Abstract

This study investigates the performance management of parliamentary experts (Tenaga Ahli Anggota Anggota) supporting members of the Indonesian House of Representatives (DPR RI) through the lens of the Malcolm Baldrige Performance Excellence Framework. As non-permanent staff appointed to assist with legislative, budgetary, and oversight functions, parliamentary experts play a pivotal role in enhancing institutional effectiveness. However, fragmented recruitment practices, unstandardized evaluation mechanisms, and limited competency development have led to significant variations in performance quality.Employing a qualitative descriptive approach, this research draws on document analysis, in-depth interviews with parliamentary experts across multiple factions, and field observations. The findings reveal that while the leadership and strategic dimensions of the Baldrige framework are present in varying degrees, critical gaps remain in workforce engagement, performance measurement, and results integration. The study identifies the absence of competency-based recruitment, lack of continuous training, and decentralised performance control as key barriers to achieving high performance.This paper offers a strategic recommendation for adopting an integrated performance management system aligned with Baldrige principles, encompassing clear KPIs, unified evaluation standards, and structured capacity-building programs. By embedding quality management practices, the Indonesian legislative body can strengthen its internal support system and improve the overall quality of parliamentary governance.

Abstract

This study investigates the strategic integration of the Curriculum of Love (CoL) into Islamic educational management, focusing on its role in optimizing institutional values and performance. Employing a qualitative case study approach, data were collected from three Islamic educational institutions in East Java through in-depth interviews, non-participant observations, and document analysis. The findings reveal that successful integration of the CoL requires comprehensive policy alignment, value-oriented human resource management, organizational culture transformation, and the establishment of performance indicators that reflect moral-spiritual values alongside academic achievements. Effective managerial practices include vision-driven leadership, participatory decision-making, targeted teacher training, value-based performance appraisals, and restorative approaches to conflict resolution. The study contributes to the literature by framing the CoL not only as a pedagogical framework but also as a strategic management tool for enhancing institutional effectiveness. While the research is limited to a specific regional context, its implications offer a practical blueprint for policymakers, school leaders, and educators seeking to integrate value-based principles into educational governance.

Abstract

The goal of regional autonomy can be achieved through development, which is preceded by a plan. Therefore, planning becomes the benchmark for the success of a development. This article analyzes the planning performance for the 2019 to 2021 plan years at the Regional Research and Development Planning Agency (Bappelitbangda) of Lembata Regency. This analysis aims to determine the extent to which the outputs produced can be used to produce outcomes that touch more on the aspects and needs of the community and become a consideration for the Head of Bappelitbangda in taking strategic steps to improve planning performance and the value of public services. The measurement of performance indicators at Bappelitbangda uses performance identification criteria according to Mahsun (2006), namely inputs, processes, outputs, outcomes, benefits, and impacts. Measurement and analysis can only be done on input, process, output, and outcome groups. The results of the analysis show that planning performance in Bappelitbangda is still output-focused and not outcome-focused, which is indicated by the unbalanced proportion between the funds spent (inputs) and the outcomes produced. Based on the results of this simple analysis, it is expected that Bappelitbangda needs to carry out strategies for future planning improvements by considering aspects of the composition of the drafting team, work mechanisms, and understanding and meaning of the drafting team towards the importance of planning documents.

Abstract

Human capital theory argues that if someone is given education, in the future their work productivity will develop, because someone has the knowledge and skills to carry out their work better. The nation's literacy rate has increased. Based on 2016 BPPS data, the imbalance between job opportunities and the workforce in Indonesia means that intellectual unemployment is increasing. A shift in the education system is needed, namely not producing graduates who are solely looking for job opportunities, but rather graduates who are oriented towards job creation, namely entrepreneurship and campaigning for the promotion of entrepreneurship in the PT world. Based on this, this research is very important to carry out because it will help reduce the number of educated unemployed, especially in the UB Vocational Faculty. Graduates do not only choose to become civil servants and formal jobs, but can become entrepreneurs to build the nation and state. Therefore, the researchers took the title "Development of an Entrepreneurship Spirit Training Model for Undergraduate Students: Solutions for Planning Future Careers". The objectives of this research are: 1) Identifying the needs for training in the entrepreneurial spirit of UB Vocational Faculty students. 2) Create a training model for the entrepreneurial spirit of UB Vocational Faculty students. And 3) Create a Spirit of Entrepreneurship training package for UB Vocational Faculty students. This research, both the first and second year, used the Borg & Gall model development research approach (1983:775). Research in Year I, step 1 The research team conducted a preliminary study to photograph the student training model which was continued in Year II, namely creating an entrepreneurship training package. The research team developed 2 versions of the training model in consultation with experts, then the product was revised. Small-scale and large-scale trials were carried out by the Research Team, so that in the end a final entrepreneurial spirit training model was obtained. This product is used as the basis for creating an entrepreneurial spirit training package. This entrepreneurship training model can be used after the entrepreneurial spirit training package (theme, objectives, modules/materials, schedule, place, presenters, participants, rules, etc.) has been created as a complement to organizing student entrepreneurial spirit training.

Abstract

Social theory is very influential in customary planning theory because it is more interpretive such as postmodern planning theory, collaborative planning theory, and neo-pragmatism. The cultural paradigm as a driving force for development began to develop through the World Commission on Culture and Development (WCCD). WCCD argues that the cultural dimension is essential to the human-centered development paradigm. Ikat weaving as a cultural product of Belu Regency needs to be preserved and revitalized in three steps, namely: (1) understanding to raise awareness, (2) collective planning, and (2) generating cultural creativity from a planning perspective, the development of Ikat cultural products is carried out by local governments by making program alternatives that can support organizational strategy. These programs are selected, then the program is selected according to the priority scale of the resources they have and determines the required budget concerning the resources they have. Based on the description of the planning and the results of measuring the value for money, 1. Strategic planning for developing Ikat woven cultural products in Belu Regency has under planning principles. 2. Measurement of value for money shows that planning for developing woven cultural products in Belu Regency has been carried out economically but has to yet efficiently and effectively. Be seen in achieving efficient and compelling figures of less than 100%.

Abstract

It is imperative to do a thorough literature analysis on digital governance in developing nations to understand how the field is evolving and to identify any gaps in earlier studies. From the Scopus database, information is extracted, processed, and presented in the form of research trends, publication rankings, author affiliation, country affiliation, research funding sponsor, theme/scope, and research location. The information is then interpreted in light of research issues, research orientation/objectives, and research methods. A future research agenda in the area of digital governance in developing nations is produced by this study. Several tendencies can be seen as a consequence of research and analysis of 100 carefully chosen journal articles on e-government and developing nations. In terms of research trends, researchers are progressively studying e government research challenges in developing countries from year to year. The highest level of research scope interest is in digital economy (e-business concerns) and security, both of which are particularly relevant to the current situation. In terms of study topics, there are still numerous research gaps that can be addressed by new studies, particularly research on the e-government process, because there is less research on the process than research on outputs and outcomes.

Abstract

The success rate of strategies for addressing sustainability issues is increasingly dependent on whether changes in public behavior can and will complement the practical solutions that are currently available. Nudge is a novel behavioral change intervention that is being widely used in the ongoing fight against sustainability issues such as energy conservation, sustainable water, food, and fashion consumption. This article explores the most prolific writers, institutions, and nations, in addition to the most cited papers and publications on Nudge and Sustainability, using the Scopus database. Bibliometric analysis is used to describe the bibliographic data, including the total number of publications and citations for 96 papers published between 2011 and 2022. In addition, the article creates a graphical representation of the bibliographic material by mapping journals, keywords, and institutions with bibliographic coupling and co-citation analysis using the VOS Viewer software. The results of the analysis show that studies about nudge and sustainability are currently more focused on the context of pro-environmental behavior which is mostly micro-behavior such as food consumption behavior. The findings are significant in terms of enriching the growing discourse of nudge in the context of sustainability, as well as providing policy recommendations for governments to better address the issues.

Abstract

The conceptual construction of the empowerment process places several stages of empowerment which are now influenced by the concept of social capital and the perspective of local economic development. This has generated interest in research that focuses on the steps to empower local communities, as well as the supporting and inhibiting factors of the empowerment process. This research was conducted at the Women's Farmer Group (KWT) Mekar Indah, Balerante Village, Klaten Regency, and used a qualitative approach combined with a fishbone diagram to produce a community empowerment model construction in local economic development. This study shows that the empowerment steps are carried out in 3 (three) stages, namely enabling by forming women's farmer groups. Empowering is done by empowering farmer groups to be able to meet their food needs, and increase financial income. Meanwhile, protecting is carried out with government support, compliance with common rules and social norms, as well as maintaining good relations within the network with members and with external parties. The empowerment process is also supported by the existence of social capital that is maintained together. The empowerment process also produces development potential that leads to the achievement of local economic development that utilizes natural resources and product commodities, as well as the support of the context of the institutional system and good governance.

Abstract

ABSTRACTThis paper discusses the importance of building outcome implementation as a driving force for achieving public organization with a case study at Bappelitbangda, East Nusa Tenggara. This paper explains that development planning consists of several stages: planning, implementation, control, and evaluation. Outcome implementation is the main focus in achieving the results required in regional development planning. This study uses the method of literature study. LAKIP is the output of the performance of public organizations, which is also a monitoring and evaluation tool that provides an overview of the extent to which government agencies achieve the goals set in the planning. The LAKIP results show good performance at Bappelitbangda in East Nusa Tenggara. In the context of outcomes, the expected results of the performance of public organizations are regional development which is then seen from the achievement of regional macro indicators in the Regional Development Work Plan (RKPD) East Nusa Tenggara in 2022. Development performance achievements reflect social, economic, or change in the desired environment. Next, the author discusses implementing outcomes to achieve desired results in public organizations. Focus on Outcomes enables a better evaluation of the effectiveness of programs and activities implemented. Public organizations can improve efficiency, effectiveness, and accountability by building the implementation of Outcomes. Studies and practice in other countries have provided evidence that implementation outcomes can enhance the performance of public organizations. In conclusion, it is essential to implement Outcomes as a driving force for achieving public organizations. Focus on Outcomes allows public organizations to achieve significant benefits or impact and improve efficiency, effectiveness, and accountability.

Abstract

Indonesia's public service organizations have been conducted to implement ZI-WBK (Zona Integritas Wilayah Bebas Korupsi) as an effort for bureaucratic reform. The reform is measured by six areas of change: human resource management, change management, performance accountability, public service strengthening, technical arrangement, and supervision strengthening; KPKNL Malang, as a public service organization, is committed to increasing its general performance. This study uses a qualitative approach to know how ZI-WBK affects performance and service quality in KPKNL Malang. Using NVivo 12 Pro to analyze the interview results, this study shows that bureaucratic reform significantly affects performance and service quality in KPKNL Malang. Stakeholder testimonials and service quality scores demonstrate it.
