Abstract

This study purposed to determine the implementation of organizational communication and supporting factors and obstacles to the implementation of organizational communication in the Samsat Office of  Bulukumba Regency. This study used qualitative methods. The number of informants in this study was 9 people. Data collection techniques used interviews, observation, and documentation. The results of this study indicated that the implementation of organizational communication in the Office of Samsat Bulukumba Regency which included downward communication that had been well established so that the message delivered produced positive feedback, upward communication had been carried out well with the approach to staff in collaborating in carrying out their duties, and horizontal communication was effective  by  supporting  each other and  respect and cooperation in achieving the realization target. Supporting factors were the existence of a communicator who had high authority, friendly, firm in making decisions, and could control emotions in solving conflicts that often occured.

Abstract

This study purposed to determine the responsiveness of waste management service in the Makassar City parks and Sanitation Department. This study used descriptive research with a qualitative appoarch. Data collection techniques were interview, observation and documentation. Data analisys used data reduction, data presentation and conclusions, while the validity of the data used triangulation of sources, techniques and time. The results of the study showed that the level of government responsiveness in waste management service in the Makassar City Sanitation and Sanitation Service was measured in four dimensions: speed of service, accuracy of service, precision of service and abilityto respond to complaints that were still low in meeting the needs of the community such as providing facilities and infrastructure and improvement of waste transportation schedules that had not been fully met.

Abstract

The purpose of this study was to find out the role of the government in empowering porang farmers in Sinjai Regency. This study used  a qualitative research method with a descriptive type of research. Data collection techniques were observation, interviews and documentation. The informants in this study consisted of 7 (seven) people who were determined by purposive sampling. The results of this study showed 4 (four) indicators of the role of the government of the Department of Horticulture and Plantation in Sinjai Regency, namely: 1) As a facilitator, the presence of the government in empowering porang farmers was very important because it could provide information to farmers about porang plants and the government also facilitating farmers 2) As an innovator, the government provided innovation to farmers about porang cultivation techniques and the government cooperated with banks and CV companies. Celebes 3) As a Modernizer, the Government led farmers towards modern life, namely the ability to master science and technology as well as the ability to process natural wealth 4) As a Pioneer, the Government became a role model for farmers, for example managing materials that used to only pollute the environment and could be processed and utilized by farmer.Keywords: Role of Government, Empowerment of Farmers, Porang Plants

Abstract

This research aimed to know the direct  and indirect control wich have been done by a company employee of a slaughterhouse Makassar city in managing slaughters house in Makassar city. The type of this research is qualitative research by describing the form of the direct  and indirect control performance employees. This kind of research is phenomenologycal research. In collecting data, the researcher use observation, interview, and documentation technique. Data analysis technique use data reduction, data presentation, and conclusion. To determine the validity of the data used triangulation technique, time triangulation, and source triangulation. The results of this research was  indicate that direct and indirect control by employees of local companies slaughterhouse of Makassar city in managing slaughterhouses conciderate that employees performance has not been maximized, the researcher still found productive female animals and  animals died that are not slaughtere, and the slaughterhouses is uncleanliness and it hygiene are also not found.  Keywords: controlling performance,employees

Abstract

Tujuan penelitian ini adalah untuk mengetahui apakah terdapat kesamaan dalam pelayanan publik, keadilan dalam pelayanan publik, tingkat tanggung jawab pegawai dalam pelayanan publik dan loyalitas pegawai yang menitikberatkan pada etika birokrasi. Etika birokrasi sebagai seperangkat nilai yang menjadi acuan atau panduan bagi tindakan manusia dalam organisasi. Metode penelitian ini menggunakan penelitian kualitatif dengan tipe deskriptif. Lokasi penelitian ini dilaksanakan di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Pangkep. Dengan 9 informan terkait judul penelitian, teknik pengumpulan data yang digunakan adalah observasi, wawancara dan dokumentasi. Hasil penelitian ini dapat disimpulkan bahwa penerapan etika birokrasi dalam pelayanan publik masih perlu ditingkatkan agar masyarakat benar-benar mendapatkan pelayanan yang maksimal, hal ini dapat dilihat dari: 1) masih terdapat tindakan nepotisme dalam pemberian pelayanan dengan diskriminatif pelayanan kepada masyarakat, 2) Dari segi keadilan, Masih ada tindakan diskriminatif dalam pelayanan. 3) Dari sisi tanggung jawab, perlu adanya kerjasama yang baik, pengawasan dan tindakan tegas terhadap petugas dalam melaksanakan tugasnya dan 4) Loyalitas karyawan juga masih kurang dalam aturan, masih ada karyawan yang melanggar aturan yang ada.Kata kunci: Etika, Birokrasi, Pelayanan Publik.

Abstract

This study aims to determine the effect of employee professionalism on the quality of public services at the population and civil registration services in Kolaka Utara district. The main problem in this research is that the writer finds that the level of work professionalism is not entirely good. The type of research used is quantitative research that aims to describe the object of research or research results through data or samples, the data collection techniques used are observation, questionnaires and documentation. The method in this study used a simple regression analysis method with hypothesis testing, namely the T test. The number of samples was 50 people using the Incidental Sampling Technique Method. Based on the statistical results of the t-test for the variable employee work professionalism, a significance level of 2.699  r^table 0.278 was obtained which succeeded in proving that "Employee work professionalism has a significant effect on the quality of public services in the population and civil registration services of Kolaka Utara district. Statistically, it can be shown that the professionalism of employee work does have a significant influence on the quality of public services at the Population and Civil Registry Service in North Kolaka Regency.

Abstract

ABSTRAKPenelitian ini  bertujuan guna mengetahui bagaimana  staretegi pelayanan di badan kesatuan bangsa dan politik   kabupaten takalar agar terwujudnya pelayanan administrasi yang  efektif. Adapun jumlah informan pada penelitian ini   adalah 8 (delapan) orang. Dengan menggunakan Teknik pengumpulan data wawancara, observasi, dokumentasi, dokumen perusahaan, dan studi Pustaka. Hasil penelitian menunjukan bahwa strategi pelayanan administrasi di badan kesatuan bangsa dan politik kabupaten takalar dapat dilihat dari aspek 1) atribut layanan masyarakat sudah dikatakan efektif, hal ini bisa dilihat dari sarana dan prasarana yang sudah cukup memadai, 2) aspek pendekatan untuk penyempurnaan layanan belum bisa dikatakan efektif, hal ini dikarenakan masih lambatnya pegawai dalam menyelesaikan surat menyurat yang dipengaruhi oleh kurangnya SDM, 3) aspek implementasi manajemen juga belum bisa dikatakan efektif, hal ini dikarenakan pelatihan untuk para pegawai di badan KESBANGPOL kabupaten takalar kiranya masih kurang, dan aspek ke 4) system umpan balik sudah dikatakan efektif yakni dari kecakapan kepala badan kesatuan bangsa dan politik kabupaten takalar dalam memahami kendala yang dialami oleh masyarakat.

Abstract

ABSTRACTThe purpose of this study was to find out how the Online-Based Hotel and Entertainment Tax Service Innovation at the Makassar City Regional Revenue Agency. This study used qualitative description research methods and data collection techniques used  interviews, observation and documentation. The results of the study showed that online-based hotel and entertainment tax service innovations at the Makassar City Regional Revenue Agency were part of eleven types of taxes that  incorporated in the "SIMPAKDU" integrated tax information system. It provided a data recording device that directly supervised by Korsupgah KPK RI so that it could provide many benefits and made it easier for taxpayers because they no longer needed to come to the office for reporting, calculating and paying taxes. However, there were still types of taxes and taxpayers who still used the manual system and not all of them could  be reached to be online because of the high cost of the tools and the lacked of fulfillment of the tools caused by the lacked of budget. Keywords: Service innovation, Hotel and Entertainment Tax, Online Based

Abstract

This study aimed to determine the implementation process of Village Community Empowerment based on Cash-Intensive Work Program in Tongkonan Basse Village, Masalle District, Enrekang Regency. This type of research was qualitative research. Informants were 5 people. Data collection techniques were observation, interviews and documentation. The results of this study showed that in the process of implementing empowerment-based cash-intensive programs in the village of Tongkonan Basse, the Masalle district had been carried out since 2018, as for the forms of development of cash-intensive labor such as casting farm roads, making rainfalls, building road talud, building pustu (puskesmas helper) and latrine construction. And  also be  the community prefered gardening to participating in the cash-intensive development process. also in terms of empowerment, only a part of the community was empowered with the existence of this cash-intensive program, but when viewed in terms of village infrastructure development the community was prosperous and greatly helped in their daily activities.

Abstract

This study purposed to find out, analyze and describe the Election Commission Accountability Elections in 2019 at Majene Regency. This study used 5 informants. Data collection techniques were observation, interviews and documentation. Data analysis used interactive analysis models and used 3 types of triangulation in data validation. The result of this study showed that the accountability of the general election had been held optimally. There were no significant obstacles in the Majene general election commission and the holding of the 2019 general election was based on procedures by the organizers namely the General Election Commission, anticipating, maintaining, electon documents, and paid attention to the direction, fast and responsive to realize a successful and peaceful election, and institutions that worked together to be successful in holding of the 2019 general election.
