Abstract

The study examines the implementation of the Recognition of Prior Learning (RPL) policy at Universitas Terbuka (UT) as an effort to enhance higher education access in Indonesia. The background of this research stems from the necessity to acknowledge formal, non-formal, and informal learning experiences according to existing regulations. Over the past five semesters, there was fluctuation in both RPL application numbers and rejection rates. Notably, although the number of rejected applications totaled 967 cases despite being a small percentage (0.9%), this still negatively impacted UT due to many applicants failing to register courses or canceling their enrollment altogether.The aim of this research is to analyze the implementation models of RPL policies and factors influencing them at UT. Using qualitative methods involving deep interviews and document analysis across three locations: Jakarta, Surabaya, and Palembang. The findings reveal significant challenges in implementing RPL policies at UT including difficulties among students understanding RPL requirements and incomplete administrative documents. Despite fluctuations in application numbers, low rejection rates were observed; however ineffective communication and socialization hindered acknowledgment processes significantly. Conclusions stress improvements needed in informational systems and admission applications facilitating student candidates' progress. Additionally emphasizing increased transparency and accountability throughout evaluation processes ensures educational quality maintenance. Recommendations suggest developing new implementation models responsive towards student needs enhancing efficiency/effectiveness within UT's RPL programs.

Abstract

The aim of this research is to examine the influence of corporate governance mechanisms on company performance. To examine the effect of corporate governance on operational efficiency. To show the influence of operational efficiency on company performance. And to test the operational efficiency mediating variable between corporate governance mechanisms on the performance of property and real estate companies at PT. Indonesian Stock Exchange 2019-2021. This type of research is included in quantitative research. The population for this research is all property and real estate companies registered with PT. Indonesia stock exchange. The sample for this research is property and real estate companies included in the LQ45 Index, namely 6 (six) companies, namely Alam Sutera Realty Tbk (ASRI), Bumi Resources Tbk (BUMI), Lippo Karawaci Tbk (LPKR), Pakuwon Jati Tbk (PWON) , PP Properti Tbk (PPRO), and Summarecon Agung Tbk (SMRA). Data analysis was carried out using path analysis. The research results show that corporate governance (CG) mechanisms have a positive and significant influence on the performance of property and real estate companies included in the LQ45 Index. Corporate governance (CG) mechanisms have a negative and significant influence on the operational efficiency of property and real estate companies included in the LQ45 Index. Operational efficiency has a positive and significant influence on the performance of property and real estate companies included in the LQ45 Index. The operational efficiency variable is a mediating variable between the CG mechanism and the performance of property and real estate companies included in the LQ45 Index.

Abstract

The implementation of regional governance policies in Indonesia has evolved through various legal frameworks, with the most recent being Law No. 23 of 2014. This law redefines the distribution of government authority, shifting certain responsibilities from district/city governments to provincial governments. One key sector affected by this change is port management, as seen in the case of Tengkayu I Port in Tarakan. The port's administration was transferred from the Tarakan City Government to the North Kalimantan Provincial Government to improve efficiency and service quality. However, this transition has faced challenges, particularly in maintaining service standards and public satisfaction. This study aims to analyze the implementation of the authority distribution policy at Tengkayu I Port, focusing on governance efficiency, policy execution, and its impact on service delivery. Using a qualitative case study approach, data were collected through interviews, observations, and document analysis. The research applies Edwards III’s (1980) policy implementation framework, examining communication, resources, disposition, and bureaucratic structure as key factors influencing the success of the policy. The findings reveal that while regulatory frameworks and intergovernmental coordination facilitated the transition, challenges such as resource limitations, administrative adjustments, and declining public satisfaction need to be addressed. The study underscores the importance of structured policy implementation, regulatory clarity, and stakeholder engagement in ensuring effective governance transitions. Recommendations include enhancing capacity building at the provincial level and improving communication channels between stakeholders to optimize policy outcomes.

Abstract

Tarakan City has the lowest Open Unemployment Rate compared to other major cities in Kalimantan. Therefore, it is important to examine the factors that influence this condition. This study aims to identify and analyze the impact of Economic Growth, Population Size, Inflation Rate, and the Human Development Index on the Open Unemployment Rate in Tarakan City. The independent variables in this study are Economic Growth, Population Size, Inflation Rate, and HDI, while the dependent variable is the Open Unemployment Rate. The sample was obtained using census data from the Badan Pusat Statistik. Data analysis was conducted using the Multiple Linear Regression method, with SPSS Version 30 as the analytical tool. The estimated regression equation is Y = 123.231 + 0.037X₁ + 0.112X₂ + 0.195X₃ - 1.938X₄. The analysis results indicate that the Open Unemployment Rate in Tarakan City is influenced by Population Size, Inflation Rate, and HDI but is not affected by Economic Growth. The recommendations from this research suggest that the Government of Tarakan should focus on policies aimed at reducing the unemployment rate, such as improving the quality of education and healthcare, as well as developing training and skill development programs for the community.

Abstract

Purpose: This study investigates the extent to which work discipline and professional competence contribute to the performance of traffic police officers within the Directorate of Traffic Police, North Maluku Regional Police (Ditlantas Polda Maluku Utara). The research addresses a critical gap in understanding how behavioral and skill-based factors jointly influence law enforcement performance in emerging regional contexts. Methodology: Employing a quantitative research design, data were collected from a sample of 187 respondents, determined using Slovin’s formula from a total population of 340 officers. Structured questionnaires served as the primary instrument, and multiple linear regression analysis was used to examine the relationships among variables. Results: The analysis confirms that both work discipline and competence exert a statistically significant influence on officer performance. Findings: Among the predictors, professional competence demonstrated the strongest effect (t = 11.511), indicating a direct and substantial contribution to performance outcomes. Interestingly, while work discipline was also significant (t = 3.790), its negative coefficient suggests that overly rigid enforcement may hinder rather than enhance performance. The model accounts for 41.9% of the variance in performance (F = 66.427; p < 0.001; R² = 0.419). Novelty: This study offers a novel perspective by integrating behavioral rigidity and competency frameworks within a single performance evaluation model for traffic police. Originality: The research provides original empirical evidence from a regional policing context in Indonesia, advancing theoretical and practical insights into performance management in public sector organizations. Conclusion: Enhancing professional competence, coupled with a more adaptive approach to discipline, represents a strategic pathway for improving law enforcement performance. Abstract

This study aims to investigate the factors influencing policy effectiveness and strategies for achieving goals, addressing challenges like inadequate communication, resource gaps, and stakeholder disparities. The data collection method used is a literature study from various recent studies (2019-2023) to access the latest information and data. A SOAR analysis is conducted to formulate strategies for implementing the policy in Indonesia. Key findings highlight the importance of clear communication, resource allocation, stakeholder collaboration, and bureaucratic coordination in enhancing policy effectiveness. Proposed strategies include strengthening partnerships among government agencies, schools, NGOs, and parents, adapting curricula to local needs, empowering teachers, integrating digital tools for school zoning, and establishing independent monitoring mechanisms. The study underscores the broader societal impact of school zoning policies, advocating for equitable educational access as a driver for social cohesion and economic development. The academic implication combines education policy, public administration, and technological innovations, making it valuable for diverse academic and professional audiences. The practical implication of this study is that it provides a solution-driven approach, focusing on school zoning as a policy mechanism to promote equal educational opportunities. This appeals to policymakers and education stakeholders seeking practical strategies. Despite this, the findings offer useful insights. Future research should use mixed methods such as surveys and interviews to explore views from students, parents, teachers, and policymakers.

Abstract

This study examines the Indonesian capital market's response to the announcement of the integration of State-Owned Enterprises (BUMN) into Danantara, a new Sovereign Wealth Fund (SWF). Given BUMNs' strategic economic role, this February 24, 2025 announcement was a market event with significant implications. The primary objective was to evaluate the presence of significant abnormal returns on 25 BUMN/affiliate shares and the Jakarta Composite Index (IHSG), compare returns, and examine absolute share price changes. Adopting a quantitative event study methodology, the research used secondary data from the Indonesia Stock Exchange (BEI), including daily closing prices for the specified shares and the IHSG. The data was collected during an event window from five days before to five days after the announcement. Analysis was conducted using the Market Adjusted Model, with hypotheses tested via a one-sample t-test and a paired-samples mean difference test (Wilcoxon Signed Ranks Test) at a 0.05 significance level. The results show no statistically significant abnormal returns on either BUMN/affiliate shares or the IHSG. However, there was a significant decrease in the average price of both asset groups following the announcement. This finding supports the semi-strong form of the Efficient Market Hypothesis (EMH), as public information was integrated efficiently, preventing persistent abnormal gains. The significant price drop reflects pessimistic and cautious investor sentiment, indicating concerns over the complexity of this restructuring. The homogeneous and systemic market reaction suggests the policy is viewed as a large-scale transformation with potentially significant consequences.

Abstract

This study aims to assess community satisfaction with services provided by the Public Service Mall (MPP) in Pemalang Regency and identify its service elements' strengths and weaknesses. Using a quantitative approach, data was collected from 247 respondents selected through proportional simple random sampling, based on a population of 646 service users. The research instrument was developed by the Indonesian Ministerial Regulation No. 14 of 2017, which outlines nine key elements for measuring the Community Satisfaction Index (IKM). The data were analyzed using univariate and bivariate methods. The findings show that the overall IKM score was 88.18, indicating good service quality. While most service elements were rated in category B (good), two elements—service requirements and complaint handling—received the lowest scores (3.41), suggesting areas needing improvement. Conversely, service tariffs and infrastructure scored highest, with 3.94 and 3.75, respectively. The study highlights the need for clearer information dissemination, simplified procedures, and more responsive complaint mechanisms. It also recommends the integration of digital platforms to enhance accessibility and efficiency. Continuous evaluation and stakeholder engagement are essential to ensure sustainable improvements in public service delivery and community satisfaction at the MPP.

Abstract

This study analyzes collaborative governance in the Patriot Desa Program by examining how multi-actor collaboration works at the village level, particularly in villages with stagnant Village Development Index (IDM) scores such as Situhiang. The research addresses the paradox between IDM improvement and weak institutionalized collaboration in assisted villages. The study aims to describe the dynamics of collaborative governance in planning and implementing the program at village level and to identify factors that limit the effectiveness and sustainability of collaboration. A qualitative descriptive approach with a case study design was employed through in-depth interviews, document analysis, and observation of provincial government actors, Patriot Desa officers, village governments, and local community leaders, using the Collaborative Governance Regime framework as an analytical lens. Findings show that collaboration opens participatory spaces and builds shared motivation at the grassroots, yet agenda setting and strategic decisions remain dominated by bureaucratic actors. Joint action capacity grows through the strengthening of local champions and initiatives based on village potentials, but resource asymmetries, actor rotation, and program cycles make collaboration largely project-based and hinder its transformation into an institutionalized governance regime. The study concludes that collaborative governance in the village context tends to take the form of an administrative collaboration regime, in which institutional trust, adaptive learning, and cross-actor policy integration are still limited. The research offers novelty by presenting a village-level perspective on how collaborative governance operates and encounters structural limits, while pointing to the need for stronger institutional design, more balanced role distribution, and post-program sustainability strategies.
