Abstract

This study aims to examine the influence of bureaucratic policy on the effectiveness of public services in Lampung Province through a literature review approach. In the context of modern governance, bureaucracy plays a vital role in delivering efficient, transparent, and accountable public services. A review of various scholarly sources reveals that well-designed bureaucratic policies can significantly enhance service quality, particularly through organizational reform, digital service implementation, and strengthening the capacity of civil servants. However, the literature also highlights persistent challenges, such as overlapping regulations, low accountability, and resistance to change, which hinder effective policy implementation at the regional level. In the case of Lampung, the effectiveness of public services is largely determined by how consistently and adaptively bureaucratic policies are applied to meet public needs. Therefore, this study recommends improving evidence-based bureaucratic policies, continuous capacity-building programs for civil servants, and stronger performance evaluation systems as strategic efforts to enhance public service delivery.

Abstract

The Ombudsman of the Republic of Indonesia or ORI is an institution that oversees the implementation of public services in Indonesia. In addition to overseeing the implementation of public service, the Ombudsman aqlso functions to prevent and overcome maladministration in the implementation of public service. The Purpose of writing this article is to analyze the role and obstacles of the Ombudsman of the Republic of Indonesian in overcoming maladmistration in public service in Indonesia. The method used is a literature review. From several articles in journals and other sources, it was found that the role of the Ombudsman of the Republic of Indonesia in overcoming maladministration is to receive reports of alleged maladministration, examine reports, request clarification of reports, make and provide recommendations regarding the resolution of maladministration reports. Furthemore, the obstacles faced by the Ombudsman of the Republic of Indonesia in overcoming maladministration are two factors: internal factors; the Ombudsman lacks human resources, changes in positions in the Ombudsman, lack of funds. Meanwhile, external factors include people who are not familiar with Ombudsman of the Republic of Indonesia, people who feel it is useless report to Ombudsman of the Republic of Indonesia, lack of cooperation from reported agencies in providing clarification, many reported parties do not comply with summons, recommendations from Ombudsman of the Republic of Indonesia are not implemented by the reported, and there is no execution of samctions by the government against violations of public service.

Abstract

Consumers are among the most vulnerable groups in trade because they often lack sufficient information about the products they consume, particularly regarding expiration dates. Consuming expired goods, especially food, beverages, and medicines, can result in serious health issues, psychological distress, and economic losses. This article aims to analyze the legal protections available to consumers in Indonesia regarding expired goods, including civil, administrative, and criminal liabilities imposed on business actors. In addition, the paper reviews Islamic law and customary law perspectives, both of which emphasize the importance of justice, transparency, and honesty in trade. The normative juridical approach is used to examine relevant legislation and literature. The findings suggest that while regulatory frameworks exist, enforcement and public awareness remain insufficient. Therefore, collaborative efforts among government agencies, businesses, and consumers are essential to ensuring consumer rights and public welfare.

Abstract

This study examines the legal aspects of business contracts in trade transactions, using a case study of furniture export contracts in Jepara. The focus of the study is on the clarity of contract clauses governing the obligations and responsibilities of the parties, as well as the resolution of disputes arising from breach of contract. The research method employs an empirical approach, analyzing primary and secondary legal materials. The results of the study indicate that a good export contract must meet the requirements of a valid agreement according to the Civil Code and regulate in detail the rights and obligations of the parties to avoid disputes. Dispute resolution can be carried out through arbitration mechanisms such as BANI. This study contributes to the understanding of the importance of clear and comprehensive business contracts in international trade.

Abstract

This study aims to provide a comprehensive analysis of the factors triggering floods and their impacts on the socio-economic resilience of communities in the Lampung region, using a literature review and field observations. The literature review identifies various flood-causing factors, including natural elements such as high rainfall, topography, and river capacity, as well as anthropogenic factors like land use changes, inadequate drainage systems, and human activities that increase flood risk. Field observations complement the literature findings by examining real conditions related to infrastructure, settlement patterns, and the socio-economic impacts of flooding. The analysis reveals that floods in Lampung result from the interaction of natural and human factors, causing significant disruptions to economic activities, health, and community well-being. This study highlights the importance of sustainable environmental management and enhancing community adaptive capacity to strengthen socio-economic resilience against flood disasters in the region.

Abstract

The state and government organizations in Indonesia have a complex structure in a presidential and decentralized system. This article aims to examine the institutional classification and relationships between institutional entities in this context. The method used is library observation of various academic sources and relevant official documents. The results of the study indicate a variety of patterns of authority arrangements and coordination mechanisms between the central and regional governments, including the roles of ministries, institutions, agencies (K/L/D/I) and state supporting bodies. Discussion of the importance of an in-depth understanding of the structure and relationships between state and government organizations as a basis for optimizing effective, accountable and coordinated governance. The conclusion of this article emphasizes that strengthening institutional coordination is key to improving the quality of governance in Indonesia.

Abstract

Waste management in Bandar Lampung City faces complex challenges along with rapid population growth. This article aims to analyze the strategic role of the performance of the Bandar Lampung City Government, especially the Mayor, in managing waste through a political sociology approach. This approach uses a deep understanding of the dynamics related to power, public policy, and community participation in the context of waste management. The method used is descriptive qualitative and literature study with participatory observation data collection techniques. The results of the discussion of this article indicate that local government performance is greatly influenced by factors such as political leadership, policy effectiveness, and community involvement. The implementation of effective waste management policies requires synergy between the government, community, and private sector. This article contributes to understanding the importance of the strategic role of local government in waste management and its implications for sustainable development.

Abstract

The protection of personal data is a crucial aspect of the digital ecosystem, particularly within e-commerce platforms such as Tokopedia. The personal data breach incident that occurred on May 2, 2020—exposing sensitive information such as full names, email addresses, and phone numbers—raised serious concerns regarding data security. This study aims to analyze the legal protection afforded to Tokopedia users against personal data breaches from the perspective of Law Number 27 of 2022 concerning Personal Data Protection. The research method employed is normative juridical, using statutory and case approaches. The findings indicate that although Law Number 27 of 2022 provides a comprehensive legal framework to safeguard personal data, its implementation still faces challenges, especially in terms of supervision, law enforcement, and the accountability mechanisms of electronic system operators. As a data controller, Tokopedia holds a legal obligation to ensure the security of users’ personal data; however, in practice, such protection remains suboptimal. Therefore, it is necessary to strengthen internal corporate policies and foster collaboration between the government and the private sector to enhance compliance with personal data protection regulations.

Abstract

Pesatnya perkembangan teknologi digital telah merevolusi cara penciptaan, distribusi, dan konsumsi karya cipta. Namun, di balik kemudahan akses dan produksi tersebut, muncul tantangan besar terkait pelanggaran hak cipta digital. Studi ini bertujuan untuk mengevaluasi efektivitas perlindungan hukum terhadap karya cipta digital di Indonesia, mengkaji tantangan implementasi regulasi yang ada, dan menyusun rekomendasi strategis untuk memperkuat perlindungan hukum. Pendekatan penelitian yang digunakan adalah yuridis normatif dengan metode studi pustaka dan analisis kualitatif. Hasil menunjukkan bahwa meskipun Undang-Undang Nomor 28 Tahun 2014 memberikan landasan hukum yang memadai, implementasinya masih belum optimal karena rendahnya kesadaran hukum masyarakat dan tantangan teknologi. Perlindungan yang lebih adaptif dan kolaboratif antara pemerintah, platform digital, dan pemilik hak cipta menjadi sangat mendesak.

Abstract

Lampung Province, especially Bandar Lampung City, is essentially trying to increase competitiveness through the tourism sector. Government policies in Bandar Lampung City have a strategic role in developing service quality and destination readiness as well as striving for an advanced and competitive tourism sector in increasing tourist visits to Lampung Province. This study aims to analyze the competitiveness of the tourism sector to increase tourist visits to tourist destinations in Lampung Province through exploring the role of tour guide training, developing CHSE (clean, healthy, safety, and environment) standard home stays, and utilizing digital technology in promoting destinations in Lampung. This research was conducted through in-depth interviews with the parties involved and using a descriptive qualitative approach as well as observation. Through in-depth interviews and the results of observations that have been carried out, it has been proven that building or striving for the competitiveness of the tourism sector to increase tourist visits in Lampung Province can strengthen the capability of providing quality services to tourists, having a level of tourist trust in visiting tourist destinations and digital-based promotions through social media which are essentially very significant in expanding the reach and awareness of destinations.  All of these strategies contribute to improving Lampung’s image as a competitive destination.
