Abstract

This study aims to analyze tourist potential development strategies and factors that influence the development of tourism potential through a community-based tourism approach in the Malinau Regency. The theory used is the operationalization of the concept of Community-Based Tourism with social indicators, economic, cultural, and environmental dimensions using SWOT analysis. The following research results are obtained: strength that is owned is reliable human resources, high leadership support, and a sufficient number of personnel. The weakness is still limited professional human resources in the field of tourism. In addition to its natural potential, attractions are also an opportunity in the tourism sector of Malinau Regency. The threats faced are tourism competition between other tourist objects. The strategy for developing tourism potential can be done is to optimize strengths, look for new tourism potentials that are unique and different from other tourist destinations, create a tourism brand of the regency, development of infrastructure, tourism promotion, and marketing. While the influencing factors are accessibility, budget, and regional policies. Penelitian ini menganalisis strategi pengembangan dan faktor yang memengaruhi pengembangan potensi wisata melalui pendekatan pariwisata berbasis masyarakat di Kabupaten Malinau. Teori yang digunakan adalah operasionalisasi konsep community based tourism dengan indikator sosial, ekonomi, budaya, dan lingkungan yang dianalisis dengan teknik SWOT. Hasil penelitian sebagai berikut: kekuatan yang dimiliki adalah sumber daya manusia yang handal, dukungan pimpinan, dan jumlah personel yang cukup. Kelemahannya terdapat pada masih terbatasnya sumber daya manusia murni dibidang pariwisata. Selain potensi alamnya, daya tarik lainnya adalah peluang di sektor pariwisata. Ancamannya adalah persaingan di bidang pariwisata dengan objek wisata lain. Strategi pengembangan potensi wisata dilakukan melalui optimalisasi kekuatan, yaitu mencari potensi wisata baru yang unik, menciptakan brand pariwisata kabupaten, mengembangkan infrastruktur, melakukan promosi, dan memasarkan pariwisata. Sementara itu, faktor yang memengaruhi adalah aksesibilitas, anggaran, dan kebijakan daerah.

Abstract

Implementation of main program is one of the benchmarks for the performance of local governments in achieving good governance. This study aims to determine the implementation of RT Bersih program and identify the supporting and hindering factors. The results of this study indicate that implementation of RT Bersih flagship program has been good, it can be seen from the organization that has been realized in organizational structure as well as the duties and functions, interpretation has been carried out through socialization and communication between implementers, suitability of application to work procedures in accordance with regulations as well as technical and implementing instructions and budget allocations are appropriate. Program socialization does not reach the community and condition of implementing officers who have other jobs are factors that can hinder the program, while supporting factors for RT Bersih program are clear organizational structure, availability of adequate human resources, conformity of program with technical and implementing guidelines. Implementasi program unggulan merupakan salah satu tolak ukur kinerja pemerintah daerah dalam mencapai good governance. Penelitian ini bertujuan untuk mengetahui implementasi program ‘RT Bersih’ serta mengidentifikasi faktor pendukung dan penghambatnya. Hasil penelitian menunjukkan bahwa implementasi program unggulan ‘RT Bersih’ sudah baik dapat dilihat dari organisasi telah diwujudkan dalam struktur organisasi serta tugas dan fungsi, interpretasi telah dilakukan melalui sosialisasi, komunikasi antar pelaksana, kesesuaian aplikasi terhadap prosedur kerja sesuai dengan peraturan serta petunjuk teknis dan pelaksana serta alokasi anggaran telah sesuai. Sosialisasi program tidak sampai kepada masyarakat serta kondisi petugas pelaksana yang memiliki pekerjaan lain merupakan faktor yang dapat menghambat program sedangkan faktor pendukung program ‘RT Bersih’ adalah struktur organisasi yang jelas, ketersediaan sumber daya manusia yang memadai, kesesuaian program dengan peraturan petunjuk teknis dan pelaksana.

Abstract

The purpose of the study was to analyze the influence of competence, work discipline and work environment on employee performance at Tarakan Hospital, North Kalimantan Province. The type of research that will be used in this research is to use quantitative research, namely the survey method. The theories used as references in this research are competency theory (Maulana, A, 2020), work discipline (Rivai, V, 2014), work environment (Sedarmayanti, 2017) and performance theory (Gomes, 2010). To get a representative sample, according to Hair et al (2006), the question items are multiplied by 5, so the number of respondents used is 135 respondents. The method used is descriptive statistics, coefficient of determination, multiple linear regression coefficients and hypothesis testing. Research Results 1) Competence has a significant influence on performance, meaning that competence contributes to performance, the better competence, the better performance; 2) Work discipline has a positive and insignificant effect on performance, meaning that work discipline contributes to performance, 3) the work environment has a significant influence on performance, then the work environment contributes to performance, the better the work environment, and will improve performance.

Abstract

This article aims to determine the effect of education and training on the career development of civil servants at the personnel agency and human resource development in the Sula archipelago district. This study focused on employees of the Personnel & Human Resources Development Agency of the Sula Islands Regency, the sample used was 107 people. Data was collected through a questionnaire, then the variables were measured using a Likert scale. Data analysis was done by using multiple regression analysis method. The software used for analysis is SPPS. 20. From the standard estimates for the variables Education (X1), Training (X2), Career Development (Y), an equation can be made, namely Y = 1.977+ 0.308 (X1) + 0.220 (X2)+e. This study concludes that the education variable has a coefficient value of 0.220 and has a significance value of 0.002 variable which is considered constant. The training variable shows a value of 0.220 and has a significance value of 0.021. simultaneously shows that the two variables of education and training have a significance probability of 0.000 which simultaneously affects the career development variable.

Abstract

The role of local regional government becomes very important to regulate and manage. development in the region in self uses the Regional Original Income (PAD) owned by each region. One source of local revenue comes from the Rural and Urban Land and Building Tax (PBB P2) and the land and Building Rights Acquisition Fee (BPHTB). This study aims to determine the effectiveness of PBB and BPHTB collection in Malinau Regency, and the contribution of revenue PBB and BPHTB on PAD of Malinau Regency. The theory used by Devaas, a989:62 The Research method used is descriptive qualitative. The data collection method used is documentation, observational interviews and literature study. The selected informants are people related to tax collection, both at the BPKD Malinau Regency and ordinary people. The data used in this study in the target and realization in PBB and BPHTB revenues in 2017–2021. The results of the study indicate that the level of effective people of collecting PBB P2 and BPHTB from 2017 to 2021 is said to be very ineffective. Where the highest effectiveness occurs in 2021 with percentages of 78.66% and 447,57 %, respectively. According to the level of effectiveness of PBB and BPHTB receipts, Malinau Regency has not been effective in the las 5 years. Meanwhile, the contribution level of PBB P2 and BPHTB revenues to Malinau Regency's PAD is classified as less in the last 5 years.

Abstract

Rukun tetangga has a strategic role in the implementation of communal-based development to build and empower RT as a small system so that it becomes better and will have a good impact on a better system in villages and sub-districts. This study aims to examine and analyze the implementation of the RT-BERSIH (Neat, Orderly, Clean, Healthy, Beautiful, and Harmonious) program initiated by the local government in Malinau Regency as an innovative regional program. A qualitative approach is carried out so that researchers can observe in detail and in depth through a direct approach to the object being observed. In collecting data several techniques have been carried out including interviews, observations, and data studies for reports and documents related to research. Based on the research results, the implementation of the Clean RT program in Pelita Kanaan Village provides good benefits for the four priority development targets, namely as follows: For the people's economy, the Clean RT program can create and improve household and RT scale business activities with assistance in the form of business equipment, livestock assistance, and entrepreneurship training in the field of human resources, this program can increase capacity and quality of life through tutoring and school activities. The implementation of the program is still constrained by the lack of human resources, especially among the management and supporting agencies. To reduce these barriers, village governments and local institutions provide ongoing training and assistance to administrators.

Abstract

The purpose of this research is to study & analysis increasing quality strategy for public service & do effort for increasing quality strategy for public service. This research is done by qualitative approaching so that the researcher will be able to observe carefully & deeply through direct approach. The researcher uses interviewing and observating data not only reports but also documents which are related with the research. Research analysis results show that from tangible dimension overall has not shown good results since some indicators show negative results, reliability, responsiveness, and assurance dimension shows good results, namun dimension emphaty still shows negative due to aspect that needs to be improved. It is hospitality in doing public service for public. Internal strategy through SWOT analysis placed district office West Malinau on the third quadrant so the strategy that can be used is by changing the strategy to take advantage of opportunities and minimize the weaknesses. Tujuan penelitian ini untuk menganalisis kualitas layanan publik pegawai dan strategi internal di Kantor Kecamatan Malinau Barat, Kabupaten Malinau. Pendekatan kualitatif dan kuantitatif dipadukan supaya dapat mengobservasi secara detail, mendalam, dan rinci terhadap objek yang diamati. Teknik pengumpulan data dengan metode wawancara, observasi, serta mempelajari data berupa laporan dan dokumen yang berkaitan. Hasil analisis penelitian menunjukkan kualitas pegawai ditinjau dari dimensi tangible secara keseluruhan belum menunjukkan hasil yang positif karena beberapa indikator menunjukkan hasil negatif, sedangkan ditinjau dari dimensi reliability, responsiveness dan assurance menunjukkan hasil yang positif, namun ditinjau dari dimensi emphaty belum menunjukkan hasil positif, karena terdapat aspek yang harus dilakukan perbaikan, yaitu keramahan pegawai dalam memberikan pelayanan kepada masyarakat. Strategi internal melalui analisis SWOT menempatkan Kantor Kecamatan Malinau Barat pada kuadran ke tiga, sehingga strategi yang dapat dilakukan adalah melakukan perubahan strategis dengan memanfaatkan peluang yang dimiliki untuk meminimalisir kelemahan yang dimiliki.

Abstract

Purpose – This study aims to determine and analyze the effect of competence, motivation, as well as work environment and facilities on the performance of the expenditure treasurer at the APBN management unit in North Kalimantan Province. Methodology – The participants were 213 expenditure treasurers which were selected by the simple random sampling technique. Furthermore, the number of samples was determined by using the Yamane formula and a total of 139 respondents were obtained. The data collection technique used questionnaires, namely the Guttman, Likert, and Rating Scales. In addition, the data were analyzed using multiple linear regression with the aid of SPSS For Windows. Findings – The results showed competence, motivation, as well as work environment and facilities had a positive and significant effect on the performance of the expenditure treasurer. Therefore, each of the work units managing the State Budget in North Kalimantan Province needs to pay more attention to the factors that affect performance. Originality – This study provides a new perspective on the effect of competence, motivation, as well as work environment and facilities on expenditure treasurer performance, which has never been carried out in previous literature.

Abstract

This study aims to determine and analyze the regional financial independence of the Sula Islands Regency, North Maluku Province in order to support the implementation of regional development as the implementation of a decentralized system (local government), the contribution of local revenue (PAD) to the APBD of the Sula Islands Regency in 2017-2021. Research informant is Head of Regional Tax and Levy Management Agency. The results show that the ratio of regional financial independence in the Sula Islands Regency is still low or is in a consultative relationship pattern. Effectiveness Ratio and Efficiency Ratio which shows the highly efficient regional financial capacity. The compatibility ratio shows that the results of operational expenditures are greater than capital/development expenditures. Meanwhile, the growth ratio overall experienced positive and negative growth. The contribution of PAD to the APBD of the Sula Islands Regency is still low or lacking. Lack of local government commitment, both executive and legislative, in increasing PAD which affects the amount of increasing regional financial independence, lack of loyalty from both executives and legislatures in managing regional finances from the planning to implementation sector, and lack of local government innovation in exploring the potentials of the Islands Regency. Abstract

The Regional Rice Program (Rasda) is an innovation program carried out by the Government of Malinau Regency to empower the community as an effort to improve people's welfare. The aim of the research is to analyze program implementation, supporting factors, and inhibiting factors for this program. The research was carried out using a qualitative approach, data collection techniques through interviews, observation, and studying reports or documents related to research. Researchers analyzed it using the implementation theory put forward by Van Mater and Van Horm. Because of the theory of Van Meter and Van Horn. The results of the research analysis show that the implementation of the Rasda program in general can be carried out well. In terms of standards and policy targets, the Rasda program has been regulated in the form of District Head Regulations, District Head Decrees, and guidebooks. In terms of resources, the implementation of the Rasda program is supported by and through subsidy spending from the APBD (Regional Revenue and Expenditure Budget) of Malinau Regency in the amount of IDR 5,000,000,000.00 (five billion rupiahs) annually. Aspects of communication with the existence of an effective coordination system starting from the village, sub-district, up to the district level. The disposition aspect in the form of delegating monitoring and supervision tasks to the village government supported by the provision of honorariums can increase accountability for the implementation of the Rasda program. Characteristic aspects have been realized through the District Rasda Team which consists of eight OPD (Regional Apparatus Organizations) and Perumda (Regional Public Company) Intimung. Aspects of the social, economic and political environment show that the Rasda program is able to help meet food needs. The factor that supports the implementation of the Rasda program is the district head's high commitment to production and distribution. The inhibiting factors are limited regional rice productivity and limited facilities, infrastructure, and facilities.
