Abstract

Indonesia is a maritime country. Indonesia optimizes its maritime potential relevant to the country's goal as a world maritime axis. Maritime development is oriented toward the five pillars of the world maritime axis: maritime culture, economy, connectivity, diplomacy, and security. This can be realized in Indonesian policies, including the blue economy policy. Increasing relevant local potential in the blue economy at the port of Probolinggo City involves various parties. Researchers are interested in researching the quintuple Helix (QuiH), orienting the Probolinggo City Port environment with blue economy principles. The research applied a qualitative method with a case study approach. The research locus is in the Probolinggo City Port area. This research shows the quintuple helix innovation model in developing Probolinggo City Port with blue economy principles. The quintuple helix model in the Probolinggo City Port Complex describes that the innovation flow is driven by the role of the main helixes/subsystems of innovation, namely academics, the Probolinggo City Government, business actors, the Probolinggo City community, and the natural environment of the port in Probolinggo City. Technically, the role of each helix is very diverse; not all helixes have the same portion of the role, and not all helixes play a role as producers of innovation.

Abstract

Stunting is a public problem whose solutions use various approaches, policies, models, or specific analyses. This paper analyzes policy with a policy context approach such as Griendle's concept. The choice of this analysis is based on the consideration that the policy context aspect is always a determinant of policy performance. Power, interests, and strategies of the actors involved; institution and regime characteristics; compliance; and responsiveness. This research used qualitative methods, and the results were analyzed descriptively. The research location was in Kupang Regency, with overall observations including the center, the periphery, and the target groups. Data collection was organized using structured interviews, observation, and document study. The results show varied implementation performance between the observed areas due to the policy context, even though stunting prevention and reduction policies are based on and supported by the same policies and street-level implementation. It can be concluded that the policy context always determines implementation performance, and it is recommended that implementors always be more intensive and active in paying attention to variations in the policy environment.

Abstract

The Bojonegoro Regency Government utilizes the momentum of regional development transformation to actualize innovative city-based regional development. The Bojonegoro Regency Government has the opportunity to be part of the “Gerakan Menuju 100 Smart City” program by the Indonesian Ministry of Communication and Information, where selected regions are required to make regulations and formal documents in the form of an intelligent city master plan as the primary reference for implementing innovative city development. Thus, Peraturan Bupati No. 13 tahun 2020 tentang Masterplan Smart City Bojonegoro was formulated. This research aims to systematize the study of the intelligent city policy formulation process as a developing development innovation in Indonesia. This research uses a qualitative case study method by conducting interviews, literature studies and documentation. The findings of this study show that the process of formulating this policy begins with the identification of smart city master plan policy problems that refer to the urgency of strategic issues that need to be resolved according to the regional RPJMD period by taking into account structural, infrastructure and superstructure factors, setting the agenda setting is done by analyzing the existing conditions of business and IT in the region, formulating alternatives to pay attention to how intelligent city readiness is in the area and determining policies based on the results of determining the roadmap and quick-win of medium-term intellectual city development. This research shows that the success of smart city policy formulation, especially in regional head regulations such as this regent regulation, can be determined by the level of coordination maturity between executive government actors. The recommendation for further research is a systematic study of how a policy contained in a regional head regulation can be actively and massively implemented by the various actors and stakeholders involved.

Abstract

The definition of poverty can be broadly divided into two, namely absolute poverty and relative poverty. Absolute poverty is a condition where a person's income level is not sufficient to meet their basic needs. Policy is a series of concepts and principles that serve as guidelines and the basis for plans in carrying out work, leadership and ways of acting. The term can be applied to governments, private sector organizations and groups, as well as individuals. Policies are different from regulations and laws. If the law can impose or prohibit a behavior (for example a law that requires the payment of income tax), policy only guides actions that are most likely to obtain the desired results, the implementation of public policy as a form of thought process and human action that is well planned, rational, efficient and effective as an effort to create order and order in various state or government tasks in order to create shared prosperity based on justice and equality. The aim of this research is to determine the implementation of poverty alleviation in Malang City, to find out the supporting and inhibiting factors for the implementation of poverty alleviation in Malang City. This research uses qualitative methods by collecting data through observation, interviews and documentation using snowball sampling to determine informants. Data analysis was carried out through the stages of data collection, data presentation and drawing conclusions. From this research, the results showed that the implementation of the poverty alleviation policy in the city of Malang has gone well and according to procedures, and monitoring and outreach to the community has also been carried out, however there are several obstacles in the effort to receive this aid, namely the data provided by the Ministry of Social Affairs still takes time. which is old. Abstract

The Mataram City Archives and Library Service (Diarpus) is one of the Regional Technical Institutional Organizations responsible for organizing archives to form a national integrated archive management system. This research aims to determine how far the use of the Srikandi Application in implementing e-government is to improve the quality of research services. This uses a descriptive qualitative approach to produce information. Determining informants uses a purposive sampling technique, namely a data source sampling technique including the head of utilization and archival services development in analyzing data using the Miles & Huberman Interactive Analysis Model which can be visualized as follows: Data Collection, Reduction, Data Presentation, The conclusion that is used as a reference for researchers in the theory put forward by Edwards III is that there are four variables in public policy, namely Communication, Resources, Implementing Attitudes and Bureaucratic Structure. It can be concluded that the inhibiting factors are employees' lack of understanding in implementing their duties and responsibilities and human Resources (HR). ) is still considered lacking or limited, and infrastructure is still somewhat lacking. Researchers' suggestions for implementing Electronic Government through an Integrated System (SRIKANDI) in the Mataram City archives and library service, namely increasing the provision of facilities, including infrastructure, and providing training or private practice to employees who are still in a situation where they are technologically illiterate and have difficulty using the SRIKANDI application

Abstract

Against the background of the less than optimal development of Ngambal Lake tourism potential by the Winong village government, seen from the low number of visitors, the Winong village government wants to create a tourist destination again with a different concept, namely Jowin peak. In order to maintain its existence, the village government needs to create a strategy in developing and managing tourism potential. This research wants to analyze the strategy for developing and managing tourism potential created by the Winong village government. The qualitative approach is the research method chosen with the type of research being descriptive. The data collection used was interview and documentation methods. From the research results, it was concluded that the strategy for developing tourism potential in Winong village is through attraction aspects, transportation aspects and facility aspects to support Jowin peak tourism.

Abstract

Bojonegoro Regency is an oil and gas producing area with a total APBD of Bojonegoro Regency reaching 7.4 trillion, most of the budget comes from oil and natural gas products. However, the Human Development Index (HDI) achievement in Bojonegoro Regency is in the fifth lowest position in East Java due to the low quality of education in Bojonegoro Regency. The policy taken by the government to overcome this problem is the Ten Scholars Scholarship Program Per Village, which is expected to increase the interest of the people of Bojonegoro in continuing their education at university. This research aims to understand the cause and effect of the policy process for the Ten Scholars Per Village scholarship program in Bojonegoro Regency in overcoming the low quality of human resources in Bojonegoro Regency. This research uses a descriptive qualitative method with data sources obtained from the results of field studies through interviews, observation, and documentation techniques. The results of this research are that the Ten Scholars Per Village scholarship program in Bojonegoro Regency has been implemented by Perbup Number 17 of 2023. However, there are several obstacles to its implementation. The existence of this program policy can have a positive impact on increasing the HDI achievement of Bojonegoro Regency from medium scale to high scale.

Abstract

Community empowerment must be promoted to improve the family economy. Each artisan of Roworena village independently produces handicrafts for ges content and leather, curtains, chicken cages and consumer demand in the form of chairs, tables, curtains, pots, hangers, entrepreneurial skills and knowledge. Handicrafts are made in the home industry, where all skills come from households. The purpose of the authors of this study is to see the phenomenon of community empowerment based on entrepreneurship as a strategic position in community development, because entrepreneurship is essentially independence and skills necessary for life. The research method is descriptive qualitative, which analyzes the phenomena occurring in the reproduction in the community up to the market results. In the analysis, the researcher elaborates the approach of empowerment through the aspects of enabling, empowering and protecting, so in response to the empowerment experienced by the community, the researcher in this study suggests that entrepreneurs of craft industry innovate more handicraft products and sales are more modern.

Abstract

Community empowerment in waste management is a strategy for creating a clean and sustainable environment. Community-based waste management is expected to have an environmental impact, thereby creating a sustainable environment. This research aims to describe and analyze the environmental impact of community-based waste management through community empowerment in Plosojenar Village, Ponorogo Regency. This research is a qualitative descriptive study. Data collection techniques use interviews, observation, documentation, and Focus Group Discussions (FGD). Triangulation of sources and methods was used to test the validity of the data. Data analysis uses Creswell's qualitative analysis model. The research results show that community-based waste management has the opportunity to encourage environmental impact, by empowering the community through the Maesojenar Compost House. Various programs have been designed, such as: Coconut Fiber Waste Processing Program, Compost Fertilizer Processing Program, and Waste Savings Program. In the future, the sustainability of this program needs to be considered. Apart from that, the use of social media needs to be strengthened to voice issues surrounding waste management, so that it can encourage the creation of good environmental impacts.

Abstract

After five decades of implementing regulations on the construction of places of worship, the debates surrounding the policy have never ceased. The regulation has encountered religious entities in the form of administrative burdens through various requirements imposed on them to limit the construction of places of worship. This research aims to examine the origins of the burdens contained in the regulation, namely Joint Regulation of the Minister of Religion and the Minister of Home Affairs 8 & 9/2006, with an emphasis on why these administrative requirements exist and continue to exist today. By following process-tracing methods, this research found that this administrative burden existed and continues to exist due to past disputes between Muslims and Christians which were triggered by Christian missionary activities which culminated in attacks on churches in several areas. This has been traumatic for both parties and sparked persistent suspicion between the two groups. This research proposes that this phenomenon can be called "institutionalization of administrative burden" which is a form of behavior based on traumatic feelings that the state legitimizes due to past conflicts. Some indications institutionalizing these burdens result in negative behavior patterns, which means the government needs to consider changing or improving the regulation carefully.
