Abstract

This research uses 4 types of piles as the objects, a bored pile, a continuous flight auger (CFA) pile, a full displacement pile (FDP), and a full displacement pile with an expander body, the depth for all piles is 9.5 m. The bored pile, CFA, FDP, and FPD with expander body have the following diameter: 62 cm, 45 cm, 45 cm, and 22 cm. Each pile, which has different construction method, is tested by full-scale static loading, excluding the FDP with expander body, it uses Osterberg-Cell. The research aims to know which analysis method best suits a particular kind of foundation and to compare each pile capacity. The pile capacity analysis conventionally using t-z and q-z curve gives 13%-15% higher estimation than the static loading test result. Analysis using Plaxis for FDP with expander body gives lower estimation than the Osterberg Cell test result. Keywords: Continuous flight auger, full displacement pile, t-z curve, q-z curve

Abstract

Abstract : One of the key success factors of a contractor company in achieving their vision and mission is good quality of human resources (HR). Based on ISO 9001 evaluation, the quality of HR at PT. Jaya Kusuma Sarana Bali (PT.JKS Bali) that measured by indicators of objectives and targets from each division concluded that the quality of HR still need to be improved. By knowing the profile of the current and preferred organizational culture, it can be identified the strategy required to achieve the vision and mission of the organization. This study aimed to analyze the culture profile of PT. JKS Bali based on their employees perception, in order to identify strategies  for improving their  HR performance. The method used is an OCAI (Organizational Culture Assessment Instrument) analysis method and a survey using the OCAI questionnaire. The analysis involved identification of the culture profiles that measured in 6 key dimensions (i.e.: Dominant Characteristics, Organizational Leadership, Management of Employees, Organization Glue, Strategic Emphases and Criteria of Success) which can represent the four culture types of an organization (i.e.: Clan, Adhocracy, Market dan Hierarchy). The result suggests that the profile of the current and preferred organizational culture at PT.JKS Bali does not require significant changes. The strategies that need to be implemented derived from six key dimensions, Applying more flexible organizational leadership but also against the rules, Managing the employees who prioritize teamwork, Reducing formalities working procedures, focusing on the company's internal, emphasizing human resource development and employment commitments.

Abstract

PREPARATION PRICING MODEL OF OWN ESTIMATION IN PROCUREMENT OF GOODS AND SERVICES IN PROVINCE GOVERNMENT BALIABSTRACT Own Estimate (OE) is the price of goods and or services calculated and determined by expertise and based on reliable data. Government, especially Bali Province in the procurement of goods / services in the planning process must set the value of HPS. This study aims to find out how the model calculates HPS on the procurement of goods / services government, especially in Bali Province. HPS preparation model in this study is reviewed on the object of procurement of Goods, Construction and Consulting Services. Data collection was conducted through survey by spreading questionnaires to government agencies that were deemed to be representative to answer the questionnaire in order to describe the model of HPS preparation. The questionnaire was prepared based on Presidential Decree 54 of 2010 and its amendment and Presidential Regulation No. 16 of 2018 concerning Government Procurement of Goods / Services especially regarding Own Estimate (OE) and interview to government officials related to the preparation of HPS. The research instrument uses Guttman scale for clear and consistent answers which then tested the validity and reliability using SPSS 20 program. The result of the Modus analysis on each procurement object variable shows the value that can be used for the HPS preparation model. The procurement model of procurement HPS through E-Purchasing generally shows Price HPS = lowest justification price (X1) + Postal fee (X2) + installation fee (X3) +risk of price increase (X4), procurement through Non E-Purchasing shows Price HPS = lowest justification price (X1) + Postal fee (X2) + installation fee (X3) + benefit provider (X4) + risk of price increase (X5), Procurement Construction Price HPS = lowest justification price (X1) + Provider profit (X2) + risk of price increase (X3), and Consultancy Service Provision Price HPS = Average justification price (X1) + general cost (X2) + social cost (X3) + company profit (X4) + risk of price increase (X5).

Abstract

Abstrac :Road handling priority determination is an important tasks faced by decision makers and is regarded as a complex multi-criteria problem. It requires a system to categorise and ranks the project order using several criteria. Officially, SK. No. 77 of the Directorate General of Highway issued in 1990 is a method used in the local government. This method however, has been considered to have limitations to determine road handling priority. Using previous studies, the Analytic Hierarchy Process (AHP) and the combination of FAHP and TOPSIS methods are considered relevant to determine road handling priority. These methods incorporates a variety of criteria which can also be considered by the decision makers. Using the AHP, the criteria of road conditions, traffic volume, economic and policy factors are 41.8%, 25.4%,  21.6 and 11.2% respectively. Meanwhile, a combination methods of FAHP and TOPSIS give the criteria of road conditions, traffic volume, economic and policy factors of 33.8%, 26.6%, 24.7% and 14.9% respectively. Both AHP and FAHP produce the same result in terms of criteria rank. This is not the case however, in the sub criteria rank. This study found that AHP gives road handling priority differently to the SK. No 77 of Directorate General of Highway (1990). In contrast, a combination methods of FAHP and TOPSIS produces road handling priority in the same way to the SK. No 77 of Directorate General of Highway (1990). Denpasar city government is suggested to consider the use of FAHP and TOPSIS method in determining its road handling priority. This method is considered to have a capability to combine many criteria using a priority weighted score. The road handling priority results therefore, are more realistic.

Abstract

ABSTRAK Terminal Mengwi merupakan Terminal Tipe A di Provinsi Bali, namun kenyataannya sejak awal dioperasikanya terminal tidak berfungsi secara efektif karena rendahnya aktivitas yang ada pada Terminal Mengwi. Penelitian ini dilakukan untuk melakukan kajian terhadap pemanfaatan Terminal Mengwi terkait kebijakan pengembangan wilayah. Tujuan dari penelitian ini untuk mengetahui penyebab kurang maksimalnya pemanfaatan Terminal Mengwi dan untuk mengetahui rekomendasi arahan pemanfaatan terminal terkait dengan kebijakan pengembangan wilayah di Provinsi Bali. Metode analisis yang digunakan dalam penelitian ini adalah metode analisis gabungan antara analisis kualitatif dan analisis kuantitatif, serta menggunakan analisis SWOT untuk mendapatkan rekomendasi arahan pemanfaatan terminal. Dari hasil analisis penyebab kurang maksimalnya pemanfaatan Terminal Mengwi yaitu asal tujuan penumpang yang melalui Terminal Mengwi yang terjadi cenderung berasal dan menuju ke daerah terbangun yang tersebar di pusat kota/kegiatan yakni Kota Denpasar. Tingkat aksesibilitas terminal yang buruk seperti tidak adanya trayek antar kota dalam provinsi (AKDP), angkutan kota (ANGKOT) maupun angkutan perdesaan (ANGDES) yang beroperasi di Terminal Mengwi, serta mahalnya biaya angkutan sewa yang tersedia di Terminal Mengwi. Adapun rekomendasi arahan pemanfaatan Terminal Mengwi terkait dengan kebijakan pengembangan wilayah di Provinsi Bali adalah Memanfaatkan fungsi Terminal Mengwi sebagai sebuah prasarana yang dapat mempercepat pengembangan pusat pertumbuhan baru, mempercepat pembangunan sarana dan prasarana berbasis pelayanan kepada masyarakat di sekitar kawasan terminal, mengoptimalkan fungsi dan peran Terminal Mengwi sebagai Terminal Tipe A yang akan dijadikan terminal Sentral di Provinsi Bali, mengatur agar tarif angkutan sewa menjadi lebih murah, melakukan perbaikan terhadap aksesibilitas terminal, peningkatan pengawasan dan penertiban bagi bagi para operator angkutan umum

Abstract

The population increase in Denpasar City causes the increase of peoples’ activities which is followed by the increase of using transportation facilities. It certainly influences the traffic in the city itself. One of the peoples’ activities causing traffic jams on the streets of Denpasar particularly on Gunung Agung Street is the students’ pick-up service. The jam is mainly caused by the use of private vehicles especially motorcycles for picking-up the students. The problem can be overcome with pick up service so that the use of private vehicles can be minimized. Some advantages can be gained from the pick-up service; it can be done door to door in accordance with the students’ schedules and it can help the parents who are in troubles in bringing and picking-up their children to schools. A planning and an evaluation on aspects of financial investment feasibility towards the students’ pick-up service are needed in order to match both the interests of service providers and the customers. This research used field survey method completed with interview method. The interview method was applied to gain primary data from related parties and from related institutions for the secondary data. Tariff calculation analysis based on the vehicle operational cost (VOC) used a method of Transportation Department, and the Ability to Pay (ATP) tariff and Willing to Pay (WTF) tariff were determined based on respondents’ income and their perceptions toward a tariff they expected. The result of the research shows that the ATP tariff for both routes is higher than WTF tariff; on route I the ATP is Rp. 569,76 per kilometer-  passenger (Rp. 4,273 per passenger) and the WTP tariff is Rp. 499,67 per kilometer-passenger (Rp. 3,748 per passenger), on route II the ATP tariff is Rp. 594,46 per kilometer-passenger (Rp. 3,864 per passenger) and the WTP tarrif is Rp. 554,56 per kilometer-passenger (Rp. 3,605 per passenger). Based on the estimation of the passengers, there are 97 vehicles estimated for route I and 38 for route II. Based on the tariff analysis, it can be recommended that tariff based on VOC + 15% margins is Rp. 797,47 per kilometer-passenger (Rp. 5,981 per passenger) for route I and Rp. 1,645,08 per kilometer-passanger (Rp. 10,693 per passenger) for route II. The financial evaluation analysis shows that the three criteria such as Net Future Value, Benefit Cost ration, and Internal Rate of Return for route I and route II are not feasible to be operated if they are operated both by personal and corporation agents.

Abstract

Comparative study of steel structure behavior and performance using composite and non composite columns were done by making five structure models. A model using wide flange steel columns, two models with circular and square concrete encased columns (MCEC and MCES), also two models with circular and square concrete filled tube columns (MCFTC and MCFTS). Columns on 4th-5th floor are smaller than columns on three floors below. Structure behavior were observed through elastic analysis which are displacement and interstory drift. While structure performance were evaluated through non linear static Pushover analysis using SAP2000®. The analysis showed that with P-M ratio ranging from 0.79 until 0.88, all models interstory drifts were exceed limit on 1st, 2nd and 4th floors. Countermeasures were done by rotating half of total MS steel columns (then became MS-R), enlarging 4th-5th floor columns on MS-R and MCFTC, and also installing eight X-bracings on all models ground floor. Pushover analysis showed that performance level of all models are Immediate Occupancy (IO) except MCFTS. MCFTS model which in Collapse (C) performance level were improved by increasing thickness of steel section (then became MCFTS-Improved) and resulting IO performance level. Calculation of structure materials cost showed the most expensive until the cheapest models respectively were MS-R, MCFTS-Improved, MCEC, MCES, and MCFTC with comparison 1:0,99:0,88:0,87:0,86. Abstract

Abstract: Celukan Bawang Harbour is located in the northern province of Bali. Port traffic through the Celukan Bawang Harbour during the period of 2005-2009 has decreased. So It is necessary for the performance evaluation of the port so that the reduction in traffic flows of goods can be determined. In addition, this study also predict traffic flow of goods 30 years future so it can be evaluated development of the port in the future . The evaluation was done based on the performance data Celukan Bawang Harbour last 10 years. Then a prediction of traffic flows to goods the next 30 years using multiple linear regression analysis. For the evaluation of the development of the port to analyze the financial feasibility of the port master development plan (RPIP) 10 years  from 2014 to 2023 years that compare to the development plan based on a prediction of traffic flows. Based on the evaluation of operating performance, port obtained poor performance. This is evident from the performance indicators in 2013 that the waiting time: 58 hours and BOR value: 88 % above the standard value is specified, while the percentage of effective time / Berthing time: 31.6%, SOR: 6%, Yor: 0% is far below the standard set value. Meanwhile, if the predicted assuming port performance has been improved, the traffic flow of goods grew 10.90% annually. Financial analysis based RPIP port development is not feasible to get the value NPV = -1,521,941,710 BCR value = 0.9828 and a IRR = 11.46%, while the development of port based traffic flow prediction goods with the sensitivity condition cost increase 15% and benefits decrease 15% get decent results with NPV = 12,191,952,255 and BCR value = 1.4546.

Abstract

ANALYSIS OF SATISFACTION LEVEL ORGANIZATION LEVEL (OPD) AND PARTNERS TO PERFORMANCE BUREAU ADMINISTRATION PROCUREMENT OF GOVERNMENT SERVICES / PROVINCIAL SERVICES BALI ABSTRACT The performance accountability of the Procurement Administration Bureau of Bali Province is required in construction project tender process in order to avoid distrust of the partners as auctioneer. The purpose of this research is to analyze the level of satisfaction of Regional Work Agency and partner to the performance of the Procurement Administration Bureau and dominant factors that influence Regional Work Agency’s satisfaction and partners to Procurement Administration Bureau of Bali Province. The research was conducted at the Procurement Administration Bureau of Bali Province. Data collection was conducted using questionnaire survey. Questionnaires were administered to 51 respondents. Subsequently, data was analyzed using regression analysis. Data analysis shows that there is a significant influence of the satisfaction level of Regional Work Agency (OPD) to the performance of Procurement Administration Bureau of Bali Province with the level of significance a <0.05. There is also a significant influence of the satisfaction level of partners to the performance of Procurement Administration Bureau of Bali Province with the level of significance a <0.05. The most dominant factors affecting the partnership satisfaction are the dimensions of reliability with the value of Standardized Coefficients Beta of 23.8%, followed by empathy of 22.4%, tangible of 21.7%, responsiveness of 19.6% and assurance of 15.9 %. The most dominant factor affecting the satisfaction of Organization of Regional Device (OPD) is assurance dimension with Standardized Coefficients Beta value of 29.2%, followed by empathy of 25.1%, reliability of 20.5%, tangible of 17.6% and responsiveness of 15.8%.

Abstract

The cost of the project itself , in line with the accounting system which consists of direct costs and indirect costs . Contractor in determining competitive bidding strategy, should propose a cost which include estimate real cost plus mark up . Based on observations at PT. Sarana Bangun Ragam Cipta, a contractor company , found that the company does not  follow the rules mentioned above, Besides that the book keeping system for the project cost has not implemented a financial accounting system properly , so that the  proportion of direct costs and indirect costs of each project is un know. It required a study to be conducted to  determine the proportion of direct costs to indirect costs and indirect cost model. Quantitative research was conducted on the 12 (twelve ) project of  reinforced concrete building structures using two (2 ) independent variables , namely the direct costs ( X1 ) and duration ( X2 ) and 1 ( one ) dependent variable , ie indirect costs (? ) . Descriptive analysis to determine the proportion of indirect costs to direct costs . Analysis of data using multiple linear regression analysis to determine the indirect cost model of reinforced concrete building structures projects. From analysis found the average proportion of indirect costs to direct cost was 8.50 % , meanwhile  indirect cost model is ? = - 1.462E7 + 0.056 ( X1 ) + 558,775.937 ( X2 ) , where : ? = Indirect costs ( Rp . ) , X1 = direct costs (Rp .) , X2 = Duration ( days ) . The proportion of indirect costs can be used to calculate indirect costs = 0.085 x direct costs and the above model can also be used to predict the value of ? with accuracy 90% or at ? (±) 0.10, if the values ??of X1 and X2 is know on popolation where the data is taken
