Abstract

This study investigates the implementation of Aceh Qanun Number 8 of 2018 concerning the facilitation of narcotics abuse prevention in North Aceh, with a specific focus on collaborative governance among the local government, BNNK Lhokseumawe, and the North Aceh Police. North Aceh has experienced increasing narcotics-related threats, yet institutional collaboration in addressing this issue remains underdeveloped. The aim of this study is to analyze the dynamics and constraints of inter-agency collaboration in the implementation of local anti-narcotics policy. Employing a qualitative research design, data were collected through in-depth interviews, direct observation, and documentation analysis involving local stakeholders including public officials, law enforcement, and community representatives. The findings reveal that collaborative efforts are still limited and fragmented due to several factors: weak coordination mechanisms, lack of shared commitment, limited human and financial resources, and misaligned institutional priorities. Moreover, community involvement in prevention programs is minimal, despite its importance as outlined in the policy. These limitations hinder the full realization of Qanun Aceh Number 8 Year 2018. The study emphasizes the need to establish formal and binding coordination structures such as Memoranda of Understanding (MoUs), enhance institutional capacity, and promote inclusive community-based approaches. Strengthening inter-agency synergy and public participation is essential for effective policy outcomes. This study contributes to the broader discourse on collaborative governance in drug prevention and offers insights for designing more integrative and context-specific public policies at the local level.

Abstract

The research explores the dynamics of cultural heritage tourism management in Kayutangan, Malang City, within the context of the evolving creative economy, innovation, and localism in heritage revitalization. The study aims to describe and analyze stakeholder involvement, factors influencing collective action capacity, and strategies to enhance this capacity in managing cultural heritage tourism. Adopting an interpretive social science approach within a constructivist paradigm, the research utilizes a case study methodology to investigate joint action capacity among community members, government officials, and private sectors. Findings reveal active collaboration among these stakeholders, with coordinated efforts spanning community groups, government bodies, sub-districts, villages, and private enterprises such as banks. This collaboration facilitates improved management of cultural heritage tourism, albeit challenged by limited human resources, low community participation, and conflicts stemming from miscommunication and differing perspectives. The study concludes that sustained and enhanced collaborative governance is vital for the participatory management and sustainable development of heritage tourism in Kayutangan. Strengthening stakeholder relationships and communication channels emerges as a key strategy to overcome existing barriers and support collective welfare through cultural tourism initiatives.

Abstract

This study examines the archive management of the Subsidized Home Ownership Credit Program at a state-owned bank branch in Palembang, focusing on operational challenges and their implications for public service efficiency. Using a qualitative approach, data was collected through observation, interviews, and documentation to explore factors influencing archive management, including document overload, inadequate storage facilities, and human resource competencies. The uniqueness of this study lies in the evaluation of the implementation of an innovative technology-based digital archive system and its impact on smart governance principles, as well as its contribution to enriching the literature on archive digitization in the public sector. The results indicate that optimizing archive management and developing human resource competencies can significantly improve administrative efficiency and service quality, providing empirical evidence to support innovation policies in public administration and more effective archive management.

Abstract

SIAGA BRO PSC 119 attend to provide a rapid response to medical emergencies, which must be available in Bojonegoro District, which operates under the auspices of the Bojonegoro District Health Office. Till now, it has handled over 2,000 emergency cases since its establishment three years ago. However, this emergency service still faces challenges, including a lack of public understanding and an unstable increase in the number of users. When linked to the number of emergency situations, such as accidents, the number of emergency calls should increase in line with the number of accidents occurring. The purpose of this study is to determine the public value of the SIAGA BRO PSC 119 service provided by the Bojonegoro District Health Office, using a descriptive qualitative method through interviews with relevant parties and several users who have used the SIAGA BRO PSC 119 service, and analyzed to determine public value through the measurement dimensions by Faulkner & Kaufman (2018), including Outcome Achievement, Trust and Legitimacy, Service Delivery Quality, and Efficiency. The results indicate that the SIAGA BRO PSC 119 service has a fairly good quality of service delivery and achieves a relatively high level of public trust, particularly in terms of economic, social, and cultural outcomes. However, reporting incidents by the network to the central office is still hindered due to insufficient resources, and active outreach efforts are still a concern raised by the community.

Abstract

This Study aims to analyze the effectiveness of the ACTORS theory based partnership model in economic empowerment in maritime villages in Nagan Raya Regency.The research method used is a qualitative method with a descriptive approach through in depth interviews, observation, and documentation, and data validation using source triangulation and member check. The results showed that the confidence & competence and authority indicators obtained the lowest scores (2 out of 5 each), indicating low confidence, technical skills, and limited village authority in program implementation. In contrast, the responsibility indicator received the highest score (4 out of 5), which is due to the implementation of a digital financial governance system (siskeudes) that can improve accountability. These findings indicate the need to increase human resource capacity and strengthen local institutions to optimize the blue economy concept in a sustainable manner in coastal areas.

Abstract

The Law No. 6 of 2014 concerning Villages grants villages the authority to govern themselves, and the government allocates village funds for their implementation. In Serang Regency, there are issues regarding the ineffective governance of village funds, characterized by the low quality of human resources for public services, lack of transparency and accountability, and insufficient community empowerment programs. This study aims to emphasize the urgency of improving the governance of village funds towards better governance in Serang Regency. The research adopts a qualitative descriptive method. Key informants come from relevant agencies in Serang Regency, the Inspectorate, and civil society organizations, with information gathered through observations and focused group discussions. The research findings indicate that only the dimensions of resource management and governance process are categorized as sufficient, while decision-making, collaboration with the private sector, and other governance principles still need improvement. Based on the research findings, it can be concluded that the governance of village funds in Serang Regency requires urgent strengthening.

Abstract

Pandean Tourism Village is a village which is one of the most popular tourist destinations and is visited by many tourists in Trenggalek Regency. In developing tourist villages, there needs to be collaboration between stakeholders. This article adopts the collaborative perspective of the Penta Helix model to discuss stakeholder interactions, highlight the level of success, and identify several problems in the development of the Pandean Tourism Village. This qualitative research uses a case study approach and visualises collective interactions between stakeholders, including the following: 1) Academic, 2) Business, 3) Community, 4) Government and 5) Media based on the Penta Helix model from Arif Yahya (2016). Data was collected through observation, semi-structured interviews, and document review. The research results show that each of the five stakeholders has played a role according to their field in the development of the Pandean Tourism Village, but cooperation between the stakeholders is still not optimal. The findings of this research recommend that the Village Government's role must be enhanced by developing policies that increase innovation in using local natural resources and institutionalising stakeholder collaboration to ensure sustainable collaboration.

Abstract

Technological advances require Indonesia to transform. In elections, technological advances seem to demand promising changes. Indonesia has also implemented digitalization of elections in stages, starting with the Voter Data Information System (SIDALIH) and the Vote Counting System (SITUNG). This study is peeled through a qualitative approach with a descriptive method. This technique is used to parse research topics and create descriptions in a systematic, factual and accurate manner based on literary sources. The results of the study state that Indonesia has started digitizing elections and has made developments from time to time. The digitization of elections is also an urgent need to improve the quality of democracy in the country and economic efficiency. To support this, it is necessary to strengthen the digitization of elections. Among them are strong cyber security policy regulations to support data sovereignty, strengthening information technology infrastructure that is evenly distributed and the readiness of human resources which is realized by increasing digital literacy.

Abstract

This study aims to determine the development of Tourism Villages located in Pao Village, Tombolo Pao District, Gowa Regency. The method used in this study is a qualitative method, with data collection techniques through observation and interviews. The data analysis is carried out, starting from reduction, presentation of data, verification and drawing conclusions. The results showed that human resource capacity development in the development of tourism villages in Pao Village had not gone well. Recruitment has not been good because there are no clear procedures, the training system for Tourism Village object managers is not sustainable, and the a lack of training support infrastructure. The payroll system for Tourism Village object managers does not have a special budget, and working conditions are not good due to the lack of availability of supporting facilities and infrastructure for workers or tourism object managers so work quality and work motivation are low.

Abstract

Public service is an absolute thing that happens in human social life. This makes public services one of the aspects that must be considered in governance for the purpose of creating satisfaction in the process of social interaction. One of the institutions that has not been able to provide maximum public services to the community is the Sekejati Post Office, Bandung City. The Sekejati Post Office in Bandung City provides several services to the community, one of which is the PDAM bill payment service. In the service process for paying PDAM bills, it was found that there are still service support facilities that have been unable to operate properly. This study aims to determine how to provide bill payment services for PDAM Post Office Sekejati Delivery Center Bandung City. The research process was carried out using qualitative research methods where in-depth interviews and observation methods carried out the data collection process. From the research that has been done, it was found that the obstacles that occur in the process of optimising the PDAM bill payment service at the Sekejati Post Office in Bandung City are systems that often have errors and there is a buildup of queues when one of the counter officers is unable to attend due to health reasons.
