Abstract

Data on underage marriages in Soni Village has increased over the past 3 years. In 2020, the number of underage marriages reached 3.4% and in 2021 it reached 4%, and in 2022 it increased significantly, reaching 20.6%, with an average age of 18 years and under. This study aims to determine the implementation of the policy to prevent underage marriages in Soni Village, Tolitoli Regency. According to Van Meter and Van Horn, the implementation of the policy consists of 6 aspects, namely policy standards and objectives, resources, communication between implementing organizations, characteristics of implementing agents, attitudes of implementers, social, economic and political environments. The research method used is descriptive qualitative, with 5 informants. The results of this study indicate that the implementation of the policy to prevent underage marriages in Soni Village, Tolitoli Regency has not been running optimally. Aspects of standards and policy objectives, there needs to be an affirmation at the level of implementing related policies that must be used as a reference, and from the resources it is not yet sufficient to be seen from the budgeting aspect that is not available, and communication between organizations and effectiveness is not yet optimal due to the absence of formal socialization and through media demonstration tools, and from the social, economic and political environment it has not run well because From the social environment it has not run well because there are still many social problems such as pregnancy outside of marriage, arranged marriages, and stories of community understanding in underage marriage to marrying off their children according to them it is the best solution to continuing education. And the lack of political encouragement for the budget planning process in the policy.

Abstract

Merdeka Belajar Kampus Merdeka is a program of the Minister of Education and Culture in order to prepare students to master various scientific fields as preparation for facing the world of work. This research is an evaluation research type that aims to evaluate the Merdeka Belajar Kampus Merdeka (MBKM) program within the scope of Tadulako University using the CIPP Model (Context, Input, Process and Product) developed by Stufflebeam, consisting of four components with a research design. The total informants in this study were 12 people consisting of 10 active students who had participated in the MBKM program, especially MSIB in the last two periods, the Head of the University MBKM and the PIC MSIB of the University. The results of the study showed that the evaluation of the MBKM program at Tadulako University had not been fully maximized, the distribution of basic facilities in the form of MBKM implementation guidelines that were not inclusive, knowledge and understanding related to the program were still lacking, and the curriculum in the study program was considered not yet adaptive, resulting in the target achievement of the Indikator Kinerja Utama (IKU) not being fully achieved. Although the context component has shown alignment between the program objectives and strategies formulated as a form of readiness in terms of both planning and implementation, this has not been optimal in implementing the MBKM program.

Abstract

This research aims to identify the public service innovation in the implementation of e-government at Polresta Palu through the SINAR (SIM Nasional Presisi) application, using the "Diffusion of Innovations" theory proposed by Everett Rogers (2003), which consists of five aspects: Relative Advantage, Compatibility, Complexity, Trialability, and Observability. The foundation of this research is qualitative with a descriptive research type and qualitative approach. Data collection techniques used include observation, interviews, and documentation, with six informants. The results of this study indicate that the SINAR application is a relatively good innovation in public services and egovernment implementation at Polresta Palu. However, the application is not yet fully effective because only the SIM renewal feature can be used, while other features are still not functional. The application still requires several improvements to overcome existing obstacles and enhance publicity to increase the adoption of SINAR among the community. In terms of Complexity, some data confuse the public, and there are network issues. The Observability aspect also needs improvement, as the author observes a lack of effective publicity, resulting in many people being unaware of and not using this application. Several suggestions from SINAR users also need to be considered to improve service quality.

Abstract

This study aims to determine the management of e-government in population administration services at the Population and Civil Registration Office of Palu City using a qualitative descriptive method based on the four principles of management according to George R. Terry, with 4 (four) aspects of planning, organizing, implementing, and monitoring. Data were collected through observation, interview, and documentation. The results showed that despite progress in strategic planning in separating manual and electronic-based service systems, the implementation of e-government still faces obstacles, such as the absence of a formal organizational structure, unclear division of tasks, technical problems, lack of guidance for users, and lack of training for human resources. Supervision has been carried out through monitoring, satisfaction surveys, and online complaints, but still needs to be improved. Therefore, improvements in the aspects of organization and implementation are needed so that the benefits of e-government services can be optimally felt by the community.

Abstract

Work Discipline in Teacher Performance at SMP Negeri 14 Palu". Guided by Intam Nuraisyah, as (Supervisor I) and Meldi Amijaya as (Supervisor II). This study aims to find out how the work discipline and performance of teachers in SMP Negeri 14 Palu are. The basis of the research used in this study is a qualitative approach with a descriptive type. This research is classified as a descriptive qualitative research type because this research provides an overview of the research results by describing the actual data obtained in the field. This research will describe Work Discipline and Teacher Performance. Based on the results of the study, it was concluded that teachers' work discipline is an important factor that affects their performance in carrying out their duties as educators. Work discipline is understood as a form of responsibility, awareness, and commitment to regulations, time, and professional duties, which is reflected in punctuality of attendance, compliance with school rules, completion of teaching equipment, and involvement in school activities. High work discipline also has a positive impact on the quality of learning, relationships with students, and the trust given by school leaders. Despite obstacles such as high administrative burdens and limited support systems, teachers still strive to maintain discipline through personal awareness and strong organizational cultural support. Therefore, teachers' work discipline is not only influenced by internal factors, but also highly dependent on leadership, school management, and the efficiency of the work system that supports the creation of optimal teacher performance.

Abstract

This study aims to describe and analyze the management of food security in Parigi Moutong Regency, with a focus on efforts to stabilize rice availability and identify the challenges encountered in the process. The research is grounded in the management functions theory by George R. Terry which encompasses planning, organizing, actuating, and controlling and refers to Law No. 18 of 2012 as the legal foundation for food security in Indonesia. Food security, as defined by this law, is a condition in which food needs are fulfilled for the nation down to individuals, reflected in the availability of sufficient, safe, diverse, nutritious, equitable, and affordable food. A qualitative descriptive approach was used in this study. Data were collected through in-depth interviews with key informants from the Food Security Office, farmers, and the community, as well as field observations and documentation related to rice availability and distribution. The data were then analyzed qualitatively to provide a comprehensive and in-depth overview of food security management in Parigi Moutong Regency. The results indicate that food security management in Parigi Moutong Regency has been implemented through various programs, such as increasing production via agricultural intensification, improving irrigation infrastructure, providing superior seeds, and strengthening distribution systems. However, rice availability still fluctuates from year to year. The challenges faced include internal factors such as extreme climate change, pest and disease outbreaks, and limitations in human resources and budget. External factors include suboptimal distribution systems, changes in consumption patterns, and fluctuating market prices. The study highlights the importance of improved coordination among stakeholders, capacity building for farmers, and the development of effective information and monitoring systems as strategic efforts to enhance food security in the region.

Abstract

Collaborative Governance between the Palu City Health Office, AIDS Commission, and Indonesian Women's Association Legal Association for Justice (LBH Apik), in the prevention and prevention of HIV/AIDS in Palu City, still faces challenges such as formal documents that are still limited, coordinations that have not yet reached across actors, as well as limited resources owned by the IADS Commission (KPA) of Palu City. This study aims to determine collaborative governance in the prevention and prevention of HIV/AIDS in Palu City. This study uses the theory of collaborative governance by Emerson, Nabatchi & Blogh (2012) covering three aspects, namely: Principled Edugament/Involvement of Principles, Shared Motivatiaon/Motivation together, and Capaty for Join Action/Capacity to take action together. The basis of this research is qualitative, with the type of research namely descriptive. The informant consists of the elements of the actor who collaborates, namely from the Palu City Health Office, KPAIDS, and LBH APK. Types of data in the form of primary and secondary data, with data collection techniques, namely interactive models by Miles, Huberman, and Saldana (2014) including data collection, data condensation, data presentation, and drawing conclusions. The results of this study show that collaborative governance in the prevention and prevention of HIV/AIDS in Palu City. less than optimal. Aspects of principled engagement/involvement indicate a collaboration between key actors in the prevention and prevention of HIV/AIDS in the City of Palu between the City Health Office, the City AIDS Management Commission, and LBH APIK Central Sulawesi. Shared Motivation aspects, namely the implementation of mutual trust, communication that is built, and sharing information. The capacity for join action aspects are the inactivation of the Working Group and Memoroundon of Understanding (MoU) that have not been implemented as a whole in the actors.

Abstract

Management in Abason Village by activity implementers is not yet fully effective. This can be seen in the Village Fund planning process, the community has not fully participated or the community has not been involved enough in both the planning and implementation processes. The process of organizing the structure and management of village funds is not yet optimal because their human resources are determined not to match their capabilities In the actuating process in moving village officials to complete their duties and responsibilities in accordance with community needs, the programs implemented have not run optimally, such as development programs that have not been on target. And the controlling process is still weak, this can be indicated by the transparency of the Village government which is still closed, resulting in a lot of criticism from the community.

Abstract

This research is based on problems related to voter transfers that occurred in Palu City during the 2024 General Election. This study aims to evaluate the Additional Voter List (Daftar Pemilih Tambahan, or DPTb) policy implemented during the 2024 General Election in Palu City. The DPTb is a policy regulated under the General Elections Commission Regulation (PKPU) Number 7 of 2022, which seeks to accommodate voters who are unable to exercise their voting rights in their place of origin. This research employs a qualitative approach with a descriptive type and uses Stufflebeam’s CIPP (Context, Input, Process, Product) evaluation model. Data collection techniques include interviews, observation, and documentation. The findings reveal that although the DPTb policy is appropriate for voters who need to vote outside their original constituency and is supported by a strong legal foundation and clear objectives, its implementation in Palu City still faces several challenges. These include a lack of understanding among the public and polling station officers regarding the transfer voting mechanism, as well as weak dissemination of information about the policy. The evaluation of the context aspect shows that the DPTb policy is relevant and beneficial. However, in the input, process, and product aspects, discrepancies in implementation were found, leading to the occurrence of repeat voting (Pemungutan Suara Ulang, PSU) in several polling stations. Therefore, it is necessary to strengthen public outreach, provide technical training, and increase the number of registration posts for transfer voters to ensure the effectiveness of the DPTb policy in future elections.

Abstract

The independent learning curriculum program at SMP Negeri 5 Sojol has been running well. However, constraints on human resource quality, competence, discipline, and insufficient supervision have prevented the program from being fully effective. This study aims to determine the effectiveness of the Independent Learning Curriculum program implementation at SMP Negeri 5 Sojol, Sojol District, Donggala Regency. Informants consisted of the principal, teachers, and seventh-grade students. The results of the study indicate that, in general, the implementation of the Independent Learning Curriculum at SMP Negeri 5 Sojol has been quite effective. Of the five indicators used, four aspects have been running well: apparatus quality, administrator competence, discipline, and supervision. Teachers are able to design and implement innovative, student-centered learning, and encourage student independence and creativity. School discipline is reflected in consistent teacher and student attendance and timely implementation of learning. Routine supervision by the principal and supervisors from the education office has contributed to improving the quality of learning. Meanwhile, the facilities and infrastructure aspect is still not running optimally. Limited technological facilities such as laptops and projectors, unstable internet connections, and inadequate laboratory equipment hinder learning that aligns with the principles of the Independent Curriculum.
