IP (Indonesian Perspective) is a scholarly journal published by the Department of International Relations, Diponegoro University. Appears two volumes a year, the journal covers broad subject areas ranging from international politics, global security, global political economy, diplomacy and foreign policy, transnational relations, to theoretical debates concerning contemporary global challenges. The name ‘Indonesian Perspective’ implies that all article submissions must meet requirement to connect their analysis to Indonesia foreign relations, either how Indonesia perceives global politics or how global politics affects Indonesia.

Abstract

Memotret politik luar negeri Indonesia pada era Susilo Bambang Yudhoyono bukanlah hal yang sederhana. Kompleksitas politik domestik seperti perubahan rezim dan sistem politik, serta juga situasi internasional seperti kebangkitan Asia dan pergeseran kekuatan global, menjadi materi utama yang berpengaruh dalam usaha menjelaskan tersebut. Namun, dibalik perubahan dan dinamika politik domestik dan internasional itu sendiri, terdapat pola-pola khusus yang mengiringi perjalanan politik luar negeri Indonesia, baik ada yang terus berlanjut, maupun ada yang terhenti. Meskipun diperlukan energi yang cukup besar dalam usaha tersebut, bukan satu hal yang tidak mungkin untuk menjelaskan politik luar negeri Indonesia secara komprehensif.Kata-kata kunci: politik luar negeri Indonesia, Susilo Bambang Yudhoyono

Abstract

This paper discusses about war and peace is one part of world history and an important phenomenon in International Relations. Since the end of the Cold War conflict not only occurs between countries but also intra-state so that non-state actors have an important role including the peace forces shaded by the United Nations Security Council. Indonesia is one of the contributing countries that sent peacekeepers to join the Garuda Contingent to Lebanon. The United Nations has carried out various peace operations which have also involved the participation of women’s forces which are also based on the Security Council Resolution 1325 of 2000. This research is aimed to understand the role of TNI Women as members of the Garuda Contingent who have been sent to Lebanon using the concept of peacekeeping operations and humanitarian assistance. This research attempts to describe the role of TNI Women in humanitarian assistance, which has been an important part of peace operations since resolution 1701 of 2006 issued by the United Nations Security Council.

Abstract

In international relations, public diplomacy is used by state actors and non-state actors to introduce cultures in the international sphere to create positive image of the countries. One of instruments of public diplomacy is gastrodiplomacy in which actors introduce cultures through special foods of certain country. One of non-state actors that has implemented gastrodiplomacy is Zahra Turkish Ice Cream, a company operated in several major cities in Indonesia such as in Jakarta, Bekasi, Bandung, and Yogyakarta with nine stores in total to introduce Turkey’s culture and identity. This paper describes Zahra Turkish Ice Cream’s role as a non-state actor in conducting gastrodiplomacy and revealed whether or not Zahra Turkish Ice Cream is able to attract consumers toward Turkey’s culture. This paper employs two concepts; new public diplomacy and gastrodiplomacy. This paper argues that Zahra Turkish Ice Cream has succeeded in introducing Turkey’s culture to its customers.

Abstract

As a transit country, Indonesia is obliged to temporarily accommodate thousands of refugees and asylum seekers who are waiting to be processed by UNHCR for resettlement to the third countries. To facilitate refugees and asylum seekers, Joko Widodo’s government issued Presidential Regulation 125/2016. The international community appreciates the regulation because it shows Indonesia commitment to take part in addressing one of the humanitarian issues that is currently being concern to the world. This paper aims to analyze Joko Widodo’s policy that facilitate refugees and asylum seekers. By using the concept of international recognition in the constructivist paradigm, this paper argues that the government issued Presidential Regulation 125/2016 is influenced by the desire of Indonesia to be recognized as a “human rights defender” in terms of refugee handling. In this case, recognition, appreciation, and positive response from the international community has been obtained by Indonesia leading to the reduction of pressure from international community which could trigger the phenomenon of misrecognition. In this regard, Indonesia’s identity as “human rights defender” can be maintained.

Abstract

This paper discusses about the dynamics of the development of the international norm “war on terror” which is analyzed from three dominant approaches in international relations; realism, liberalism, and constructivism. Specifically, this paper seeks to reveal the dynamics of war on terror norms from its inception to date, where the norms have been adopted by the majority of the international community. The first stage is the emergence of the norms which fall within realist thinking stressing on materialist and rationalist dimensions such as security issues and threats from terrorists. The second stage emphasizes on the role of international organizations and international law that closely associated with liberalist thinking. The last stage is strengthening the norms focusing on shared ideas related to humanity, human rights and freedom to build a common identity that led to the emergence of the counter-terrorism norms that fit constructivist perspective.

Abstract

There have been abundant scholarly arguments regarding ASEAN and its role in managing interstate relations in Southeast Asia and beyond. This book offers a different perspective based on experience of former Indonesia’s foreign minister. There is no theoretical framework employed by the author to frame his arguments. His arguments are expressed narratively supported by rich empirical data gathered mostly through first-hand or primary sources.

Abstract

This study explains the socio-political conditions of government in the New Order era and revisits the situation at that time from the perspective of Thomas Hobbes and Niccolo Machiavelli. This is based on the desire of some parties who want to return Indonesia back to the New Order era which is considered by some people to provide political and economic stability. This paper argues that the New Order and the state power model as described by Hobbes and Machiavelli thinking placed the unity of the state as the core idea, which made the country stable and did not experience horizontal conflicts. But with globalization, the rapid development of technology and the power of social media, making Indonesia as an authoritarian state as before would be difficult, if not impossible to do. It is important to study the thoughts of these two figures because both Machiavelli and Hobbes attach great importance to the unity and integrity of the state, and avoid the state from breaking up due to conflict and war.

Abstract

This paper reveals two important things: first, to show the relevance of the Pancasila with Sustainable Development Goals (SDGs) as a global norm which both are understood in this paper as embodiment of cosmopolitan values. Second, this case study reinforces the argument that the state remains important and its existence is not a barrier to the achievement of cosmopolitan values. In the middle of the debate over the durability and relevance of the state sovereignty, this paper shows that it is not barrier to cosmopolitanism – as is often argued by critics. Thus, at the level of international organization, the existence of cosmopolitan values are reinforced by state-level commitments to democracy.

Abstract

It is undeniable that media is mostly used as a propaganda tool of the political elite to achieve the national interest of its country. This research identifies and explains the establishment of CNN Indonesia in making public opinion as one of the extensions on CNN International regarding the Kim Jong Un and Donald Trump Summit in Singapore in 2018. This research utilized: agenda-setting, priming and framing theory to find out the detail process of forming public opinion by CNN Indonesia. This research also utilizes qualitative research methods based on Robert E. Stake’s explanation. The finding suggests that CNN Indonesia, through its agenda-setting, was able to make the summit has an urgency to be discussed in public. Its priming is able to increasing awareness of the importance of denuclearization and world peace which has been Indonesa’s foreign policy agenda. Through its framing, CNN Indonesia attempted to construct public opinion that the United States able to utilize its super power label in order to perquisite many parties, namely creating the world peace.

Abstract

In the history of Indonesia’s foreign policy, there are often differences in attitudes between the Ministry of Foreign Affairs and the Ministry of Defense in responding to international issues. The Ministry of Defense seems to act unilaterally and pays little attention to the Ministry of Foreign Affairs in expressing attitudes and views regarding Indonesia’s foreign policy. There are disagreements between two ministries that cause polemics and pros and cons in government circles which eventually evaporate in public space. This paper analyzes the lack of synergy between the Ministry of Defense and the Ministry of Foreign Affairs in addressing international problems, which seem to work independently. This paper argues that a one-door policy in Indonesian foreign policy is needed, where the Ministry of Foreign Affairs must be positioned as the only door in the formulation and implementation of foreign policy, which the Ministry of Defense must submit to and comply with and synergy with the Ministry of Foreign Affairs in foreign policy issues.
