Abstract

This article discusses the implementation of self-governance using customary law within the Baduy-Dalam Traditional Law Community (KMHA). The author's interest in studying the Baduy-Dalam stems from the bias in understanding between the KMHA, Villages, and Traditional Villages due to the regulation of Law No. 6 of 2014. One of the causes of this bias is the government's misunderstanding in treating and respecting the Baduy-Dalam KMHA, such as the General Election Commission's outreach in Baduy to encourage the participation of indigenous peoples in elections. This article aims to examine the existence and constitutionality of the Baduy-Dalam Tribe as a self-governing KMHA using customary law, including the legality if they do not participate in elections. The data used in this study are empirical facts about the characteristics of the KMHA, verified using a descriptive method with a qualitative approach. The study results show that the Baduy-Dalam Tribe meets the characteristics of a KMHA, making them suitable for self-governance with customary law, including celebrating democracy according to their customs. The novelty found is the full recognition of their unique customary governance system. In conclusion, the Baduy-Dalam Tribe remains constitutional as a self-governing KMHA using customary law. As a solution, the state must genuinely recognize, respect, and preserve their existence.

Abstract

This study aims to develop exit protocols that promote the autonomy of conservation farmers by applying a Flood Management model in specific river basins within Pandeglang Regency. The present work utilizes the C.I.P.P. (Context, Input, Process, Product) and U.S.G. (Urgency, Seriousness, Growth) methodologies to assess the long-term viability of land conservation initiatives executed by farmers. Contextual input, process, and outcome analysis of implementing the flood management model is conducted using C.I.P.P. At the same time, the Urgency, Severity of the challenges, and prospective growth resulting from this program are assessed using U.S.G. A study revealed that when applied in specific river basin regions, the flooding management program can improve farmers' capacity to adapt and mitigate against flood hazards. Successful application of community-based conservation measures has demonstrated favourable outcomes in land administration and the improvement of food security. However, the long-term viability of the initiative relies on an exit strategy that ensures farmers' autonomy without necessitating external support. This approach entails enhancing the capabilities of farmers, broadening their sources of income, and enhancing their ability to reach markets and employ technology. The findings of this study will likely function as valuable policy suggestions to improve the sustainability of land protection and flood management within the Pandeglang Regency.

Abstract

This study examines the redefinition of the public as things in the care governance paradigm. Care governance is an alternative paradigm that can be used to respond to the crisis that occurred in the anthropocene era. The anthropocene era is an era in which human activities have a dominant influence on changes in ecosystems and the order of life on earth, even exceeding the power of nature itself. This era is also marked by rapid and massive changes in the earth's system. This condition demands a change in the way of viewing the public and its relationship with things. This study uses a literature study method by reviewing various relevant sources, such as scientific journals, books, and other publications that discuss the anthropocene, care governance, and the redefinition of the public. The analysis was carried out using an exploratory qualitative approach to deeply understand the concept of the public as things in the context of care governance. The results of the study show that in the care governance paradigm, the public is no longer understood anthropocentrically as a separate and superior entity, but rather as an integral part of the network of life that is interrelated and dependent on things or non-humans. This redefinition requires a collective responsibility to care for and maintain the sustainability of things as part of the sustainability of the public itself

Abstract

Digital tourism has changed the paradigm of the tourism industry by utilizing information and communication technology (ICT) to improve interactions between tourist destinations and visitors. This research highlights the important role of innovation in public administration in building an inclusive and sustainable digital tourism ecosystem. Through descriptive analysis and literature review, this research reveals that the use of mobile applications, digital platforms, and big data has changed the way tourism destinations are managed. The government's implementation of ICT improves the efficiency of public services, expands information accessibility for tourists, and supports environmental conservation efforts. Case studies from various countries show that the adaptation of technology in public administration not only improves operational efficiency but also promotes active participation in sustainable tourism activities. Despite its positive potential, the implementation of digital tourism is faced with a number of challenges. Low digital literacy among tourism industry players and personal data protection issues are the main barriers to adopting new technologies. Strong collaborative efforts between the government, private sector, and the community are important to create a dynamic and adaptive tourism ecosystem. Data integration between various stakeholders is expected to improve coordination and effectiveness in decision-making, as well as promote sustainable innovation in tourism management. This research underscores that innovation in public administration is not only about the application of technology, but also about broader transformations in the way government interacts with society and industry. By understanding the impact of technology on public administration and the development of digital tourism ecosystems, this research provides a foundation for the development of responsive and effective public policies in the face of the digital age and globalization in the tourism sector.

Abstract

Artificial intelligence (AI) is a technology with immense potential to enhance public service efficiency, transparency, and inclusivity. This study aims to explore the role of AI in improving the efficiency of public services in Indonesia and to identify the supporting and hindering factors in its implementation. A descriptive qualitative approach was employed, focusing on major cities like Jakarta and Surabaya and remote areas facing challenges in digital transformation. The findings reveal that AI has successfully improved efficiency in urban areas, particularly in managing civil registration documents and transportation systems. However, implementing AI remains hindered by infrastructure limitations, low digital literacy, algorithmic bias risks, lack of transparency, and concerns regarding data security and privacy, especially in remote regions. This study also highlights that inclusive and ethical AI implementation is crucial to ensuring the benefits of this technology are equitably distributed. Strategic measures such as digital infrastructure development, improving digital literacy, and establishing robust regulations are necessary for AI to become a significant transformative tool in creating more efficient and equitable public services.

Abstract

This study examines the implementation of grant proposal policies through electronic grant systems in DKI Jakarta Province. The purpose of this study is to determine the implementation of grant proposal policies through electronic grant systems in DKI Jakarta Province and to examine the factors that influence it based on communication variables, resources, dispositions and institutional structures. The research method used is a qualitative method with a post-positivism approach, the research model is descriptive. Data collection through observation, interviews and documentation. Data analysis techniques are carried out by data reduction, data presentation, data verification and drawing conclusions. Data validity is carried out using triangulation techniques. The results of the study indicate that the implementation of the grant proposal policy through the electronic grant system in DKI Jakarta Province has been running quite well, but consistency between regulations is still lacking, the quantity of policy implementing staff is still lacking. Technical instructions (juknis) for implementing the policy specifically have not been made, and the SOP still uses the old SOP. Communication factors , resources, disposition and institutional structure influence the implementation of this grant proposal policy and each of these variables influence each other

Abstract

This study aims to analyze the influence of competence, individual behavior, and blended learning on the satisfaction of participants in leadership training at the Regional Human Resource Development Center in Bukittinggi, both partially and simultaneously. The population of this study consists of all participants of the Administrator Leadership Training (PKA) in 2023 at the PPSDM Regional Bukittinggi, totaling 241 participants. The sampling technique used in this study is proportional random sampling, with a sample size of 151 respondents. Data in this study were collected using a survey method with a questionnaire. The data analysis used in this study is descriptive and quantitative analysis, where hypothesis testing was conducted using multiple linear regression. Based on the results, the study found that: 1) Competence has a positive and significant partial effect on the satisfaction of Administrator Leadership Training participants, with the t-value (6.015) greater than the t-table value (1.655), and the significance of 0.000 is less than 0.05; 2) Individual behavior also has a positive and significant partial effect on participant satisfaction, with the t-value (2.781) greater than the t-table value (1.655), and the significance of 0.007 is less than 0.05; 3) Blended learning also has a positive and significant partial effect on the satisfaction of Administrator Leadership Training participants, with the t-value (2.759) greater than the t-table value (1.655), and the significance of 0.007 is less than 0.05. Furthermore, simultaneously, competence, individual behavior, and blended learning also have a positive and significant effect on the satisfaction of leadership training participants at the PPSDM Regional Bukittinggi.

Abstract

Public service innovation has become a critical element in achieving sustainable development, driven by the increasing complexity of societal challenges and the need for responsive and equitable solutions. This study explores global trends in sustainable public service innovation through bibliometric analysis, using data from Scopus between 2019 and 2024. The results show a growing recognition of the importance of sustainability in public services, particularly influenced by global sustainability targets and technological advancements. The findings also highlight significant trends in digital transformation, stakeholder collaboration, and of organizational capacity in driving sustainable public services. Furthermore, the study reveals geographical disparities in publication output, with higher contributions from Europe and Latin America. This study highlights the importance of further exploration in underrepresented regions, particularly in the Global South. Future research should bridge this gap and encourage interdisciplinary collaboration to strengthen sustainable public service innovation. The integration of technology, stakeholder engagement, and strategic organizational frameworks are essential to advance sustainable governance practices.

Abstract

This research looks to assess how well the Adiwiyata School Program works in fostering environmental education and sustainable behaviors in students. The main focus is on measuring how students engage and change their behaviors due to involvement in the program. To achieve this, we will need data on what students know, how they feel, and what they do regarding environmental matters, in addition to insights from teachers and program leaders. The research uses a mixed-methods strategy, involving quantitative surveys to assess shifts in student knowledge, views, and actions, along with qualitative input from teachers and program leaders. The findings show a notable rise in students' awareness of environmental issues and their proactive actions, with 75% of participants saying they better understand these issues and 65% showing changes in their waste management and conservation habits. These results highlight the program's importance in building a culture of sustainability in schools, linking environmental education to students' everyday behaviors. The relevance of this study goes beyond just schools, as it points out the crucial link between environmental health and public wellness. By illustrating how educational programs can help create responsible future citizens, this study recommends practical approaches for incorporating environmental health into broader public health plans. The implications of these results support the idea of adopting similar educational programs nationwide, suggesting that such initiatives can lead to significant behavioral changes that enhance community health and environmental sustainability, ultimately benefiting both the population and the planet.

Abstract

This study aims to analyze the challenges and opportunities in inter-agency collaboration in the implementation of public policy in Indonesia. Based on in-depth interviews with officials from the Ministry of Environment and Forestry (KLHK), Ministry of Energy and Mineral Resources (ESDM), Ministry of Health, and the Social Security Agency (BPJS), as well as analysis of related policy documents, the study identifies several key challenges in collaboration, such as differing priorities between agencies, lack of coordination, and bureaucratic fragmentation that slows decision-making. Additionally, opportunities for improving collaboration were found, including the use of information and communication technology (ICT), data-driven policies, and enhancing the capacity of government officials in managing inter-agency relationships. The findings suggest that effective collaboration requires strengthened communication, more structured policy formulation, and improved coordination between central and regional governments. This study provides recommendations for improving the effectiveness of inter-agency collaboration to achieve more optimal and sustainable public policies.
