Abstract

The empowerment of fishing communities is an essential effort to improve the welfare of coastal groups that remain socially and economically vulnerable. This study aims to identify the forms of community empowerment carried out through the Mina Mandiri Glayem Fishermen Group in Juntikedokan Village, Juntinyuat District, Indramayu Regency, as well as to analyze the inhibiting factors in its implementation. This research employed a qualitative descriptive approach with data collection techniques including observation, in-depth interviews, and documentation. The findings show that fishermen empowerment has been implemented through institutional strengthening, the provision of fishing facilities such as boats, engines, and fishing gear, training and mentoring by fisheries extension officers, and marketing facilitation through the Glayem Fish Auction Place (TPI). These programs have improved fishermen’s capacities, expanded market access, and fostered collective awareness to cooperate in advancing group interests. However, the implementation of empowerment programs has not been fully optimal due to several obstacles, including limited capital and facilities, dependence on seasons and weather conditions, low human resource capacity, lack of continuous socialization and evaluation, weak inter-agency coordination, and resistance from some fishermen toward group institutions.

Abstract

This study analyzes the relationship between power structures and bureaucratic hierarchy within Indonesia’s political governance. It focuses on how political power affects bureaucratic professionalism, neutrality, and effectiveness. Using a literature review method, the study examines 15 national publications from 2020-2025 discussing bureaucratic politicization, civil service neutrality, and institutional reform. The analysis applies content analysis with thematic grouping. Findings reveal that bureaucracy remains vulnerable to political intervention and patronage, reducing its independence and performance. However, the application of a merit system and stronger neutrality regulations are strategic measures toward a professional and accountable bureaucracy. The study highlights the importance of balancing political power and bureaucratic autonomy to achieve adaptive and public-oriented governance.

Abstract

Poorly systematic planning, budget constraints, low human resources, and lack of managerial initiative serve as obstacles in managing facilities and infrastructure. Consequently, this results in poorly maintained, damaged, and unusable facilities and infrastructure. The purpose of this research is to understand how facilities and infrastructure are managed at SD Inpres Bumi Sagu. The research foundation used in this study is a qualitative approach with a descriptive type. The data sources used are primary and secondary data. The informants involved in this research number 5 people, with informant selection using purposive sampling technique. Data collection techniques used include observation, interviews, and documentation. Data analysis steps include data collection, data condensation, data presentation, drawing conclusions, and verification. The research results show that planning for facilities and infrastructure at SD Inpres Bumi Sagu does not yet meet needs, with frequent procurement of goods without going through a mature needs planning process; SD Inpres Bumi Sagu does not yet have a digital-based reporting system; the existing facilities and infrastructure are still suboptimal; and recording and documentation of disposed goods are not well organized. The conclusion is that the management of school facilities and infrastructure has generally met basic educational needs, but there are deficiencies in routine maintenance, such as building damage due to extreme weather in Palu, as well as budget constraints that hinder the procurement of modern technological facilities like computers or projectors. Therefore, improvements in maintenance and innovation are needed to enhance educational quality. Suggestions include improving the maintenance system for facilities and infrastructure, allocating special budgets for early repairs, and collaborating with the local education office to obtain technical assistance or additional funds.

Abstract

Implementation of the policy of protection children victims of violence is still experiencing obstacles such as the limitations of the resources in this case the source of the budget and labor, then there is still a lack of understanding of the community in the importance of child protection From acts of violence, making the implementation of the policy of protection children not running optimally. This study aims to determine the obstacles that occur in the implementation of the policy of protection of women and children victims of violence in Parigi Moutong Regency. This study uses the theory of the implementation of van meter and van horn policies, namely there are 6 indicators of policy standards and objectives, resources, characteristics of implementing organizations, communication between related organizations, attitudes of implementers, social, economic and political environment. The results of this study indicate that the implementation of the policy of protection  children victims of violence in Parigi Moutong Regency is not optimal due to the limitations of resources, and social and economic environmental factors are also the biggest challenges inimplementation of this policy.

Abstract

Kasus pekerja migran mejadi salah satu sorotan penting dalam beberapa tahun terakhir. Kasus tersebut meliputi eksploitasi, perdagangan orang, dan terjadinya penipuan, kerja paksa, serta upah yang tidak dibayar oleh majikan atau agen. Kasus-kasus ini dipicu akibat dari minimnya lapangan kerja di dalam negeri, yang membuat sebagian masyarakat bekerja sebagai pekerja migran yang nekat menggunakan jalur ilegal alias non prosedural. Penelitian ini bertujuan untuk mengetahui strategi Dinas Tenaga Kerja dalam mencegah pekerja migran non prosedural di Kabupaten Indramayu, serta menganalisis faktor-faktor penghambat dalam pelaksanaannya. Metode penelitian yang digunakan adalah metode kualitatif dengan tipe penelitian, yaitu pendekatan deskriptif. Teknik pengumpulan data melalui observasi, wawancara mendalam, dan dokumentasi. Hasil penelitian menujukan bahwa strategi Dinas Tenaga Kerja Kabupaten Indramayu dilakukan melalui kegiatan pencegahan dengan melakukan sosialisasi dan edukasi hukum mengenai pentingnya keberangkatan secara prosedural, pelatihan keterampilan dan pemberdayaan ekonomi, serta kerja sama lintas sektor. Adapun faktor-faktor penghambat yang dihadapi meliputi keterbatasan Sumber Daya Manusia (SDM), rendahnya kesadaran masyarakat, intensifikasi sosialisasi di tingkat desa. Secara keseluruhan, strategi yang diterapkan telah berjalan dengan cukup baik, namun masih memerlukan penguatan dalam aspek koordinasi dan pemberdayaan ekonomi. Aspek tersebut mencakup koordinasi yang lemah antarlembaga terkait, yang mengakibatkan perlindungan tidak komprehensif, dan pemberdayaan ekonomi yang tidak efektif, seperti sulitnya akses terhadap modal dan pelatihan, sehingga pekerja migran tetap rentan dan kembali pada masalah lama. Pentingnya penguatan pada kasus pekerja migran non-prosedural, agar upaya pencegahan migran non prosedural dapat terlaksana secara lebih optimal.

Abstract

This study aims to explore the historical roots and driving factors behind the emergence of Comparative Public Administration (CPA) and its relevance within the context of contemporary global governance. Employing a qualitative-descriptive approach through a comprehensive literature review, the research analyzes the paradigm shifts in public administration from the classical era to the modern governance period. The findings indicate that CPA emerged as a response to the limitations of the Western-centric and universalistic classical administrative theories. Factors such as decolonization, modernization, and globalization served as major catalysts for developing a more contextual and adaptive approach to public administration in developing countries. Scholars such as Fred W. Riggs, Ferrel Heady, and Dwight Waldo played pivotal roles in expanding CPA’s analytical scope from structural perspectives to ecological and network-oriented analyses. The study concludes that CPA is not merely a descriptive tool for comparing bureaucratic systems but also a reflective framework for reinterpreting classical bureaucratic values, rationality, efficiency, and accountability, within the complex dynamics of global governance. Thus, CPA holds strategic importance in bridging classical public administration theories with the adaptive governance demands of the globalization and digitalization era.

Abstract

This research aims to examine the performance of Civil Servants (ASN) in public service at the Tanamodindi Sub-District Office, Palu City. The study employed a descriptive qualitative method using Agus Dwiyanto’s (2012) theory, which consists of five performance indicators: productivity, service quality, responsibility, responsiveness, and accountability. This study is based on field research with both primary and secondary data. Data were collected through purposive sampling with six informants, using observation, interviews, and documentation as the main techniques. The findings show that the overall performance of ASN has not yet been fully optimal. In terms of productivity, ASN performed well by providing services that were fast, orderly, transparent, and effective, despite several challenges in the field. For service quality, ASN demonstrated good performance by being polite, quick, communicative, and thorough, which improved public satisfaction. In terms of responsiveness, ASN showed good performance by responding quickly in urgent situations, remaining meticulous, and being easily accessible to the community. On the accountability indicator, ASN also performed well since service procedures were transparent, clear, and easy to understand. However, regarding responsibility, weaknesses were found, particularly in time discipline and consistency of attendance, which often caused delays and forced the public to wait longer to receive services.

Abstract

The purpose of this research is to determine employee performance in the electronic procurement of goods and services through the LPSE application of UPPBJ Tadulako University and to determine the level of effectiveness of electronic procurement of goods and services through the LPSE application of UPPBJ Tadulako University. The basis of this research is a survey with a descriptive qualitative research type. The location of this research is the Unit Pengelola Pengadaan Barang dan Jasa (UPPBJ). This research uses an informant technique with purposive sampling by determining informants as many as 5 people, consisting of the Chairman, Secretary, and 3 Staff of Tadulako University. Data collection techniques use 3 methods, namely observation, interviews, and documentation. The data analysis technique uses a descriptive qualitative approach, based on employee performance indicators consisting of aspects of productivity, service quality, responsiveness, responsibility, and accountability. The research results show that in terms of productivity, service quality, responsiveness, responsibility, and accountability, they are basically running well but not maximally because they still face obstacles and barriers. Hindering factors include the lack of active participation from regions that still have difficulty accessing the internet, untimely announcements that make people feel cheated, irregularities or lack of control in the LPSE process that allow manipulation to occur, providers from other regions still feeling inequality of access to LPSE, especially for areas that do not have adequate technology infrastructure, information that is still incomplete and unclear, so it must be directed through the interface in the procurement process via the application, and files that are not compatible with the provider's devices.

Abstract

Tondo Sub-district faces various challenges in the distribution of subsidized gas managed by PT. Vistagas agents, where several technical and administrative obstacles affect the quality of services received by distribution bases as partner outlets. This study aims to analyze the quality of services provided by the subsidized gas agent PT. Vistagas in Tondo Sub-district, Palu City. The main focus of this research is to determine the extent to which the services provided have met the expectations of distribution bases as the recipients. This study uses a qualitative approach with a descriptive type, and data collection was carried out through observation, in-depth interviews, and documentation. The results of the study show that although gas distribution generally runs regularly and on schedule, several issues remain, such as uncertainty in delivery times, lack of price transparency, and limited communication from the agent to the distribution bases. The service is considered suboptimal due to mismatches between the needs of the bases and the services provided, including in terms of timeliness, clarity of information, and service attitude. These shortcomings influence the perception and satisfaction level of the bases toward the agent's performance. This study recommends that PT. Vistagas improve its distribution system, clarify information regarding quotas and delivery schedules, and strengthen communication with the distribution bases to create a more efficient, fair, and community-responsive service.

Abstract

The lack of understanding among BPD members regarding their duties and functions can affect the performance of the organization itself. This research aims to describe the performance of the Village Consultative Body in carrying out its governmental functions in Patukuki Village. The approach used in this research is qualitative. The research was conducted in Patukuki Village, Peling Tengah District, Banggai Islands Regency. Data was obtained from various sources, namely the village head, BPD Chairperson, BPD Secretary, hamlet figures, and community representatives. Data collection techniques include observation, interviews, and documentation. The data analysis process was carried out step by step, starting from collection, reduction, data presentation, to drawing conclusions and data verification. The research results show the low understanding of BPD members regarding their duties, weak coordination with the village government, and lack of community participation. The quality of service is quite good, but follow-up on aspirations is still minimal. The productivity and responsiveness of the BPD need to be improved through training and closer cooperation with the community. In terms of responsibility, the BPD has carried out its duties according to regulations, but inter-agency cooperation is still lacking. Accountability is also low due to the absence of open performance reports. The lack of transparency causes residents to not know the results of the BPD's work. Therefore, the BPD needs to be more open and active in providing its performance results so that public trust and participation increase. In conclusion, the duties and functions of the Patukuki Village Consultative Body have not been running well. This is due to weak coordination with the village government and lack of community participation. Therefore, the Village Consultative Body needs to be more open and active in providing its performance results so that public trust and participation increase.
