Journal Al-Ijtimaiyyah is an open access journal that contributing to publishing various research results and literature review in the field of Islamic community development and social welfare. The journal welcomes the new idea and concepts on the community development field to be published academically. This journal was initiated by a group of academicians who concern with development and social issues at Ar-Raniry Islamic University, Banda Aceh, Indonesia. Focus; Journal Al-Ijtimaiyyah publishes an academic article on Islamic community development and social welfare based on research, project report, book reviews and new concept on Islamic community development that based on deep literature review. Scope; Journal Al-Ijtimaiyyah accepts the submission of articles in the fields of Islamic community development, Islamic microfinance, disaster and development, poverty reduction, social welfare, entrepreneurship and gender, and development.

Abstract

Human development remains a crucial challenge in developing regions, particularly in Jawa Tengah Province, which continues to face high poverty rates, fiscal disparities, and uneven access to basic services. These issues contribute to low Human Development Index (HDI) scores and hinder inclusive growth. This study aims to examine the effect of poverty rate, economic growth, and Original Local Government Revenue (OLGR) on HDI across 35 districts and cities in Jawa Tengah Province from 2019 to 2023. Employing a quantitative approach, the research applies Partial Least Squares–Structural Equation Modeling (PLS-SEM) using SmartPLS software. The findings indicate that poverty rate and OLGR have a significant effect on HDI, while economic growth does not show a statistically significant relationship. Collectively, the three variables explain 49.1% of the variation in HDI. These results highlight the importance of strengthening local fiscal capacity and implementing equitable redistribution policies to improve human development outcomes at the regional level.

Abstract

Household waste management through waste banks is an effort made by the community to reduce the volume of waste in landfills. Household waste management is very important to solve the increasingly complex waste problem. Community participation is the main key because the community is the actor in waste management activities. This study aims to examine community participation in the stages of waste management at the Inyong waste bank in Banyumas Regency. The approach applied in this research is qualitative with descriptive analysis method. The data used came from two sources, namely primary and secondary data, with data collection techniques through observation, interviews and literature studies. The research data were analyzed through data reduction, data presentation, and verification and conclusion drawing. The informants in this study were the management and customers of the Inyong waste bank. The results showed that the community participated in waste management activities in Inyong waste bank starting from the planning, implementation, evaluation, and utilization stages. However, efforts to increase community participation in the evaluation stage need to be made by holding special meetings held to evaluate the waste management program periodically.

Abstract

The 19th-century Islamic renewal movement emerged as a response to intellectual stagnation and colonial domination in the Muslim world. Reformists like Jamaluddin al-Afghani, Muhammad Abduh, and Rashid Rida advocated for a return to the Qur'an and Sunnah through rational and contextual interpretation—termed "textual reasoning"—rather than literalism. This study analyzes the relationship between this reasoning and social action, specifically concerning poverty alleviation and gender equality. Using a library research method with a social hermeneutic approach, the study finds that 19th-century reformism catalyzed practical transformations: educational reform, productive zakat management, and women's empowerment. The movement demonstrates Islam's capacity for sustainable social justice. This research offers a novel synthesis by linking theological "ijtihad" directly to socio-economic praxis, providing a framework for modern Muslim welfare.

Abstract

This study examines the social and political dimensions of Islam by analyzing the relevance of Sharia values within both historical and contemporary socio-political contexts, with particular attention to Southeast Asia. The research addresses two central questions: how have Islamic principles historically shaped governance, leadership ethics, and civic participation, and in what ways do these principles continue to influence contemporary political systems in Muslim-majority societies. Employing a qualitative, literature-based approach, the study explores key Islamic concepts such as shura (consultation), social justice, and public accountability, tracing their historical foundations while assessing their adaptation within modern democratic and constitutional frameworks. The findings demonstrate that Islam functions not only as a theological system but also as a dynamic socio-political and moral framework that informs ethical governance and civic engagement in the present era. By distinguishing clearly between historical precedents and contemporary applications, this study contributes to the broader literature on Islam and politics by highlighting the adaptive capacity of Sharia values in responding to modern governance challenges, including pluralism, accountability, and social justice.

Abstract

This study examines the dynamics of the feminist movement in confronting patriarchal challenges within Indonesia’s mass media. Using a descriptive qualitative approach, data were collected through in-depth interviews and observations involving five key informants active in both media and feminist advocacy. The findings indicate that feminist representation in mainstream media remains limited and often biased. Feminist narratives are frequently simplified or distorted, reinforcing stereotypes that align with patriarchal norms. Feminist activists continue to encounter significant barriers, including restricted access to mainstream platforms, editorial limitations, and digital harassment. Despite these obstacles, social media has become an important alternative space for advancing gender equality discourse and amplifying women’s voices. The study emphasizes the urgent need for critical communication strategies, the empowerment of alternative media, and the enhancement of digital literacy to challenge patriarchal dominance. Ultimately, this research underscores the ethical responsibility of the media to construct fair, inclusive, and consistent narratives that support feminist movements and promote gender justice in Indonesia.

Abstract

This research is motivated by the high dependence of beneficiaries on social assistance. Beneficiary Families (KPM) face mental, psychological, and social obstacles in achieving economic independence after graduation, so that financial-based empowerment programs are considered ineffective. This study aims to describe the community empowerment counseling model in the social assistance process for beneficiary graduates to transition to sustainable independence. The research uses a descriptive qualitative method with data collection techniques through active observation, in-depth interviews, and documentation. The research subjects consisted of five sub-district level social companions and fifty families of graduates from ten communities in southern Banyumas. Data were analyzed by reducing, classifying, and mapping findings by linking field results with empowerment theory and community counseling practices. The study results show that empowerment counseling plays an important role in increasing participants' confidence, self-efficacy, and motivation to be economically independent through community-based productive activities. However, challenges in the form of social stigma, lack of family support, and limited market access still hinder the empowerment process. In conclusion, empowerment counseling has been carried out using a psychosocial approach that strengthens the beneficiaries' mental readiness and socioeconomic capacity. Scientifically, this research contributes to developing an integrative model between social empowerment theory and community counseling practices in supporting the sustainability of social welfare postgraduate programs at the local level.

Abstract

This study aims to determine the effect of social commerce and e-payment services on the income of micro, small, and medium enterprises (MSMEs) in the culinary sector in Panyabungan District. The research method used is quantitative research. The population in this study consists of all culinary MSMEs that use social commerce and e-payment services, with a total population and sample size of 30 respondents. Data analysis techniques used validity tests, reliability tests, classical assumption tests, multiple linear regression analysis, t-tests, f-tests, and coefficient of determination tests. Data processing tools in this study used SPSS 24 software. The results showed that the t-test on the social commerce service variable had a significance value of 0.003 < 0.05 and a t-value of 3.228 > the t-table value of 2.051, so Ha1 was accepted and H01 was rejected, meaning that social commerce services partially had a significant effect on the income of Micro, Small and Medium Enterprises in Mandailing Natal District. Then, the e-payment variable has a significance value of 0.028 < 0.05 and a t-value of 2.329 > the table t-value of 2.051. Thus, Ha2 is accepted and H02 is rejected, meaning that e-payment partially has a significant effect on the income of Micro, Small and Medium Enterprises in Mandailing Natal District. The f test results show that simultaneously or together, the social commerce and e-payment variables have a significant value of 0.000 < 0.05 and an f value of 10.969 > the f table value of 3.35, so Ha3 is accepted and H03 is rejected, meaning that social commerce services and e-payment simultaneously have a significant effect on the income of Micro, Small, and Medium Enterprises in Mandailing Natal District. Furthermore, the three main principles are in line with the practice of utilizing e-payment and social commerce services for halal culinary MSMEs in the Panyabungan sub-district. First, the principle of justice ('adl) emphasizes the fulfillment of the rights of all parties in a balanced manner. Second, the principle of transparency (al-amanah) requires the honest and trustworthy presentation of financial and non-financial information, as a form of accountability not only to fellow human beings but also to Allah. Third, the principle of benefit (maslahah) directs every business activity to provide broader benefits to society, not merely to pursue personal or group profits.

Abstract

The development of Islamic preaching continues to change. The transformation of Islamic preaching by Islamic religious instructors is an important part of the Ministry of Religious Affairs' response to the socio-religious dynamics in Indonesia. This transformation positions Islamic preachers as social facilitators and agents of change who not only convey religious teachings but also mediate conflicts, strengthen tolerance, and empower communities. The transformation of Islamic preaching by Islamic preachers is a strategic step in improving the quality of religious guidance amidst social changes in society. This study focuses on the implementation of the Ministry of Religious Affairs' extension policy in Pondok Melati District, Bekasi City, an area with growing religious dynamics and social diversity. The research method used is descriptive qualitative, with data collection techniques through field observations, interviews with functional and non-functional religious instructors, and a review of extension program documents at the Office of Religious Affairs (KUA). The results show that the transformation of Islamic preaching in Pondok Melati is characterized by a shift in approach from lecture-based preaching to a model of mentoring and community empowerment. Extension preaching functions as a bridge between state policy and the real needs of the people, thus strengthening the role of religion as a transformative force in socio-religious development in Indonesia.

Abstract

This study examines public opinion within a Muslim community regarding the Free Nutritious Meal Program (Program Makan Bergizi Gratis/MBG) as a government social welfare policy in Sei Sentosa Village, Panai Hulu District, Labuhanbatu Regency. Situated within the framework of Islamic community development and social welfare, the study explores community experiences, perceptions, and responses toward the program's implementation. A qualitative method with a phenomenological approach was employed. Data were collected through in-depth interviews with seven informants comprising a program coordinator, a village secretary, a teacher, two parents, and two students as program beneficiaries, complemented by field observation and documentation. The findings indicate that community opinion toward the MBG Program is generally positive. The program is perceived as effective in fulfilling students' nutritional needs, improving learning concentration and motivation, and providing economic relief for families by reducing household expenditure. The program also contributes to improving community welfare, particularly in health and education — two dimensions closely aligned with Islamic values of human dignity (karamah) and collective well-being (maslahah). However, implementation challenges remain, including delays in food distribution, limited menu variation, and inconsistent food quality. Public opinion manifests not only as support but also as constructive social critique reflecting the community's role as active participants in policy governance. This study concludes that the success of the MBG Program is strongly influenced by implementation effectiveness, service quality, and program socialization, and recommends continuous evaluation to optimize its social welfare outcomes.

Abstract

The accelerating pace of sociocultural change, particularly driven by rapid technological advancement, presents distinctive challenges to children's emotional development within Muslim family contexts. This study examines the role of parents in shaping children's emotional intelligence (kecerdasan emosi) amid sociocultural change, with a focus on Muslim families in Nagori Bah Jambi III. A descriptive qualitative approach was employed, with data collected through observation, in-depth interviews, and documentation involving three research informants — two parents and one adolescent child — selected through purposive sampling. Data analysis followed the interactive model of Miles and Huberman, encompassing data reduction, data display, and conclusion drawing, with validity ensured through source triangulation. The findings reveal that parental roles in shaping children's emotional intelligence manifest through five primary dimensions: as guides (pembimbing), motivators, facilitators, supervisors, and moral exemplars (suri teladan). Parents accompany their children in a calm and dialogic manner, provide emotional support during moments of difficulty or failure, create a conducive home environment, supervise gadget use communicatively, and instil social and cultural values through personal exemplarity rooted in Islamic ethics. The study concludes that parental presence is indispensable in cultivating children's emotional intelligence, as it contributes significantly to the development of self-awareness, self-regulation, empathy, and social skills amid the dynamics of sociocultural change. The findings offer practical implications for Muslim families, educators, and policymakers in designing adaptive and values-based parenting approaches in the digital era.
