Abstract

Road infrastructure development is a crucial aspect in supporting the improvement of community welfare and mobility in rural areas. This study aims to describe and analyze the planning of road infrastructure development in Soni Village, Dampal Selatan Subdistrict, Toli-Toli Regency. The research employed a descriptive qualitative approach using data collection techniques such as observation, interviews, and documentation. Informants in this study included the village head, head of the Village Consultative Body, educational figures, religious leaders, women's representatives, and local residents. The results show that the planning process has gone through the formulation stage in a participatory manner through hamlet-level deliberations; however, the plan determination stage still faces challenges due to limited community involvement in official planning forums. Implementation control was carried out by the village implementation and supervision teams, although land acquisition issues remain unresolved. Meanwhile, the evaluation stage has not been conducted in a structured manner and lacks instruments to measure the impact or community satisfaction. The conclusion of this study indicates that the planning stages have generally followed participatory development principles, but improvements are needed in implementation and evaluation aspects to ensure that road development in Soni Village proceeds more effectively and sustainably.

Abstract

The institutional problems of BUMDes are still a polemic, one of which is the management of BUMDes Pado'e Jaya in Mayakeli Village, Pamona Puselemba District, Poso Regency. The lack of clarity in various program/activity plans, lack of community participation, suboptimal BUMDes budget governance, unclear division of BUMDes management duties, and weak supervision, make BUMDes management still run poorly. This study aims to determine the Management of Village-Owned Enterprises in Mayakeli Village, Pamona Puselemba District, Poso Regency, this study uses a qualitative method of the Descriptive type, where the drawing of informants is done purposively. The types of data are primary and secondary data. Data collection techniques are through field research (Observation, Interviews and Documentation). Meanwhile, the informants used are 7 people. Researchers use the theory put forward by James A.F Stoner with 4 aspects, namely planning, organizing, leadership, and control. The results of this study found that the Management of Village-Owned Enterprises in Mayakeli Village is not optimal even though the planning aspect has been carried out through deliberation and the leadership aspect has implemented a collaborative and participatory leadership style. In terms of organization, it is quite good and effective. However, it must be improved to increase cooperation and coordination between BUMDes management and the village government. Then, control based on research results and field facts there are challenges related to low participation and public awareness in utilizing resources provided by BUMDes and further efforts are needed to increase community participation and awareness, as well as their responsibility to pay off debts in BUMDes.

Abstract

The process of formulating the Village Budget (APBDes) by the Village Government and also the BPD of Tandaigi Village as a representative of the community has not carried out its control and representation functions optimally. In addition, the Village Apparatus' understanding of technical budgeting regulations is still limited and community participation is still low. This study aims to analyze the identification of problems and actors in the preparation of the 2024 Village Budget (APBDes) in Tandaigi Village, Siniu District, and also identify the actors involved and the problems that arise in the budget preparation process. This study uses the theory of Thissen and Warren E. Walker, which emphasizes the importance of understanding the substance of the problem, the actors involved, and the institutional characteristics in the budget preparation process. The method used is a descriptive qualitative approach, with data collection techniques through interviews, observation, and documentation. The results of the study indicate that the process of preparing the APBDes in Tandaigi Village contains various public problems that are not accommodated in the preparation of the APBDes. The involvement of actors is dominated by the Village Government, while other actors cannot influence the decisions that have been taken. The involvement of each institution has not been fully optimal due to several factors, such as the dominance of decision-making by certain parties and a lack of technical capacity and resources. This research provides insight into the importance of comprehensively identifying issues and actors to achieve village financial governance that is relevant to community needs.

Abstract

The MBKM program provides opportunities for students to study outside their study programs for several semesters. However, the implementation of the program is still hampered by students who have difficulty accessing the website, establishing communication between lecturers and managers, confusion in the procedures for registering and do not understand the benefits of the MBKM program, the slow response in converting the value of courses, and lack of attention in the MBKM program service process. This study aims to determine the effect of the quality of academic services on student satisfaction participants in the MBKM program at FISIP UNTAD. This study uses a quantitative approach, with the theory of service quality from Zeititalm (1990) consisting of tangible, reliability, responsiveness, assurance, and emphaty. Data collection techniques are carried out through observation, questionnaires, and documentation with the type of primary and secondary data. Sampling techniques using probability sampling, and determining samples using proportional random sampling, and totaling 85 respondents (Untad FISIP students). Data analysis uses simple linear regression analysis. The results showed that the quality of academic services simultaneously had a significant effect on the satisfaction of students participating in the MBKM FISIP UNTAD. This is evidenced from the simultaneous test f count ≥ f table of 72,338 ≥ 3.11 and the results of a simple linear regression test obtained a significance value of 0,000 (<0.05). So it can be concluded that H0 is rejected and H1 is accepted. This means that the quality of academic services simultaneously has a significant effect on student satisfaction. The coefficient of determination (KD) of 46.6% shows that the quality of academic services contributes significantly to the satisfaction of students participating in the Merdeka Campus Learning program, with the remaining 53.4% is influenced by other variables that are not examined in this study.

Abstract

This study aims to describe and analyze the accountability of the village government in the management of the Village Revenue and Expenditure Budget (APBDesa) in Siwaleppu Village, Sojol District, Donggala Regency. This study uses a descriptive qualitative approach with data collection techniques through in-depth interviews, observations, and documentation. The theory used is the theory of public accountability proposed by Malik Imron (2005), which consists of four main dimensions: accountability as a relationship, results-oriented accountability, accountability requires reporting, and accountability improves performance. The results of the study show that accountability in the management of the Regional Budget in Siwalempu Village has been implemented gradually and progressively. The village government has built a two-way relationship with the community through deliberative forums and public reporting, although the distribution of information is still uneven. Results-oriented accountability is reflected in the village government's focus on the tangible benefits of development activities, not just the preparation of administrative reports. In terms of reporting, even though it has been carried out regularly and formally through the Siskeudes system and annual reports, there are still obstacles in the accessibility and public understanding of the report. The application of accountability principles has also been proven to improve the performance of village governments, which is reflected in more orderly, transparent, and responsive public services. This study concludes that accountability is an important factor in realizing good village governance. Therefore, it is recommended that the village government increase information socialization, optimize village communication media, and strengthen the capacity of apparatus and supervisory institutions so that the governance of the Regional Budget is more transparent, participatory, and sustainable.

Abstract

This study aims to determine the implementation of the School Operational Assistance (BOS) Fund Policy at Inpres Lelejae Elementary School using a descriptive qualitative research method. The types of data used are primary and secondary data, with data collection techniques carried out through observation, interviews, and documentation. The number of informants totaled seven people, and data analysis was conducted using the Miles, Huberman, and Saldana model. This study applies the theory of George C. Edward III, which includes four indicators: communication, resources, disposition, and bureaucratic structure. Based on the research results, the implementation of the School Operational Assistance (BOS) fund policy has been running fairly well. This is evident from the application of George Edward III’s theory through the following aspects: (1) Communication established by the school principal is clear and effective regarding BOS fund information at Inpres Lelejae Elementary School. (2) Resources available at the school are adequate and capable of managing the BOS funds. properly in accordance with applicable procedures, although not all school facilities have been improved using BOS funds. (3) Disposition functions effectively, as seen in the cooperation between the principal, teachers, and the BOS fund management team. (4) Bureaucratic structure runs well, as evidenced by the commitment to establishing cooperation in accordance with the BOS technical guidelines.

Abstract

This study aims to examine the administration of State-Owned Assets (BMN) at the Sulawesi River Basin Agency III Palu, using the BMN administration concept by Suwanda and Rusfiana, which includes the aspects of bookkeeping, inventory, and reporting, particularly in the management of office stationery supplies (ATK). This research employs a qualitative method with a descriptive approach, and data collection techniques through observation, interviews, and documentation. The research informants consist of the Head of General Affairs Subdivision, Commitment Making Officer (PPK), BMN Manager, and BMN Operator. The results show that the administration of BMN has not been optimal due to the lack of human resource competencies, which leads to data discrepancies, lack of accuracy in record-keeping, weak coordination, and limited technical understanding. Therefore, there is a need to enhance human resource capacity, conduct more routine inventories, and strengthen oversight systems and information integration. This study recommends continuous technical training and the refinement of operational procedures to support more orderly and accountable BMN administration.

Abstract

ABSTRACT The purpose of this research is to examine the management in the development of Bonebula Beach Tourism Object in Towale Village, Banawa Tengah District, Donggala Regency. The basis of this research is descriptive qualitative, the number of informants is 7 people. Data collection techniques are observation, interviews, and documentation. The results of the study indicate that the planning aspect (Planning) in the planning aspect of the local government through the Tourism Office has scheduled superior programs in the development of tourism objects in the Donggala Regency environment including in Towale Village, but this has not been able to be implemented optimally due to budget constraints. The organizational aspect (Organizing) of Bonebula Beach tourism can be said to have run well. Management is carried out jointly between the village government, the community through the Tourism Awareness Group (POKDARWIS), and supported by the Tourism Office. The actuating aspect of Bonebula Beach tourism has gone through the planning and organizing stages. However, activities such as direction, guidance, and communication to human resources are still not optimal and need to be improved, including attention to tourism facilities. Supervision (Controlling) Supervision at the Bonebula Beach Tourist Attraction has been running well and the Tourism Office routinely conducts evaluations and mentoring every weekend or holiday. In addition, tourism managers are also actively guarding the area, both day and night, especially during activities such as camping. Development management has been running quite well due to the reality on the ground regarding the seriousness of the local government, especially the Donggala Regency Tourism Office, in carrying out management functions that are carried out in a structured manner. However, in implementing tourism development there are still several factors that become obstacles due to budget limitations and the still lack of involvement of human resources in terms of developing and maintaining Bonebula Beach tourism.

Abstract

Some farmers in Widasari District, Indramayu Regency, preferred to sell their rice harvests to middlemen rather than the Bulog, just because they wanted a commensurate selling price or even higher according to the expenses of farmers. In addition, other obstacles to limited access to Bulog, the slow process of absorption of crops, and incompatibility of absorption time with the harvest season. The purpose of this study is to determine the extent to which the rice HPP policy affects the income of farmers and how much influence it caused. The method used in this study is a quantitative method with a causal associative approach. The research sample was determined by the Cochran formula and produced 53 rice farmers respondents in Widasari District. Data collection techniques are carried out through the distribution of a questionnaire with a Likert scale, then analyzed using validity, reliability, simple linear regression tests, T tests, and the coefficient of determination with the assistance of the SPSS version 26 program. This is evidenced by the regression coefficient value of 0.389 and a significance level of 0.001 (<0.05). The value of the coefficient of determination (R²) shows that the HPP policy variable contributes to increasing farmers' income, although other factors such as production costs, land area, and market access also play an important role. The conclusion of this study is that the rice HPP policy plays a role in maintaining the stability of grain/rice prices and providing a more suitable revenue guarantee for farmers. However, the implementation of this policy in the field is still facing obstacles, such as strict Bulog quality requirements and limited access to farmers to sell their crops to Bulog.

Abstract

The tidal floods that often hit Kandanghaur Subdistrict require the involvement of the Indramayu District Disaster Management Agency (BPBD) in mitigation efforts. Therefore, this study aims to determine the role of the Indramayu District BPBD as a regulator, dynamizer, and facilitator in mitigating tidal floods in the villages of Eretan Wetan and Eretan Kulon, as well as to identify the inhibiting factors. This study uses a descriptive qualitative approach with data collection techniques through observation, interviews, and documentation. The results show that BPBD has carried out its role as a regulator, facilitator, and dynamizer in tidal flood mitigation. In its role as a regulator, there is already a clear legal basis and implementing organization for tidal flood mitigation. The role as a catalyst has been carried out through the dissemination and training of the Destana program to the community. Meanwhile, the role as a facilitator is carried out through assistance and the provision of aid or facilities in the form of evacuation, the establishment of command posts and public kitchens, as well as the preparation of Jitupasna documents and Rehabilitation and Reconstruction Plan documents. However, the implementation of these roles has not been optimal due to constraints such as limited budgets, low community participation, inter-agency coordination challenges, and social and cultural resistance from the community.
