Abstract

Infrastructure development is one of the main indicators of a region’s overall development success. Adequate infrastructure plays a strategic role in enhancing regional connectivity, accelerating the distribution of goods and services, and expanding public access to essential facilities. Various efforts have been made by the local government to improve work systems and accelerate development; however, several challenges remain, such as inadequate planning, limited human resources, and suboptimal supervision effectiveness. Based on these conditions, this study aims to analyze the change management strategies implemented, identify the challenges encountered, and examine the efforts made to improve infrastructure services by the Department of Public Works and Spatial Planning (PUTR) of Gunungsitoli City. This research employs a qualitative descriptive method with data collection techniques including observation, in-depth interviews, and documentation. The research informants consist of leaders, structural officials, and community members who benefit from infrastructure services. The results indicate that the change management strategies implemented by the PUTR of Gunungsitoli City have shown positive progress, although not yet fully optimal. Constraints such as limited planning data, delays in material distribution, and gradual adaptation of employees to digital systems still occur. Improvement efforts are carried out through strengthening cross-sector coordination, utilizing data-based information systems, and continuous human resource development to ensure infrastructure services become more effective and well-targeted.

Abstract

This study aims to analyze the implementation of management functions in improving the effectiveness and efficiency of Village Fund management in Lawa- Lawa Village, Hiliserangkai District, Nias Regency. The research background is based on issues arising in Lawa-Lawa Village, such as low community participation in planning, discrepancies between plans and realization, limited capacity of village officials, and weak monitoring systems. This research employs a qualitative approach with a descriptive method, using data collection techniques including interviews, observations, and documentation, which were then analyzed using the interactive model through the stages of data collection, data reduction, data display, and conclusion drawing. The results show that procedurally, the implementation of the four management functions has been carried out in accordance with regulations, but in substance, weaknesses remain. The conclusion of this study is that the implementation of management functions in Lawa-Lawa Village has made a positive contribution to Village Fund management but has not been fully optimized in enhancing effectiveness and efficiency. The inhibiting factors include low community participation, limited capacity of village officials, and weak monitoring systems. The researcher recommends improving human resource capacity, strengthening community participation mechanisms, and implementing more transparent and accountable internal monitoring systems.

Abstract

This study aims to analyze and compare the implementation of PSAK 72 (Revenue from Contracts with Customers) in the real estate industry, focusing on PT Bumi Serpong Damai Tbk (BSDE) and PT Pakuwon Jati Tbk (PWON) for the 2025 fiscal year. The study employs a descriptive qualitative approach with a comparative method using content analysis of consolidated financial statements and notes to financial statements. The findings reveal that BSDE consistently recognizes revenue at a point in time, particularly upon the transfer of control when property units are handed over to customers. The main challenge lies in determining the existence of significant financing components arising from installment payment schemes. In contrast, PWON exhibits greater complexity due to the coexistence of revenue streams from property sales and rental activities, requiring separation between PSAK 72 and PSAK 73 implementation. Furthermore, both companies identify revenue recognition as a Key Audit Matter, highlighting the significant judgment required in assessing control transfer. This study concludes that although both entities apply the same accounting standard, differences in business models and asset portfolios lead to varying implementation complexities and managerial considerations. The findings contribute to a better understanding of revenue recognition practices in the property sector and provide insights for improving financial reporting transparency..

Abstract

This study aims to analyze the implementation of management functions in the execution of government programs in Ombolata Idanoi Village, Gunungsitoli Idanoi District. The research focuses on four key management functions: planning, organizing, actuating, and controlling, as well as the supporting and inhibiting factors in their implementation. A qualitative approach was employed, using interviews, observations, and documentation with the village head, village officials, and community members as data sources. The findings reveal that program planning was conducted through village meetings, yet community participation remained low. Organizing was carried out based on the established structure, but limited human resources and budget constraints posed major challenges. The implementation of physical programs, such as road and health facility development, was successful due to strong community cooperation. However, non-physical programs such as economic empowerment were less effective. Control functions were mostly administrative and lacked active community involvement. The main supporting factors included village funds, community solidarity, and technical support from the city government, while inhibiting factors involved budget limitations, inadequate human resources, low community participation, and weak socialization. This study highlights the importance of optimizing management functions to enhance the effectiveness of village government programs.

Abstract

This study aims to analyze the effectiveness of Employee Additional Income (TPP) on the performance of civil servants at the Education Office of Gunungsitoli City. The research employed a descriptive qualitative approach with data collection techniques including observation, interviews, and documentation. The research informants consisted of structural officials and staff who were considered to have adequate understanding and direct involvement in the implementation of TPP. The findings indicate that the implementation of TPP has been carried out based on existing regulations and procedures. Nevertheless, several challenges remain in practice. In general, TPP has contributed to improving employee attendance discipline and administrative compliance. However, its impact on enhancing work quality and productivity has not been optimal, as some employees tend to focus merely on fulfilling administrative requirements without demonstrating significant improvements in performance. The inhibiting factors of TPP effectiveness include limited technical understanding in completing the Employee Performance Targets (SKP), weak supervision from superiors, and a passive bureaucratic work culture. Meanwhile, the supporting factors consist of a clear legal framework, the adoption of digitalization systems, and the growing awareness among some employees of the importance of performance.

Abstract

This research aims to analyze the implementation of the supervisory function in improving the effectiveness of administrative services at the Namohalu Esiwa District Office, North Nias Regency. The research uses a qualitative descriptive approach with data collection techniques through interviews, observation and documentation. Informants consisted of district office leaders and staff. The research results show that the effectiveness of administrative services is not optimal, in terms of speed, accuracy, availability of information and clarity of procedures. The main weakness lies in the suboptimal supervision function, especially continuous and preventive supervision. Apart from that, limited human resources, infrastructure and minimal use of technology also affect service quality. This research concludes that strengthening the supervisory function that is integrated with work systems and information technology is very necessary to increase the effectiveness of administrative services.

Abstract

The Family Hope Program (PKH) is an initiative of the Indonesian government aimed at reducing poverty through conditional cash transfers. The program is designed to improve poor families’ access to health, education, and social welfare services. However, despite its implementation, there are still indications of targeting inaccuracies in the distribution of assistance, such as benefits received by households that do not meet the criteria, while eligible families remain unregistered. This study employs a qualitative method with a case study approach to gain an in-depth understanding of the targeting accuracy of PKH assistance distribution in Gunungsitoli City. The case study method was chosen as it allows the researcher to comprehensively explore how PKH assistance is distributed, how beneficiary criteria are applied, and what factors influence the program’s effectiveness in achieving its intended goals. The findings reveal that the targeting accuracy of PKH assistance distribution in Gunungsitoli City is relatively good, although several challenges remain. The study identifies key factors that potentially reduce targeting accuracy, including delays in data updating, limited inter-agency coordination, low beneficiary awareness in reporting changes, and the shortage of facilitators. To improve targeting accuracy, the Social Service Office of Gunungsitoli has undertaken efforts such as periodic data verification and validation, strengthening coordination among stakeholders, and encouraging greater community participation.

Abstract

This study aims to formulate change management strategies to improve employee discipline at the Community and Village Empowerment Office (DPMD) of North Nias Regency. The background of the research is based on the condition of weak employee discipline, as reflected in high levels of tardiness, low participation, and minimal responsibility in completing tasks. These issues stem from the suboptimal implementation of change management strategies, the weak role of leaders as agents of change, and the lack of coordination and cross-departmental communication. This research uses a descriptive qualitative approach with a case study method, involving data collection through observation, interviews, and documentation. The analysis was conducted to identify obstacles, the need for change, and the role of leadership in building an adaptive work culture. The results show that improving employee discipline requires an integrated change strategy, including the formulation of adaptive internal policies, capacity building through continuous training, strengthening organizational communication, and implementing a fair and consistent reward and punishment system. The implementation of this strategy is expected to improve internal management systems, encourage employee engagement, and foster a professional and responsible work culture.

Abstract

The development of digital technology and e-commerce has brought significant changes to people's consumption patterns, including among housewives. Easy internet access and the presence of various online shopping platforms have made shopping activities more practical and efficient. One platform that is growing rapidly in Indonesia is TikTok Shop, an e-commerce feature that combines entertainment and shopping transactions in one application. TikTok Shop offers various promotional strategies such as flash sales, double date promotions, discount vouchers, free shipping, and live streaming features that can attract consumers' attention and encourage purchasing decisions in a short time. This study aims to analyze the response of housewives to the double date flash sale program in encouraging purchasing decisions at TikTok Shop in the community of Cangkringrandu Village, Jombang Regency. The research method used a qualitative approach with data collection techniques through in-depth interviews with five housewives who actively use TikTok Shop as an online shopping tool. The results show that the flash sale program and double date promotions have a significant influence on consumer purchasing decisions.

Abstract

This study employed a quantitative research method involving 40 traditional market traders in Madura as respondents. Data were collected through questionnaires using Likert and ratio scales. The results indicate that disintermediation and its mechanisms jointly have a significant effect on the income of traditional market traders. This is evidenced by the R Square value of 0.513, which shows that the two variables explain 51.3% of the variation in traders' income, while the remaining 48.7% is influenced by other factors outside the scope of this study. Furthermore, the F-test result shows a significance value of 0.000 < 0.05, indicating that the model is statistically significant. The t-test results reveal that the richness variable has a negative and significant effect on traders' income, whereas the reach variable has a positive and significant effect on traders' income.
