Abstract

Food security is one of the crucial factors in poverty alleviation, where adequate access to food can improve societal welfare and economic capacity. In Islam, zakat and waqf are essential instruments with great potential to support food security and poverty alleviation. This study aims to design a model that integrates zakat and waqf into an economic empowerment program based on food security to alleviate poverty. The proposed model, Zakat and Waqf Integration for Food Security Empowerment focuses on utilizing consumptive zakat funds for urgent food needs, followed by productive zakat for initial agricultural needs such as seeds and fertilizers, and the use of waqf funds, in the form of money and assets, to support long-term agricultural financing. The study results indicate that the integration of zakat and waqf within a single model has significant potential, given the growing potential of zakat and waqf in Indonesia, coupled with Government support for food self-sufficiency, making this model relevant. This model is expected to be an innovative solution in strengthening food security as an effort to alleviate poverty.

Abstract

Waqf holds a crucial position in promoting social welfare and fostering the growth of a Sharia-based economy. In Indonesia, the success of waqf initiatives largely relies on sound governance and the operational effectiveness of waqf institutions. This study explores the roles of the Indonesian Waqf Board (BWI) as the regulatory authority and nazhir as the managers of waqf assets, while also highlighting key challenges such as technological limitations, lack of transparency, and weak supervision mechanisms. To overcome these obstacles, strategies including nazhir capacity building, digitalization of waqf management, and the application of the Waqf Core Principles Implementation Index (IIWCP) have been introduced. The findings suggest that adopting professional and innovative governance practices significantly enhances transparency, accountability, and the overall impact of waqf on social welfare and sustainable economic development.

Abstract

Financing climate change mitigation requires large costs that each country must incur. Likewise, developing countries are more vulnerable to climate change. Cash waqf as an Islamic social financial instrument has the opportunity to become a supportive financing alternative. This research aims to provide a new paradigm in developing cash-waqf-based climate change mitigation programs. This research uses qualitative methods with data collection techniques through literature study and analysis using descriptive content analysis. Waqf and the environment are in line with the goal of maqashid sharia, namely human welfare. Innovations in financing climate change mitigation programs can be carried out through Cash Waqf Linked Sukuk (CWLS), Blue Waqf, and Green Waqf. Even though there is an opportunity for cash waqf to become alternative financing for cash waqf, there is still a need to create an ecosystem that supports the running of climate change mitigation programs on a cash waqf basis. Improvements are needed from various related parties to increase the quality and awareness of cash waqf and climate change mitigation.
