Abstract

After the government failed to release updated data on the handling of COVID-19, the status of the pandemic in Indonesia has been declared to have ended and transitioned into an endemic disease. This policy has received various responses from the public, including the tourism sector. Therefore, the objective of this research is to gain a comprehensive understanding of the public perception regarding the issue of tourism during the endemic period by examining how people communicate through social media, particularly Twitter. The research method employed is the collection of Twitter conversations from February 2nd, 2023, at 12:00 PM WIB until March 30th, 2023, at 11:59 PM WIB using the DEA (Data Envelopment Analysis) system through Twitter's API (Application Programming Interface). The research findings indicate that out of a total of 1823 analyzed tweets, 77% of them demonstrate a positive sentiment towards tourism, while 17% or 394 tweets exhibit a negative sentiment, and only 6% or 140 tweets show a neutral sentiment. These findings present opportunities for the West Java provincial government to utilize Twitter as a valuable source of information for decision-making and policy evaluation during the endemic period.

Abstract

Employee performance is influenced by self-efficacy and financial literacy. The purpose of this study was to determine the effect of self-efficacy on employee performance, the effect of financial literacy on employee performance, and the effect of self-efficacy and financial literacy on employee performance at the West Sumatera Merchant Marine Polytechnic. This research is quantitative research with ex post facto methods. The population of this study was all employees at West Sumatera Merchant Marine Polytechnic. The research sample was selected by using a purposive sampling technique which only selected the civil servants totaling 73 people. The research instrument is a questionnaire. The data collection technique in this study was to distribute the questionnaire directly to the sample. The data analysis technique used multiple linear regression analysis with the help of SPSS statistics 25. The results showed that there is a positive effect of self-efficacy on employee performance, a positive effect of financial literacy on employee performance, and the effect of self-efficacy and financial literacy simultaneously on the employee performance of the West Sumatera Merchant Marine Polytechnic. So it is recommended that every employee and agency leader pay attention to self-efficacy and financial literacy factors to realize optimal employee performance.

Abstract

This article proposes to explore the concept of employee engagement in the context of regional government, finding out its antecedents and implications for organizational performance, with a case study on the Provincial Government of South Sulawesi, Indonesia. This study used a quantitative approach with a survey method to collect data from South Sulawesi Provincial Government employees with 3,799 total respondents. This study implies descriptive quantitative analysis methods in analyzing data to find out the variables that contribute to the rigorous concept.  This study analyses six main indicators in measuring the quality of Employee Engagement, namely supervisor evaluation, teamwork, growth opportunities, work-life balance, behavioral fairness, and effective communication. The results showed a high level of Employee Engagement among South Sulawesi provincial government employees, with an average overall percentage of 79.46% and the category "very high."  These results indicate high levels of employee satisfaction and engagement in achieving organizational goals. This research provides important insights into the potential and relevance of Employee Engagement in improving performance and public services in public sector organizations. These findings provide a foundation for public sector organizations to better understand and utilize employee engagement as a key to achieving excellence in public services and achieving overall organizational goals.

Abstract

The matters related to human capital and organizational citizenship behavior related to service performance in hospitals are measly limited to be studied. Therefore, through the research, the possibility of the problems is explored. The purpose of this study was to analyze the effect of human capital and organizational citichenzip behavior on the service performance of medical staff at Dr. Haulussy Ambon General Hospital. The research design is an associative explanatory survey, which is a study that purposes to reveal the correlation and contribution between human capital variables and organizational citichenzip behavior on service performance. The object of this research is Dr. Haulussy Ambon Hospital with a sample of 66 medical staff that was used as research respondents. The results of the study show that human capital has a significant and positive effect on the service performance of medical personnel; organizational citichenzip behavior has a significant and positive effect on the service performance of medical personnel. The suggestions that can be submitted are prioritizing human capital in optimizing service performance by encouraging an increase in the knowledge, expertise, skills, and abilities of medical personnel related to the demands for service needs that must be realized at Dr. Haulussy Ambon Public Hospital.

Abstract

This article presents an in-depth analysis of Rural Development literature through a Social Network Analysis approach. The purpose of the research is to identify and categorize articles related to Rural Development into ten main clusters, focusing on the patterns of interaction and relationships between them. By applying advanced social network analysis methods, this research details the network structure emerging from this literature, revealing how the articles are interconnected and form groups based on relevant themes or concepts. Additionally, articles that have a central role in the network are also identified, highlighting their significant contribution to the understanding of key aspects of Rural Development. The results showed that the study highlighted gaps that indicate the direction of the future research agenda in rural development, with a focus on inter-regional collaboration in Asia and developing countries. Despite limitations, including limited databases and author subjectivity, this study recommends expanding the sample with broader keywords and databases and benchmarking with other bibliometric analysis tools in the future.

Abstract

The career development of State Civil Apparatus (ASN) has an integral role in improving the quality of public services. This article wants to explore ASN career development by integrating career development models in public services. The career development model used is the Synergy Model issued by Kerry B. Bernes, which looks at existing phenomena and their suitability for answering problems that refer to the individual dimension, organizational dimension, and alignment dimension for ASN career development. To strengthen the argument for using the synergy career development model, the author uses a case study supported by a document study. The results showed that the synergy between individuals, organizations and the way they are aligned is the main key to ASN career development in public service delivery.

Abstract

This study analyzes the fiscal policy and management of the Land and Building Tax in urban and rural sectors (PBBP2) in Binjai City and its impact on Local Revenue (PAD). The objective is to measure the potential that Binjai City has in managing PBBP2 revenue. This research method involves questionnaires and interviews with respondents selected through purposive sampling. The results showed that by combining the potential of PBBP2 objects and the ability of the apparatus, using the Boston Consulting Group (BCG) matrix analysis and Klassen typology, PBBP2 revenue in Binjai City falls into the "question mark" category requiring urgent development as one of the main sources of PAD in the future. The "dog" category, which indicates low PBBP2 revenue and growth, needs to be avoided. In Klassen's typology approach, underdeveloped PBBP2 areas (low growth and low income) should be prioritized to overcome relative underdevelopment through a collaboration of the Binjai City government, administrative modernization, and validation of the PBBP2 database. In conclusion, PBBP2 revenues in Binjai City require further development as a major source of future revenue. However, challenges related to PBBP2 revenue and growth in certain areas must be addressed through cross-sectoral cooperation.

Abstract

This study aims to determine how effective coordination is in the implementation of public services, especially in Sumbergempol District and Tulungagung. Public service refers to a service activity conducted by government officers (apparatus) who must provide the best service to the community to create community welfare. This study used the descriptive-qualitative research method. Researchers use data collection techniques in the form of interviews, observations, and documentation. While data analysis and interpretation are carried out by the analysis process, which is data reduction, data display, and conclusion. The results showed that coordination in the implementation of public services in Sumbergempol District generally has been running well, yet the results have not been effective. From the results of this study, it can be concluded that public services in Sumbergempol District and Tulungagung Regency need changes to improve public service efforts so that the results are more effective.

Abstract

This research is to analyze the application of tourism smart environment policies in the development of the Likupang Tourism Special Economic Zone (SEZ) in North Sulawesi, Indonesia. The data publication policy is explained by using a qualitative approach method. Assessment based on scores based on tourism smart environment indicators. The results of the study show that the tourism potential in the Likupang area is the government's policy by proposing this area as a tourism special economic zone. The policy was published in the form of Government Regulation number 84 of 2019 as a Legal Basis with an area of 197.4. The first question which describes the findings of the literature carried out in journal articles shows that the vision of a smart environment tourism policy in the development of the Likupang Tourism Special Economic Zone in the era of the COVID-19 pandemic has been carried out a lot. The second question is the researcher's attempts to trace the perception of stakeholders to the understanding of stakeholders about whether or not it is necessary to develop a smart environment in the Likupang SEZ area using a smart environment tourism approach at an ecocentrism or supportive level. The third question can be seen from the process of implementing the Likupang SEZ which is the government's effort to develop regional tourism potential, of course with a smart environment tourism approach as well as a way to reduce emissions, manage waste and involve community participation.

Abstract

This research is based on indications of problems including budget composition and limited authority for the Bureau of Procurement of Goods and Services, lack of apparatus human resources to support the implementation of programs and activities, and decreased performance after the implementation of organizational transformation. Moreover, this research purposes to explore the transformation. The theory used in this study is the theory of organizational transformation from Gouillart and Kelly (1995). The research method uses qualitative methods with the purposive determination of informants. The results of the study show that the reframing dimension has been carried out well through the actions of achieving mobilization, creating the vision, and building a measurement system. In the restructuring dimension, they have carried out the actions of constructing the organization model and aligning the physical infrastructure, but have not finished carrying out the actions of redesigning the work architecture. Meanwhile, in the revitalization dimension, efforts have been made to achieve market focus, trying to invent new businesses and implement changes to the rules through information technology. Finally, the renewal dimension has not carried out optimally the actions to create a reward structure, build individual learning, and develop the organization. In conclusion, organizational transformation has not run optimally due to several obstacles such as still using old SOPs, lack of facilities and infrastructure as well as unstructured and unsustainable education and training programs for employees.
