Abstract

Kegiatan ini bertujuan untuk memberikan pendampingan pembuatan Nomor Induk Berusaha (NIB) melalui Online Single Submission (OSS) pada pelaku bisnis UMKM di Kota Pekanbaru. Kegiatan ini mengadopsi konsep Service Learning dan dilakukan dengan mengikuti tahapan investigasi, persiapan, tindakan dan refleksi. Tahapan pertama ini mulai dilaksanakan pada bulan April hingga Juni 2023 dan melibatkan sebanyak 40 pemilik usaha UMKM di kota Pekanbaru. Setelah dilakukan sosialisasi dan pendampingan tersebut bersama pemilik usaha, terdapat 32 pemilik usaha yang berminat dan tertarik untuk mendaftar NIB. Namun saat dilakukannya pendampingan pendaftaran NIB ternyata hanya 26 pemilik usaha yang berhasil mendaftar NIB.

Abstract

Child marriage remains a persistent social problem in Indonesia, despite significant legal reforms, notably the enactment of Law No. 16 of 2019 which raised the minimum legal age of marriage to nineteen years. However, empirical realities indicate that the practice continues to be widespread, largely reinforced by literalist religious interpretations that neglect the ethical spirit and broader objectives of Islamic jurisprudence. In response to this challenge, this study aims to critically re-examine Qur’anic verses that are frequently invoked to justify the marriage of minors through a contextual thematic interpretation (tafsīr mawd}ū’ī). This research employs a qualitative methodological framework by systematically identifying and thematically categorizing Qur’anic verses related to marriage, maturity (bulūgh), and intellectual discernment (rusyd), and parental responsibility. These verses are analyzed within their socio-historical context of revelation (asbāb al-nuzūl), followed by a contextual reinterpretation that engages contemporary legal norms and social realities in Indonesia. The findings demonstrate that although the Qur’an does not stipulate a specific chronological age for marriage, it consistently emphasizes comprehensive maturity, including physical, psychological, emotional, and financial readiness as a fundamental prerequisite. Furthermore, child marriage in the Indonesian context is shown to produce significant harm, particularly in relation to educational attainment, reproductive health, and long-term socio-economic justice. Such consequences contradict the ethical objectives of Islamic law (Maqās}id al-Sharī’ah), especially the protection of life, intellect, lineage, and human dignity. Accordingly, this study argues that a contextual thematic interpretation of the Qur’an provides a robust ethical and normative foundation to challenge literalist readings that legitimize child marriage. It further contributes to strengthening religiously grounded support for child protection policies and fostering a more humanistic and socially responsive Islamic discourse in contemporary Indonesia.

Abstract

This study aims to analyze the dynamics of contemporary Islamic family law in Indonesia, with a focus on the historical evolution of the Religious Courts (PA), the Compilation of Islamic Law (KHI), and reforms such as Law Number 16 of 2019 concerning the age of marriage. The study also identifies the driving factors for social change renewal, the diversity of schools of thought, reformist thought (Muhammad Abduh, Munawir Syadzali), globalization, and human rights commitments (CEDAW, KKG), as well as challenges such as disparities in judicial decisions and textualist resistance. The research method is qualitative with a normative juridical approach and literature study, analyzing secondary data from classical/contemporary Islamic legal literature, regulations, court decisions, and fatwas of scholars through content analysis and deductive-inductive reasoning techniques. The results of the study show the evolution of Islamic family law from the ratification of the PA (Law 14/1970) to the KHI (Presidential Instruction 1/1991) and the reforms of the Reformasi era, which adopted takhayyur-talfiq for legal unification amidst the diversity of schools of thought. Reform faces obstacles such as different judges with different sentences, the failure of the Compilation of Islamic Law (CLDKHI), and conservative resistance, although breakthroughs such as raising the marriage age reflect the adaptation of the maqasid of sharia to modern issues (online unregistered marriages, digital domestic violence). Practical implications include recommendations for legislators, religious court judges, and the Religious Affairs Agency (Badilag) to harmonize sharia and human rights through maqasid-based training, community education, and contextual ijtihad to achieve gender justice and family protection.

Abstract

The increasing number of divorce cases in Indonesia, particularly due to the failure to fulfill alimony obligations, indicates structural problems in the practice of Islamic family law and its implementation in the Religious Court. The lack of clarity regarding the normative and operational boundaries of fair and proportional alimony often triggers domestic conflicts that lead to divorce. This study aims to analyze the limits of alimony obligations in divorce cases in the Religious Court of Pekanbaru City and assess its role as a preventive instrument for divorce. The study uses a qualitative approach with a juridical-empirical method combined with normative-doctrinal analysis. Data was obtained through a study of divorce decisions from 2019 to 2023 and in-depth interviews with judges and court officials. The analysis was conducted descriptively and analytically using the perspectives of family law protection, gender justice, and maqasid al-syari'ah. The results of the study show that the significant increase in divorce lawsuits is influenced by the non-fulfillment of financial support, both absolutely and relatively, which is exacerbated by the absence of clear standards for adequate financial support in judicial practice. Financial support is understood not only as a minimum financial obligation but also as an instrument of relational justice that affects family stability. This study concludes that affirming the contextual and operational limits of alimony obligations has the potential to become a preventive instrument for divorce. The implications of this study emphasize the need to strengthen alimony assessment standards, family law education, and more responsive and equitable judicial policies.

Abstract

This study examines the revitalization of Islamic family law through strengthening the management of Islamic philanthropy based on zakat, infaq, and sedekah (ZIS) in response to the increasing socio-economic challenges of modern Muslim families. The main problem lies in the weak implementation of family law, which is often influenced by economic conditions, such as alimony, divorce, and child protection. This study aims to analyze the strategic contribution of ZIS management in strengthening the function of Islamic family law. The research method uses a library study approach with content analysis of primary and secondary literature related to ZIS, family law, and national zakat regulations. The results show that ZIS plays a significant role in increasing family economic resilience, reducing the potential for domestic conflict, and strengthening the implementation of family law norms through measurable socio-economic support. Institutional integration between zakat institutions and religious courts has proven crucial for expanding access to assistance for vulnerable families and supporting fairer dispute resolution. The implications of this study include the urgency of strengthening ZIS governance and opportunities for further research on the digitalization model of synergy between zakat and religious courts in Islamic family law reform.

Abstract

Zakat dan sistim pewarisan dalam Islam cenderung berperan sebagai sistem distribusi harta yang egaliter sehingga harta akan selalu berputar dan beredar kepada seluruh lapisan rakyat. Selain itu zakat juga merupakan ibadah maliyah ijtima’iyah (ibadah yang berkaitan  dengan ekonomi keuangan dan kemasyarakatan)  dan merupakan salah satu   dari lima rukun Islam yang mempunyai status dan punsi  yang penting dalam syari’at Islam , sehingga Al-Qur’an menegaskan kewajiban zakat bersama dengan kewajiban solat di delapan puluh dua tempat. Meskipun penanganan zakat sudah dikelola oleh pemerintah namun masih ada saja di dalam pelaksanaan pembayaran zakat dilakukan oleh pribadi-pribadi wajib zakat yang tanpa campur tangan dari pemerintah hal ini mengakibatkan zakat tidak bisa tersalur secara  merata kepada para mustahiqqin. Bahkan ada yang enggan untuk mengeluarkan zakatnya kalaupun dikeluarkan jumlahnya tidak sesuai dengan ketentuan zakat yang sebenarnya. Apabila pemerintah kita dengan aparatnya yang bersih dan berwibawa sudah dapat menangani pengolaan zakat dengan manajemen yang baik dan sesuai dengan tujuan dan saran zakat yang telah digariskan oleh Islam,  maka pengeloaannya akan jauh lebih efektif dan efisien, di samping hasilnya juga dampak positifnya akan jauh lebih baik.

Abstract

Indonesia’s tectonic setting makes coastal areas highly vulnerable to seismic hazards, including liquefaction. This study aims to analyze the liquefaction potential in Arang Beach, Labuhan Ijuk, Sumbawa, using the Horizontal to Vertical Spectral Ratio (HVSR) method. Microtremor data were collected at 70 measurement points and processed using Geopsy through windowing, filtering, and HVSR analysis to obtain dominant frequency (f₀) and amplification factor (A₀), followed by inversion to estimate shear wave velocity (Vₛ), sediment thickness (h), and Poisson’s ratio (σ). The results show that f₀ ranges from 0.294–17.542 Hz and A₀ from 0.928–15.914, with low-frequency and high-amplification zones concentrated in the southern–western area, indicating thick, soft sediments. Vₛ values (63.486–712.48 m/s) further confirm the presence of very soft to hard subsurface layers, with high liquefaction susceptibility associated with low Vₛ, high σ, and thick sediments. These findings indicate that the southern–western part of the study area has the highest seismic vulnerability and liquefaction potential. This study concludes that HVSR is effective for identifying site effects and liquefaction-prone zones. The results provide a scientific basis for seismic microzonation, coastal spatial planning, and the development of earthquake-resistant infrastructure in vulnerable coastal regions.
