Abstract

The rapid growth of tourism in Nusa Lembongan has strengthened the local economy but has also increased the risk of coastal environmental pollution from hotels, restaurants, and marine tourism activities. Environmental protection is governed through the coexistence of awig-awig (customary law) and Law Number 32 of 2009 on Environmental Protection and Management. Differences in their principles and enforcement mechanisms create challenges in achieving effective environmental governance. This study aims to analyze the challenges of harmonizing awig-awig with Law Number 32 of 2009 and to identify strategies for strengthening environmental law enforcement against coastal pollution. An empirical legal research design was employed using statutory and factual approaches. Data were collected through interviews, observations, documentation, and literature review, and analyzed qualitatively. The findings indicate that harmonization is constrained by weak coordination between customary and government institutions, differences in enforcement procedures, and the lack of integration between customary and statutory sanctions. Effective harmonization requires aligning the provisions of awig-awig with national legislation, strengthening institutional coordination, increasing community participation, and improving the supervision of tourism-related business activities. Integrating customary and state legal systems can enhance environmental law enforcement, strengthen legal certainty, and support the long-term sustainability of Nusa Lembongan’s coastal environment.

Abstract

Abstract

The legal issue in this study focuses on the unclear criminal law regulation of artificial intelligence-based voice cloning practices used for commercial purposes, especially in relation to Article 113 of Law Number 28 of 2014 concerning Copyright. The practice of voice cloning raises issues regarding the legal status of cloned voices as well as legal protection for the original voice owner as performers. This study aims to analyze the legal status of voice cloning from the perspective of the Copyright Law and assess whether the use of voice cloning for commercial purposes without permission can be subject to criminal sanctions based on Article 113 of Law Number 28 of 2014. The research method used is normative juridical law research. The results of the study show that the human voice is not a creation, but an object of Related Rights attached to the performer. The cloned voice cannot be categorized as an original creation that stands alone because it is formed based on existing human voice data, so legally it is more accurately understood as a form of transformation or derivative work of the object of the Related Rights. The use of voice cloning without the permission of the original voice owner for commercial purposes meets the elements of acts without rights, violation of economic rights, and commercial purposes. Therefore, juridically normative, the practice of voice cloning for commercial purposes can be qualified as a criminal act of copyright infringement and related rights and can be subject to criminal sanctions based on Article 113 of Law Number 28 of 2014 concerning Copyright, even though artificial intelligence technology has not been explicitly regulated in the law.

Abstract

Human Immunodeficiency Virus (HIV) is a virus that attacks the immune system and may progress to Acquired Immunodeficiency Syndrome(AIDS). Prevention of mother-to-child transmission of HIV can be achieved through the Prevention of Mother-to-Child Transmission (PMTCT) program, including HIV testing among pregnant women. The success of HIV testing implementation is influenced by healthcare providers’ roles and maternal knowledge. This study aimed to determine the relationship between healthcare providers’ roles and maternal knowledge with the implementation of HIV/AIDS testing in the PMTCT program among pregnant women at Baiturrahman Public Health Center, Banda Aceh City. This study used an analytic observational design with a cross-sectional approach. The research was conducted in July 2024 with a sample of 44 pregnant women selected using accidental sampling. Data were collected using questionnaires and analyzed using univariate and bivariate analysis with the Chi-Square test at a significance level of α = 0.05. The results showed that most respondents perceived healthcare providers as having an active role (33 respondents; 75%), had good knowledge (26 respondents; 59.1%), and accepted HIV/AIDS testing (36 respondents; 81.8%). The Chi-Square test revealed a significant relationship between healthcare providers’ roles and HIV/AIDS testing implementation (p = 0.001), as well as between maternal knowledge and HIV/AIDS testing implementation (p = 0.000). It can be concluded that healthcare providers’ roles and maternal knowledge are significantly associated with HIV/AIDS testing implementation in the PMTCT program. Strengthening education, counseling, and health promotion by healthcare providers is needed to improve HIV testing coverage and prevent mother-to-child HIV transmission.

Abstract

The Church is a community of God's people that has a divine and human character because it consists of people who live in a certain time and place. Departing from its human characteristics, the Church Pastoral Pattern is expected to be able to adapt to the situation and real needs of the people. Pastoral actors are expected to be able to work based on data, not assumptions or interpretations without foundation. On the basis of this understanding, the author tries to implement data-based pastoral through the BIDUK application which has begun to be used in the Archdiocese of Makassar, especially in the Renya Rosari Deri Parish. The research method used in this study is a mixed method, in which quantitative data on parishioners recorded in the BIDUK application are collected and processed into a report that describes the real condition of the parishioners, followed by a qualitative theological analysis and reflection on the findings. From the analysis and theological reflection, the author will provide pastoral advice that is expected to provide answers to the needs of the people.

Abstract

Digitalization plays a role as a thing that moves in modern service management. Digitalization is not only used for administrative work needs, but also for the process of restructuring operations, optimizing information circulation, improving data accuracy, and strengthening accountability mechanisms. The purpose of this study is to see how digitalization in agriculture is able to serve elderly farmers in the subsidized fertilizer scenario. This research method uses the systematic literature review method with PRISMA logic. Data was obtained from articles published from 2021-2026 with a total of 17 articles. The results of this study are that the use of technology or digitalization in the agricultural sector has obstacles in its skills for elderly farmers such as low digital literacy and difficulties in accessing technology. This research proposes to build inclusive technology in four dimensions, including system readiness to ensure easy access to digitalization for elderly farmers.

Abstract

Indonesia's School Literacy Movement (Gerakan Literasi Sekolah/GLS) has primarily been implemented through habitual reading activities, while the integration of pesantren pedagogical traditions into literacy programs remains limited. This study examines the transformation of the sorogan tradition into a school literacy practice through the Sorogan Buku Program at MA Ali Maksum Yogyakarta, its implementation, and its implications for strengthening students' literacy culture. A qualitative case study approach was employed. Data were collected through observation, in-depth interviews, and document analysis, then analyzed using the Miles and Huberman interactive model. Data triangulation ensured the trustworthiness of the findings. The results reveal that the sorogan tradition has been successfully transformed into a school literacy practice while preserving its pesantren pedagogical values. The Sorogan Buku Program is implemented through systematic planning, implementation, monitoring, and evaluation, creating a literacy cycle based on guided learning, oral presentation, and constructive feedback. This transformation enhances students' reading habits, comprehension and communication skills, independent learning, and academic responsibility. The study contributes to the conceptualization of sorogan as a literacy-based pedagogical model that supports the development of the School Literacy Movement in pesantren-based madrasahs.

Abstract

The family is the first and most fundamental educational institution, providing children with their earliest learning experiences before they enter formal education. It plays a crucial role in developing moral values, religious understanding, intellectual abilities, emotional maturity, and character. This study examines the characteristics of family education from the perspective of the Qur'an and Hadith using a library research approach with qualitative content analysis. The findings indicate that Islamic family education is a lifelong process beginning before birth and continuing throughout human life, encompassing the stages of conception, prenatal development, and postnatal upbringing. The Qur'anic parable of the good tree in Surah Ibrahim (14:24–25) reflects three essential characteristics of Islamic family education: strengthening aqidah as its foundation, providing beneficial knowledge to foster intellectual growth, and cultivating noble character together with positive social relationships. These characteristics contribute to the development of shalih and shalihah children who possess strong faith, broad knowledge, exemplary character, and the ability to face contemporary challenges while remaining committed to Islamic values.

Abstract

The swift advancement of Artificial Intelligence (AI) has revolutionized the process of legal decision-making by enhancing efficiency, precision, and the digitalization of judicial systems. Nevertheless, this shift has not been matched by a robust ethical and regulatory framework in Indonesia, leading to issues concerning transparency, accountability, the safeguarding of human rights, and legal certainty. This research aims to develop an ethical and regulatory structure for AI within Indonesia's legal decision-making framework by merging principles of AI governance with constitutional ideals. A normative legal methodology is employed, utilizing conceptual, statutory, and comparative approaches through the examination of national legislation, legal theories, and international AI governance standards. The results indicate that AI regulation in Indonesia remains disjointed, lacking defined standards for AI ethics, algorithmic auditing, legal accountability, and oversight for AI-assisted legal decisions. The study advocates for a holistic framework that incorporates transparency, fairness, accountability, human supervision, human rights protection, and Pancasila values, serving as a normative basis for AI regulation in the legal domain. This framework aims to lay the groundwork for developing adaptable, accountable, and human-centric AI policies, ultimately reinforcing legal certainty and public confidence in Indonesia's legal system.

Abstract

The implementation of Electronic Medical Records (EMR) is part of the digital transformation of healthcare services aimed at improving service quality, work efficiency, and the quality of health information management. The success of EMR implementation is not only determined by technological readiness but also influenced by the level of satisfaction of healthcare workers as system users. This study aims to analyze factors related to healthcare worker satisfaction in the use of EMR at the Darussalam Community Health Center (Puskesmas Darussalam). The study used an observational analytical design with a cross-sectional approach. The study sample consisted of 40 healthcare workers selected using a total sampling technique. Data were collected using a structured questionnaire that had met validity and reliability tests, then analyzed using the Chi-Square test with a significance level of 95%. The results showed that most respondents were aged 30–40 years (45.0%), were female (65.0%), had worked for 5–10 years (45.0%), and had attended EMR training (60.0%). Bivariate analysis showed that age (p=0.041) and history of EMR training (p=0.008) were significantly associated with healthcare worker satisfaction, while gender (p=0.321) and length of service (p=0.274) were not significantly associated. EMR training was shown to be the most significant contributing factor to user satisfaction. It was concluded that competency improvement through continuous training and improvements in the quality of systems and infrastructure are necessary to increase staff satisfaction and support the successful implementation of Electronic Medical Records in Community Health Centers.
