Abstract

The Ministry of Education, Culture, Research, and Technology of the Republic of Indonesia (Ministry of education and culture-Research and Technology) issued a Permendikbud No. 30 the Year 2021 on the Prevention and Handling of Sexual Violence (PPKS) in the College Environment. The policy raises pros - cons that are caused by the presence of the controversy the purpose and contents of the Culture of the. This study analyzes the perspectives of people through social media in response to the discharge of Permendikbud 30 of these. Descriptive qualitative methods as well as using secondary data collected through the social media Twitter. The direction of the study is based on Social Network Analysis (SNA) is a map of pro-contra to Permendikbud 30 about sexual violence that is obtained through the Drone Emprit Publications. The scope of the study discusses 1). The trend and the Volume of Pro - Counter Culture 30, 2). SNA Permendikbud 30 (Cluster Pro and Cluster Counter), 3) SNA “Bridge” Permendikbud 30, 4). Clique/The Huddle, 5). Hashtag Pros and Cons Permendikbud 30, 6). Top Influencers: Pro - Cons Permendikbud 30, 7). The analysis of the emotions of cluster Pro - Cons. The results of the analysis show that the issuance of Permendikbud 30 raises pro-cons and war the hashtags that are dominated by the group pro. Thus, this study based on the analysis of the data shows that the enthusiasm of the community in social movements in the form of a response to government policy is very high either a stronghold of the pro or the stronghold of the counter.

Abstract

This research is a qualitative descriptive study that aims to provide an overview of the accountability of health services at Community Lung Health Care Center of Makassar. There are eight informants as the main data source and documents as secondary data sources. Data were collected through in-depth interviews and document review. Miles and Huberman data analysis was used for data analysis. The findings revealed that there were twelve indicators of service to health services at Community Lung Health Care Center of Makassar. The results of the study examined the achievement of the realization of the indicator towards the target achieved. The obstacles found in the process of health services are the patient's lack of knowledge about health services which are offered at at Community Lung Health Care Center of Makassar, the need for a change in status to a special pulmonary hospital and increasing the capacity of human resources. There are some ways to figure out the obstacles; large-scale promotions, status change drafting teams, and training for health worker need to be held.

Abstract

The purpose of this study was to analyze the evaluation of the Sustainable Food Garden (P2L) program during the Covid-19 pandemic in Garut Regency, implemented by the Food Security Agency (DKP) using the CIPP Evaluation Model. The Food Security Agency (BKP), the Ministry of Agriculture through the Food Security Service from 2010 to 2019 has implemented Sustainable Food House Area Activities (KRPL) through optimizing the use of yard land. Since 2020, it has been transformed into a Sustainable Food Garden (P2L). This study uses a qualitative method. The research is descriptive (descriptive research), that is, describes the actual situation in accordance with the object of research. Data collection techniques were carried out using observation techniques in five farmer groups/women farmer groups in Garut Regency and in-depth interviews with ten informants who were directly involved with the Sustainable Food Garden (P2L) program. The results showed that the Sustainable Food Garden Program (P2L) in Garut Regency had been running well and effectively starting from the submission, distribution of the assistance to farmer groups/KWT as well as assistance carried out by the local office and extension workers in the fields. Although in implementation there are still some obstacles faced in the field. During the COVID-19 pandemic, the P2L program was an alternative solution to fulfill family food security. The impact is felt by the farmer groups/KWT and the surrounding community. Through the P2L program.

Abstract

Village-Owned Enterprises (BUMDES) are one of the business entities mandated by law as the spearhead of driving the economy in the village. This study wants to know the extent of the BUMDES collaboration strategy with other parties in building and developing tourist villages and other business units. This study uses qualitative research methods, with interviews with several trusted sources in Bhinor Village, Paiton District, Probolinggo Regency. This study shows the success of the BUMDES collaboration strategy with other parties. There are three BUMDES collaboration strategies in developing BUMDes, namely first, collaboration with PT. PJB UP Paiton in optimizing CSR to develop the quality of human resources and infrastructure for tourist villages and BUMDES business units. Second, cooperation with community groups in exploring village potential and recruiting workers. Third, Collaborating with Micro, Small and Medium Enterprises (MSMEs) to develop and promote local products. In short, BUMDES has succeeded in optimizing collaborative collaboration with other parties in driving the economy in the village. In addition, this study uses analysis of Strengths, Weaknesses, Opportunities and Threats (SWOT) as an effort to face competition with competitors.

Abstract

The results of this study aim to determine the pattern of business activities and application of pond cultivation technology and the level of feasibility per unit of pond land. Starting from January - July, 2020, in Tanete Riattang Timur District. The pond business patterns are grouped into milkfish monoculture (Chanos chanos fork), milkfish polyculture (Chanos chanos fork) and seaweed (Gracillaria verrucosa), milkfish (Chanos chanos fork) and shrimp (Litopenaeus vannamei) polycultures with narrow (< 2 hectares), medium (2-5 hectares) and broad (> 5 hectares) scales. The results of the study show that almost all of the ponds in the Tanete Riattang Timur sub-district have entisol soil types. The soil texture is fine and coarse, the slope of the pond land is 1-9%. The appropriate distance for aquaculture is 50 – 500 meters from the river bank, water pH ranges from 7.5 – 8, salinity ranges from 15 – 29 ppt, water temperature ranges from 29 – 32 0C. GIS analysis of total pond area ±817.015 Ha. Respondents were 59 Fishery Households (RTP). The financial feasibility of monoculture milkfish (Chanos chanos fork) DF 12%, the highest is the NPV of Rp. 57,267,164. Net B/C ratio 1.77; IRR of 29.03%. The financial feasibility of milkfish (Chanos chanos fork)-shrimp polyculture where the highest DF 12% is the NPV of Rp. 88,857,765, Net B/C ratio of 2,099; IRR of 35.48%. The financial feasibility of polyculture of milkfish (Chanos chanos fork) seaweed (Gracillaria verrucosa) where the DF is 12% with the highest value, namely NPVRp. 90,665,055; Net B/C ratio of 2,099; IRR is 33.67%. The conclusion is that the land suitability category in Tanete Riattang Timur District consists of very suitable.

Abstract

Local wisdom is a determinant in providing the best service to the community. The research approach uses descriptive qualitative. The location of the research was carried out in the South Sulawesi Provincial Government. Data collection techniques used observation, interviews and documentation with an analytical approach, namely: 1) Data Collection, 2) Data Presentation, 3) Data Condensation, 4) Conclusion drawing/verification. The results of the study indicate that public services have been running well, this is tied to the existence of a brotherly bond between service providers and service recipients with the slogan Siri' Na Pacce. However, the government still faces obstacles, especially people who have different characteristics and needs.

Abstract

This study aims to explore the implementation of organizational culture at the Office of the Civil Service Police Unit in Pohuwato Regency.  This study was conducted at the Office of the Civil Service Police Unit in Pohuwato Regency. It was employed a qualitative descriptive study. The results shows that organizational culture in the Civil Service Police Unit of Pohuwato regencies based on seven characteristics of organizational culture has shown differences in each characteristic. The strength of organizational culture is seen in four characteristics, namely innovation and risk-taking, attention to detail, results orientation, and individual orientation. Three characteristics, namely team orientation, aggressiveness, and stability, are still not implemented properly. It is also found that work activities are organized into teams rather than individuals, but conflicts are still found in the formed work teams. On the characteristics of aggressiveness, the culture developed has encouraged employees to act aggressively in order to achieve optimal work results, but there are still members of the organization who do not understand the goals, vision, and mission of the aforementioned office. In terms of stability characteristics, technological developments in addition to having an impact on the development of the office, also often bring instability in the office environment.

Abstract

This study aims to research related to planning and solving urban infrastructure problems with the Literature Review method, namely reading and reviewing main ideas on the same topic to add and also strengthen the arguments and views or opinions of the author on the topic to be raised in this study. In addition, by using a review paper, the authors can also see the shortcomings of previous studies so that they can make improvements and a more regular and systematic formulation. This research reveals that in the planning process infrastructure development must have the impact and consequences of development planning so that problems do not occur in the development process. In the development process, another thing is to look at the environmental impact of infrastructure that will later be generated from development projects that will be initiated primarily in an urban area that has modern characteristics by involving the community in carrying out infrastructure development. In conducting this research, infrastructure is also a very important part of infrastructure. for an experience because it has a very large impact on growth and the economy in a country, especially Indonesia, therefore the purpose of this study is to examine and see the results of the journal a know the existing data

Abstract

The problem discussed in this study is the State Civil Apparatus (ASN) which tends to not describe high performance due to the ability and motivation factors it has as implications of the covid-19 pandemic. Therefore, this study aims to identify and analyze the factors that affect the performance of ASN at the Makassar City Social Service after the Covid-19 pandemic. The research method used is descriptive-qualitative method. The unit of analysis in this study includes primary data sources, which are a number of data collected from 24 informants consisting of 22 structural officials and 2 staff and 1 street child who is considered representative who was chosen purposively.. Secondary data sources are sources of data obtained from the study of documents related to the research focus. The results of the study indicate that the factors that influence the performance of ASN at the Makassar City Social Service can be seen from the aspect of ASN's ability and motivation. The ability factor consists of intellectual and physical abilities. Intellectual ability shows that there are 3 sub-indicators of intellectual ability that most determine the performance of ASN, namely, numerical intelligence, verbal comprehension and spatial visualization.

Abstract

The competency of Indonesian National Police human resource is believed as the main factor in determining the successful of Indonesian National Police organization. Now, Indonesian National Police has been conducting an opening of career promotion program which one of the stages is use Assessment Center to examine managerial competencies. This research aims to analyze the policy and the impact of Assessment Center implementation in encouraging the opening of career promotion. The researcher used qualitative approach by applying observation, interview, and documents study as the data collecting techniques. The result of this research is the policy of implementing the Assessment Center in encouraging the opening of career promotion, in a narrow sense, has been done well although it hasn’t been done yet entirely. In a broad sense, the implementation of the Assessment Center in encouraging the opening of career promotion has not been succeed and have not had positive impact. This could happen for the Indonesian National Police as a bureaucracy organization, does not have the capacity of organization as the bureaucracy’s breadwinner, in which involves: organization structure; work mechanism; human resources;  financial support and needed resources. Those four elements are still not able to optimize the condition and encourage each other.
