collected using the documentation method by reading, noting and classifying data based on the criteria for effective sentences. Data analysis was conducted through the stages of data reduction, data presentation, and conclusion drawing. The results of the study show that there is still a lot of ineffective language use in DetikHot reports, such as wordiness in the phrase 'Masalah yang menyeret nama selebgram Azizah Salsha masih terus bergulir', unclear sentence structure in the phrase 'demi pengakuan suami selingkuh', and the use of non-standard words in the phrase 'bikin heboh'. It was also found that there was the use of illogical sentences and the incorrect choice of words, which caused the information to become ambiguous and less effective. The most common errors were wordiness and unclear sentence structure. This study shows that the quality of journalistic language in online media still needs to be improved to ensure that the information conveyed is clearer, more concise, logical, and easier for readers to understand.

Abstract

Indonesia, as a sovereign state, has the absolute right to regulate the deportation of foreigners within its territory. However, in modern law, state sovereignty is no longer absolute but relative, where its implementation must refer to universal international human rights norms. This study aims to analyze the reciprocal relationship between state sovereignty and human rights enforcement in the context of the deportation of foreigners in Indonesia. The research method used is normative juridical with a legislative and conceptual approach. The results of the study indicate that state sovereignty and human rights in deportation function to limit and test each other. Sovereignty provides exclusive rights for national security through the implementation of selective policy, while international human rights law exists as a barrier so that such coercive actions do not exceed humanitarian values. In conclusion, deportation actions in Indonesia must refer to human rights norms during the deportation process. Then the state also has the absolute right to enforce immigration law in the form of deportation so as to prevent a country from becoming a refuge for criminals or international fugitives who flee to and reside in Indonesia, or carry out their criminal activities within the country.

Abstract

This study examines the impact of transformational leadership on citizen satisfaction with public service delivery in Indonesian local government context through a cross-sectional survey of 384 citizens in Tanah Datar Regency, West Sumatra, selected via stratified random sampling. Data were collected using validated instruments measuring transformational leadership (MLQ) and citizen satisfaction (adapted SERVQUAL), then analyzed using Structural Equation Modeling (SEM). Findings reveal that transformational leadership significantly predicts citizen satisfaction with public service delivery (β = 0.672, p < 0.001), with inspirational motivation (β = 0.284, p < 0.001) and individual consideration (β = 0.267, p < 0.001) showing the strongest effects. The model explains 45.2% of variance in citizen satisfaction, with service responsiveness and reliability emerging as key mediating factors. Results demonstrate that transformational leadership practices significantly enhance citizen satisfaction with public service delivery in local government settings, where leaders demonstrating inspirational motivation and individual consideration achieve higher citizen satisfaction levels. Practical implications suggest that local governments should prioritize transformational leadership training for public officials, emphasizing inspirational communication and personalized attention to citizen needs to improve public service delivery effectiveness, thereby contributing to the growing literature on public leadership effectiveness in developing country contexts.

Abstract

This study aims to analyze the effectiveness of the Free Medical Treatment Program Using Identity Cards (KTP) at Wedomu Community Health Center, East Tasifeto District, Belu Regency. The research employed a qualitative approach with a descriptive method. Data were collected through interviews, observations, and documentation and analyzed using the Miles and Huberman interactive model, consisting of data reduction, data display, and conclusion drawing. The analysis was based on Richard M. Steers' (1985) effectiveness theory, which includes goal attainment, system approach, and strategic constituencies approach. The findings indicate that the program has been fairly effective in improving public access to healthcare services and reducing medical expenses. From the goal attainment perspective, the program has facilitated easier access to healthcare services for the community. From the system approach perspective, the program is supported by funding, healthcare personnel, and service facilities, although limitations in human resources and supporting infrastructure remain. From the strategic constituencies perspective, beneficiaries expressed a high level of satisfaction with the services received. Supporting factors include local government commitment, healthcare workers’ dedication, and strong public demand for affordable healthcare services. Meanwhile, the main obstacles include limited healthcare personnel, inadequate service facilities, and insufficient public understanding of program procedures. Therefore, strengthening human resources, improving healthcare facilities, and enhancing program socialization are necessary to ensure sustainable improvements in healthcare service effectiveness.

Abstract

The high level of international mobility has influenced the influx of foreign nationals into Indonesia, particularly in East Nusa Tenggara Province, which has significant potential as a tourist destination and occupies a strategic position as a border region. This condition has the potential to give rise to various immigration violations, one of which is Overstay, namely the presence of foreign nationals who remain in Indonesia beyond the period permitted by their stay permits. This study aims to analyze the effectiveness of the implementation of immigration supervisory functions in addressing Overstay violations at the Class I Immigration Office with Immigration Checkpoint (TPI) Kupang and to identify the factors affecting its effectiveness. This study employs an empirical juridical method with a descriptive approach. Data were collected through interviews with immigration officers, field observations, and document studies. The collected data were analyzed qualitatively by relating statutory regulations to facts found in the field. The results indicate that the implementation of immigration supervision has been carried out in accordance with the applicable immigration laws and regulations, which include: (1) administrative supervision; (2) field operational supervision through intelligence operations, independent operations, cooperation with related agencies, and community participation; and (3) the imposition of sanctions on violators. However, the implementation of immigration supervision has not been fully effective, as Overstay violations are still found within the jurisdiction of the Class I Immigration Office with Immigration Checkpoint (TPI) Kupang. Factors influencing the effectiveness of immigration supervision include legal factors, law enforcement officers, facilities and infrastructure, and community culture.

Abstract

Birth certificate ownership is a fundamental right of every citizen and an essential requirement for accessing various public services. However, the coverage of birth certificate ownership in North Central Timor Regency has not yet reached the national target. To address this issue, the Department of Population and Civil Registration of North Central Timor Regency implemented the Mobile Service Program (Jemput Bola) as an initiative to bring civil registration services closer to the community. This study aims to analyze the effectiveness of the Mobile Service Program in increasing birth certificate ownership in North Central Timor Regency. The research employed a qualitative approach using a descriptive method. Data were collected through observation, interviews, and documentation, and analyzed using the interactive model of Miles and Huberman. The analysis of program effectiveness was based on Richard M. Steers’ goal approach and strategic constituencies approach. The findings indicate that the Mobile Service Program is effective in expanding service accessibility, increasing the number of birth certificates issued, and facilitating public access to civil registration documents. The program also received positive responses from the community because it reduced barriers related to cost, time, and distance in obtaining birth certificates. Nevertheless, several challenges remain, including low public awareness, incomplete administrative requirements, limited internet connectivity, and geographical constraints. Therefore, strengthening public outreach, improving coordination with village governments, and establishing measurable program targets are necessary to enhance the program’s effectiveness in a sustainable manner.

Abstract

Community participation is an important factor in supporting the success of village infrastructure development. This study aims to analyze community participation in infrastructure development in Kila Village, Aimere District, Ngada Regency. The research employed a qualitative approach using a descriptive method. Data were collected through observation, interviews, and documentation involving village officials, community leaders, and local residents. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The findings reveal that community participation in infrastructure development has not been evenly distributed across all stages of development. Participation at the planning stage remains relatively low due to limited community involvement in development planning meetings. In contrast, participation during the implementation stage is relatively high, particularly through mutual cooperation activities and labor contributions. At the utilization stage, the community has benefited from the infrastructure development; however, awareness regarding the maintenance and preservation of development outcomes remains low. Factors supporting community participation include public awareness, the culture of mutual cooperation, and support from the village government. Meanwhile, inhibiting factors include limited time, educational background, low community initiative, and inadequate socialization. The study concludes that community participation in infrastructure development in Kila Village needs to be strengthened, particularly at the planning and maintenance stages, in order to achieve more participatory and sustainable village development.
