Abstract

This study examined government policies in the distribution of Cash Social Assistence (BST) in the new normal era of the covid-19 pandemic. Research location in Darul Aman District of East Aceh Regency. This research uses a qualitative approach, data collection is done through observation, interviews and documentation. The results of the study found that government policies in the distribution of BST social assistance to the poor in the new normal era of the Covid-19 pandemic were in fact middle-class economic communities.  Although they are affected by Covid-19, many poor families affected by Covid-19 do not get BST social assistance. In the new normal era, the Government of Indonesia re-opened public spaces for community activities in the hope that the wheels of the people's economy returned to normal, but people's dependence on social assistance actually increased and the community continued to rely on social assistance from the government. Thus the community does not seek to develop itself in order to improve the family economy.

Abstract

The Program Indonesia Pintar (PIP) has been running for 6 years since it was first implemented. This policy aims to help the poor to get proper education from Primary school until their children graduate from Senior Secondary School as well as non-formal education. This study aims to evaluate the policy of the Program Indonesia Pintar (PIP) by comparing educational outcomes before and after this policy was implemented. The method used in this research is explanatory research with a quantitative approach. The data analyzed in the period before the implementation of the policy, namely in 2009-2014 and after the policy, namely in 2015-2020. The results showed that this policy was only effective at the junior high and senior high school levels. This policy is not able to cope with students who drop out and do not go to school, especially at the basic education level. The failure may be due to the lengthy requirements, the small amount of aid funds at the primary school level. The policy of the Program Indonesia Pintar is to increase student enrollment or education participation.

Abstract

Without the support of adequate human resources, the activities of government agencies will not run well. How to manage human resources (HR) to become dynamic, productive hard workers to achieve Indonesia's Vision 2045.This research is to reveal the influence of work culture, competence and work environment of employees in District of Central Pariaman District, Pariaman CityThe research method used is associative quantitative method. The population in this study were 1 (one) district and 17 (seventeen) villages with 102 employees.The number of research samples was 81.3 rounded to 81 people. The sampling technique used in this research is Proportional Random Sampling.Data collection techniques used questionnaires and observation. Questionnaire testing was carried out with validity and reliability. Descriptive data analysis techniques used a percentage of the respondent's level of achievement and quantitative by using path analysis, before testing the hypothesis, first testing the analysis requirements with the normality test, linearity test and regression test.Based on the results of the analysis and discussion that has been done previously, it is concluded that (1) There is a direct effect of work culture on the work environment of employees of Central Pariaman District, Pariaman City by 28.4%. (2) There is a direct influence of competence on the work environment of employees of Central Pariaman District, Pariaman City, amounting to 13.8%. (3) There is a direct effect of work culture on employee performance in Central Pariaman District, Pariaman City by 28.2%. (4) There is a direct influence of competence on employee performance in Central Pariaman District, Pariaman City by 2.8%. (5) There is a direct effect of the working environment on the employee performance of the Central Pariaman District, Pariaman City of 9.2%.

Abstract

Women’s political participation is protected by the applicable laws and regulations in Indonesia. Indonesia’s Law No. 10/2008 concerning the General Elections for Members of the People’s Representative Council, Regional Representative Council, and Regional People’s Representative Council requires political parties to fulfill 30% of the total quota for women’s representation in party management and legislative candidates in parliament. The purpose of this study was to find out the strategy taken by the Regional Leadership Council of the NasDem Party in North Central Timor in increasing political participation and its obstacles. In this study, the researchers applied the descriptive qualitative method. Results showed that women’s political participation in North Central Timor is still not fully realized. Participation that has been seen so far can be considered as “pseudo” participation because it is only to fulfill the demands of statutory regulations. This occurs because of being influenced by several factors, including a patriarchal culture that is still firmly embedded in the mindset of the people of North Central Timor, people’s mindsets that have not supported the implementation of affirmative action regulation & women’s involvement in politics, low motivation, financial factors, and lack of female figures who are interested in joining and being actively involved. For this reason, the strategy implemented by the NasDem Party identified in this study consists of 2 stages, namely planning and implementation of the strategy. Therefore, it can be concluded that women’s political participation in North Central Timor is still not fully realized and the participation that has been seen so far can be considered as “pseudo” participation because it is only to fulfill the demands of statutory regulations.

Abstract

This study aims to measure public satisfaction with the services of the Bantaeng Regency DPRD based on the duties and functions, namely: the function of forming a regional regulation, the function of the budget, and the function of supervision. This study uses a quantitative method with non-probability sampling technique, the measurement with a Likert scale involves 100 respondents, namely: NGO/NGO/Youth Organization activists, lecturers, students, journalists/journalists, civil servants (PNS) and entrepreneurs. purposive sampling. The results showed that the service of the DPRD Bantaeng Regency was categorized as unfavorable at 73.84, with service quality C. DPRD Bantaeng Regency services based on the function of forming a regional regulation were categorized as poor, namely 73.74 with service quality C. DPRD Bantaeng Regency services based on the budget function were categorized as poor. good at 73.92 with service quality C. And Bantaeng Regency DPRD services based on the supervisory function are categorized as bad at 73.88 with service quality C.

Abstract

The purpose of this study was to determine the effect of Capital Adequacy Ratio (CAR), Loan to Deposit Ratio (LDR) and Net Profit Margin (NPM) on Financial Performance at PT Bank DKI, period 2010 - 2019. The method used is descriptive quantitative by using classical assumption test, Multiple Linear Regression, T-test, F-test, and Coefficient of Determination Test. The t-test results showed that CAR has no significant effect on ROA. LDR has no significant effect on ROA. NPM has a significant positive effect on ROA. The F-test results showed that simultaneously CAR, LDR, NPM have a significant effect on ROA at PT Bank DKI for the 2010-2019 period. The coefficient of determination test results showed the contribution of the independent variables Capital Adequacy Ratio (CAR), Loan to Deposit Ratio (LDR) and Net Profit Margin (NPM) to Return On Assets (ROA), (by Adjusted R2) is 72.5% and the remaining 27.5% is influenced by other factors. The limitation of this research is the sampling of research using the financial statements of 2010 – 2019. The variables taken are only limited to banking fundamental factors, namely liquidity ratios and profitability ratios. This research is expected to enrich information as a reference as well as literature on banking financial performance by using banking fundamental ratios, namely Capital Adequacy Ratio (CAR), Loan to Deposits (LDR), Net Profit Margin (NPM) and Return On Assets (ROA).

Abstract

This study examines the implementation of collaborative governance in essential education services in Indonesia-Malaysia's border area, in Entikong-Sekayam District, Sanggau Regency, West Kalimantan Province. It used a descriptive technique with a qualitative approach, with data collected through observation, interviews, and documentation. The data was analyzed with qualitative techniques and tested for validity by triangulation. According to the results, collaborative governance had not yet achieved desired results. This was based on several indicators, including starting conditions, facilitative leadership, institutional design, and collaborative processes. Importantly, the collaborative process involved several parties, including the government through the Ministry of Education and Culture, and the Ministry of Public Works and Housing, academics at the Faculty of Social and Political Sciences of Jakarta Muhammadiyah University, and elementary school figures (school committees, principals, staff and teachers). The results showed that the government’s role was not maximized, as indicated by uncertain policies and systems, overlapping authority, and inappropriate school infrastructure assistance targets. Academics actively facilitate various activities, including socialization, mentoring, workshops, and training, significantly improving education quality. Schools also operate an intense performance in mobilizing teachers to remain active amid the limitations of existing facilities and increasing their competence. Moreover, school committees also contribute ideas, energy, and materials in development, especially physical facilities. The weakness of the collaboration process in essential education services is the absence of private sector involvement.

Abstract

Smart city is a smart city concept which in its implementation utilizes technology and information which greatly facilitates the public in accessing information. However, in implementing the Mayor's Regulation Number 1470 of 2018 concerning the Bandung Smart City Master Plan (the Bandung smart city master plan), problems were found in the roadmap which is part of the Bandung Smart City master plan for the 2018-2023 period. Given the smart city concept that continues to develop, an evaluation of smart city policies in the city of Bandung is carried out. This research was conducted using descriptive analysis by comparing the data that has been obtained, in which the results can be seen that the Bandung Smart City Master Plan already has a Roadmap containing program operations that will be carried out by the Implementing Regional Apparatus. However, the Roadmap contained in the Bandung Smart City Master Plan has not adjusted to changes in the implementation of Smart City in Bandung City including new programs that already exist, and there are no additional programs related to the dimensions of smart governance carried out by the Department of Communication and Information (Diskominfo) Bandung. This has resulted in a mismatch of programs and activities related to Smart City in the City of Bandung that have been or are being worked on.

Abstract

Regional financial management supervision activities are carried out as a form to test the accountability and compliance of local governments in the performance of conducting regional financial management. The implementation of financial management supervision is carried out in a multilevel manner and organized by internal and external government agencies. The implementation of internal supervision is carried out through the Sistem Pengendalian Intern Pemerintah (SPIP), further implemented and strengthened by the implementation of internal government supervision by the Aparat Pengawas Internal Pemerintah (APIP), as well as external government supervision carried out by the Audit Board as an independent body. Optimizing the supervisory function of regional financial management in Banten Province needs to be done because there are still many financial management problems faced by the Banten Provincial Government. Of course, the purpose of this study was to find out how efforts to optimize the implementation of regional financial supervision in the Regional Government of Banten Province. Researchers use qualitative research methods with an expiatory approach. This research uses the study of the reliability theory of public sector audits by prioritizing the competence and professionalism of auditors, strong and independent public sector audit institutions, and the existence of clear audit standards. The result obtained is the need to improve the competence and professionalism of auditors even amid a pandemic because the increase in auditor competence is needed to produce optimal supervision, in addition to the need for strengthening independent and credible supervisory institutions.Keywords: Optimization, Supervision, Regional Finance

Abstract

This article is about the influence of leadership style, reward and punishment on civil service discipline at Institute Of Domestic Government (Institut Pemerintahan Dalam Negeri/IPDN)  West Sumatra Campus. In addition, this article also discusses which variables have the most influence on civil service discipline. This research uses quantitative methods with explanatory quantitative research. The data collection technique used a questionnaire. The data analysis technique uses path analysis to see the causal relationship that begins with the classical assumption test and regression analysis with a Likert scale as the rating scale. The hypothesis will determine the contribution of the influence arising from one endogenous variable on an exogenous variable, either directly or indirectly. Overall, the results showed that leadership style had a positive and partial effect on reward, punishment and discipline. Rewards have a positive and partial effect on discipline. Punishment has a positive and partial effect on discipline. Leadership style through reward has an effect on discipline. Leadership style through punishment affects discipline. Leadership style, reward and punishment simultaneously influence discipline.
