Abstract

Political speeches delivered in international forums may be read not only as policy statements but also as ideological texts that construct collective identity and narrate power relations. This article examines President Prabowo Subianto’s speech at the D-8 Summit as a literary-discursive artifact that articulates economic unity as a central ideological narrative of the Global South. Drawing on Norman Fairclough’s Critical Discourse Analysis, the study adopts a qualitative textual approach to analyze lexical patterns, repetition, modality, and evaluative language. The findings indicate that the speech employs economic statistics, historical allusions, and moral appeals to produce a narrative in which unity signifies strength, fragmentation signifies vulnerability, and cooperation becomes a moral and political obligation. References to justice, inclusivity, and solidarity with Palestine further position the D-8 within a shared postcolonial consciousness. The study argues that the speech functions as a narrative of resistance that reimagines economic cooperation as cultural and ideological power. By treating political discourse as a literary text, this article contributes to literary studies by demonstrating how language, ideology, and power intersect in contemporary global narratives.

Abstract

One of the decisions related to the criminal act of intentionally and without the right to access another person's computer or electronic system is recorded in the Tanjung Karang District Court Decision Number 596/Pid.Sus/2025/PN Tjk. In this case, the Defendant VAR bin I is suspected of committing the act in the period April 2022 to December 2024 at his residence in Kupang Jernih, Sukarame II Village, West Teluk Betung District, Bandar Lampung City, or other locations that are still within the jurisdiction of the Tanjung Karang District Court. This study aims to analyze the application of criminal sanctions and the judge's considerations in imposing penalties on the perpetrator based on the decision. The research method uses a normative and empirical juridical approach with primary and secondary data, through library and field research, and is analyzed qualitatively. The results of the study indicate that the application of criminal sanctions against the defendant is based on Article 30 paragraph (1) in conjunction with Article 46 paragraph (1) of Law No. 1 of 2024 concerning the Second Amendment to Law No. 11 of 2008 concerning Electronic Information and Transactions and Law No. 8 of 1981 concerning Criminal Procedure Law, with a prison sentence of 9 months and a fine of Rp5,000,000,-, replaced by 3 months imprisonment if the fine is not paid. The judge's considerations include aggravating factors, namely unlawful acts, as well as mitigating factors, such as the defendant's confession, polite behavior, no previous convictions, and reconciliation with the victim. This reflects the judge's efforts to balance justice, deterrent effects, and mitigating circumstances for the defendant. It is recommended that law enforcement officers and judges always consider evidence, motives, and mitigating or aggravating circumstances to ensure a fair, proportional, and legal-compliant verdict.

Abstract

Social development in the education sector plays a strategic role in enhancing the quality of human resources, particularly in regions such as Gorontalo City, which is currently facing challenges in education access and participation. This study aims to analyze the performance of social development through the indicator of Net Enrollment Rate (NER) at the elementary, secondary, and tertiary education levels. The research employed a mixed-method approach with an explanatory sequential design, combining quantitative analysis of NER data from 2014–2024 and forecasting for 2025–2030 using regression, exponential smoothing, and ARIMA methods. This was complemented with in-depth interviews with relevant stakeholders. The findings reveal that the NER for primary schools is approaching its maximum value; however, NERs for junior high schools, senior high schools, and higher education still show disparities and fluctuations, driven by economic, social, and digital infrastructure limitations. The COVID-19 pandemic has further exacerbated these conditions. The study concludes that improvements in NER heavily rely on the continuity of affirmative policies and digital transformation in education. Therefore, it is recommended that local governments strengthen multi-sector collaboration, expand scholarship programs, and accelerate equitable education digitalization to promote equal access and sustainably increase educational participation at all levels.

Abstract

Pretrial proceedings provide legal protection against actions of law enforcement officials that are deemed to infringe upon the rights of suspects or other related parties during the investigation process. The research problems addressed are: how the mechanism of filing a pretrial motion against an SP3 and its implications for the legal rights of suspects and reporting parties in Decision No. 12/Pid.Pra/2025/PN Tjk; and whether the judge's considerations in rejecting the pretrial motion against the Order to Terminate Investigation (SP3) issued by the General Criminal Directorate of the Lampung Regional Police are in accordance with Decision No. 12/Pid.Pra/2025/PN Tjk. This study employs a normative juridical approach combined with an empirical approach, and draws conclusions using deductive reasoning to provide a general overview of the answers to the research problems based on the findings. The results indicate that the mechanism for filing a pretrial motion against an SP3 in Decision No. 12/Pid.Pra/2025/PN Tjk constitutes a form of judicial oversight over the investigator's authority to terminate an investigation. Through pretrial proceedings, the court assesses the validity of the SP3 from both formal and material aspects to prevent arbitrary actions and to ensure protection of the legal rights of suspects and reporting parties. Meanwhile, the judge's considerations in rejecting the pretrial motion are based on strict compliance with the provisions of the Criminal Procedure Code (KUHAP) and applicable legal procedures. The decision provides legal certainty for the suspect but limits the scope of legal remedies available to the reporting party. It is recommended that investigators place greater emphasis on prudence and accountability in issuing SP3s by basing such decisions on comprehensive and legally accountable analysis of evidence, as well as enhancing public understanding of pretrial proceedings as a means of legal protection. Judges are also expected not to focus solely on formal compliance with positive law, but to interpret the law proportionally while considering the sense of justice of all parties.

Abstract

Cases of Domestic Violence (DV) as reflected in Court Decision Number 544/Pid.Sus/2025/PN Tjk illustrates how violence within the household sphere can develop into a criminal case that must be resolved judicially through proceedings. The research problems addressed in this study are the factors causing the occurrence of Domestic Violence (DV) crimes and the judicial considerations in imposing sanctions on perpetrators of Domestic Violence (DV) based on Court Decision Number 544/Pid.Sus/2025/PN Tjk. The research method employed is a normative juridical approach combined with an empirical approach, and the conclusions are drawn using deductive reasoning to provide a general overview of the answers to the research problems based on the findings of the study. The results of the study indicate that Domestic Violence (DV) crimes are influenced by multidimensional factors, such as economic conditions, inability to control emotions, unequal power relations, and patriarchal culture, which are exacerbated by the victim's economic and psychological dependence and low level of legal awareness. A victimological perspective shows that victims of DV are in a weak and vulnerable position, indicating that DV is a social problem requiring state intervention. Based on Court Decision Number 544/Pid.Sus/2025/PN Tjk, judges impose sanctions by considering juridical, sociological, and philosophical aspects, including the physical and psychological impacts suffered by victims, in order to achieve deterrence, justice, and legal protection for victims of Domestic Violence. Recommendations suggest that law enforcement officers, the government, and the community need to strengthen efforts to prevent Domestic Violence through legal education, increased awareness of equality within households, and economic and psychological protection for victims. Inter-institutional synergy and preventive–rehabilitative approaches are essential to break the cycle of violence. Judges, in deciding Domestic Violence cases, are expected to prioritize victim protection and substantive justice by considering the sociological and psychological aspects of victims and applying a victimological perspective, so that court decisions provide not only legal certainty but also maximum protection for victims.

Abstract

This study examines the role of the Regional Representative Council of the Republic of Indonesia (DPD RI) in civil security governance and its contribution to mitigating political polarization in the Special Capital Region of Jakarta. Drawing on Collaborative Governance Theory, the study conceptualizes security and political stability as outcomes of coordinated interaction among representative institutions, security actors, and governance processes rather than hierarchical control. Using a qualitative descriptive approach based on document analysis of official records, policy reports, and relevant academic literature, the study analyzes how the DPD RI exercises oversight, coordination, regional representation, and policy advocacy in security-related and politically sensitive contexts. The findings indicate that the DPD RI contributes to civil security governance by institutionalizing non-operational oversight, facilitating inter-institutional coordination, and enhancing democratic accountability within the security sector. In addition, the Council plays a bridging role in mitigating political polarization by articulating regional aspirations, maintaining center–region balance, and advancing non-partisan policy recommendations that address structural sources of political division. The study concludes that representative institutions operating outside party-based competition can significantly support civil security governance and political cohesion through collaborative and facilitative governance mechanisms in plural democratic settings.

Abstract

This study aims to describe the pattern of creativity in mathematical problem posing among students with moderate mathematical ability across different situations. Creativity is analyzed through three indicators: fluency, flexibility, and novelty. This qualitative descriptive study involved students of the Primary School Teacher Education Program (PGSD) at Universitas Negeri Makassar, selected using purposive sampling based on moderate mathematical ability test results. Data were collected through mathematical problem-posing tasks involving free, semi structured, and structured situations, supported by semi-structured interviews. The findings indicate that students with moderate mathematical ability demonstrate relatively consistent fluency across situations, as they are able to generate several relevant mathematical problems. However, flexibility and novelty are limited and fluctuate depending on the characteristics of the situation. Free and semi-structured situations provide more opportunities for idea variation, while structured situations tend to restrict creativity, resulting in routine and procedural problems. These results highlight the importance of designing adaptive problem posing situations to support the development of students’ mathematical creativity. These results suggest that instructional designs incorporating adaptive and balanced problem posing situations are essential to support the development of flexibility and novelty in students’ mathematical creativity.
