This study examines how Nahdlatul Ulama (NU) functions as a religious network that mediates local political processes and public policy in Tulungagung Regency, East Java, following the 2024 regional election. While much scholarship treats NU either as a national religious organization or as an electoral vote bank, the post-election mediating role of NU at the local level remains understudied. Using a qualitative case-study design that draws on in-depth interviews with NU functionaries, official electoral and regional-regulation documents, and direct observation, the research analyses NU's role through the lenses of network governance, political brokerage, symbolic capital, and policy feedback. The findings show that NU operates as a cultural-political broker, converting religious symbolic capital into electoral legitimacy and then sustaining it through long-term policy advocacy. NU safeguarded its religious-education policy (the Madrasah Diniyah regional regulation), mediated social and infrastructure programs such as Rutilahu, strengthened community-based economic empowerment through cooperatives, NU-affiliated MSMEs, and BMT, and maintained fluid political communication with the local government. The study concludes that NU's continued political relevance hinges on its consistency in upholding organizational values amid the pressures of local political pragmatism.

This study examines the effect of learning organization (LO) on job satisfaction and individual performance of Government Employees under Work Agreements (PPPK) at Indonesia's National Civil Service Agency (BKN), as well as the mediating role of job satisfaction in this relationship. Empirical evidence on LO has been largely concentrated in private-sector and Western settings, leaving its nomological network among contract-based public sector employees in developing countries insufficiently examined. Drawing on Social Exchange Theory (SET) and the Job Demands-Resources (JD-R) Model, this study proposes that LO enhances both job satisfaction and performance, with job satisfaction functioning as a mediating mechanism. A quantitative, cross-sectional survey was administered to 107 PPPK across all work units at BKN through total sampling. LO was measured using the adapted DLOQ (43 items), performance using the IWPQ (18 items), and job satisfaction using a three-item global evaluation instrument. Data were analyzed via PLS-SEM using SmartPLS 4. All four hypotheses were supported: LO positively influenced performance (β = 0.424, p < 0.001) and job satisfaction (β = 0.437, p < 0.001); job satisfaction positively influenced performance (β = 0.499, p < 0.001); and job satisfaction significantly mediated the LO-performance relationship (β = 0.219, p < 0.001). These findings extend LO theory to contract-based public sector employment and offer actionable implications for PPPK competency development policy.

This study examines emotional abuse toward adolescents from the perspective of Qur’anic interpretation, particularly through QS. Luqman [31]:13, as an effort to understand the relationship between parenting patterns and the formation of adolescent self-esteem. Emotional abuse, such as verbal humiliation, intimidation, emotional neglect, and excessive criticism, often occurs unconsciously within family environments and contributes significantly to psychological disturbances among adolescents. Employing a qualitative approach based on library research and thematic interpretation (tafsīr maudhū‘ī), this study analyzes Qur’anic values related to communication ethics, emotional protection, and the preservation of human dignity. The findings reveal that QS. Luqman [31]:13 presents a compassionate educational communication model through the expression yā bunayya, reflecting affection, emotional validation, and persuasive parenting. The Qur’an positions children as dignified human beings whose psychological well-being must be protected from destructive verbal and emotional treatment. This study argues that Qur’anic educational values provide preventive principles against emotional abuse by promoting empathy, respectful communication, and emotional security within the family. Theoretically, this research contributes to the development of Islamic psychology and Qur’anic parenting studies by positioning the Qur’an as a foundational framework for adolescent mental well-being and healthy self-esteem formation.

This study aims to analyze community participation in premarital guidance services in Grogol District, Kediri, from the perspective of sociology of law and legal consciousness. This research employs a qualitative field research approach through observation, interviews, and documentation. The analysis uses a socio-legal approach to understand the relationship between legal norms, social culture, religious relations, and community social practices in premarital guidance services. The findings reveal that community participation is not entirely based on substantive legal awareness, but is still influenced by administrative compliance, socio-religious legitimacy, educational background, family environment, and public perceptions of the role of the Office of Religious Affairs (KUA). On the other hand, premarital guidance services have important implications for strengthening legal awareness, improving family communication, and functioning as a preventive instrument to minimize domestic conflict and divorce. This study confirms that the effectiveness of premarital guidance services is determined not only by formal regulations, but also by the social, educational, and cultural approaches developed by KUA within the community.

This study examines the relationship between development and culture in Bengkulu Province during the leadership of Razie Jachya (1989–1994), focusing on how the New Order's developmentalist politics promoted the institutionalization of local culture, which later became the historical foundation for cultural commodification. Previous studies on regional development during the New Order have predominantly emphasized economic growth and administrative governance, while the relationship between development and the transformation of local culture has received relatively limited scholarly attention. This research aims to explain how development not only reshaped the social order but also transformed the position and function of culture in public life. Employing the historical method—including heuristics, source criticism, interpretation, and historiography—the study is analytically informed by Arturo Escobar’s theory of developmentalism and George Yúdice’s concept of culture as a resource. The findings reveal that development under Razie Jachya represented a form of developmentalism that expanded state intervention through the sectors of public health, social welfare, education, youth affairs, and culture. In the cultural sphere, policies such as the Tabot Festival, the establishment of the Bengkulu Museum, the development of cultural studios, cultural documentation programs, and the incorporation of local content into education demonstrate the institutionalization of local culture through state policies and institutional mechanisms. This process transformed culture from a communal practice into a developmental resource employed for regional identity formation, political legitimacy, and territorial promotion. The study concludes that although cultural commodification had not yet fully developed during the 1989–1994 period, the institutionalization of culture under Razie Jachya established the historical foundation that enabled the subsequent expansion of cultural commodification. These findings highlight the importance of positioning cultural communities as the primary actors in regional cultural governance to ensure that the utilization of culture for development remains aligned with the preservation of local cultural values.

The boycott movement against multinational food and beverage (F&B) brands, particularly McDonald's, KFC, and Starbucks, has emerged as a significant form of consumer activism in response to the Israel–Palestine conflict. This study aims to examine the influence of media exposure and social boycott movements on public perceptions and consumer boycott behavior through the perspective of Cognitive Dissonance Theory. The research employed a quantitative explanatory design using a survey method with structured questionnaires administered to respondents. Data were analyzed using descriptive statistics and factor analysis to identify the dominant determinants influencing public participation in the boycott movement. The findings indicate that media exposure and social boycott campaigns significantly shape public perceptions, which subsequently encourage changes in consumer behavior toward boycott participation. Factor analysis extracted five principal factors that collectively explained 68.066% of the total variance, indicating that the proposed model adequately represents the dimensions of boycott behavior. The most influential indicator was respondents' participation in boycott actions based on media information (loading = 0.814), followed by actively seeking updated information about products perceived to support Israel (loading = 0.804). These findings demonstrate that persuasive communication, digital information dissemination, and collective participation are the primary determinants of consumer boycott behavior. The study confirms the relevance of Cognitive Dissonance Theory in explaining how inconsistencies between consumers' moral values and purchasing behavior encourage behavioral change through ethical consumption. This research contributes to the literature on consumer behavior, digital activism, and ethical consumption by highlighting the strategic role of social media in shaping public perceptions and mobilizing collective action in humanitarian issues.

This study examines the fragmentation of scholarly discourse on organizational learning in the public sector and the limited attention given to bureaucratic barriers faced by developing countries in responding to the challenges of the VUCA (Volatility, Uncertainty, Complexity, and Ambiguity) and BANI (Brittle, Anxious, Nonlinear, and Incomprehensible) eras. By bridging global developments in organizational learning studies with the specific complexities of Indonesian bureaucracy, this research employs a Systematic Literature Review (SLR) guided by the PRISMA 2020 protocol, complemented by bibliometric analysis of 60 Scopus-indexed publications from 1995 to 2026. The findings reveal a paradigmatic shift from conventional organizational learning approaches toward adaptive performance-oriented models. Furthermore, this study identifies six major dimensions of barriers affecting public sector learning transformation: policy, organizational structure, institutional culture, governance capacity, technological readiness, and psychological factors. Based on these findings, the study proposes the “Indonesian Corporate University (CorpU) Contingency Model,” which integrates regulatory alignment, cultural transformation, and strategic adaptability as key pillars for strengthening organizational learning capacity. Theoretically, this research extends the application of Contingency Theory within public sector knowledge management by emphasizing contextual alignment between organizational design and environmental complexity. Practically, it offers a strategic roadmap for government institutions to develop sustainable and resilient learning ecosystems in the face of continuous bureaucratic transformation.

Competency development for Civil Servants (Aparatur Sipil Negara/ASN) in the public sector is often constrained by administrative formalism (digital formalism) and implemented in a fragmented manner without a clearly defined strategic roadmap. This study aims to develop a Micro Human Capital Development Plan (HCDP) framework for the Functional Position of Human Resource Analyst for Civil Service (Analis Sumber Daya Manusia Aparatur/HR Analyst) within the Election Supervisory Agency of the Republic of Indonesia (Bawaslu RI) by operationally redefining the ADDIE model (Analysis, Design, Development, Implementation, and Evaluation) as a strategic organizational architecture. This framework addresses the absence of an integrated HCDP document and the misalignment between training materials and the Position Competency Standards (Standar Kompetensi Jabatan/SKJ), which has led to significant disparities in training credit hours (Jam Pelajaran/JP) among employees. This study employs a descriptive qualitative approach through policy document analysis and a systematic literature review. The findings indicate that the Analysis phase successfully identifies actual technical competency gaps (skill gaps) based on Position Information Analysis (Analisis Jabatan/Anjab). Subsequently, the Design and Development phases produce a competency-theme matrix accompanied by an adaptive participant quota load-balancing strategy aligned with the agency's operational cycle. During the Implementation phase, the curriculum is integrated into Bawaslu's Learning Management System (LMS) ecosystem to operationalize the Zero-Cost Competency Development (Bangkom Nol Rupiah) initiative. Finally, the Evaluation phase establishes quality assurance instruments and equitable mechanisms for monitoring the distribution of training credit hours. The proposed HCDP framework is positioned as an internal reference model and pilot project that is essential for transforming Bawaslu's human resource management from a merely administrative function into an inclusive evidence-based policy framework that strengthens the professionalism of election oversight.

This article examines Maqāṣid al-Syarī‘ah as a paradigm of modern legislation in the formation of Indonesian national law. The main issue addressed is the absence of a systematic methodological framework for integrating public interest values into the legislative process, causing lawmaking to often remain limited to formal validity without fully reflecting substantive justice. Previous studies have generally positioned maqāṣid as an interpretive framework or normative principle in Islamic legal reform, while its operationalization as a legislative methodology within national lawmaking remains limited. This study employs normative legal research with statutory, conceptual, and maqāṣidī approaches, using Jasser Auda’s systems theory as the analytical framework. The findings show that maqāṣid values have been substantially internalized in several areas of national law, particularly in marriage regulation, human rights protection, domestic violence prevention, environmental protection, and the safeguarding of human dignity. However, such integration remains partial, implicit, and has not yet been institutionalized as an operational instrument in lawmaking. The novelty of this article lies in reconstructing maqāṣid not merely as an ethical-normative principle, but as a systemic legislative methodology. This article proposes a maqāṣid-based legislative model consisting of five stages: identifying the objectives of Sharia, analyzing the social context, formulating legal norms, testing public interest, and conducting systemic evaluation. This model is expected to strengthen the development of national law oriented toward substantive justice, public welfare, human dignity, and social sustainability.

The expansion of digital platforms has reconfigured marketing communication, positioning social media interactivity as a key mechanism for cultivating consumer loyalty. While prior studies have examined social media effects broadly, limited attention has been given to how interactive messaging functions as a distinct relational driver within platform-specific contexts. This study addresses this gap by investigating the effect of interactive social media messaging on consumer loyalty through Traveloka’s Instagram account among student consumers in Solo. Grounded in relationship marketing and engagement theory, the study employs a quantitative explanatory design. Data were collected from 100 students using purposive sampling and analyzed through simple linear regression. The findings indicate that interactive messaging exerts a strong and statistically significant positive effect on consumer loyalty (β = 0.913; t = 12.424; p < 0.05), explaining 61.2% of the variance (R² = 0.612). This suggests that interactivity—operationalized through responsiveness, dialogic communication, and participatory content—constitutes a central mechanism in strengthening consumer–brand relationships. The study advances digital marketing scholarship by demonstrating the explanatory power of interactive messaging as a measurable construct and offers practical implications for optimizing Instagram-based communication strategies in the digital travel industry.
