Jurnal Wilayah dan Kota Maritim adalah jurnal ilmiah yang dikelola dan diterbitkan oleh Departemen Perencanaan Wilayah dan Kota (PWK), Fakultas Teknik, Universitas Hasanuddin. Jurnal ini merupakan salah satu usaha nyata Universitas Hasanuddin melalui unit kerja Departemen PWK untuk mendiseminasikan hasil-hasil kajian, penelitian, perencanaan, pengabdian masyarakat, skripsi, tesis, dan disertasi yang berkaitan dengan bidang perencanaan wilayah dan kota dalam konteks kemaritiman kepada masyarakat luas dan pihak-pihak yang membutuhkan. Jurnal ini dimaksudkan pula sebagai sarana pertukaran pengetahuan dan informasi serta media pembelajaran bagi dunia akademisi dan praktisi utamanya mengenai penataan dan pengembangan kota tepi pantai (waterfront cities planning and development), perencanaan perumahan dan permukiman (housing and settlement planning), perencanaan dan perancangan kawasan perkotaan (urban planning and design), perencanaan infrastruktur dan transportasi (infrastructure and transportation), dan perencanaan wilayah dan mitigasi bencana (regional planning and disaster mitigation). Semoga sharing dan learning ini dapat memberi inspirasi atau bahkan lebih jauh daripada itu, dapat diaplikasikan dan karenanya  bermanfaat secara langsung kepada masyarakat luas dan tanah air tercinta. Abstract

Sektor pariwisata merupakan salah satu sektor strategis dalam pengembangan perekonomian nasional maupun daerah. Kabupaten Bantaeng adalah salah satu kabupaten di Provinsi Sulawesi Selatan yang memiliki potensi sumber daya sebagai Objek Daya Tarik Wisata (ODTW), baik alam maupun budaya. Namun demikian, ODTW yang ada belum memenuhi syarat-syarat sebagai objek wisata karena ketersediaan amenitas (fasilitas) dan aksesibilitas masih belum memadai. Sebagai salah satu aspek yang dibutuhkan dalam wisata, aksesibilitas sangatlah penting untuk dibangun selaras dengan pengembangan objek wisata. Penelitian ini bertujuan mengidentifikasi ODTW yang potensial, mengetahui ketersediaan aksesibilitas penunjang wisata, dan menyusun konsep pengembangan wisata dan aksesibilitas terhadap konektivitas antar objek wisata. Metode analisis yang digunakan adalah analisis deskriptif, spasial, dan photo mapping. Hasil penelitian menunjukkan bahwa potensi wisata yang dapat dikembangkan berjumlah 25 objek wisata. Aksesibilitas penunjang wisata Cluster Barat diakses cenderung menggunakan kendaraan pribadi, jarak terjauh adalah 24 km dengan waktu tempuh 56 menit. Cluster Tengah diakses menggunakan transportasi umum dan pribadi, jarak terjauh adalah 13 km dengan waktu tempuh 30 menit. Cluster Timur cenderung diakses menggunkan kendaraan pribadi, jarak terjauh adalah 30 km dengan waktu tempuh 50 menit. Konsep pengembangan wisata terbagi menjadi tiga tema, yaitu Cluster Barat bertema agrowisata, Cluster Tengah bertema Cultural Tourism, dan Cluster Timur bertema Nature Tourism. Rute wisata terbagi menjadi 25 rute yang saling terintegrasi agar wisatawan dapat mengakses keseluruhan objek wisata.

Abstract

Delta Lakkang has the potential in the field of tourism which includes natural potential in the form of the location and condition of its land function, socio-cultural potential in the form of language life patterns and architecture typical of traditional houses, as well as historical potential in the form of Japanese heritage bunkers from the results of World War II. The determination of the ecotourism concept for the Lakkang Delta region is based on the Makassar City Regional Regulation concerning the 2015-2035 Regional Tourism Development Master Plan (RIPPDA). The application of Delta Lakkang is a leading ecotourism destination in Makassar, namely by knowing the existing conditions of potential and existing problems based on observations and interviews. This study aims to identify the potential and problems contained in the Lakkang Delta Region and compile planning directions that will be carried out in the Lakkang Delta region. The analysis techniques used are spatial analysis, ODTW analysis, photo mapping analysis, and SWOT analysis using IFAS and EFAS methods. From the results of the study note that the strategy is in quadrant II, namely the direction of Aggressive Maintenance Strategy (aggressive improvement strategy) or internal consolidation strategy with development priority lies in the WO strategy including completing various types of tourism support facilities in order to attract tourists, provide various kinds of training and understanding to the people who will be directly involved in tourism activities, providing easy access and smoothness to the Lakkang Delta region, utilizing technological advancements to carry out promotion as a comprehensive tourism area.

Abstract

Clean water is one of the basic infrastructures supporting human daily activities in general, community clean water services in an area are strongly influenced by availability factors, clean water sources and the number of people to be served. In Maros Regency water supply has not been able to meet the needs of clean water community, which is indicated by the percentage of the population served by clean water by the PDAM in 2017 only 34% of the total 117,650 people. The purpose of this research is to find out how much the clean water needs of the Maros Regency community for the next 20 years, whether it has been fulfilled with the current system and to find out what factors influence the clean water service in Maros Regency. The analytical method used is quantitative analysis to calculate population projections using multiple interest formulas and analysis of the population's need for clean water and analysis using the expert judgment method to determine the weight factor of the Maros Regency clean water service based on the opinions of experts who are then processed using expert choice tools. The recommendations produced in this study are to add clean water sources and make improvements and management of water treatment from source to distribution to the community.

Abstract

Roads located in the central area of ​​Makassar City such as Jl. Ahmad Yani, Jend. Sudirman, Gunung Bulusaraung and Hos Cokroaminoto are fairly crowded centers of activity. Visually, the pedestrian lane on the road section has not met the expectations of its users. Therefore, it is necessary to evaluate the quality and performance to achieve optimal planning. This study aims to determine the quality and performance of pedestrian lines in the central area of ​​Makassar City. Data collection methods used are, observation, questionnaire, documentation and literature study. The analytical method used is the analysis of Level of Service (LOS) and Importance Performance Analysis (IPA). The results of this study are that the pedestrian path in the study area in general does not meet the pedestrian path planning standards. The level of pedestrian service in general is on Jl. Ahmad Yani and Jend. Sudirman is classified as LOS A, on Jl. G. Bulusaraung is classified as LOS E and Jl. Hos Cokroaminoto has no pedestrian path. Based on the perception of the level of satisfaction of pedestrians, Jalan Ahmad Yani and Jl. Jend. Sudirman is classified as high, while on Jl. Mount Bulusaraung and Hos Cokroaminoto are classified as lacking.

Abstract

Labombo Beach which is located in Palopo City is one area that has the potential to be developed as a nature tourism area based on the Palopo City RTRW. Therefore, in its development required adequate tourist facilities and infrastructure. This study aims to identify the potential and problems, determine the needs of facilities and infrastructure and arrange direction for the development of facilities and infrastructure in the Labombo Coastal Area. Data collection methods used were observation, interviews, questionnaires and literature studies. The analytical method used is the analysis of the Attraction Attraction (ODTW), descriptive qualitative, quantitative, spatial analysis, photo mapping, and SWOT. The results of this study are, the potential and problems in the Labombo Coastal Area based on the characteristics of the area show considerable potential. However, the availability of infrastructure that is minimal and still inadequate is one of the factors inhibiting its development as a tourist area. Therefore, the direction of the development of Labombo Beach, among others, is increasing the availability of supporting tourism infrastructure in the form of a tourist information center, public toilets, bridges, docks, gazebos, applying the concept of zoning and planning other infrastructure, namely road networks and drainage.

Abstract

Nusantara and Sulawesi roads are included in the traders' villages which have progressed so rapidly. This study aims to identify the physical characteristics of landuse types, determine the transfer of business activities and their impacts and develop strategies for land use development and transfer of business activities. This research includes qualitative and quantitative descriptive research. Data collection techniques in the form of observations, questionnaires, interviews, documentation, and inventory in related agencies. The data analysis techniques used are descriptive qualitative, quantitative, spatial analysis, building density, and SWOT. The results of this study are, based on the direction of the development of the Makassar City Spatial Plan characteristics of the types of activities on Nusantara and Sulawesi Roads that are designated as strategic trade and service centers in accordance with existing conditions. The transfer of business activities that took place was the function of the building, which at first the office converted into trade and services, education to the entertainment service industry, and residential buildings became shops. The main factor influencing the transfer of business activities is due to the existence of rules regarding the division of zones that are designated as centers of trade and services. Transfer of land functions have environmental, social, economic and cultural aspects. The direction of the strategy for the development of land use and the transfer of business activities is the regulation of spatial intensity for building density, control of high rise building buiding, provision of green paths and arrangement of trade buildings.

Abstract

The traditional village is a traditional settlement that has a tradition that is still maintained today such as Maudu Lompoa, which is conducted once a year and is used as cultural tourism in South Sulawesi. This encourages the growth of settlements around the space of cultural activities that can reduce the carrying capacity of housing areas. This study aims to identify the physical characteristics of housing spatial patterns and their development in terms of local wisdom, housing layout is reviewed in terms of the social and economic strata of the community and explains the principles of structuring the housing layout of indigenous peoples. The data collection techniques are by observation, interview, documentation, literature study, questionnaire distribution and institutional data collection. The analytical method used is descriptive qualitative, comparative, spatial and grid index analysis. The results showed that the development of housing followed the space around the space of cultural activities. Permanent use of cultural activities. Housing patterns are tied to the space of cultural activities. The housing layout tends to follow the kinship groups or develop around cultural space. Some site arrangements tend to spread beyond a 500-meter radius of the cultural activity space or develop following the existing road network. The principles of structuring the sites of indigenous peoples' housing, namely, the principle of structuring conservation areas around the space of cultural activities and the principle of structuring areas outside a 500-meter radius, can be developed because there is still a large enough open land.

Abstract

Rapid population growth can cause problems related to the availability of land for settlements. Demand of the population which is greatly increased tends to ignore the designation and capability of existing land. Land use for settlements is regulated in regional spatial plans, taking into account the balance of physical and ecological aspects. The purpose of this study is to determine the suitability level of settlement land and formulate the principles of settlement development. Data collection methods used are, observation, questionnaire and literature study. The analytical method used is Analytical Hierarchy Process (AHP), spatial analysis, and descriptive analysis. Land suitability is seen through several aspects, namely slope, soil type, beach border, abrasion prone, fishing facilities, availability of clean water, accessibility, river border and land availability. The results of this study indicate that land is 110 Ha, which is 939 Ha, and 493 Ha. The suitability of the land to the appropriate category means that this land is suitable to be developed as a residential area with a high score for all aspects. The appropriate land classification is vacant land and shrubs. Land suitability with the category is quite appropriate, it means that special consideration is needed in the development of settlements. While the land suitability with the category does not match, it means that the development of residential areas can be carried out with a touch of technology, however, it must still be prioritized as a protected area. Most of the land with inappropriate categories is coastal border, river border and abrasion prone areas.

Abstract

The Mount Nona tourist area is a tourist area in Enrekang Regency. As a tourist area in the mountains, it cannot be denied that this area is prone to disasters, especially landslides. This study aims to identify patterns of development of tourism facilities in the Mount Nona tourism area, identify the level of landslide disaster vulnerability, and compile directions for the development of the Mount Nona tourism area based on landslide disaster mitigation. Data collection techniques in the form of observation, interviews, documentation, and inventory in related agencies. The data analysis techniques used are descriptive qualitative and quantitative analysis, weighting scoring analysis, and spatial analysis. The results of the research show that the tourism facilities in the form of basic facilities are tourism objects, accommodation and restaurants, and complementary facilities in the form of games and photo spots. The pattern of regional development in the range of 1995 - 2012 still follows the main road pattern and began to develop towards the East following the tourist attraction of Buttu Macca in the 2013-2018 range. Mount Nona Tourism Area covers parts of Mandatte Village and Bambapuang Village. The area of ​​area with moderate level of vulnerability in Mandatte Village is 926.60 Ha and the area of ​​hazard is 681.21 Ha. Whereas for Bambapuang Village, the area of ​​medium vulnerability is 1446.26 Ha and prone area is 915.92 Ha. Directions for tourism areas are divided into two zones, for vulnerable zones directed as limited natural tourism areas and can only mitigate disasters with an environmental approach while prone zones are being directed as conditional nature tourism areas and disaster mitigation approaches can be done by means of technical engineering.

Abstract

The increasing number of vehicles and transportation needs that are not accompanied by the development of transportation infrastructure result in transportation problems which one of them is congestion. The city of Makassar as one of the metropolitan cities with similar transportation problems needs to develop another alternative transportation system for example, river or water transportation. This study aims to measure the feasibility of the Tallo River as a river or water transportation route, and to formulate guidance for the development of river transportation as alternative transportation system in the city of Makassar. Data collection methods used were observation, interviews, documentation, and literature studies. The analytical methods used are quantitative analysis, spatial analysis and SWOT analysis. The results of this study indicate that the Tallo River is feasible to be used as a river transportation route based on four of the five feasibility aspects, which are, river boundaries, river depth, river width, and barrier-free space. Meanwhile, the guidance of its development is to develop the entire potential of the Tallo River in accordance with the directions of the Makassar City Spatial Plan, increasing investment in transportation revitalization, and developing river transportation that supports tourism.
