Kajian Ilmiah Mahasiswa Administrasi Publik (KIMAP)
KIMAP: Kajian Ilmiah Administrasi Publik, dengan nomor terdaftar ISSN 2746-0460 (Online), adalah jurnal peer-review, akses terbuka yang diterbitkan enam kali setiap tahun atau sekali dalam dua bulan, yakni Februari, April, Juni, Agustus, Oktober, Desember oleh Program Studi Ilmu Administrasi Negara Fakultas Ilmu Sosial dan Ilmu Politik Universitas Muhammadiyah Makassar. Jurnal ini bertujuan menjadi wadah akademik bagi para peneliti, akademisi, praktisi, dan pembuat kebijakan dalam mengeksplorasi isu-isu strategis serta inovasi dalam tata kelola pemerintahan dan pelayanan publik. Cakupan utama jurnal ini mencakup kebijakan publik, manajemen publik, governance, desentralisasi, pelayanan publik, serta pembangunan berkelanjutan dalam konteks administrasi publik.

Peneliti ini bertujuan untuk mengetahui partisipasi masyarakat dalam pembangunan infrastruktur di Desa Patongloan, Kecamatan Baroko, Kabupaten Enrekang. Penelitian Thia menggunakan penelitian kualitatif. Hasil penelitian ini menunjukkan bahwa partisipasi masyarakat dalam pembangunan infrastruktur di Desa Patongloan, Kecamatan Baroko, Kabupaten Enrekang berupa. 1). Partisipasi pikiran yaitu: a). bentuk keterlibatan masyarakat desa dalam pengambilan keputusan musyawarah perencanaan pembangunan (Musrembang) dan b). keterlibatan masyarakat dalam pembuatan Rencana Pembangunan Jangka Menengah Desa (RPJMDes), 2). Partisipasi energi dalam bentuk pengabdian kepada masyarakat dan gotong royong 3). Partisipasi keahlian dalam bentuk keterampilan, 4). Penyertaan barang berupa alat dan perlengkapan dan 5). Keikutsertaan uang berupa kontribusi dana yang dilakukan oleh masyarakat di Desa Patongloan masih sangat minim dan masih banyak kendala yang terjadi dalam pelaksanaan kegiatan pembangunan infrastruktur tersebut. ABSTRAKTujuan penelitian adalah untuk mengetahui bentuk pencapaian target dari perpustakaan umum, mengetahui kemampuan adaptasi dari perpustakaan umum mengetahui bentuk kepuasan kerja dari perpustakaan umum serta mengetahui bentuk tanggung jawab perpustakaan umum di dinas kearsipan kabupaten Enrekang. Tipe penelitian yang di gunakan adalah pendekatan kualitatif Hasil penelitian menunjukan bahwa Efektivitas Pelayananan Perpustakaan di Dinas Kearsipan Kabupaten Enrekang sudah efektif hanya saja belum dapat dikatakan berjalan dengan baik karena masih ada beberapa kendala yang belum di selesaikan. Dilihat dari pencapaian target, peralatan berupa komputer yang masih kurang dari segi jumlah, adaptasi pihak perpustakaan sudah melakukan sosialisasi berulang kali,kepuasaan kerja pihak perpustakaan sudah bekerja dengan maksimal untuk mencapai target,tanggung jawab sudah memberikan pelayanan yang baik dan melakukan rapat evaluasi untuk memasimalkan layanan.

The aim of the research is to determine the performance of State Civil Service Employees (ASN) in Administrative Services at the Mangarabombang District Office, Takalar Regency. "This type of research uses qualitative methods with descriptive research type, data collection techniques through observation, interviews and documentation. The results of the research show that Quality work, there is a clear improvement in the quality of work at the Mangarabombang District Office, which can be seen from the positive evaluations given by employees. The quantity, volume and efficiency of administrative services at the Mangarabombang District Office vary depending on the type of service and office capacity. On time punctuality, ASN employees in Mangarabombang District are generally disciplined in terms of the stipulated time for entering and leaving the office. Effectiveness, it can be seen that resources at the Mangarabombang District Office have increased with technological advances and larger budget allocations. Independence, ASN employees at the Mangarabombang District Office have demonstrated good service quality by acting independently, taking initiative.

ABSTRACT This study aims to describe how the performance management of the people's service program for land certificates (LARASITA) by the Land Office of Aesesa District, Nagekeo Regency. This research uses a qualitative approach with a descriptive type. The data collection technique is done by interview and documentation. Meanwhile, the selection of informants was used by purposive sampling technique. From this research, the LARASITA program performance management through the team is quite optimal. Especially in good scheduling, the team members are according to the needs in the field and the services provided by the team are quite satisfying to the community even though there are still many obstacles that the team still faces. The biggest obstacles faced were networks, hilly roads, and the most visible socialization. Keywords: Performance management, LARASITA Program, Service Innovation

This study purposed to find out how the position and the National Land Agency of Enrekang Regency work together with the local government of Enrekang Regency in optimizing conflict resolution. This study used qualitative methods carried out by collecting data through library research, field research in the form of observations, in-depth interviews and document research. The results of this study showed that the role of the Enrekang Regency National Land Agency had been proceeding, it could be seen from the regulator's point of view actually arranging to find out the clarity of the conflict that occurred between PT. PN XIV and the community of Maroangin Village, Maiwa sub-district, aspects of the dynamics of the government both sub-districts and village mobilized participation to maintain the dynamics of regional conflict if the meeting did not get a meeting point. This was a step taken by the government, the facilitator aspect facilitated the government from the sub-district to get and discuss the problems together that were the basis of the conflict. and as an actor so that this problem had not been resolved until now but this land conflict was lingering until now.

This research aimed to determine the performance of the District Attorney's Office in Handling Corruption Cases in Enrekang Regency. This study used qualitative research. Data collection techniques were observation and interviews. The number of informants in this study was 5 people. Data analysis used an interactive analysis model. The results of this study showed that the performance of the district attorney's office in handling corruption cases was quite good but needs to be improved to be more optimal, this was seen from the aspect of the quality of each report received by the Attorney's office originating from public reports and from other parties, the quantity for the number of investigators in completing each case required an average of 3 investigators, the timeliness of each employee was required to perform their duties quickly so that they usually finished the task or work in accordance with the time given, the effectiveness of the Attorney's office was good enough, both in terms of work reports, and completion every task or job, because it had worked in accordance with the guidelines and direction.

Thisbstudy aimed to find out the effectiveness of tax services at the tax counseling and counseling service office for the Selayar Islands Regency. This study used a qualitative method. Data collection techniques were observation, interviews, and documentation. The informants in the study consisted of 6 (six) people. The results of this study showed that 1) Achievement of goals. whereKP2KP Benteng provided good service in accordance with the SOP issued by the directorate general of taxes. 2) Integration, socialization carried out by KP2KP Benteng in accordance with operational technical instructions and carried out quite well, in order to provide understanding to taxpayers regarding the rights and obligations of taxpayers, 3) Adaptation, facilities and infrastructure at KP2KP Benteng were adequate enough to assist the service process well, but the service was still often hampered by the usual network that was often disconnected due to the lights that often turn off but this could be handled properly.Keywords: Effectiveness, Tax, Service

peran Dinas Perhubungan dalam meningkatkan kedisiplinan berlendara di Kabupaten Luwu Utara. Penelitian ini menggunakan jenis penelitian kualitatif deskriptif, yaitu untuk mendeskripsikan peran Dinas Perhubungan dalam meningkatkan disiplin berlendara di Kabupaten Luwu Utara. Pengumpulan data dilakukan melalui observasi, wawancara dan dokumentasi. Teknik analisis data adalah reduksi data, penyajian data dan penarikan kesimpulan. Kemudian validasi data dengan cara triangulasi sumber, triangulasi teknik dan triangulasi waktu. Hasil penelitian menunjukkan bahwa: 1) Perencanaan dilakukan dengan merancang kegiatan manajemen lalu lintas dan rekayasa pembangunan di jalan umum berdasarkan identifikasi masalah. 2) Pengaturan dilakukan dengan memperhatikan sejumlah titik yang masih belum dilengkapi rambu-rambu lalu lintas yang didukung kegiatan sosialisasi. 3) Rekayasa belum berjalan optimal. 4) Pemberdayaan dilakukan melalui kegiatan pelatihan dan bimbingan teknis rutin oleh internal Departemen Perhubungan. 5) Pengawasan dilakukan dengan melakukan pengawasan dan pengaturan jalan secara harian dan menugaskan petugas untuk berjaga di beberapa lokasi pusat arus lalu lintas.Kata kunci: Peran, Disiplin Mengemudi, Lalu Lintas

Penelitian ini bertujuan untuk mengetahui pelaksanaan fungsi BPD membahas dan menyepakati rancangan peraturan desa dengan kepala desa, pelaksanaan fungsi BPD untuk menampung dan menyalurkan aspirasi masyarakat desa, pelaksanaan fungsi BPD untuk mengawasi kinerja kepala desa Bonto Padang, Kecamatan Kahu, Kabupaten Bone. Data penelitian dikumpulkan melalui observasi, wawancara, dan dokumentasi. Validasi data dilakukan melalui triangulasi sumber, teknik dan analisis past time melalui reduksi data, penyajian data, verifikasi data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pelaksanaan fungsi Badan Permusyawaratan Desa (BPD) belum berjalan optimal. kehadiran BPD belum membawa aspirasi masyarakat pada saat musyawarah karena BPD belum bersosialisasi dengan masyarakat.

The aim of this research is to find out how effective the General Election Commission (KPU) is in increasing voter participation in the 2020 Makassar Mayoral Election. This type of research uses qualitative methods. The data collection techniques used in this research are observation, interviews and direct documentation in the field. The informants in this research consisted of 6 people. The results of this research show that the Makassar City General Election Commission has been effective in its performance based on 3 (three) indicators of organizational effectiveness, namely: (1) achievement of objectives, existing voter participation is in accordance with the number of existing permanent voter lists (DPT) and voter participation has increased in 2020 compared to the previous regional elections; (2) integration, in terms of socialization the Makassar City KPU carries out socialization not only relying on face-to-face contact but also relying on digital platforms and the public can actively participate in the socialization carried out; (3) adaptation, the Makassar City KPU is able to adapt to changes in rules and regulations, as well as adapt to the changing environment due to the Covid-19 pandemic.
