Abstract

This research discusses photo archive management procedures in the Regional Library and Archives Service (DPAD) of the Special Region of Yogyakarta (DIY) based on the archival continuum model theory. Photo archives play an important role in preserving collective memory, historical documentation and cultural identity. This research uses a descriptive qualitative approach, collecting data through interviews with archivists involved in managing photo archives at DPAD DIY. The photo archive management process is analyzed through four dimensions of the archive continuum: creation, recording, organizing, and pluralization. In the creation dimension, DPAD DIY collaborates with photographers and Regional Apparatus Organizations (OPD) to ensure that photo archives meet the required criteria. In the record dimension, metadata is structured to include important details about the origin of the record and its relationship to other records. In its organization, archives are stored in special boxes and safes, even though the storage temperature is less than optimal. In the pluralization dimension, photo archives can be accessed by the public through initiatives such as the Jogja Archives Diorama and service rooms, thereby increasing accessibility and preservation. In conclusion, DPAD DIY has effectively implemented photo archive management in accordance with the archival continuum principle, thus ensuring control from creation to public access. Recommendations include upgrading storage facilities to meet ideal standards and improving online catalogs for faster retrieval of records The findings of this study offer practical insights for other archival institutions in developing comprehensive photo archive management strategies, particularly in integrating acquisition, preservation, and public access within a unified archival framework.

Abstract

This study aims to analyze collection management at the Special Library of the Bengkulu Regional Office of the Ministry of Law and Human Rights and identify obstacles faced in the management process. The focus of the study includes aspects of planning, policy, collection relevance, accessibility, and collection maintenance. The research method used is a qualitative descriptive method with data collection techniques through observation, interviews, and documentation. Research informants in this study include the head of the sub-division that oversees the library, library managers, and users. The theory used as a basis is the Collection Life Cycle Theory which explains the life cycle of library collections from selection, acquisition, organization, use, to maintenance and weeding of collections. The results of the study indicate that the collection management system in this library still faces various obstacles, such as the classification and cataloging process is not yet optimal, there is no periodic evaluation of the collection, and limited experts in the library field. In addition, collection accessibility is still limited because there is no adequate digital search system. In terms of maintenance, the library has not implemented an effective collection weeding system, so that many old collections are still stored on shelves that have not been updated according to the needs of users. Based on these findings, this study recommends improving the quality of collection management through the recruitment of library experts, the development of digital systems to improve the accessibility of collections, and the preparation of more systematic written policies regarding collection management. Periodic evaluation of the collection also needs to be carried out to ensure that the collection remains relevant to the needs of users. With these improvements, it is hoped that the Special Library of the Bengkulu Regional Office of the Ministry of Law and Human Rights can provide more effective and efficient services in supporting the legal information needs of employees and the general public.

Abstract

This study explores the concept and practice of criminal responsibility for individuals with mental disabilities in Indonesia through an interdisciplinary lens that integrates doctrinal legal analysis, information literacy, and Islamic legal principles, particularly Maqashid al-Syariah. The research aims to (1) examine the legal construction of criminal liability for people with mental disabilities under Indonesian law, (2) assess the role of information literacy in legal processes involving such individuals, and (3) analyze the alignment of Indonesian legal practices with Islamic principles of justice, proportionality, and human dignity. Employing a normative legal research method, this study utilizes statute, case, and comparative approaches to analyze laws, court decisions, and scholarly interpretations. The findings reveal persistent inconsistencies in how courts assess mental incapacity, often relying on inadequate psychiatric evaluations and failing to apply protections guaranteed by Law No. 8 of 2016 and the revised Criminal Code (KUHP Articles 38–39). Additionally, the study highlights a significant gap in information literacy among legal actors and affected families, exacerbating procedural injustice. The case of a schizophrenic defendant in South Sulawesi illustrates how the lack of accessible legal information and contextual assessment leads to human rights violations. The research concludes that integrating Maqashid al-Syariah—particularly the principle of hifz al-‘aql (preservation of intellect)—with enhanced information literacy frameworks offers a more just, inclusive, and humane approach to criminal responsibility. Legal reform, public legal education, and individualized assessment are critical to ensuring that the rights and dignity of mentally disabled individuals are upheld within Indonesia’s justice system.

Abstract

Generation Z is known for its highly multitasking behavior in learning and information-seeking processes. The tendency to access multiple sources simultaneously through digital devices characterizes their learning style. In the context of libraries, this multitasking behavior presents specific challenges, particularly in designing information services that meet their needs. This article is a literature review that aims to analyze the relationship between Generation Z’s multitasking learning style and the development of technology-based library information services. The review draws on recent studies discussing Generation Z characteristics, digital multitasking behavior, and technological advancements in library environments. The findings indicate that library technologies such as online catalogs, access to e-resources, flexible learning spaces, and social media integration play a vital role in meeting the expectations of this generation. However, multitasking may also reduce the effectiveness of information processing, necessitating adaptive, personalized service designs that support focused learning. This review recommends that libraries develop technology-based strategies that account for the cognitive behavior of Generation Z users, in order to create a more effective and relevant learning experience. This study offers a theoretical contribution to understanding the link between young users’ digital behavior and innovation in library information services.

Abstract

This study evaluates the role of the Legal Documentation and Information Network (JDIH) at the Bengkulu Kemenkumham Regional Office in increasing access to legal information for the public. Access to transparent and easily accessible legal information is essential to increase legal awareness and public participation in the policy process. Using a qualitative descriptive approach, this study examines how JDIH functions as a legal information center and the factors that influence its effectiveness. Data were collected through in-depth interviews with JDIH managers, Regional Office employees, and service users, as well as observations of the legal document management system. The results of the study indicate that JDIH has provided complete, systematic, and online access to legal information. The public can obtain laws and regulations, legal monographs, and free legal consultation services that help them understand applicable laws. In addition, regular updates of legal information also increase the benefits of JDIH for users. However, challenges are still found, such as limited competent human resources, inadequate technological infrastructure, and low accessibility of information for people in remote areas with limited internet access. The level of JDIH utilization is also still relatively low due to the lack of socialization of services to the public. To improve its effectiveness, training is needed for managers, strengthening of technological infrastructure, and wider socialization so that this service is better known. In addition, there needs to be policy support that strengthens the management and distribution of legal information. Collaboration with educational institutions, local governments, and civil society organizations can also expand the reach of information and increase efficiency in the dissemination of legal information. With these steps, JDIH is expected to further contribute to increasing the transparency of legal information and strengthening public participation in legal development in Indonesia.

Abstract

This study aims to explore the educational values exemplified by Maryam binti Imran and to analyze how these values can be internalized through the framework of Islamic Information Literacy. Grounded in a qualitative approach using literature review methodology, the research draws upon classical tafsir works, contemporary Islamic educational texts, and thematic Qur'anic exegesis. The primary data include authoritative Islamic texts such as Tafsir Al-Munir, Tafsir Ibnu Katsir, and Shahih Qashashil Qur’an, complemented by scholarly discourse on religious literacy and character formation. The findings reveal that Maryam embodies core Islamic values—spirituality, chastity, fortitude, and social responsibility—through her ability to receive, understand, evaluate, and act upon divine revelation. Her life serves as a model of effective Islamic information processing: she exercises discernment in distinguishing between divine truth and social stigma, demonstrates spiritual resilience in the face of severe trials, and maintains moral integrity despite public pressure. These values are not inherited passively but are cultivated through active engagement with authentic religious sources. The study concludes that Islamic Information Literacy is not merely a technical or academic skill, but a transformative tool that shapes faith-based character and ethical awareness. Incorporating Maryam’s example into the Islamic education curriculum can enhance students’ intellectual, emotional, and spiritual competencies, positioning her as a pedagogical model for values-based education in the modern era.
