Abstract

Pemerintah Kota Ternate, Pemerintah Kota Tidore Kepulaun dan Pemerintah Kabupaten Halmahera Barat membangun suatu kerjasama dalam pengelolaan sumberaya lokal dibidang pertanian, Perikanan dan kelauatan serta Pariwisata dengan melibatkan sejumlah stakeholder dengan tujuan untuk membentuk pola hubungan dan jejaring yang efektif. Penelitian ini merupakan penelitian kualitatif dengan pendekatan deskriptif. Teknik pengambilan data diperoleh melalui wawancara, observasi dan dokumen yang behubungan dengan fokus penelitian. Teknik analisis data menggunakan Metode Social Network Analysis (SNA) yang dijelaskan secara deskriptif. Hasil analisis menunjukkan bahwa pada jejaring stakeholder terdapat beberapa aktor yang memiliki peran dalam pengelolaan sumberadaya lokal namun masih didominasi unsur pemerintah. Sementara pada nilai degree centrality untuk mengukur tingkat popularitas, nilai closeness centrality untuk mengukur tingkat kedekatan suatu stakholders dan nilai betweness centrality untuk melihat gambaran dominasi stakeholder dinyatakan bawah stakeholders Bappeda Kota Ternate, Bappeda Kota Tidore Kepulauan dan Bappeda Halmahera Barat menjadi stakeholder dominan sementara para petani, nelayan dan pekerja wisata dan pengusaha belum memiliki peran dan dominasi yang maksimal dalam pengelolaan sumberdaya lokal.

Abstract

Customer satisfaction is the rating or assessment of an individual on the extent to which a product meets or exceeds their expectations (Kotler, 2018). The Servqual theory states that service quality is measured through the difference between customer expectations of the service provided and their perceptions of the actual service performance (Parasuraman, 1988). This study aims to analyze employee performance and public service quality and their impact on outpatient patient satisfaction at Puskesmas Sungai Durian Sintang. The research employs a quantitative descriptive analysis method through a survey using a questionnaire as a data collection tool. The study population consists of patients receiving outpatient care at the Outpatient Unit in Puskesmas Sungai Durian Sintang. The research sample consisted of 100 outpatient patients randomly selected using random sampling. Data collected is analyzed through descriptive analysis, multiple linear regression technique, and T-test using SPSS 29.0 software. Data collection utilizes a Likert scale ranging from 1 to 3. Research findings reveal that employee performance is assessed at a good level, with an average score ranging from 2.61 to 2.69. The quality of public service also garners positive assessments, with an average score ranging from 2.53 to 2.67. Patient satisfaction is similarly deemed good, with an average score ranging from 2.61 to 2.69. The regression coefficient for employee performance (X1) is 0.158, indicating that each unit increase in employee performance (X1) results in a 0.158 increase in patient satisfaction (Y). On the other hand, the regression coefficient for service quality (X2) is 0.353, signifying that each unit increase in service quality (X2) leads to a 0.353 increase in patient satisfaction (Y). -value for employee performance is 0.046, while for public service quality it is 0.001. Both of these p-values are less than the established significance level (α) of 0.05. Therefore, it can be concluded that employee performance and public service quality have a significant relationship with patient satisfaction (Y) at the 0.05 significance level. Practical implications for Puskesmas management involve enhancing employee performance and public service quality to improve patient satisfaction. Puskesmas management is recommended to regularly evaluate employee performance and provide constructive feedback to aid employees in enhancing their performance. Identifying issues during the service process, implementing effective and efficient improvement efforts through employee training and development, and enhancing facilities and infrastructure in Puskesmas are also essential steps.

Abstract

This research seeks to analyze the effectiveness of the implementation of the government's internal control system and the factors that influence it. This type of research is descriptive qualitative with data collection techniques through interviews, observation and documentation. Data analysis is based on Richard M. Steers' theory regarding adaptability, achievement and job satisfaction in the government's internal control system. The research results are: (1) the control environment runs well, leaders set an example, provide training and are disciplined; (2) Risk assessment, identifying and analyzing risks are still not optimal; (3) Control activities by reviewing agency performance, developing human resources, and managing information systems; (4) Information and communication are good using various forms of means; (5) Monitoring internal control by carrying out monitoring. The supporting factors: (1) Having regulations and implementation guidelines; (2) Clear description of duties and functions; (3) Supervision of periodic evaluations of regional apparatus organizations; (4) human resources, technology, facilities and infrastructure; and (5) Leaders guide, role model, and motivate employees. The inhibiting factors are: (1) Human resources that are not yet in line with needs; (2) Minimal evaluation and archival activities; (3) training in implementation is still limited. Abstrak Penelitian ini berupaya menganalisis efektivitas pelaksanaan sistem pengendalian intern pemerintah dan faktor-faktor yang mempengaruhinya. Jenis penelitian ini yaitu kualitatif deskriptif dengan teknik teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Analisis data berdasarkan teori Richard M. Steers tentang kemampuan menyesuaikan diri, prestasi, dan kepuasan kerja dalam sistem pengendalian intern pemerintah. Hasil penelitian yaitu: (1) lingkungan pengendalian berjalan dengan baik, pemimpin memberikan keteladanan, menyelenggarakan pelatihan, dan disiplin; (2) Penilaian risiko, mengidentifikasi, dan menganalisis risikonya masih belum maksimal; (3) Kegiatan pengendalian dengan mereviu atas kinerja instansi, pembinaan sumber daya manusia, dan pengelolaan sistem informasi; (4) Informasi dan komunikasi sudah baik dengan menggunakan berbagai bentuk sarana; (5) Pemantauan pengendalian intern dengan melakukan monitoring. Adapun faktor pendukung: (1) Mempunyai peraturan dan panduan pelaksanaan; (2) Uraian tugas dan fungsi yang jelas; (3) Pengawasan evaluasi berkala kepada organisasi perangkat daerah; (4) sumber daya manusia, teknologi, sarana, dan prasarana; dan (5) Pemimpin membimbing, keteladanan, dan memotivasi kepegawai. Faktor penghambatnya yaitu: (1) Sumber daya manusia yang belum sesuai dengan kebutuhan; (2) Minim kegiatan evaluasi dan kearsipan; (3) pelatihan dalam penerapan masih terbatas. Abstract

The urgency of this research pertains to the political feasibility of Minister of Education and Culture Regulation No. 30/2021 regarding the Prevention and Handling of Sexual Violence (PPKS) in the University Environment due to the emergency situation of sexual violence on campus. This study not only highlights the extent to which the policy is acceptable to decision-makers and the general public but also underscores the importance of ensuring that any enacted policy has strong political support and does not generate controversy. The research methodology involves detailed analysis of existing regulations, gathering readings from books, academic journals, electronic media news, and conducting interviews with various stakeholders to gather their views on the political feasibility of the regulation. The findings indicate that the enactment of the regulation initially elicited diverse reactions from the public, with clear pros and cons. From different perspectives, particularly concerning various interests, the public voiced protests and controversies regarding the implications and impacts of the regulation. While supporters perceive it as a positive step in providing protection for the entire university community, with expected preventive measures and effective handling of sexual harassment cases, opponents view it as potentially promoting adultery and LGBT issues, especially from a religious standpoint. Nonetheless, it is crucial for the public to regard this regulation as a formal public policy, established based on an understanding and handling of societal issues.

Abstract

This study aims to evaluate the MBKM (Merdeka Belajar Kampus Merdeka) Programme in Indonesia, describe sustainability, and challenges in implementing the programme. This research uses descriptive qualitative research by utilising data sources from books, articles, and related journals. The data collection technique was carried out by reviewing and analysing documents from several universities that have implemented the programme. The result of this study is that the universities that became the sample in the evaluation of MBKM implementation did not all implement the programme. Although there are universities that implement the programme, the percentage is still low. Therefore, universities need to do several things to improve it: 1) socialisation and inspire/motivate students to get involved in the programme. One of the strategies that can be anticipated to overcome the difficulties in producing outcomes that are aware of scientific and technological advances and able to compete in global progress is to design programme policies; 2) involve cooperation with several partners outside the college to equip students with MBKM programme experiences that are in accordance with student preferences; 3) colleges need to pay attention to the interests of students in implementing MBKM programmes, especially internship programmes that require extra funds. In addition, to support this programme, it is necessary to innovate learning models, collaborate with partners outside the campus, and adjust the study programme curriculum to be more adaptive in preparing graduates for the world of work.

Abstract

The quality of educational institutions is important to note as a place to create thenation's generation. Its quality is determined by how well the performance of theteachers. The position of the teacher becomes very important because not onlyteaches knowledge but also build student character. Meanwhile, there are severalfactors that can affect the performance. This study aims to analyze the effect ofemotional intelligence, spiritual intelligence and work motivation on theperformance of Muhammadiyah school teachers in Tarakan City.The researchsample amounted to 92 teachers based on sample calculations using the Isaac andMichael formula with sampling technique simple random. The instrument used is aquestionnaire. The research data was processed using multiple linear analyses andtabulated with the IBM SPSS Statistics 25 program. The results showed thatemotional intelligence and work motivation had an effect on performance, whilespiritual intelligence had no effect on performance.

Abstract

This research investigates the enhancement of Indonesia's Open Proportional Electoral System (OPES) through a SOAR (Strengths, Opportunities, Aspirations, Results) analysis to strategize its implementation for the 2024 elections. Utilizing a comprehensive literature review method, the study analyzed 984 articles from Google Scholar and 1000 from Crossref, narrowing down to eight pertinent studies published within the last three years. The SOAR analysis revealed key strengths of the OPES, including increased political plurality and direct voter engagement, while identifying opportunities for reform, such as reducing campaign financing and mitigating money politics. The aspirations highlighted a desire for greater accountability and integrity in electoral processes. Results indicated that implementing measures to limit campaign expenditures and enhance transparency could significantly reduce electoral misconduct. The study recommends establishing stricter regulations on campaign financing and fostering public awareness campaigns to educate voters on their rights and the electoral process. By addressing these challenges and leveraging existing strengths, Indonesia can strengthen its democratic practices and ensure a more equitable electoral landscape in the upcoming elections. This analysis provides a structured framework for policymakers to navigate the complexities of electoral reform effectively.

Abstract

This study examines the widespread rejection of the Job Creation Law in Indonesia by applying policy implementation theory to understand the root causes of public resistance and evaluate government efforts to address these issues. Passed in 2020 using the Omnibus Law approach, the law aims to streamline regulations to boost investment and economic growth. However, the study reveals significant objections from various societal groups, especially workers, due to perceived threats to labor rights, environmental protections, and public participation during its formulation. Using a qualitative literature review method, the research identifies key factors driving resistance, including inadequate transparency, limited stakeholder involvement, and distrust toward the legislative process. The findings show that the law is seen as prioritizing business interests at the expense of workers' welfare and environmental sustainability, exacerbating public dissatisfaction and leading to mass protests across Indonesia. The study underscores the need for effective public communication, inclusive policymaking, and a stronger focus on social welfare to build trust and improve acceptance. Recommendations include increased outreach, revision of contentious provisions, and strengthened collaboration between the government and stakeholders. These steps are critical for achieving a balance between regulatory reform and public trust while addressing Indonesia's socio-economic challenges.

Abstract

The success of an organization or institution is highly dependent on the performance and involvement of employees in carrying out their duties. One of the main factors that can improve employee performance is employee engagement, which reflects the level of engagement, commitment, and enthusiasm of employees at work. There are several variables that can be used as factors that affect employee engagement, namely transformational leadership, organizational culture, and organizational commitment. This study aims to find out how the influence of transformational leadership, organizational culture, and organizational commitment on employee engagement at the Manokwari Class II Special Children's Development Institution. This type of research is a quantitative research with an explanatory approach, with a total of 47 respondents. The research method used is a survey with the collection of primary data through questionnaires and secondary data from various related sources. Data analysis was carried out using Validity Test, Reliability Test, Multiple Regression Analysis, Determination Coefficient Analysis (R2), t-Test, F-Test, and then the data was analyzed using SPSS 29.0. The results of the study showed that transformational leadership had no effect on employee engagement, from the results of the t-test a t-count value of 1,126, while a t-table value of 1,679 was obtained. Organizational culture affects employee engagement, the results of the t-test obtained a t-count value of 2,319, while a t-table value obtained a value of 1,679. Organizational commitment has no effect on employee engagement, the t-test results obtained a t-count value of 0.552, while the t-table value obtained a value of 1.679. From the results of the research that has been tested, the Manokwari Class II Special Children's Development Institution can strengthen Transformational Leadership, develop organizational culture, and increase organizational commitment so that employee engagement in the institution can be increased.

Abstract

The purpose of this study was to determine and analyze the influence of leadership and organizational culture on the motivation and performance of employees at the Department of Social and Community Empowerment of Tarakan City, either directly or indirectly. This study uses a quantitative method with a "survey" approach to obtain data and information related to research variables at the Department of Social and Community Empowerment of Tarakan City. All employees of the Tarakan City Social and Community Empowerment Service, amounting to 49 people as the population as well as the research sample. The types and sources of data needed in this study are in the form of primary data and secondary data, while to obtain these data by distributing questionnaires and literature studies. To test and prove the hypothesis is done statistically by path analysis (path analysis). Based on the results of research and data analysis found that leadership has a positive and significant effect on employee work motivation, the better the leadership, the more motivating employees' work. Organizational culture has a positive and significant effect on employee work motivation, the better the organizational culture is carried out, the more motivating employees work. Work motivation has a (negative) and insignificant effect on employee performance. Leadership does not have a significant positive effect on employee performance. Organizational culture has a positive and significant effect on employee performance, the better the organizational culture is carried out, the more employee performance will be. There is a simultaneous positive and significant influence of leadership, organizational culture and motivation on employee performance. Motivation does not mediate the influence of leadership and organizational culture on employee performance.
