Abstract

Zona KHAS adalah sebuah kawasan kuliner dengan minimal 10 (sepuluh) tenant (kedai) yang erat kaitannya dengan konsumsi makanan sehari-hari serta didukung dengan sarana dan prasarana yang mendukung pelayanan prima bagi konsumen. Dalam kawasan Zona KHAS harus terdapat tempat ibadah (musalah) dan perlengkapan ibadah atau dekat dengan masjid (maksimum berjarak 500 meter). Selain itu tersedia toilet yang bersih dan terpisah antara pria dan wanita, tempat mencuci tangan, dan area khusus untuk merokok. Banyak aspek yang perlu diperhatikan bagi pelaku Usaha Mikro Kecil Menengah (UMKM) di bidang kuliner, salah satunya mengurus sertifikasi halal. Sertifikat terbitan Badan Penyelenggara Jaminan Produk Halal (BPJPH) ini penting dimiliki pelaku Usaha Mikro Kecil Menengah (UMKM). Apalagi, mayoritas penduduk di Indonesia memeluk agama Islam dan memerlukan jaminan halal produk kuliner yang dikonsumsi. Sertifikasi halal mempunyai manfaat untuk meningkatkan kepercayaan konsumen, meningkatkan pangsa pasar, meningkatkan daya saing bisnis. Dengan memiliki sertifikat halal, produk Usaha Mikro Kecil Menengah (UMKM) akan lebih diterima di pasaran, terutama di kalangan konsumen Muslim yang membutuhkan produk halal agar lebih aman Ketika dikonsumsi. Untuk mendukung Pelaku Usaha Mikro Kecil Menengah agar mempunyai sertifikasi halal yang salah satunya adalah pelaku usaha makanan dan minuman. Badan Penyelenggara Jaminan Produk Halal (BPJPH) kembali membuka program Sertifikasi Halal Gratis (SEHATI) dengan kuota 1 Juta Sertifikat dan setiap pelaku Usaha Mikro Kecil Menengah sudah bisa mendaftar di awal Januari 2023 dan pentahapan kewajiban sertifikasi halal tahap pertama akan berakhir pada tanggal 17 Oktober 2024.

Abstract

The history of Islam in Indonesia is often referred to as peaceful, friendly, and tolerant Islam. However, after the reformation in Indonesia, the Muslim community in this country experienced a shift in religious understanding that was quite serious to understand. Therefore, the important purpose of this article is to map the movement of religious understanding in Indonesia. This article is the result of library research, with a qualitative and philosophical approach. Data was obtained through reading various books, journals, and others related to the shift in religious understanding of Muslims in Indonesia. The data analysis technique in this study uses a three-step analysis procedure, namely: Data Reduction, Data Presentation, and Conclusion Drawing. The results of the study indicate that there has been a shift in the religious movement of Muslims in Indonesia towards Islamism, which is characterized by a strong desire to establish an Islamic caliphate or Islamic dawlah; enforcement of Islamic law; and jihad by fighting against infidels. This issue was then driven by the Islamic social movement both in society and in the world of education

Abstract

This study aims to determine the influence of Western culture on the behavior of Generation Z in the city of Pekanbaru. And to find out that Western culture can influence the behavior of Generation Z in the city of Pekanbaru. The hypothesis was tested with a Simple Linear Regression Test, Partial Test Validity Test The results of his research based on statistical testers using the partial t test, showed that it had a t count value of 5.437> and T table 1.695 with a significance value of 0.000, namely (5.437> 1.695). So it can be concluded that Ho is rejected and Ha is accepted, meaning that Western Culture has a significant effect on Generation Z behavior in Pekanbaru city, meaning that if Western Culture advances, then Generation Za behavior will also change. Western Culture Variables have a positive and significant effect on the Behavior of Generation Z in the city of Pekanbaru with the appropriate significance value. Abstract

This research explores the impact of halal certification on consumer purchasing decisions in Pekanbaru City's fast-food restaurants, emphasizing the significance of halal principles in a predominantly Muslim population. Using an explanatory research design with 30 participants, the study employs primary and secondary data sources, ensuring validity and reliability through robust measurement methods. Analyzing the results through simple linear regression, the research finds a substantial influence of halal certification on purchasing decisions, supported by a calculated t-value of 5.437. This indicates that clear halal certification significantly influences consumer choices, aligning with existing research on the importance of halal certification in the fast-food industry. Implications extend to fast-food operators in Pekanbaru, emphasizing the strategic value of obtaining and displaying halal certification. Clear certification enhances consumer trust and loyalty, providing a competitive edge in a market where halal considerations increasingly shape purchasing decisions. While the study acknowledges its focus on ready-to-eat food and considers potential external factors, future research could explore broader product categories and additional variables for a more comprehensive understanding of consumer behavior in relation to halal certification.

Abstract

Several problematic phenomena related to archive management were found in the Riau Province Regional Revenue Agency, namely the accumulation of archives for too long, lack of archivists and the existence of archive employees who have not received archiving training, limited space, and delays in completing secretarial tasks related to documents. These obstacles will certainly hinder good archive management so that the archives needed are difficult to find. This study aims to: (1) find out and analyze how dynamic archives are managed in the Riau Province Regional Revenue Agency; and (2) find out what is in the Riau Province Regional Revenue Agency. This study is qualitative. Research data was collected using interview techniques, and supported by documentation and observation. Through the results of the study, it can be concluded that: (1) the management of dynamic archives in the Riau Province Regional Revenue Agency is by Government Regulation Number 28 of 2012 concerning Archives, namely including the creation of archives, use of archives, storage of archives and reduction of archives; (2) Obstacles in the process of managing dynamic archives at the Riau Province Regional Revenue Agency include the length of the archive recording process due to the limited number of employees who record and process archives, the process of registering archive loans which does not use computers, and the uneven capacity of HR for archive managers at the Riau Province Bapenda.

Abstract

General elections are one form of political participation as a manifestation of the sovereignty of the people, where in general elections, the people are given the freedom to choose a candidate for leader who is worthy of occupying the position based on the mandate given. The people are still faced with money politics to influence the election process for someone, the level of awareness and participation of the people who think their votes are not important in the regional head elections which will take place on November 27, 2024. One way that can be taken to increase participation, understanding, and political awareness of a person is through political education, which aims to foster political awareness of the people who have the right to vote and are registered in their respective regions, a method of service by creating a problem-solving framework, strategic intermediate target groups, and steps for service activities. Service activities were carried out in Tanjung Jaya Village, Koto Kampar Kiri Hulu District, Kampar Regency. The results of the community service activities can be concluded that fathers and mothers and the younger generation who are over 17 years old or who are married know and understand the importance of participating in regional head elections with the process and procedures for holding elections, the rights and obligations of voters, money politics and political funds, money politics in Islam and becoming smart voters so that they are wiser based on their conscience without money politics.

Abstract

This study aims to analyze the role of the Bengkalis Regency Manpower and Transmigration Office in the placement of local workers in Duri, focusing on policy effectiveness, implementation of training programs, and efforts to increase local employment. The theory used in this research is the theory of employment policy according to Payaman Simanjuntak Priyono 2018, which includes three indicators: Labor Qualification Suitability, Local Labor Participation and Labor and Company Satisfaction. The research method used is a qualitative approach with data collection techniques through in-depth interviews, observation, and documentation. The research informants consisted of officials from the Bengkalis Regency Manpower and Transmigration Office, company staff in the Duri area, and local workers who had participated in the job placement program. The results showed that the Manpower and Transmigration Office has run various training programs and cooperation with local companies, but there are still obstacles such as limited employment opportunities, lack of local workforce skills, and not optimal implementation of the workforce placement policy. This research suggests that the Manpower and Transmigration Office should improve synergies with the private sector, expand training programs based on industry needs, and strengthen monitoring and evaluation of the implementation of local worker placement policies in order to improve the competitiveness and welfare of local communities.

Abstract

This study aims to analyze the implementation of e-Office usage at the Regional Development Planning, Research, and Development Agency (Bappedalitbang) of Riau Province and to identify its supporting and inhibiting factors using Charles O. Jones' implementation theory, which includes organization, interpretation, and application. The research uses a descriptive qualitative approach with data collection techniques including observation, interviews, and documentation. The results show that although the implementation of e-Office has been in place for some time at Bappedalitbang Riau Province, it has not been carried out consistently. This inconsistency is mainly due to uneven training provided by the agency, resulting in a lack of employee knowledge about the use of the e-Office system, as well as the absence of evaluation efforts by Bappedalitbang regarding the system. However, there are supporting factors, such as the availability of hardware and upgraded internet networks, which were intentionally improved to optimize the use of the e-Office system at Bappedalitbang. The specific contribution to policy implementation theory lies in emphasizing the importance of key factors in the implementation process and how these factors play a role in the context of digital policy implementation in government institutions. Practically, the findings of this study can serve as a reference for Bappedalitbang in implementing the e-Office system, particularly in addressing the current inhibiting factors. Theoretically, these findings reinforce Charles O. Jones’ policy model by highlighting the complex interactions between organization, interpretation, and application within the context of digital policy.

Abstract

Penelitian ini merupakan studi kualitatif yang bertujuan untuk mengetahui implementasi Fatwa Majelis Ulama Indonesia (MUI) Nomor 02 Tahun 2021 di Provinsi Riau. Responden dalam penelitian ini adalah masyarakat yang telah menerima vaksin Sinovac di Kota Pekanbaru, Kota Dumai, dan Kabupaten Kampar. Teknik pengumpulan data dilakukan melalui wawancara tatap muka dan observasi langsung di lapangan. Analisis data menggunakan pendekatan deskriptif kualitatif. Hasil penelitian menunjukkan bahwa implementasi fatwa tersebut dipengaruhi oleh beberapa faktor. Pertama, faktor komunikasi, yaitu upaya MUI dalam mensosialisasikan bahwa vaksin Sinovac suci, halal, dan aman digunakan. Kedua, faktor sumber daya, di mana pemerintah berkewajiban menjamin ketersediaan vaksin halal bagi masyarakat dengan bekerja sama bersama produsen vaksin, yaitu PT Bio Farma. Ketiga, faktor disposisi, yang merujuk pada ajaran Islam yang mendorong umatnya untuk menjaga kesehatan, termasuk melalui vaksinasi sebagai upaya preventif dan kuratif. Keempat, faktor struktur organisasi, yakni struktur internal dan eksternal MUI yang terdiri atas Badan Pengawas, Badan Pengurus, dan Badan Pelaksana Harian (BPH) sebagai elemen penting dalam mendukung implementasi fatwa tersebut.

Abstract

This research was carried out at the Kampar Regency Ministry of Religion Office. The purpose of This research is to find out how standard operational procedures are implemented (SOP) for regular Hajj cancellation services at the Kampar Regency Ministry of Religion office, and to find out obstacles or inhibiting factors in implementing operational standards procedures (SOP) for regular Hajj cancellation services at the district ministry of religion office campar.
