Abstract

This research analyzes the implementation of the Regent of Cirebon Regulation Number 66 of 2021 concerning the Talent Management System for Civil Servants (Aparatur Sipil Negara, ASN) within the Cirebon Regency Government. The policy aims to create a professional, accountable, and competitive bureaucracy through the systematic development of human resources based on merit principles. However, in practice, several challenges emerge, including inadequate understanding of talent management concepts, uneven competence mapping, and limited digital integration in the implementation process. This study applies a qualitative descriptive approach, focusing on the analysis of policy implementation according to the model proposed by Edward III (1980), which emphasizes four key variables: communication, resources, disposition, and bureaucratic structure. Data were collected through interviews with officials from the Regional Civil Service and Human Resource Development Agency (BKPSDM), document analysis, and field observation. The research also employed secondary data from official government reports, performance evaluations, and local regulations related to human resource management. The findings show that the implementation of talent management in Cirebon Regency has been initiated structurally through the issuance of regulatory instruments and the formation of a task force. However, at the operational level, the process has not been fully optimal. The main constraints include limited understanding of talent management among civil servants, absence of standardized performance evaluation systems, and weak inter-departmental coordination in identifying and developing potential talents. In addition, technological support systems such as the digital database and information integration between agencies remain inadequate. The study concludes that successful implementation of talent management requires not only regulatory support but also organizational commitment, leadership, and systematic competence development. The Cirebon Regency Government is advised to strengthen institutional capacity, improve human resource planning, and integrate information systems to support evidence-based and meritocratic personnel management.

Abstract

MSMEs in Blitar City still face difficulties in marketing. Globalization and digitalization require MSMEs to be able to compete competitively in the virtual market. This community service seeks to increase the literacy of MSMEs in Blitar City in implementing the SOSTAC method so that they can compete globally in their marketing. The method used is Participatory Rural Appraisal (PRA) to encourage active community involvement, in this case MSMEs with universities as facilitators. Based on the activities that have been carried out, it was found that MSMEs in general are still unfamiliar with digital platforms. The increase in literacy related to SOSTAC triggers MSMEs' awareness to strategize in marketing and explore the features on digital platforms more thoroughly so that this can have an impact on the engagement of online stores of MSMEs in Blitar City.

Abstract

The use of prompt-based Artificial Intelligence (AI) has grown rapidly in academia, offering efficiency and improved research quality. However, student researchers as novice researchers still face challenges such as difficulty formulating research problems, finding and summarizing relevant academic sources, and limited skills in writing effective prompts. Furthermore, there is a lack of programs or training specifically teaching the optimal use of AI in a research context. This Community Service (PkM) was implemented to provide a comprehensive understanding of the use of prompt-based AI in the context of preparing academic research critically, creatively, and ethically, and to help students utilize it in complex research stages, such as literature searches, problem formulation, and instrument development. This activity collaborated with students from the Faculty of Teacher Training and Education at Ahmad Dahlan University (UAD) as partners. The training implementation method used a blended learning model (online and offline) and a mixed explanatory method (sequential explanatory) to measure the effectiveness of the training through quantitative data (pre- and post-training surveys) followed by qualitative exploration. The results of the activity showed a significant increase in all aspects of student research competency. Understanding of scientific research procedures improved from "quite capable" to "capable–very capable." Furthermore, their ability to formulate research problems, locate relevant references, and develop scientific article outlines also consistently strengthened. This PkM successfully equipped students to be more independently prepared to initiate and conduct undergraduate research and produced training modules that can be used continuously.

Abstract

This study aims to analyze the influence of service quality at the Motor Vehicle Inspection (KIR) Technical Implementation Unit (UPT) on the level of public satisfaction among service users at the Indramayu Regency Transportation Agency. The research background stems from the Transportation Agency's strategic role as a public agency providing essential services to ensure the safety and roadworthiness of motor vehicles on the highway. However, various public complaints indicate shortcomings in terms of service speed, officer accuracy, and the availability of infrastructure. The approach used was a quantitative descriptive explanatory survey method, involving 40 respondents from the public who used the KIR inspection service. Data were obtained through questionnaires, observation, and documentation. Data were then analyzed using validity, reliability, correlation, coefficient of determination, and t-tests to determine the significance of the relationships between variables. The results indicate that service quality has a positive and significant influence on public satisfaction. Service dimensions, including reliability, responsiveness, assurance, empathy, and tangibles, significantly contribute to increased public satisfaction. The correlation analysis revealed a strong relationship between service quality and satisfaction, while the coefficient of determination indicates that the majority of the variation in public satisfaction is explained by the service quality variable. These findings indicate that improving the quality of public transportation services depends not only on the availability of physical facilities, but also on the professionalism of the apparatus and the speed of response to public needs. Improved services at the Technical Implementation Unit (UPT KIR) are expected to encourage the realization of a safe, orderly, and satisfactory regional transportation system for the public.

Abstract

The Dasawisma (Dawis) “Tulip” Family Welfare Empowerment (PKK) Group of RT 13 RW 05 Sukorejo Village need a featured product that can be developed into a pioneering Micro Small Medium Enterprise (MSME/ UMKM). Ecoprint has the potential to be a featured product because the materials are available around the Dawis environment, such as Yellow trumpet tree (tabebuya), Jamaica cherry (kersen), Mahogany, Tropical almond (ketapang), and Cosmos (kenikir). The leaves and bark of these plants can be used as ecoprint materials and natural dyes. On this basis, two solutions are offered: 1) increasing the knowledge of the Dawis members in developing eco-friendly ecoprint, 2) increasing the skills of the Dawis members in making ecoprint as a pioneer to create a business unit. These can be achieved through the introduction of eco-friendly ecoprint, increasing the capacity of skills through training and mentoring, as well as monitoring and evaluation of ecoprint products as a pioneering business unit. The results of community service show that: 1) increased knowledge of Dasawisma group members about ecoprint, 2) an increase in ecoprint-making skills of Dasawisma Tulip members, 3) produced hijab, pashmina, and clutch products. The outputs achieved are 1) news in electronic mass media, 2) copyright on ecoprint making procedures, 3) publication of activity videos, and 5) journal publications that are in the process of being submitted. This community service activity is in line with SDGs 4 (Quality Education) and SDGs 9 (Industry, Innovation, and Infrastructure).

Abstract

Masyarakat cagar budaya eks pengepul nila di Kulon Progo memiliki sejarah panjang dalam mengolah dan memanfaatkan tanaman Indigofera. Akan tetapi, pengetahuan dan keterampilan tersebut mulai tergerus oleh perubahan zaman, rendahnya minat generasi muda, serta kurangnya inovasi dalam pengembangan produk berbasis kearifan lokal. Hal ini menyebabkan nilai budaya yang berharga tersebut terancam hilang apabila tidak ada upaya revitalisasi. Pengembangan batik abstrak berbahan pewarna Indigofera merupakan salah satu solusi yang dapat menghubungkan kembali masyarakat dengan tradisi leluhur mereka. Batik abstrak dapat menjadi media ekspresi kreatif yang lebih mudah diterima oleh generasi muda, sementara penggunaan pewarna alami Indigofera memperkuat identitas historis Kulon Progo. Dengan demikian, kegiatan ini tidak hanya menghasilkan produk batik yang bernilai seni dan ramah lingkungan, tetapi juga berkontribusi terhadap pemberdayaan ekonomi masyarakat, peningkatan kreativitas, dan pelestarian budaya lokal. Oleh karena itu, penting untuk melakukan pengembangan batik abstrak dengan pewarna Indigofera bagi masyarakat cagar budaya eks pengepul nila di Kulon Progo sebagai bentuk inovasi yang berorientasi pada keberlanjutan, kemandirian, dan pelestarian warisan budaya.

Abstract

Global mobility and family migration have placed diaspora children in complex developmental contexts, particularly in relation to cultural identity formation and self-esteem. Living at the intersection of cultures requires diaspora children and adolescents to negotiate personal, ethnic, and national identities simultaneously, which may influence their psychological well-being. This study aims to explore the subjective experiences of diaspora children in constructing cultural identity and its relationship with self-esteem. The study employed an interpretative phenomenological qualitative approach using semi-structured interviews with three diaspora children aged 12–15 years living in Australia from multicultural family backgrounds. Data were analyzed using thematic analysis. The findings indicate that the lived experiences of diaspora children are dynamic and shaped by length of residence in the host country, age, and family background. Participants with early and prolonged cross-cultural exposure tended to demonstrate more stable cultural identity integration, whereas those in the early phase of migration experienced greater identity confusion and fluctuating self-esteem. Integrated cultural identity was associated with more positive self-esteem, which functioned as a psychological resource in socio-cultural adaptation. Furthermore, family support and school environments played a crucial role in fostering identity integration and a sense of belonging. Participants’ narratives also highlighted the need for safe reflective spaces, underscoring the relevance of multicultural counseling in supporting the psychosocial development of diaspora children. This study contributes to the literature by deepening the understanding of the relationship between cultural identity and self-esteem among diaspora children and emphasizes the importance of culturally sensitive counseling approaches in multicultural contexts.

Abstract

Kabupaten Pangandaran merupakan salah satu destinasi wisata bahari unggulan di Jawa Barat yang memiliki potensi alam, budaya, dan kearifan lokal yang kaya. Namun, kualitas pemanduan wisata di daerah ini masih terbatas karena sebagian besar pemandu hanya menyampaikan informasi faktual tanpa menghidupkan nilai budaya dan cerita lokal dalam narasi wisata. Kegiatan pengabdian kepada masyarakat ini bertujuan untuk meningkatkan kompetensi calon pemandu wisata bahari melalui pelatihan berbasis storytelling yang mengangkat legenda dan cerita rakyat Pangandaran. Program dilaksanakan dalam tiga tahapan, yaitu: (1) persiapan melalui observasi kebutuhan dan penyusunan modul pelatihan, (2) pelaksanaan berupa workshop, simulasi pemanduan, dan praktik bercerita di lokasi wisata, serta (3) evaluasi dan pendampingan lanjutan melalui pembentukan komunitas Duta Wisata Storytelling. Hasil kegiatan menunjukkan peningkatan kemampuan peserta dalam menyusun dan menyampaikan cerita wisata, peningkatan kepercayaan diri berbicara di depan publik, serta pemahaman lebih mendalam terhadap nilai budaya dan kearifan lokal. Sebagian besar peserta menilai pelatihan relevan dengan kebutuhan mereka sebagai calon pemandu wisata bahari. Kegiatan ini berkontribusi dalam memperkuat kapasitas generasi muda Pangandaran sebagai pemandu wisata yang komunikatif, berkarakter, dan berwawasan budaya.

Abstract

Climate change has caused significant impacts on coastal areas, particularly in the form of tidal flooding, coastal abrasion, and environmental degradation, which in turn affect food and nutrition security as well as the socio-economic conditions of local communities. This community service activity aimed to strengthen food and nutrition security while enhancing the adaptive capacity of coastal communities to climate change through the sustainable utilization of mangrove ecosystems by implementing mangrove honey bee cultivation in Tugu District, Semarang City. The program employed a participatory community-based approach that included socialization activities, a one-day technical training on mangrove honey bee cultivation, the establishment of a community business group, and the assessment of participants’ knowledge improvement using pretest and posttest methods. The results indicated an increase in participants’ knowledge following the training, accompanied by improved community awareness regarding the importance of mangrove conservation and the economic potential of mangrove honey as a nutritious food source. Furthermore, the program successfully facilitated the formation of a mangrove honey bee management group oriented toward sustainable business development. Based on these findings, it can be concluded that mangrove honey bee cultivation has strong potential as an effective climate change adaptation strategy to support food and nutrition security as well as the economic resilience of coastal communities. The recommendations emphasize the need for continuous mentoring, strengthening of community business institutions, and the integration of mangrove conservation programs with local economic development to support the implementation of nature-based community service models in coastal areas.

Abstract

Developing an entrepreneurial mindset from an early age is essential due to the high levels of creativity, innovation, and energy typically possessed by young individuals. However, entrepreneurial skills and motivation among dental health students and graduate alumni at Poltekkes Kemenkes Semarang remain limited due to inadequate mentorship and training. This community service program aimed to enhance entrepreneurial motivation and to strengthen knowledge and practical skills in developing dental health education media through the Denta Go model. The program was conducted on 13 August 2025 at the Graduate Building of Poltekkes Kemenkes Semarang and involved 20 participants, consisting of 10 dental health students and 10 graduate alumni. The intervention included entrepreneurship education, training on the development of Denta Go educational media, and hands-on simulation of the game. The results demonstrated increased participant motivation toward entrepreneurship, along with improved knowledge and skills in producing and implementing Denta Go media. The Denta Go model was perceived as easy to produce, attractive, and commercially viable, while also serving as an effective educational tool applicable in community settings. This program indicates that integrating entrepreneurship training with innovative dental health education media can support both skill development and entrepreneurial engagement among health students and graduates.
