Abstract

Trust is a key element in the relationship between the government and the community, affecting the level of participation and involvement of the community in various programs and policies. This is known as the deliberative process, an approach to public policy that many experts believe can lead to successful public policy outcomes. The key to the deliberative process is public participation in government policy making and implementation, which should lead to high-quality democracy. This deliberative policy is formulated based on the results of joint decisions between the government and citizens through prior discussions. This deliberative process aligns with the mandate contained in the work copyright law, which encourages strengthening the role of the construction services community as a driver of construction services development. It mandates the government's authority to include the construction services community. This study aims to examine (1) the effect of government performance on public participation in construction services, (2) the effect of government performance on public trust in construction services, (3) the effect of public trust in construction services on public participation in construction services, and (4) the mediating role of public trust in construction services between government performance and public participation in construction services. The research approach used is a quantitative approach, specifically explanatory research. The research was conducted purposively at the Public Works, Spatial Planning, Housing, and Settlement Areas Office of North Kalimantan Province. The population of this study is the construction service community, represented in the construction service forum, which consists of various elements of the community. A saturated sampling method was employed. Data were analyzed using Structural Equation Modeling (SEM) techniques with Partial Least Squares (PLS) The results showed that all tested variables had a significant effect. Perceptions of government performance have a positive and significant effect on the participation of the construction service community in construction service guidance activities. Perceptions of government performance have a positive and significant effect on public trust in construction services. Trust within the construction services community has a positive and significant effect on community participation in construction services. Additionally, trust within the construction services community significantly mediates the relationship between perceptions of government performance and community participation in construction services. Based on these findings, it is recommended that the government effectively capture the expectations of the construction service community through regular satisfaction surveys, consider criticism and suggestions, and follow up on survey results, criticisms, and suggestions to improve performance and enhance trust within the construction service community.

Abstract

The present study aimed to investigate the correlation between Inclusion Education Knowledge and teacher perceptions of students with special needs towards teacher attitudes in Duren Sawit Public Elementary School of East Jakarta. A quantitative study was conducted with 173 respondents from various public elementary school work units in Duren Sawit. Participants completed a questionnaire distributed via a Google Form link. The questionnaire included multiple-choice questions related to teacher knowledge and statements using the Likert scale to assess Teacher Perception and Teacher Attitude variables. The results of hypothesis testing revealed  that the significance value of the Teacher Knowledge variable on the Teacher Attitude variable was 0.088 and significant at α 5% level. This suggests no significant correlation between Teacher Knowledge and Teacher Attitude toward providing educational services to students with special needs and other students in the classroom. However, there was a significant correlation between the Teacher Perception variable on Teacher Attitude and thus can be accepted as the result of the study, with a value of 0.000 and significance at α 5%. From the research findings above, there is a simultaneous correlation between variables of Teacher Knowledge and Teacher Perception toward Teacher Attitude and can be accepted as the research result, with a value of 0.000 and significance at α 5%. The percentage of the correlation explained by teacher knowledge on inclusive education and teacher perception of teacher attitude is 0.338 or 33.8%, while the other factors likely to be influence teacher motivation.

Abstract

This study aims to explore how experiential learning on a dairy farm can enhance early childhood knowledge of life sciences, particularly regarding the life cycle of dairy cows, milk production processes, and dairy-based products. A qualitative descriptive approach was employed to provide an in-depth understanding of children's learning experiences during their interaction with the farm environment. The research was conducted at the Cibugary Dairy Farm in Jakarta, Indonesia, involving early childhood participants who engaged in hands-on educational activities. Data were collected through participant observation, interviews with children, educators, and parents, as well as documentation analysis. The results demonstrate that direct engagement in activities such as feeding cows, observing the milking process, and learning about dairy product processing significantly improved children's understanding of life science concepts. Children not only recognized the origins of milk but also gained insights into sustainable farming practices and the importance of animal welfare. Experiential learning also fostered curiosity, critical thinking skills, and a positive attitude toward science. Parents and educators observed that children began to ask more questions about food sources and showed increased interest in choosing healthier dietary options. This study highlights the effectiveness of experiential learning in providing meaningful educational experiences for young learners. It underscores the importance of integrating hands-on activities into early childhood education to support cognitive and affective development while instilling environmental awareness and empathy for animals.

Abstract

Ports play a crucial role in global trade and economic development, yet they are also significant contributors to environmental degradation. The increasing pressure to adopt sustainable port management strategies requires an understanding of how leadership and collaboration influence the implementation of sustainability initiatives. Previous research has primarily focused on regulatory compliance and technological advancements but has not sufficiently explored the role of maritime professionals in shaping sustainability outcomes. This study examines how leadership styles and stakeholder collaboration impact sustainable port operations, identifying key challenges and best practices. Using a qualitative research approach, data was collected through semi-structured interviews and focus groups with harbormasters, port authority officers, maritime entrepreneurs, lecturers, and graduates. The findings indicate that leadership is the most influential factor in driving sustainability, scoring 9.3/10, while stakeholder collaboration plays a crucial role in policy implementation (9.0/10). However, economic constraints, regulatory inconsistencies, and gaps in sustainability training (8.7/10) continue to hinder progress. The study concludes that strong leadership, improved inter-sector collaboration, and enhanced sustainability education are essential for overcoming these challenges. These findings provide practical recommendations for policymakers, port authorities, and maritime educators to strengthen sustainability efforts within global port management.

Abstract

This study aims to describe and analyze the development of competency-based civil servant resources at BPS Riau Islands Province, as well as to identify factors that support and hinder the implementation of competency development. This study uses Spencer and Spencer's (1993) competency theory which states that competence consists of five main components, namely knowledge, skills, motives, self-concept, and nature/character. This study uses a qualitative descriptive approach. Research data were collected through interviews as primary data, while secondary data were collected through the BPS Riau Islands Province personnel database and reports related to the research and also through other literature such as books, journals, and other related research. The results of the study indicate that the development of civil servant resources at BPS Riau Islands Province has included various training programs that focus on improving statistical technical knowledge and skills. However, aspects of developing motives, self-concept, and nature/character have not been fully integrated into the program, thus impacting the effectiveness of competency development which is not yet optimal. The supporting factors identified include the commitment of leaders and management to competency development, the existence of Government Regulations/Rules, the availability of good and adequate training infrastructure including e-learning access, and the human resources of the Riau Islands Province BPS who are still of productive age also become supporters. On the other hand, the inhibiting factors faced include budget limitations, the absence of a sustainable development evaluation system, development activities have not been carried out based on training analysis needs analysis, and the low interest and motivation of employees to participate in development.
